N.C. General Baptist State<lb /><lb />and seconded by Commissioner<lb />Barnhill that the town Ts auditors<lb />audit the special drug fund in the<lb />police department for the last two<lb />fiscal years. The motion passed by<lb />a voice vote.<lb /><lb />Town attorney Bill Dickens re-<lb />ported that he had taken the pre-<lb />liminary audit information from<lb />town auditors, Turlington Flowers<lb />Co. and information from Gaither<lb />concerning the special account in<lb />the Enfield Police Department, and<lb />delivered it to the proper authori-<lb />ties.<lb /><lb />During the meeting Monday<lb />night, a motion was made by Com-<lb />missioner Barnhill and seconded<lb />by Commissioner Drum that town<lb />attorney Dickens send a letter of<lb />reprimand to Chief Gaither con-<lb /><lb />cerning leadership and personnel<lb />problems in his department.<lb /><lb />According to town clerk Julian<lb />Woody, a letter of reprimand will<lb />also be sent to each officer and<lb />dispatcher concerning personnel<lb />problems and to inform them of the<lb />action being taken by the board.<lb /><lb />Woody said the town board will<lb />create a grievance committee made<lb />up of one member from each sec-<lb />tion of the police department and<lb />at least one board member.<lb /><lb />He said this committee would be<lb />in place so that an officer having a<lb />complaint could present it to the<lb />committee.<lb /><lb />However, this morning Gaither<lb />contended there is adequate docu-<lb />mentation to show how the money<lb />was used.  oThere is no problem as<lb />far as I am concerned, � he said.<lb /><lb />Use of drug informant<lb />money questioned<lb /><lb />Scott Schwebke<lb />Herald Staff Writer<lb /><lb />ENFIELD - The Enfield town<lb />commissioners have asked Halifax<lb /><lb />' County District Attorney Bob<lb /><lb />Caudle to look into allegations that<lb />the town Ts police chief failed to<lb />follow proper procedures in dis-<lb />bursing about $11,000 from a spe-<lb />cial drug informant account.<lb />Enfield Town Attorney Billy<lb />Dickens informed the commission-<lb /><lb />_ ers Monday night that informa-<lb />| tion about the account has been<lb /><lb />_». turned gver. to. For the 1990-91 school<lb />year, 288 students have dropped<lb />out of school, most being 16 years of<lb />age. Sadly and significantly enough,<lb />the ratio is extremely<lb />disproportioned between Black<lb />students and White students. In<lb />fact, almost half of the dropouts in<lb />Pitt County Schools were Black<lb />males!<lb /><lb />Resolving the problem of the<lb />schools drop-out rate, was one ma-<lb />jor issue proposed at the County<lb />School Board Meeting held on No-<lb />vember 4, The issue was addressed<lb />by Arlene Ferren, who claimed the<lb />statistics would have been slightly<lb />lower if Agnes Fullilove Community<lb />school had not been included. Ac-<lb />cording to Ms. Ferren, backed by<lb />Superintendent Floyd, Agnes<lb />Fullilove High School increases the<lb />state Ts drop out rate. Floyd is<lb />therefore, willing to change state<lb />ruling of including Agnes Fullilove;<lb />and proposing that the school be<lb />closed for a day in order to compare<lb />this theory.<lb /><lb />Floyd also introduced a proposal<lb />through which he hopes students<lb />learning of material will be enriched.<lb />According to Floyd,  oAll children<lb />can learn, but higher standards<lb />must be set for the education sys-<lb />tem. � Floydbelieves that by the year<lb /><lb />2001, Pitt County Schools will have<lb /><lb />on attendance. According te-statis-- --4<lb /><lb />tics,seach drop out averaged 16.5<lb />absences each. In elementary<lb />schools, students faced outer school<lb />suspension as a punishment. This<lb />punishment according to board<lb />member Mary Williams,  ois a proce-<lb />dure using attendance to call stu-<lb />dents to go home and play. A high<lb />percentage of Black students receive<lb />out of school suspension in elemen-<lb />tary school, for disrespecting the<lb />teacher. � Williams also feels the<lb />system creates potential drop out<lb />levels for secondary schools; thus<lb />creating a problem for society. When<lb />Williams presented this theory fo<lb />Arlene Ferren, it was overlooked<lb />and a motion to compare and con-<lb />trast elementary and secondary<lb />schools was denied by the School<lb />Board.<lb /><lb />Other important topics discussed<lb />were religious holidays and death<lb />observances. While the board ap-<lb />proved 3 excused absences for Na-<lb />tional Religious Holidays, it denied<lb />observance for death observances<lb />in the immediate family.<lb /><lb />Coincidentally, the death obser-<lb />vance was proposed by one of the<lb />boards three black member,<lb />Donovan Phillips. Theconvention<lb />was held on Saturday, November<lb />2, at The Anointed One Ts Church,<lb />in Ayden, where Sister Ruth<lb />Peterson is the Pastor. The con-<lb />vention was filled with messages<lb /><lb />on peace, confidence, and a call to<lb /><lb />According to Sister Hazel Royal<lb />( Abundant Life Miracle Center),.<lb /> oWe must be teachable to move in<lb />God Ts word, as well as courageous,<lb />and sensitive. In the eight<lb />Southeastern states, 114 grocers<lb />were penalized for violating food<lb />stamp program rules.<lb /><lb />During the prior quarter, 160<lb />Southeastern stores were penal-<lb />ized. Eleven of those were in North<lb />Carolina. Last year USDA Ts Food<lb />and Nutrition Service took ad-<lb />ministrative action against 452<lb />grocers in the Southeast.<lb /><lb />Third quarter statistics show<lb />that in North Carolina, six stores<lb />were disqualified for periods up to<lb />three years. Five stores were per-<lb />manently disqualified for traffick-<lb />ing, and the remaining one store<lb />was assessed a fine in lieu of dis-<lb />qualification.<lb /><lb />Investigations revealed that<lb />some grocers allowed the purchase<lb />of non-food items with food stamps<lb />and some exchanged food stamps<lb />for cash. Food stamps can be used<lb />legally only to buy food, garden<lb /><lb />seed and plants used to grow food,<lb />said Gerald D. Holt, officer-in-<lb />charge of the USDA FNS Raleigh<lb />field office.<lb /><lb />Approximately 7600 retail firms<lb />in North Carolina are authorized<lb />to participate in the food stamp<lb />program, which annually accounts<lb />for nearly $310 million in food<lb />assistance to low-income families<lb />and related administrative costs.<lb /><lb />A disqualified store may not<lb />accept food stamps during the<lb />disqualification period. To resume<lb />participation in the program the<lb />grocer must apply to USDA for<lb />reinstatement. In addition to<lb />meeting authorization require-<lb />ments, the grocer is required to<lb />present a collateral bond or irre-<lb />vocable letter of credit of at least<lb />$1,000 to the Raleigh field office.
