I met an<lb />old lady coming from the crowd<lb />and she was hysterical wringing<lb />her hands and trying to talk. I<lb />just couldn Tt understand what she<lb />was saying, but I did figure out<lb />that she was trying to tell me how<lb />horrible the situation was. I took<lb />her by the arm and led her to the<lb />front porch of a house not far<lb />from where the incident had hap-<lb />pened. After she had gotten<lb />herself together she finally began<lb />to talk so that I could understand<lb />her. So I left her and went up to<lb />the crowd and as I pushed my<lb />way through the crowd to get a<lb />better look, I could see smoke<lb />coming from the windows and<lb />doors of the house. I came close<lb />to a cousin of mine who was there<lb />and ask her what had happened,<lb />and she told me that they were<lb />shooting tear gas in the lady Ts<lb />house trying to make her come<lb /><lb />out, but she still insisted that she .<lb /><lb />had done no wrong and was not<lb />coming out. I later found out that<lb />someone had called the police<lb /><lb />and told them that she had a gun<lb />ni cmsumanens<lb /><lb />and was shooting at every one<lb />that past the street, and when the<lb />police arrived they never stopped<lb />to investigate to see if she really<lb />did have a gun. After she<lb />wouldn Tt come out the police con-<lb />tinued to shoot tear gas through<lb />the windows. After about five<lb />minutes they began to shoot in<lb />the window and doors until she<lb />decided to come out. As she open-<lb />ed the door she had something in<lb />her hand that one of the officers<lb />said was a gun, which turned out<lb />to be a large silver spoon. I push-<lb />ed my way through the crowd un-<lb />til I was just about to the front of<lb />the house where I could see<lb />everything that was going on, but<lb />what I saw I wished I had gone<lb />another way. It was a pitiful sight<lb />to see the way the officers were<lb />dragging her out of the house and<lb />across the yard where they let<lb />her lay there dying and in very<lb />much pain. I watched as long as<lb />I could and then I turned and ran<lb />back home to tell my mother but<lb />she had heard what was going on<lb />and was on her way down there<lb />to see for herself. I kept going and<lb />was so sick in my stomach after<lb />seeing a seventy year old women<lb /><lb />laying out there and nobody could<lb />do anything about it. We didn Tt<lb />have any kind of organizations to<lb />help us, so whatever happened to<lb />colored folk then was just done<lb />and kept down to keep it here and<lb />keep it quite. If you happen to<lb />speak out about how we were<lb />treated it would be hard to get a<lb />job or anything to keep your<lb />family going. After all of this and<lb />other acts of violence were made<lb />against us we decided to do the<lb />only thing that was left for us to<lb />do and that was to unite in<lb />prayer.<lb /><lb />For the next five or six weeks<lb />things were very sad for all of us<lb />who were there to witness sucha<lb />terrible sight, and every one of us<lb />was afraid to be seen on the street<lb />after dark, because of the curfew<lb />that the Chief of Police had<lb />issued. This is our final chapter<lb />of  ~ ~We Tve Come a Long Way, �<lb />until after the book by the same<lb />name has been published. I would<lb />like to thank all of you who have<lb />read the tru and real life story<lb />and we do hope that you will be<lb />sure to buy the book.<lb /><lb />It Ts time for Black Americans to act! City razes safety hazards<lb /><lb />In the heady days of the  T60s<lb />and  T70s there weren Tt enough<lb />black conservatives to get a<lb />game of pinochle going. Black<lb />conservatives are still nothing to<lb />write home about, but their num-<lb />bers are on the upswing. Conser-<lb />vatism may not be the ultimate<lb />philosophical home for blacks, but<lb />it Ts a fairly safe bet it won Tt be<lb />liberalism. Liberalism has done<lb />more harm to blacks that one-<lb />time Georgia Gov. Lester<lb /> ~ Maddox, Mississippi's Theodore<lb />Bilbo, who wanted to deport all<lb />black Americans, and all the<lb />Klansmen could have ever done.<lb /><lb />Let Ts look at it. The liberal<lb />philosophy that criticized chaste<lb />sex mores had its most devastat-<lb />ing impact on blacks, having<lb />given up traditional values, where<lb />black teen illegitimacy was once<lb />lower than whites (1918), and total<lb />black illegitimacy was 13 percent<lb />(1939), today Ts black illegitimacy<lb />is 55 percent. Kids living in two-<lb />parent families are down to less<lb />than 50 percent whereit once stood<lb />at 85 percent.<lb /><lb />Criminal coddling is another<lb />component of liberal philoso-<lb />phy; ithas made life a nightmare<lb />for many blacks, Murder is the<lb />chief cause of death for young<lb />black males. In some black neigh-<lb />borhoods, people don Tt dare go<lb />near their windows, or they sleep<lb />on the floor for fearof being hit by<lb />stray bullets. In some neighbor-<lb />hoods, delivery menandtelephone<lb />repairmen refuse to service Cus-<lb />tomers or demandescortsfor fear<lb />of robbery and assault. There Ts<lb />the mass destruction of public<lb />telephones, parks, swimming<lb />pools, and other amenities im-<lb />portant to poor people who may<lb />not be able to afford private<lb />phones, or visit national parks, or<lb />swim at country clubs.<lb /><lb />The same liberals blessed the<lb />nation with widespread drug us-<lb />age. Those who argued against<lb />LSD, marijuana, and cocaine<lb />were portrayed as cranks and<lb />pariahs interfering with good<lb />clean fun. Laughter and ridicule<lb />greeted the person who suggested<lb />these drugs might lead to addic-<lb />tion. Now drugs are in, They;ve<lb />had their worst effect on blacks,<lb />turning youths into rap-talking<lb />zombies and pushers, and black<lb />neigh yds into Beiruts.<lb /><lb />Liberals virtually destroyed<lb /><lb />any chances for black academic.<lb /><lb />excellence, Their early battle was<lb />against standard that<lb /><lb />is,  ocourses ir elevar tesla<lb />dards which they portrayed as<lb /><lb />irrelevant<lb /><lb />BY: WALTER E. WILLIAMS<lb /><lb />teachers and fellow students, and<lb />have a contentless curriculum.<lb />Today, large numbers of black<lb />students cannot begin to meet<lb />academic qualifications for ad-<lb />mittance to colleges. But not to<lb />worry, liberals attacked college<lb />tests and academic standards as<lb />racist.<lb /><lb />It Ts high time that blacks real-<lb />ize that many politicians, judges,<lb />police, and school authorities hold<lb />contempt for their right to live<lb />normal, peaceful, productive<lb />lives. Black politicians,  ~ ~leaders, � T<lb />and civilrights organizations have<lb />sold us a bill of goods rotten goods,<lb />double-talk, and unconscionable<lb />deceit. For example, they fight<lb />tooth and nail against proposals<lb />for tuition tax credits or school<lb /><lb />vouchers to give parents an edu-**<lb /><lb />cational choice for their children.<lb />They say, let Ts save public schools<lb />and not give up hope. Yet the good<lb />Rev. Jesse Jackson, Del. Walter<lb />Fauntroy (D-D.C.), and D.C.<lb />Mayor Marion Barry, and others,<lb />send their children to private<lb />Blacks cannot depend on poli-<lb />ticians. They must protect their<lb />own neighborhoods, even if that<lb />means using violence to clean up<lb />drug corners and crackhouses.<lb />They must show up on school<lb />premises to mete out instant jus-<lb />tice to miscreants.  ~ ~Williams, � T<lb />yousay,  ~ ~that sounds like vigilan-<lb />tism. � T Well, Isay: What doyoudo<lb />when established legal authori-<lb />ties refuse to do their job just sit<lb />and take it? And for how long?<lb /><lb />City. crews today demolished a<lb />five-room wooden house on Flem-<lb /><lb />ing Street under a City Council �<lb /><lb />ordeg, which found the structure<lb />i. efrous afid prejudicial to the<lb />public health and public safety T.<lb /><lb />The demolotion was the second<lb />following a May 11 decision by<lb />the Council to remove dilapidated<lb />structures no longer fit for<lb />habitation. The owners, the John<lb />Langley heirs, had been ordered<lb />to repair or raze the building at<lb />1002 Fleming Street. When Ithe<lb />owners failed to act, the city<lb />manager ordered Greenville Ts<lb />Public Works Department to<lb />bulldoze the house. The heirs will<lb />be billed for demolition and, fail-<lb /><lb />ing to pay, will have a lien plac-<lb />ed against the property so City<lb />taxpayers are repaid.<lb /><lb />Making Your Dream A Reality<lb /><lb />Black Americans have long<lb />been short on patience. This is<lb />particularly true when it comes to<lb />owning a business. Corporate<lb />mergers, stock market fraud, the<lb />instability of the Savings and<lb />Loans Industry have brought this<lb />nation to the brink of financial<lb />bankruptcy. It is small wonder<lb />that the vast majority feel that a<lb />weekly or monthly paycheck is<lb />far more appealing than the un-<lb />certainty of self-employment.<lb /><lb />The Small Business Administra-<lb />tion estimates that eighty percent<lb /><lb />BY ARCHIE A. HARDING<lb /><lb />of all beginning businesses fail. A<lb />high percentage of these failures,<lb />they conclude, is due to under-<lb />capitalization - that is, insufficient<lb />funds to conduct business effec-<lb />tively, This, I agree may well be<lb />true on the national level, but the<lb />death of most Black- Owned busi-<lb />nesses can be attributed to the<lb />absence of enthusiasm and per-<lb />sistence.<lb /><lb />I have had the opportunity to<lb />study the deeds of men both great<lb />and small. I have discovered that<lb /><lb />the main ingredient that separates<lb /><lb />greatness from mediocrity is en-<lb />thusiasm and persistence. Cur-<lb />rently, there are more than one<lb />hundred Black-owned businesses<lb />in Beaufort County. Some are less<lb />than one year old; (The Christian<lb />Gift Shop on Main Street), others<lb />have existed for more than a half<lb />a century; (Randolph Funeral<lb />Home). Enthusiasm and persis-<lb />tence has Played or will play a<lb />key role in their success or failure<lb />rate.<lb /><lb />(Continued on page 4)<lb /><lb />Garrett named divisional nurse of the year<lb /><lb />Georgia Garrett, a registered<lb />nurse at Pitt County Memorial<lb />Hospital, was recently named<lb />Surgery Division Nurse of the<lb />Year.<lb />Garrett received an engraved<lb />plaque, long-stem rose and a $100<lb />voucher for professional use. She<lb /><lb />According to an April 21 report<lb />by Chief Building Inspector Jim<lb />an, the house posed:a safe-<lb />ty hazard be<lb />turally unsétnd. Kaufman<lb />reported siding from the house<lb />was missing, that it Ts roof was in<lb />weak condition, almost all of its<lb />windows were broken or missing<lb />and that is front porch has rotten<lb />out.<lb /><lb />Kaufman also found that the<lb />house had been burned and sus-<lb />tained severe damage. But the complicity<lb />of some among our official Black<lb />leadership in the scheme to make<lb />an international peacemaker out<lb />of a murderous thug such as Sese<lb />Seko Mobutuis nothing less thana<lb />betrayal of Black people every-<lb />where.<lb /><lb />Last fall this ally of apartheid<lb />hosted an official visit to Zaire<lb />from P.W. Botha, the prime min-<lb />ister of South Africa; when Zairian<lb /><lb />students took to the streets of .<lb /><lb />Kinshasa, the capital, to protest<lb />this despicable act, they are shot<lb />down in cold blood by Mobuto Ts<lb />soldiers.<lb /><lb />This gunrunner has allowed<lb />Zaire to be used as a conduit for<lb />the arms that the United States<lb />supplies to the contras of Angola,<lb />Jonas Savimbi Ts South African/<lb />US-subsidized UNITA mercenar-<lb />ies, in their 14 year effort to bring<lb />down the popular MPLA govern-<lb />ment of Jose Eduardo dos Santos.<lb />Now Mobutuis being promoted by<lb />the White House as the elder<lb />statesmen of Africa, a peace-lov-<lb />ing friend of democracy who is<lb /><lb />ly bringing the 14<lb /><lb />year old Angolan  ocivil war T toan<lb /><lb />end. Nothing couldbe further from<lb />the truth.<lb /><lb />The myth which the corporate-<lb /><lb />owned media are helping to pro-<lb /><lb />moteis partof anelaborate public<lb /><lb />relations now underway<lb />to clean up to Ts image so<lb />can go on serving as the<lb /><lb />t man for US policy in south-<lb /><lb />&amp; RUE AD this dictator into a<lb />t. And no movement of<lb />wrpet can cover up the trail<lb /><lb />and Kinshasa to<lb /><lb />One news report says that the<lb />Dinkins strategy is cautious and<lb />conservative: solidify his base<lb />among Blacks, union members,<lb />White liberals and Hispanics who<lb />voted for Jesse Jackson in 1988.<lb />Then he must go after enough<lb />moderate Jewish voters and White<lb />Catholics  oto<lb /><lb />win 40 percent of the primary<lb />vote needed to avoid a run off...<lb />Dinkins would win easily if he<lb />received 75 percent of the Black<lb />vote, 50 percent of the Hispanic<lb />vote and 25 percent of the White<lb />vote, � speculated The New York<lb />Times.<lb /><lb />Race and racism are given in<lb />today Ts New York. Even the<lb /><lb />numbers tell the story. A poll<lb />showed that 37 percent of regis-<lb />tered Democrats will vote for<lb />Dinkins and 24 percent for Mayor<lb />Edward Koch. But ina one-on-one<lb />with Mayor Edward Koch, Dink-<lb />ins gets 32 percent of the White<lb />vote while Koch carries 46 per-<lb />cent (only 14 percent of Blacks<lb />are for Koch).<lb /><lb />But Black and White New<lb />Yorkers do agree on one thing;<lb />they see drugs and crime as the<lb />number one and two problems<lb />respectively. Dinkins should see<lb />this finding as the possible solu-<lb />tion to the race problem that is<lb />almost inevitable.<lb /><lb /> ~As racial tension builds, both<lb /><lb />Blacks and Whitesare more likely<lb />to vote for people of their own<lb />»* eommented a White politi-<lb />tant. That means that<lb />the first full-blown controversy<lb />over Black anti-Semitism or a<lb />violent incidentof a Black against<lb />a White during the hot, summer<lb />months could devastate Dinkins T<lb />chances.<lb /><lb />Dinkins can Tt control that fac-<lb />tor because some fool somewhere<lb />is going to do something foolish.<lb />Therefore, to move the focus away<lb />from race (and racism), Dinkins<lb />should concentrate on drugs a<lb />legitimate concern and equally<lb />devastating to all racial and so-<lb />cio-economic groups.<lb /><lb />The magnitude of the problem<lb />is staggering and obvious to ev-<lb />eryone, it seems, but the politi-<lb />cians. In 1985, only four percent of<lb />New Yorkers said that drugs<lb />shouldbe the number one concern<lb />for the mayor, This year, 37 per-<lb />cent feel that way. Crime is a<lb />distant second at about 25 per-<lb />cent.<lb /><lb />Dinkins could penetrate this<lb />fertile market by explaining that<lb />while Whites generally regard<lb />drugs as a Black problem, drug<lb />usage is more prevalent among<lb /><lb />This Way For Black Empowerment<lb /><lb />man Ron Dellums has introduced<lb />H.R. 1899, which would cut off US<lb />aid to the Mobutu regime until<lb />there is some improvement in<lb />Zaire Ts abysmal human rights<lb />situation.<lb /><lb />Iam glad to say thata majority<lb />of Mr. Dellums T colleagues in the<lb />Congressional Black Caucus sup-<lb />port this very crucial legislation.<lb />I am ashamed and angry to say<lb />that notall of them do. Some of our<lb />establishment Black leadership<lb />are lending their names and influ-<lb />ence to perpetrate the myth that<lb />this traitor is an African hero.<lb />Congressman Mervyn Dymally of<lb />California, Mobuto Ts best friend<lb />on Capitol Hill, is a case in point.<lb />He continues to lead the opposi-<lb />tion to H.R. 1899.<lb /><lb />But the groundswell of grass-<lb />roots opposition to Mobutu is<lb />beginning to have an effect. So<lb />far, despite the efforts of his apolo-<lb />gists, he has been successfully<lb />kept out of the African American<lb />community. A scheduled visit to<lb />Los Angeles in March  " stage<lb />managed by Mr. Dymally and a<lb />circle of African American busi-<lb /><lb />nesspeople, with Mayor Tom<lb />Bradley poised to serve as<lb />Mobuto Ts official host  " was<lb />abruptly calledoff. More recently<lb />James Usry, the mayor of Atlan-<lb />tic City, New Jersey and the presi-<lb />dent of the National Conference of<lb />Black Mayors, backed out of a<lb />long-planned, all-expense-paid<lb />trio to Zaire with the excuse that<lb />he had a prior commitment to<lb />judge the Miss Tennessee beauty<lb />pageant! And Mayor Marion<lb />Barry of Washington also bowed<lb />to pressure from the growing anti-<lb />Mobutu movement  " without<lb />acknowledging it "and explained<lb />that the reception he had been<lb />planning to give for Mobutu last<lb />Sunday was being canceled be-<lb />cause the Zairian dictator was<lb />needed in Africa to continue his<lb />peacemaking efforts.<lb /><lb />The walls of Jericho are begin-<lb />ning to crumble; they have not<lb />fallen yet. We have achieved a<lb />clear victory in making Mobutu<lb />persons non grata in the Black<lb />community. But when he returned<lb />to Kinshasa he did not leave<lb />empty-handed. No doubt he and<lb /><lb />Whites. The harm that members of<lb />Congress do to the nation, operat-<lb />ing inthe shadows, is no match for<lb />what they do to us in the full light<lb />of day.<lb /><lb />The Dallas-based National<lb />Center for Policy Analysis re-<lb />cently issued a report titled  ~ ~The<lb />Elderly "People the Supply-Side<lb />Revolution Forgot. � While our<lb />nation has a shortage of percent<lb />of all women 65 and over are<lb />completely retired. If just one-<lb /><lb />r ~<lb /><lb />DR. LENORA FULANI<lb /><lb />Mr. Bush renewed the contract<lb />that makes Sese Seko Mobutu<lb />among the highest paid agents on<lb />the payroll of U.S. imperialism.<lb /><lb />We need to keep the pressure up.<lb />I am calling on all of the Black<lb />leaders to let this dictator know<lb />that he is not welcome here. She can be<lb />contacted at the New Alliance<lb />Party, 2032 Fifth Avenue, New<lb />York, NY 10027 and at (212) 996-<lb />4700.<lb /><lb />Without<lb />Advertising<lb />A Terrible<lb /><lb />Thing<lb />Happens...<lb /><lb />NOTHING<lb /><lb />third of the male retirees reen-<lb />tered the labor force and earned<lb />as little as $5 per hour, the gross<lb />national product (GNP) wouldrise<lb />by $55 billion; and if just one-third<lb />of the women retirees accompa-<lb />nied them, the GNP would in-<lb />crease by $132 billion.<lb /><lb />Social security and our taxstruc-<lb />ture go a long way toward ex-<lb />plaining this disgraceful waste of<lb />valuable human resources. When<lb />Congress created social security<lb />in 1935, only one-third of those over<lb />60 were retired. Beginning in 1956,<lb />people were allowed to opt for<lb />early retirement. By 1961, only 16<lb />percent of all social security re-<lb />cipients were early retirees com-<lb />pared to 66 percent in 1985.<lb /><lb />Congress has given the elderly<lb />a tax incentive to leave the<lb />workforce as well. As of 1988,<lb />social security recipients between<lb />the ages of 62 and 64 are counted<lb />as retired if they earn $6,480 or<lb />less; if they are 65 to 70, that<lb />number rises to $8,800. If recipi-<lb />ents earn more, they lose $1 in<lb />social security benefits for each<lb />$2 earned "a 50% marginal tax<lb />rate.<lb /><lb />As if that Ts not bad enough, last<lb />year Congress expanded Medi-<lb />care to include catastrophic bene-<lb />fits. Under this new law, all in-<lb />come tax payers 65 and over will<lb />havetopaya 15 percent surcharge<lb />to Medicare next April. Congress<lb />is being nice this year. The sur-<lb />charge limit is $800 per retiree, or<lb />$2,100 per couple. That Ts on top of<lb />the ;$383 retirees now pay in<lb />Medicare premiums, whichis also<lb />destined to increase in the future.<lb />Don Tt you want to regurgitate<lb />when congressmen preach about<lb />making American more competi-<lb />tive?<lb /><lb />What Congress is doing to the<lb />elderly and our country is a dis-<lb />grace, but we asked for it. French<lb />philosopher Frederic Bastiat<lb />reminds us that,  ~Government is<lb />the great fiction through which<lb />everybody endeavors to live at<lb /><lb />(Continued on page 9<lb /><lb />L.A Ts Black Poor Demand Law and Order<lb /><lb />blood and tears that leads trom  "<lb /><lb />sda, the capitalof Angola, and<lb /><lb />By Mark R. THOMPSON<lb /><lb />LOS ANGELES- "The  o ~wilding T T attack<lb />on a jogger in New York's Central Park<lb />has prompted much bemoaning of the<lb />ioral indecency in American inner cities.<lb />George Will, for one, grimly prognosti-<lb />cated the fate of  ~ ~a society that flinches<lb />from the fact of evil," T while the Los Ange-<lb />les Times's syndicated columnist William<lb />Pfaff wrote despairingly of the  ~moral<lb />void ... where too many people in the<lb />United States today exist." These commen-<lb />tators apparently haven't heard the des-<lb />perate cry for law and order from the un-<lb />derclass of Los Angeles.<lb /><lb />Compton, Watts, and other communities<lb />in the vast sweep of South Central Los An-<lb />yeles have been torn apart by gang war-<lb />fare. Fatalities are accumulating at the<lb />rate of six or eight a week. The death toll<lb />sets new records each year. Most of the<lb />péople living in the crime-ridden neighbor-<lb />hoods haven't flinched for a minute from<lb />the fact that what is going on around them<lb />is evil. Judging from their letters to the ed-<lb />itor of the Los Angeles newspapers, the<lb />slogans they chant at rallies, and their rou-<lb />tinely overwhelming  o ~yes T T votes on police<lb />taxes and anti-crime measures, the people<lb />caught in the gangs T crossfire want more<lb />cops on the streets and want to give crimi-<lb />nals a much harder time.<lb /><lb />Diverging Reactions<lb /><lb />To be sure, the black leadership in Los:<lb /><lb />Angeles doesn't always reflect the black<lb />community's attitude toward crime. Take<lb />Don Jackson, a L.A. area police officer on<lb />permanent disability leave because of the<lb />stress he says was caused by racism in his<lb />department. He has attempted to prove his<lb />allegations of routine racist brutality in<lb />the police force by provoking confronta-<lb /><lb />si<lb />i<lb />4<lb />i:<lb /><lb />reviews.  o I<lb /><lb />bandwagon to accuse white police<lb />tality when a black man<lb />stepped on and call conferences and<lb />cils together if a cop fails to read black<lb />man his rights,"" wrote R. Masada, chair-<lb /><lb />=<lb /><lb />Tre<lb /><lb />a black women's civic association, in a let-<lb />ter to the Los Angeles Herald Examiner in<lb />March.  ~These same black leaders have<lb />yet to call a town meeting on the number<lb />of black females who are raped, robbed,<lb />beaten and murdered . . . by violent black<lb />predators in a continuous and ongoing ho-<lb />locaust that no one [has] dared [to] speak<lb />out against. �<lb /><lb />Maybe the black leadership hasn't<lb />dared to speak out. But ordinary black<lb />people have spoken loudly and repeatedly<lb />in favor of tougher action against crime.<lb /><lb />hoods covered by those sweeps seem to be<lb />the biggest "and most stubborn "fans of<lb />the mass police sweeps launched with<lb />much fanfare a year ago. The police at-<lb />tempt to arrest suspected gang members<lb />of any possible offense, from drug or<lb />weapon possession to jaywalking. Because<lb />the jails and the court system can Tt handle<lb />the huge haul of petty offenders dragged<lb />in by the sweeps, the police are now rely-<lb />ing more on surgical strikes against gang<lb />leaders, preferably in conjunction with fed-<lb />eral agents so that the cases can be filed in<lb /><lb /> oI don Tt care tf I see a soldier on every corner as long<lb />as my child will be able to get to school safely, �<lb />said one mother, after a two-year-old was gunned down.<lb /><lb /> oI don Tt care if I see a soldier on every<lb />corner as long as I know my child will be<lb />able to get to school and back home<lb />safely, � said Pat Moore, who organized an<lb />impromptu March of 100 people in Febru-<lb />ary through the streets of Compton a few<lb />days after a two-year-old boy was gunned<lb />down nearby.<lb /><lb />Another mother in South Central Los<lb />Angeles last year, in response to an opin-<lb />ion piece in the Herald Examiner, bitterly<lb />rebuked those who complain that anti-gang<lb />tactics are infringing cherished rights. The<lb />op-ed piece, called  oGangbusting at the ex-<lb />pense of the Constitution, � was written by<lb />a suburban father who was upset that his<lb />son couldn't wear an earring to school.<lb /><lb />with other gang-associated garb. That sub-<lb />urban father, Cassandra Clark replied,<lb /> oshould allow his son to come to dinner at<lb />my house one evening. Let him take the<lb /><lb />é<lb />3<lb />:<lb />:<lb />:<lb />:<lb />=<lb />sé<lb /><lb />the relatively efficient federal courts.<lb />The people of South Central Los Ange-<lb />les, however, want more sweeps and have<lb />mounted sporadic petition drives to call<lb />in the National Guard. Black voters in<lb />South Central Los Angeles have demon-<lb />strated repeatedly that they are the most<lb />pro-police constituency in the city. Twice<lb />in the past eight years, South Central<lb />voters have approved police taxes by ma-<lb />jorities topping 70%. But these revenue-<lb />raising measures have been shot down by<lb />voters in conservative white districts. It<lb /><lb />even looked for a while in 1987 as though<lb /><lb />programs, a move that is expected to put<lb />several thousand young offenders back out<lb />on the streets. As a practical matter, that<lb />means the myriad minor crimes that are<lb />most common and that do most to spread a<lb />sense of lawlessness through a commu:<lb />nity "vandalism, petty theft, juvenile drug<lb />and weapon possession "are simply unpun-<lb />ishable.<lb /><lb />Far too often, the people of South Cen-<lb />tral Los Angeles have been thanked for<lb />their pro-police convictions by police insen-<lb />sitivity and sometimes outright brutality.<lb />Among the recent cases of police miscon-<lb />duct, the Los Angeles Sheriff's Department<lb />has confirmed that deputies have burned<lb />crosses in the jail wings housing black<lb />gang members "surely not the sort of<lb />tough tactic many blacks in Los Angeles<lb />have been seeking. And the Long Beach<lb />police chief, after a  ~ ~sting T T of his own, re-<lb />cently confirmed what blacks in his city<lb />have long complained about: some officers<lb />do not file, as they are obliged to, com-<lb />plaints of police misconduct phoned in by<lb />citizens,<lb /><lb />The NAACP Comes Around<lb /><lb />And finally, the people in South Central<lb />Los Angeles have too often been betrayed<lb />by their own leaders. The Los Angeles<lb />chapter of the NAACP, for example, clung<lb />for years to the view that crime was<lb />caused primarily by racial discrimination,<lb />and was therefore not worth much of the<lb />group's attention. Until recently, NAACP<lb />officials would respond  ono comment T T to<lb />questions from reporters about the gang<lb />violence that was taking hundreds of black<lb />lives. In the face of the increasing vio-<lb />lence "and ever louder and more desper-<lb />ate calls for protection from it  " the<lb />NAACP has finally come around,<lb /><lb />In announcing the association's new line<lb /><lb /></p>

In 1988, there were more than 4 million homes purchased in<lb />the United States.<lb /><lb />Before obtaining a mortgage loan, it is helpful to have<lb />an overall knowledge of the loan qualification process,<lb />loan types and products, loan product terminology and to<lb />know key questions to ask a lender.<lb /><lb />This month Ts column is about loan qualification, and the<lb />other topics will be covered in the next three columns.<lb /><lb />The Loan Qualification Process<lb /><lb />Each lender uses standard criteria in the mortgage loan<lb />qualification process. Although the process may vary hh.<lb />slightly from one loan to another, the ratio method fre-<lb />quently is used to determine the amount of mortgage you Robert A. Rowell<lb />can afford. This method compares income and expenses. There are two ratios<lb />to consider.<lb /><lb />The first is the front ratio, which is housing expenses divided by gross monthly<lb />income. Your monthly housing expenses include mortgage payment (principal<lb />and interest), real estate taxes and insurance. These payments of principal,<lb />interest, taxes and insurance are known as the PITI payment. The front ratio<lb />normally should not exceed 28 percent.<lb /><lb />The other ratio to consider is the back ratio, defined as monthly ob! igations<lb />divided by gross monthly income. Monthly obligations include the PITI pay-<lb />ment, car payments, credit card payments and any personal loan payments. As<lb />a rule, your back ratio should not exceed 36 percent.<lb /><lb />Here is an example of how these ratios work:<lb /><lb />Scott is a salesman and earns $35,000 annually. His wife, Jennie, works as an<lb />accountant and earns $25,000 annually. Their combined total annual income<lb /><lb />is $60,000.<lb />veil $60,000<lb />Monthly Gross Income = 12 months = $5,000<lb />$5,000 x 28 percent = $1,400 allowable for the PITI payment<lb /><lb />$5,000 x 36 percent = $1,800 allowable for the PITI payment<lb />and all monthly obligations.<lb /><lb />In summary the above couple qualifies for a house payment of up to $1,400,<lb />the lower of the two amounts.<lb /><lb />East Carolina University<lb /><lb />Sales Clerk II<lb /><lb />Sales Clerk II needed for the Supply Depart-<lb />ment. I seriously doubt it. Led by<lb />the American Association of Re-<lb />tired Persons (AARP), who got<lb />them into this mess in the elderly<lb />will demand all the benefits in-<lb />volved in Social Security while<lb />attempting toforce somebody else<lb />to foot the bill, l<lb /><lb />The elderly fail to realize that<lb />their grandchildren, the very<lb />grandchildren they smother with<lb />love and generosity, will be the<lb />ultimate victims of the Social<lb />Security grab bag. That grand-<lb />child being bounced on grandpa Ts<lb />knee will spend a large portion of<lb />his working life paying social<lb />security taxes that may well ex-<lb />ceed $10,000 a year in today Ts dol-<lb />lars. When these children eventu-<lb />ally retire, social security bene-<lb />fits will either be nonexistent or<lb />taxed at confiscatory rates.<lb /><lb />The only long-term solution to<lb />the social security mess is to pri-<lb />vatize retirement so we will not<lb />renege on the government prom-<lb />ise given to today Ts retirees. But<lb />in my estimation, that requires<lb />the kind of political courage, hon-<lb />esty, and wisdom that is in short<lb />supply today. We Td rather focus<lb />our energies on the petty comings<lb />and goings of scoundrels like Jim<lb />Wright while they, with complic-<lb />ity, weaken and possibly destroy<lb />our nation. Mutual for 39 years, said<lb />the competition for the life in-<lb />surance dollar has increased<lb />dramatically in the past several<lb />years.<lb /><lb />-  oLife insurance is now being sold<lb />on a mass marketing basis which<lb />was unheard of 20 years ago, � Ken-<lb />nedy said.  ~ ~There are newspaper in-<lb />serts to contact companies directly<lb />and television programs which are<lb />encouraging people to buy life in-<lb />surance directly from the company<lb />without going through an agent.<lb /><lb />.  oThe agents are facing these new<lb />problems of competition as well as<lb />competition from the agents of other<lb />companies, � he said.<lb /><lb />In order to combat the toughening<lb /><lb />market conditions, Kennedy said he<lb />advises agents to remeber that ser-<lb />vice is the key.<lb /><lb /> oWe have to maintain a high level<lb />of service if we are going to compete<lb />in this present environment, � he<lb />said.  ~We are telling the agents that<lb />our products are being upgraded<lb />constantly and that we are com-<lb />petitive with other companies . in<lb />terms of price. T<lb /><lb /> oLife insurance is never bought  "<lb />it is sold, � Kennedy explained.  oYou<lb />can advertise as much as you want<lb />but there has to be somebody there<lb />to show the policy holder the need<lb />that they have. And when the need is<lb /><lb />established, to offer the customer |<lb /><lb />the products to fulfill those needs. �<lb /><lb />N.C.
