Smith and wife, Charlotte<lb /><lb />ECU Announces Smith Award to<lb />Outstanding Student in Education<lb /><lb />By: Staff Writer<lb /><lb />East Carolina University<lb />recently announced the establish-<lb />ment of the J. B. Smith Award to<lb />be given to a 1988-89 school year<lb />graduate of the University from<lb />its education department. More<lb />specifically, the award is<lb />designated for an outstanding<lb />student whose area of concentra-<lb />tion includes either elementary<lb />or middle grades teaching.<lb /><lb />Mr. Smith, affectionately<lb />known as  ~ ~Bar-B-Que T T by some<lb />friends and colleagues, is the<lb />principal of E. B. Aycock Jr.<lb />High School in Greenville, N. C.<lb />Before Smith took over the reins<lb />at E. B. Aycock, it had been in-<lb />famously noted for its extreme<lb />violence and disciplinary pro-<lb />blems. Since Mr. Smith has<lb />become principal, the city Ts only<lb />junior high school has enjoyed<lb /><lb />productive, but educational pro-<lb />gress without interruption.<lb />Before tackling the now non-<lb />existing ills at the school, Mr.<lb />Smith was principal of South<lb />Greenville School, one of the<lb />county Ts most highly rated<lb />schools for its commitment to<lb />educational prosperity for all<lb />students.<lb /><lb />The mathematic scholar,<lb />educator, and community leader<lb />is married to a schoolteacher,<lb />also. Mr. Smith and his wife,<lb />Charlotte, who teachers Health<lb />and physical education have two<lb />children and reside in Greenville.<lb />The  ~M T TVOICE is proud to take<lb />this opportunity to salute and<lb />congratulate Mr. J. It<lb />was a very warm night and a lot<lb />of people were sitting outj on<lb />their porches with buckets or<lb />rags burning to keep the mos-<lb />quitoes from biting and to make<lb />it more comfortable sitting out. I<lb />arrived there and found her sit-<lb />ting in the swing on her porch<lb />talking to the next door neighbor.<lb />I turned up the walkway and<lb />when I got to the steps I spoke<lb />and asked her how did she like<lb />the hot weather. She said she lik-<lb />ed it because she didn Tt have to<lb />sit in the house all the time. She<lb />then asked me to come in and<lb />have a seat and sit and rest<lb />awhile until she came from the<lb />store which was not far from<lb />where she lived. She was gone for<lb />about five minutes and when she<lb />got back she kept going in the<lb />house and asked me if I would<lb />like to come. I got up and follow-<lb />ed her into the living room where<lb />she pointed to the couch and ask-<lb />ed me to sit down until she got<lb />back from the kitchen.<lb /><lb />I sat there and listened to<lb />Gabriel Heater tell about how<lb />serious the war was getting and<lb />then she came back, sat down<lb />beside me, and said,  ~ o ~Now that<lb />I have finished my work, we can<lb />talk. Let me begin by asking you<lb />a question and you know what it Ts<lb />about. I didn Tt want to interfere<lb />but I am curious about what Ts<lb />been going on. I can Tt do my work<lb />in the kitchen for her asking me<lb />about how to get men to notice<lb />her. So I asked her what she<lb />meant and she just said, any<lb />man. And I asked her what did<lb />she want the man to do and she<lb />said just to get them to notice her.<lb />I am not ugly and I dress well but<lb />I just can Tt get some men to<lb />notice me. Then I asked why did<lb />she pick on the delivery boy and<lb />she said she just liked colored<lb />boys. ?<lb /><lb />She stopped talking for a mo-<lb /><lb />A Long Way<lb /><lb />ment and got up from where she<lb />was sitting and went in the kit-<lb />chen and after she had finished in<lb />the kitchen she came back and<lb />took me by both my hands and<lb />told me to promise her that I<lb />would never talk to that woman<lb />again, but I told her that it was<lb />my job to go there and that it was<lb />her doing the talking.<lb /><lb />She said,  ~ ~Well, you had better<lb />quit going there. Don Tt you think<lb />that I Tm good enough for you?<lb />Although I am older but I Tve<lb />known young men to like older<lb />women. ? T I sat there and listened<lb />to her for almost two hours before<lb />I had a chance to say anything at<lb />all and when I did try to say<lb />something she would cut me off<lb />and wouldn Tt let me finish what<lb />I was saying.<lb /><lb />I finally got the chance to tell<lb />her that I had to go because it was<lb />getting late and I wanted to get<lb />some things from the store before<lb />I got home. I started to the door<lb />to leave and she asked me would<lb />I come again someday when I<lb />could stay longer and I told her<lb />that I would. The next day I<lb />decided to stay home and work on<lb />a very bad cold that I had and to<lb />get some rest, but I just couldn Tt<lb />stay in bed because I was worried<lb />about what to do about those<lb />women. So I sent word to the<lb />store that I wouldn Tt be in that<lb />day but I would be in the day<lb />after. I sat around the house un-<lb />til about 10 6 Tclock when I decid-<lb />ed to walk out on the corner.<lb />There were several of the boys<lb />out there just sitting around do-<lb />ing nothing but talking and<lb />wondering if they would be<lb />caught in the draft. After I had<lb />been there talking with the boys<lb />for about five minutes, we saw a<lb />man on a truck selling melons<lb />and other vegetables, so we<lb />decided to chip in and buy a<lb />watermelon together. There was a<lb />time -- within my 63 years -<lb />when music supposedly soothed<lb />(not aroused) the savage beast<lb />in every human. That was also<lb />the time when a man and wo-<lb />man had to produce a marriage<lb />license in order to rent an apart-<lb />ment and live together.<lb /><lb />We are told that during the<lb />dark of April 19, 1989, a rap mu-<lb />sic lyric inspired some children<lb />to commit assault, rape and at-<lb />tempted murder in Central<lb />Park. Let us pray that  o ~at-<lb />tempted ? remains part of the<lb />charges.<lb /><lb />It is important that the Man-<lb />hattan Borough President,<lb />David Dinkins, emphasized<lb />that the crimes against the wo-<lb />man jogger were not racially-<lb />motivated. Nor do they appear<lb />to have been drug: induced ~ un-<lb />less you posit chemical powers<lb />to a cesspool lyric.<lb /><lb />With regard to seeing the<lb />defendant Ts on television, con-<lb />fessions, we must await a trial<lb />or broadcast on television. Con-<lb />sidering the questionable ethics<lb /><lb />of some news organizations, the<lb />tapes could reach the tube as hi-<lb />jacked footage. What of the con-<lb />fessional content? Presumably,<lb />each will be legally admissable.<lb />Will the children make morally<lb />sufficient confessions implicat-<lb />ing their parents?<lb /><lb />When minors commit crimes,<lb />their parents are tacit co- defen-<lb />dants. That applies whether the<lb />parents live in Howard Beach or<lb />in Harlem. In spite of statutes<lb />enacted by legislators, there re-<lb />mains the commandment to<lb /> ~Honor thy father and thy<lb />mother! Don't they know<lb />that Tone-Lo¢ Ts recording<lb /> ~Wild Thing T T is a dominant in-<lb />fluence on their children? If that<lb />is the situation, then Farrak-<lb />han Ts Apr. 23rd assertion to the<lb />New Orleans African- American<lb />Summit was ominous.<lb /><lb /> oWith our increased bir-<lb />thrates, T T Farrakhan told the<lb />meeting,  othe Black man and<lb />woman can actually breed our-<lb />selves into power. T<lb /><lb />No, not if the children of in-<lb />creased birthrates are permitted<lb />to propel themselves into<lb />penitentiaries rather then col-<lb />leges. Society Ts public places<lb />are not playpens. Women Ts<lb />bodies are not toys meant to<lb />provide  ~ ~fun T T for ruthless<lb />criminals of any color. Perhaps,<lb />in the hell of his soul, Robert<lb />Chambers knows that as he<lb />remembers Central Park with<lb />every tick of the clock.<lb /><lb />Train or visit<lb /><lb />During the Great Depression<lb />era, the John Dillingers and Ma<lb />Barkers tried to pass them-<lb />selves off as victims driven to<lb />crime only by poverty. (Some<lb />Blacks try to use racism as their<lb />sole justification for criminali-<lb />ty). Many such<lb />parents raise healthy, well-<lb />adjusted children, too. North<lb />Carolina is among the states that<lb />no longer allows a mother to ran-<lb />domly give a child his/her<lb />father Ts last name without the<lb />benefit of marriage. Many have<lb />said over the years,  ~ ~What Ts a<lb />name, or Is a name that impor-<lb />tant? ? The plight of such children<lb />and the long term consequences<lb />for many such children include<lb />greater loss "that of life chances<lb />and benefits. The majority of the<lb />children do not receive any of the<lb />benefits ordinarily allowed to a<lb />child by its father. For example,<lb />these children cannot receive<lb />social security benefits from<lb />his/her father; cannot inherit<lb />from his/her father if the father<lb />did not leave a will; and usually<lb />cannot inherit from his/her<lb />father Ts relatives, if the relatives<lb />did not leave a will before they<lb />died.<lb /><lb />Let Ts love our children for a<lb />lifetime, regardless of the cir-<lb />cumstances of their conception.<lb />Remember the cliche Mama Ts<lb />baby, Daddy Ts maybe? Well<lb />Mamas its time for us to make<lb />sure our children get what is<lb />rightfully theirs! Such action is<lb />not begging nor does it show a<lb />lack of pride on the mother Ts<lb />part. It in fact shows that mama<lb />is smart and can look beyond the<lb />small costs of milk and pampers<lb />in comparison to the expenses of<lb />high school college aged children.<lb /><lb />Laws have created several<lb />ways that a child can be<lb />legitimated. Legitimation en-<lb />sures (s)he will have all the<lb />rights of a child whose parents<lb />were married to each other. In-<lb />itially the parents may marry<lb />before the child is born. The child<lb />is then automatically legitimized<lb />even if the parents marry after<lb />the birth of the child. The expenses<lb />include blood tests and court<lb />costs. The Department of Social<lb />Services or an attorney can assist<lb />in this matter. Even if a father<lb />does not legitimize his child, he is<lb />still not relieved from his obliga-<lb />tion to support the child. The<lb />Department of Social Services<lb />through its IV-D Unit can help<lb />locate absent fathers and assist in<lb />collecting support. Finally, a<lb />more complicated procedure in-<lb />volves gaining social security<lb />benefits, insurance benefits,<lb />workmen Ts compensation, or in-<lb />heritance rights from a deceased<lb />father who did not file a petition<lb />or legitimation or paternity.<lb />More information regarding this<lb />procedure can be obtained from<lb />the local Social Security office.<lb /><lb />How Concerned Should We Be<lb />About AIDS?<lb />Acquired Immune Deficiency<lb /><lb />cy virus,<lb />commonly referred to as HIV,<lb />ree causes AIDS, yi spe<lb />are unaware are<lb />fnfected and will therefore not<lb />seek early medical treatment.<lb />Victims of this disease include<lb />both children and adolescents.<lb />According to the Centers for<lb />Disease Control of the total<lb />number of reported. cases of<lb />AIDS in this country between<lb />May 1986 and March 1988, black<lb />adolescents comprised 35 percent<lb />of the cases for youths between<lb />the ages of 13 and 19. Of those<lb />cases 17 percent were Hispanic<lb />and 46 percent were white. These<lb />statistics reflect only reported<lb />cases. There may be larger<lb />numbers of infected adolescents<lb />since many are not likely to seek<lb />medical assistance or testing for<lb />HIV and AIDS as will their older<lb />counterparts. Our growing<lb />teenage pregnancy rate in Pitt<lb />County makes us all aware that<lb />many adolescents in our com-<lb />munity are sexually active<lb />whether they become pregnant or<lb />not. I raise money on behalf<lb />of the NAACP. I love the history<lb />of the NAACP Ts struggle on<lb />behalf of Americanized Africans.<lb />I believe that Ben Hooks, its cur-<lb />rent, leader, is a man of impec-<lb />cable character. And I consider<lb />him a friend.<lb /><lb />But I don;t agree with the of-<lb />ficial opposition of the NAACP Ts<lb />leadership to the Bush Ad-<lb />ministration Ts nomination of<lb />William Lucas to lead the Justice<lb />Department Ts civil rights<lb />division.<lb /><lb />There is very little about the<lb />politics of Jesse Jackson that ap-<lb />peals to me. There is very little<lb />substance, in my opinion, in the<lb />things that he says that do make<lb />sense. And his ego is to enormous<lb />to allow a goos glimpse of his<lb />character. But on the issue of<lb />William Lucas T nomination, I<lb />agree with Jackson 100% for<lb />backing him.<lb /><lb />At best, in my opinion, the<lb />NAACP Legal Defense and<lb />Educational Fund Ts (which was<lb />sued by the NAACP to drop the<lb /> o oNAACP ? T part of its name) op-<lb />position to Lucas is blasphemous.<lb /><lb />In the area of so-called<lb /> odesegregation ? of Black col-<lb />leges, the Legal Defense Fund is<lb />clearly on the side of the enemies<lb />of the Black community who<lb />want our traditional institutions<lb />turned into White schools.<lb /><lb />How this group of misguided<lb />liberal lawyers, a large number<lb />of who are White, can insert itself<lb />into deciding who will best repre-<lb />sent the Black community is an<lb />insult to our intelligence.<lb /><lb />Even though I disagree with<lb />the NAACP Ts position on this one<lb />issue (as well as busing for the<lb />purpose of integration), I respect<lb />the NAACP Ts role in our struggle<lb />as the premiere civil rights<lb />organization. I have one<lb /><lb />membership...in..the .NAACP,....<lb /><lb />therefore I have one vote -- and<lb />My opinions also extens to the<lb />basic reason given by those who<lb /><lb />oppose Lucas: He is not qualified.<lb /><lb />Come on! The racists who oppose<lb />Black progress have over-used<lb />that one.<lb /><lb />Was Bobby Kennedy qualified<lb />to be Attorney General when he<lb />was nominated by his brother,<lb />President John Kennedy? Bobby<lb />Kennedy Ts only experience was<lb />the result of his family Ts contacts<lb />in Congress.<lb /><lb />These same civil-rights types<lb />did not raise the issue of<lb />qualifications about Kennedy<lb />because he was a White liberal.<lb />Which makes me suspect that<lb />they oppose Lucas because he is<lb />a Black Republican.<lb /><lb />He Ts certainly as- qualified to<lb />run teh civil rights division as<lb />Dan Quayle is to be Vice-<lb />President; or Ronald Reagan<lb />was to be Governor of California<lb />or President of the United States;<lb />or Michael Dukakis was to be<lb />President. And he Ts more<lb />qualified to run the civil rights<lb />division that Jesse Jackson is to<lb />run the country. -<lb /><lb />Yet, none of these groups op-<lb /><lb />_ posed Jesse Jackson -- or is like-<lb />ly to -- because of his lack of<lb />tions. And we know why.<lb />Jackson is popular with the<lb />masses of Blacks, first of all.<lb />Secondly, he is a Democrat.<lb /><lb />If Lucas T its don Tt want<lb />ot support a because he is<lb />a member of a political party<lb />they don Tt like, then let them say<lb /><lb />80.<lb /><lb />But if they persist in ing<lb /> ~a man with his public office and<lb />administrative record and his<lb /><lb />their<lb /><lb />character, and use svi eet<lb /><lb />ie it 6 date ie She ile on 5 ua aT ae<lb />¥ + St-1*: e oe site<lb /><lb />/<lb /><lb />brilliantly documented the<lb />Hollywood system of racism in<lb />movies "how they create false<lb />White heroes at the expense of<lb />Black people; refuse to star<lb />Blacks in leading roles; exploit<lb />Black people psychologically and<lb />financially; and boast a flippant<lb />attitude of  ~So What? ?<lb /><lb />One quote by producer Rob<lb />Cohen defined Hollywood this<lb />way:  ~Hollywood is a White,<lb />male, college-educated, Jewish<lb />milieu full of ambitious guys who<lb />want to play out their fan-<lb />tasies... ?<lb /><lb />With that as a backdrop, Eddie<lb />Murphy and Spike Lee were<lb />highlighted as guest employees<lb />on the plantation (Murphy, the<lb />mega-star and Lee, the<lb />newcomer) in a nasty exchange<lb />of charges and countercharges.<lb /><lb />Lee:  ~ ~Eddie has made a billion<lb />dollars for Paramount (in only 6<lb />years). Yet, I don Tt see any Black<lb />executives with real power at<lb />that place... Everybody he Ts got<lb />working there (at Eddie Mur-<lb />phy Ts own company) is related to<lb />him. ?<lb /><lb />Murphy:  ~I don Tt need anyone<lb />telling me how much social con-<lb />sciousness I should have...I Tve<lb />don;e a lot for my people...I Tve<lb />opened the door for Spike and<lb />now he Ts throwing rocks at me! ? T<lb /><lb />Two statements by the com-<lb />batants, however, rang with<lb />undeniable truth.<lb /><lb />Murphy:  o ~It Ts their (the White<lb />owners of Hollywood) house...<lb />I Tm just the brother of the mo-<lb />ment. ?<lb /><lb />Just as Hollywood used Sidney<lb />Poitner as the House Negro for<lb />my generation, Eddie Murphy is,<lb />by his own admission, the only<lb />one invited to dinner from his<lb />generation. If 30 million Blacks<lb />can vicariously enjoy Murphy Ts<lb />cars, houses, and swimming<lb />pools, that Ts the only way they Tre<lb />going to get them, Hollywood is<lb />suggesting.<lb /><lb />In a jab at Murphy, Lee scored<lb />with this one:  ~ ~Clout isn Tt just<lb />getting the best table at Snags.<lb />How Ts that helping your people? ?<lb /><lb />for a select few on the plantation<lb />is helping the masses? Or, how<lb />does the $1 billion that Murphy<lb />has made for Paramount help<lb />Black colleges or Black charities<lb />or the underprivileged Blacks?<lb />And how much of the $200 million<lb />that  ~ ~Coming to America ? made<lb />from a mostly Black audience<lb />last year come back to anyone<lb />Black other than Murphy and<lb />some of his friends and<lb />employees?<lb /><lb />And when Spike Lee boasts that<lb />his last film made $16 million (the<lb />figure on the charts is much<lb />lower) for the White people at<lb />Columbia Pictures, how much of<lb /><lb />that did Black people get? Lee, .<lb /><lb />who used to talk about film in-<lb />dependence for Blacks, now<lb />stresses jobs for Blacks on the<lb />plantation.<lb /><lb />The head of the Hollywood<lb />studio that Lee is now working for<lb />even believes that specific plans<lb />to hire Blacks is anti-White. Tom<lb />Pollock, the Chairman, said:<lb /> oAffirmative action is hiring peo-<lb />ple because they are Black. We<lb />don Tt employ Spike Lee (who Ts<lb />directing  ~ ~Do the Right Thing ?<lb />for Pollock) because he Ts Black. ?<lb /><lb /> ~They believe they can make<lb />money with me. And the minute<lb />they don T they'll get rid of me, ?<lb />Lee admits. At least he knows<lb />he Ts transient.<lb /><lb />So why trash Murphy for being<lb />the most successful Black on the<lb />plantation? The only difference I<lb />see in Murphy and Lee is that<lb />Murphy is more successful than<lb />Lee at doing what both are trying<lb />to do "become part of the<lb />Hollywood system that means<lb />Blacks are no good, (<lb /><lb />_ I vote for a new system built<lb /><lb />for the libera<lb /><lb />Black peop<lb />a<lb /><lb />»NATIONALLY SYNDICATED COLUMNe<lb /><lb />repeat WILL NOT be returned to<lb />the Black community.<lb /><lb />And the announcement, intend-<lb />ed obviously to promote his new<lb />film, that Spike Lee is giving a<lb />$5,000 film scholarship to Blacks<lb />is not recycling the $2.2 billion<lb />that we spend with a racist White<lb />Hollywood.<lb /><lb />TONY BROWN TS JOURNAL<lb />TV series can be seen on public<lb />television.<lb /><lb />Unfair Beating of<lb />Adelaide Sanford on<lb />Her Aids Findings<lb /><lb />One of the most savage and un-<lb />fair beatings that I have ever<lb />seen administered in public is the<lb />one that Adelaide Sanford, a<lb />member of the Board of Regents<lb />of New York, is getting for<lb />repeating findings from studies<lb />on melanin "the dark pigment<lb />the body produces to protect the<lb /><lb />skin against damage from.<lb /><lb />sunlight; it makes Black people<lb />darker than Whites.<lb /><lb />Cynthia Jenkins, a Black New<lb />York legislator, wrote in a White<lb />newspapter that Sanford was one<lb />of the most  ~ ~dangerous ? Black<lb />leaders around. While she is ac-<lb />cused by some Blacks of pro-<lb />moting racism, many Whites in<lb />the media are possibly twisting<lb />Sanford Ts scientifically valid<lb />statement about a connection bet-<lb />ween the amount of melanin in<lb />the body and drug addiction for<lb />their own purposes. .<lb /><lb />The New York Post said in an<lb />editorial that  ~ o ~her theory enjoys<lb />no scientific support. ? Alan S.<lb />Chartock, a White publisher,<lb />wrote:  oIt was a pretty stupid<lb />thing to say. . .there is no scien-<lb />tific study worth its salt that sug-<lb />gests any such thing. ?<lb /><lb />The statement that expressed<lb />the epitome of self imposed ar-<lb />rogance, however, came from<lb />Dr. Ron Simeone, New York<lb />State Ts top drug abuse researcher<lb />and director of research for the<lb />state Division of Substance<lb />Abuse. Said this mountain of<lb /><lb />» Ofcourse, one could ask Mur=~ scientific wisdom:. ~ ~If. there-was<lb /><lb />phy and Lee how providing jobs<lb /><lb />such a study, I would know about<lb />it. ?<lb /><lb />Contrary to what the Post said,<lb />Sanford has no theory ( ~ ~her<lb />theory ?) on a relationship of<lb />melanin to drug addiction, the<lb />world of science does. The<lb />mother and her son are Black.<lb /><lb />A New York City parochial<lb />school teacher whose students<lb />are mostly Black and Latino<lb />recently told an interviewer that<lb />the school curriculm places<lb />primary emphasis on language<lb />skills. The reason?  ~ o ~Many of our<lb />children come from single parent<lb />families, ? he explained,  ~ ~and<lb />their mothers don Tt take the time<lb />to talk to them. ?<lb /><lb />Sue Simmonds, a _ Black<lb />educator and community leader<lb />who holds a master Ts degree in<lb />elementary education from New<lb />York Ts prestigious Columbia<lb />University, is locked in a court<lb /><lb />battle with the city Ts Special Ser- .<lb /><lb />vices for Children department;<lb />her kids were taken away from<lb />her months ago by SSC, which<lb />falsely accused this sister of child<lb />abuse.<lb /><lb />The nightmare started when<lb />cops armed with shotguns and<lb /><lb />wearing bulletproof vests staged .<lb />a midnight raid on Sue Sim- .<lb /><lb />monds T in ent school in<lb />Brooklyn early last fall. The in-<lb />vasion was part of a harassment<lb />campaign which the city, siding<lb />with her landlord in a dispute<lb />over the school  ~property, has<lb />been waging against her. Sue was<lb />thrown into a Rikers Island jail<lb />for five days. When she came out,<lb />her kids were gone -- taken into<lb />SSC custody  ~ ~for their own pro-<lb />tection. ?<lb /><lb />Sue Simmonds is not the only<lb />mother whose children have been<lb />taken away by the authorities --<lb />family courts, so-called child pro-<lb />tection agencies and  ~ ~special ser-<lb />vices T for children under the<lb />pretext that they were in danger<lb />at home. All over the country tens<lb />of thousands of our children are<lb />being plucked from their families<lb />on the say-so of judges whose<lb />court proceedings are closed to<lb />the public, shunted from foster<lb />home to public shelter and back<lb />again, transferred from one<lb />school to another -- always new,<lb />rarely wanted or welcome, never<lb /> oat home. T ? T Neglected, brutaliz-<lb />ed physically and emotionally,<lb />with no one to watch out for them<lb />or care about them, these<lb />children are systematically abus-<lb />ed by the very institutions that<lb />are supposed to protect them.<lb /><lb />It Ts no coincidence that most of<lb />their mothers are poor women of<lb />color. Poor families, and poor<lb />women in particular, come in for<lb />a big share of the blame from<lb />those who cry crocodile tears<lb />over the breakdown of the<lb />American family. It Ts the pious<lb />politicians, the professional  oex-<lb />perts, ? T the self-serving ser-<lb />monizers and sales-hungry sen-<lb />sationalizers who, by blaming us,<lb />condone and help to peroetrate<lb />systematic child abuse.<lb /><lb />We're so dumb, they say, that<lb />we let ourselves get talked into<lb />sleeping with men who won't<lb /><lb />or even support us; we're<lb />promiscuous sus who dn T care<lb />we get t because  othe<lb /><lb /> ~BY: DR. As a<lb />developmental psycologist, as a<lb />political activist, and as the<lb />mother of two Black children, I<lb />am deeply, deeply concerned<lb />about the systematic abuse of<lb />children in our society.<lb /><lb />COSSCA is taking on a case of<lb />systematic child abuse that in-<lb />volves Native American children<lb />who attend the Diamond Valley<lb />School in Alpine County, Califor-<lb />nia in the mountains just across<lb />the border with Nevada. All of the<lb />teachers at the school are white;<lb />more than half the children who<lb />attend are Indian. It Ts common<lb />for the teachers to call these kids<lb /> ostupid, ? and hit them. Diamond<lb />Valley, which goes from<lb />kindergarten to the eighth grade,<lb />is the only school in the county --<lb />so parents have little choice but<lb />to send their children there.<lb />Desiree and Terrance Cruz,<lb />Washoe Indians, who have two<lb />children in the school, have been<lb />leading a community protest<lb />against the abuse that goes on at<lb />the school. In realization, local<lb />police officers have begun<lb />harassing them, and Mr. Cruz is<lb />in danger of being driven out of<lb />business. On June 1, COSSCA will<lb />issue a human rights report for<lb />Alpine County, exposing the<lb />abuse; a lawsuit if being<lb />prepared against the county by<lb />COSSCA attorneys and founding<lb />members Alvaader Frazier and<lb /><lb />Kresky.<lb /><lb />Thanks to COSSCA the Indian<lb />parents of Alpine County don Tt<lb />have to fight alone anymore to<lb />put a stop to systematic child<lb />abuse. But<lb />somehow we weathered the<lb />storm. Today, with government<lb />controlling over one-third of our<lb />gross national product and dic-<lb />tating many aspects of our lives,<lb />politicians have awesome power<lb />to do serious damage.<lb /><lb />A hint of this potential was seen<lb />in the political response to ex-<lb />Klansman David Duke winning a<lb />Republican seat in the Louisiana<lb />State Legislature. In part, Duke Ts<lb />victory was a quotas in hiring and<lb />college admittance. Lee Alwater,<lb />chairman of the cp em Na-<lb />tional Committee, George Bush,<lb />and Ronald Reagan were the first<lb />to disavow him as a member of<lb />the GOP. Later on, other<lb />Republican and Democrat<lb />stalwarts chimed in with united<lb />voices of disapproval.<lb /><lb />" Here Ts the $64,000 question that<lb />you won't hear asked at press<lb />conferences: Mr. Bush (or Mr.<lb />Atwater), since you repudiated<lb />Duke's political victory, won by<lb />his cam against race be-<lb />ing used as a criteria in hiring<lb />and admittance, does that<lb /><lb />quotas to curry favors with<lb />blacks while criticizing Duke?<lb />We face a potentially perlious<lb />threat to social harmony when<lb />the Klan, Skinheads, and people<lb />like Duke get a sympathetic hear-<lb />ing and make recruitment or<lb />political inroads among people<lb />who are not active racists. If we<lb />look at some of the injustices of<lb />uotas that offend every stan-<lb />ficult to see how some whites can<lb />fall prey to racial charlatans.<lb /><lb />Honest and courageous politi-<lb />cians, as well as courts, should ac<lb /><lb />tnow to defuse increasing racial<lb />polarization by a principl-<lb />ed stand, stating ly that<lb /><lb />race, as a determinant of who<lb /><lb />gets what, has no place in |<lb /><lb />America.<lb /><lb />Much of the foundation for<lb />quotas lies in President Lyndon<lb />Johnson's Executive Order 11246.<lb />Bush should exercise his<lb /><lb /></p>

Dixon has been nam-<lb />ed assistant vice president for<lb />financial services at Pitt County<lb />Memorial Hospital. She will be<lb />responsible for general accoun-<lb />ting functions which include<lb />general ledger, accounts<lb />payable, payroll, contracts, and<lb />electronic data processing. Dix-<lb />on, who also is a certified public<lb />accountant, will be responsible<lb />for the hospital Ts new cost<lb />management department, which<lb />oversees Cost accounting and the<lb />budget.<lb /><lb />A native of Pennsylvania, Dix-<lb />on most recently worked with<lb />West Baltimore/Constant Care<lb />Community Health Centers, a<lb />health maintenance organization<lb />based in Baltimore, Maryland.<lb />She was responsible for cost and<lb />budget, general accounting,<lb />claims processing and accounts<lb />receivable.<lb /><lb />Dixon says she is looking for-<lb />ward to developing a new cost ac-<lb />counting system for Pitt<lb />Memorial. Keeping costs in line<lb />is imperative to the hospital Ts<lb />ability to remain competitive, she<lb />explained. She added that cost<lb />accounting is especially impor-<lb />tant to meet the capital needs<lb />associated with the hospital Ts<lb />143-bed expansion.<lb /><lb />Dixon graduated magna cum<lb />laude in 1979 from Morgan State<lb />University in Baltimore with a<lb />bachelor of science degree in ac-<lb />counting. Following graduation,<lb />Dixon prepared for the certified<lb />public accountant examination,<lb />which she passed in one sitting.<lb />In the fall of 1979, Dixon began a<lb />five-year tenure with Peat, Mar-<lb />wick, Mitchell &amp; Co., a Big 8 ac-<lb /><lb /> ~VALERIE J. DIXON<lb /><lb />counting firm in Baltimore.<lb />From a previous summer job at<lb />John Hopkins University, Dixon<lb />developed a keen interest in cost<lb />accounting. She says her in-<lb />terests expanded into the finan-<lb />Cial aspects of health care. From<lb />1984 to 1987, Dixon was a full-time<lb />lecturer at Morgan State Univer-<lb />sity in Baltimore where she<lb />taught accounting courses. There<lb />really isn Tt any way to control<lb />them -- at least we haven Tt found<lb />it in the juvenile justice system. ?<lb />Something very terrible hap-<lb />pened in Central Park that night.<lb />But we cannot let sensationaliz-<lb />ing salesmanship of the mass<lb />media and the pious hypocrisy of<lb />the politicians trick us into using<lb />our outrage at the de-<lb />humanization of this young<lb />woman as an excuse the<lb />dehumanize OTHER HUMAN<lb />BEINGS -- who because they are<lb />Black -- are violated and brutaliz-<lb />ed every day of their lives.<lb />This is not meant to condone in<lb /><lb />any way what happened on that.<lb /><lb />terrible, ugly night. But if we<lb />want to do something about it, we<lb />need to understand how it is that<lb />people -- young people like your<lb />children, like my children - come<lb />to prey on other people. How is it<lb />we as a society, this country call-<lb />ed America, is producing young<lb />people who go  ~ ~wilding T T? Who<lb />brutalize and terrorize to get<lb />their kicks? Or to prove their<lb />manhood?<lb /><lb />I don Tt believe we can begin to<lb />address those questions until we<lb />understand that it is not only<lb />young Black men who go wilding.<lb />This is a wilding society. And<lb />wilding is a respectable activity<lb />-- when it is conducted by the<lb />white corporate owners of<lb />America. From Viet Nam to<lb />Grenada to Nicaragua, from<lb />Angola to the Philliphines, all<lb />around the world and back again<lb />to the barrios and ghettos and<lb />reservations of this country, that<lb />savage gang of racist thugs prowl<lb />the earth raping, enslaving and<lb />Killing not just for the thrill but<lb /><lb />apotit of it.<lb /><lb />et se<lb /><lb />while diseases like tuberculosis --<lb />long believed to be eradicated --<lb />are claiming new victims at a ter-<lb />rifying rate.<lb /><lb />As the chairperson of the in-<lb />dependent New Alliance Party, I<lb />am profoundly concerned with all<lb />forms of anti-social ciolence -- in<lb />the home, in the schools and in<lb />the streets. But I understand that<lb />if anti-social violence is to be<lb />seriously addressed then we can<lb />do nothing less than seek fun-<lb />damental and radical structural<lb />changes in this city and this coun-<lb />try. We must root out the bi-<lb />partism corrupters who thrive<lb />personally and poltically on<lb />decadence and who hypocritical-<lb />ly scream bloody murder when<lb />their own policies come back to<lb />haunt them. Such sexual con-<lb />tact may be heterosexual (a per-<lb />son of the opposite sex) or<lb />homosexual (a person of the<lb />same sex) with persons with HIV<lb />or AIDS. Other means of contrac-<lb />ting this disease for this popula-<lb />tion include contaminated blood<lb />or blood products through<lb />transfusions, and intravenous<lb />drug use. Two of these factors,<lb />unprotected sexual activity and<lb />drug abuse, make this population<lb />especially vulnerable to AIDS.<lb />Most teenagers are not using con-<lb />doms although condoms provide<lb />some protection against AIDS<lb />transmissions. This fact remains<lb />although many teens know that<lb />condoms provide such protection,<lb />and that condoms are readily<lb />available. Further, drug abuse is<lb />widespread and increasing<lb />among adolescents. According to<lb />the U.S. Department of Educa-<lb />tion in 1987 more than 20,000<lb />teenagers reported using drugs<lb />intravenously. Although the<lb />statistics for intravenous drug<lb />use among teenagers in Pitt<lb />County are not available, most of<lb />us in this community have been<lb />aware of the war waged against<lb />drugs by our local officials. The<lb />Greenville community must help<lb />our teenagers to become aware of<lb />the life-threatening implications<lb />of pre-marital sex and drug<lb />abuse. What is<lb />missing, he felt, was a sense of<lb />common humanity.<lb /><lb /> oIn any case, we can't afford to<lb />ignore what is happening. HAMMONDS, MD<lb /><lb />About 80% of children with<lb />AIDS received the infection<lb />before or during the birth process<lb />from their mothers. Prenatal in-<lb />fection is well known by health<lb />care providers. Most of these<lb />babies had at least one parent<lb />who was an IV drug abuser. Half<lb />of the mothers had no symptoms<lb />of AIDS, although nearly all of<lb />them had positive blood tests for<lb />HIV. About 17% of children with<lb />AIDS received the virus from<lb />various kinds of blood transfu-<lb />sions, particularly between 1979<lb />and 1985. The major reasons for<lb />transfusions in these children<lb />were: prematurity (sick<lb />newborns), leukemia, anemias,<lb />and hemophilia. A few children<lb />with AIDS have undetermined<lb />causes (3%).<lb /><lb />Even though HIV infection can<lb />have a range of effects, from no<lb />symptoms at all to serve life-<lb />threatening illnesses, most<lb />children will have definite health<lb />problems. The major issue is preven-<lb />tion of the disease, through<lb />avoidance of illicit drugs, safe<lb />sexual practices, and good<lb />general health. Special blood<lb />tests are available for anyone<lb />who is unsure of exposure to the<lb />AIDS virus. Careful selection of<lb />sexual partners and mates is of<lb />utmost importance. Getting to<lb />know a person Ts background,<lb />especially sexual and drug<lb />history, is sensitive and time-<lb />consuming.
