This article<lb />contained several false<lb />statements which should be<lb />corrected<lb /><lb />The article indicated that<lb />the female involved was<lb />employed atthe time ofthe<lb />incident by the Pitt County<lb />Sheriff's Department, that<lb />Sheriff Tyson witnessed the<lb />event, and that the female<lb />victim was fired from the<lb />sheriff's department for<lb />trying to obtain a warrant<lb />against the personrespon- |<lb />sibleforthedamage.These_ |<lb />allegations against Sheriff<lb />Tyson and the Pitt County<lb />SheriffTs Department are<lb />absolutely false and with-<lb />out basis.<lb /><lb />The facts are that (1) the<lb />female involved was not<lb />employed by the sheriffTs<lb />department at the time of<lb />the incident, (2) Sheriff<lb />Tyson did not witness or<lb />have any knowledge of the<lb />damage as he was in his<lb />office when the damage<lb />occurred, and (3) the fe-<lb />male was not terminated<lb />for seeking a warrant as<lb />she was not employed by<lb />the Department.<lb /><lb />Sheriff Tyson has the re-<lb />sponsibility and duty to<lb />investigate alleged im-<lb />proper activities involving<lb />county-owned vehicles and<lb />on-duty sheriff's employ-<lb />ees. Board of Elections has<lb />ruled that the runoffs may discrim-<lb />inate against blacks, while stop-<lb />ping short of declaring them<lb />unconstitutional.<lb /><lb />"We agree that operation of the<lb />second primary has some adverse<lb />effects," state elections board<lb />Chairman Robert Hunter said<lb />Thursday at a hearing in Charlotte.<lb /><lb />oAlthough we may disagree with<lb />a particular law or like a particular<lb />law ... we don't have the authority<lb />to declare a statute unconstitution-<lb />al," Hunter said.<lb /><lb />State NAACP President Kelly<lb />Alexander is the first person to<lb />formally challenge the 73-year-old<lb />second primary law in North Car-<lb />Olina, long criticized as hurting the<lb />cuances Of black candidates.<lb /><lb />oEither politically or judicially,<lb />this is going to be settled in the<lb />next few years," said elections<lb />supervisor Bill Culp. "The runoff<lb />primary is seen more and more as<lb />an anachronism, (part of) the<lb />Reconstruction South."<lb /><lb />Under the law, if no candidate<lb />wins a majority in a primary, the<lb />top two finishers proceed to a<lb />runoff. Plan activities and<lb />assignments that allow students<lb />to be creative and encourage<lb />reasoning skills. Relat subject<lb />matter to studentsT interests and<lb />daily activities. Provide regular<lb />assessment of studentsT pro-<lb />grams and mastery - use con-<lb />structive criticism. Create an<lb />organized and stimulating<lb />classroom environment that en-<lb />courages learning. Share humor<lb />- it releives tensions and involves<lb />students emotionally and<lb />positively. Also, on November<lb />8th, electors will choose between<lb />Jim Rouse and Farney Moore for<lb />District I of the Pitt County<lb />Board of Commissioners.<lb /><lb />Today, it would appear that the<lb />key to these races is the momen-<lb />tum now generated by the D.D.<lb />Garrett campaign. If D.D, Gar-<lb /><lb />rett is elected for Seat A on Oc- ©<lb /><lb />tober 11th, black voters will share<lb />a feeling of pride and victory that<lb />will impact how they will par-<lb />ticipate in the November 8th elec-<lb />tion. If D.D. Garrettt loses on Oc-<lb />tober llth, doubts about black<lb />voters united will also influence<lb />participation in November.<lb />That is why the D.D. Garrett<lb /><lb />The fact that Jesse Jackson<lb />will not appear on the national<lb />presidential ballot will guarantee<lb />less enthusiasm among black<lb />voters. Rev. Jackson, on a na-<lb />tional basis, can draw blacks to<lb />the polls as no one else has been<lb />able to do. Without that kind of<lb />national interest, the Committee<lb />to elect D.D. Garrett must de-<lb />pend on local workers having<lb />enough civic responsibility to<lb />vote, whether Jesse Jackson is on<lb />the national ballot or not.<lb /><lb />Over 32,000 black voters<lb />registered as democrats in the<lb />Seat A election held on May 31st<lb />and 2,340 votes were cast. There<lb />are over 3,000 black registered<lb />democrats in the Seat A districts.<lb />That is proof that blacks can elect<lb />D.D. In Mecklenburg County, 10<lb />runoffs since 1966 have involved<lb />blacks running against whites.<lb /><lb />Four blacks have been elected,<lb />but only when the runoff was<lb /><lb />among four or more candidates,<lb />as in a multiseat district.           <lb />For all vehicles in state .<lb /><lb />Law is clear on tinted windows<lb /><lb />RALEIGH--Tinted vehicle<lb />windows will be included in North<lb />Carolina,s motor vehicle safety<lb />inspection program starting Nov.<lb />1, Commissioner William S. Hiatt<lb />of the North Carolina Division of<lb />Motor Vehicles announced today.<lb /><lb />The inspection will enforce<lb />compliance witha revised 1987 law<lb />that requires at least 50 percent of<lb />the outside light to penetrate the<lb />tinting film applied to windows<lb />used for visibility in the rear of the<lb />vehicle and for windows on either<lb />side of the driverTs seat. The<lb />windows also must not have a<lb />luminous reflectance exceeding 20<lb />percent. No restrictions apply to<lb />the tinting of windows. on either<lb />side of the rear passenger seat.<lb /><lb />Windows tinted by vehicle<lb />manufacturers at the factory are<lb />in compliance with state and<lb />federal standards. The North<lb />Carolina law applies to additional<lb />tinting or coloring of windows.<lb /><lb />Effective Nov. 1, only tinting film<lb />approved by the commissioner of<lb />motor vehicles may be applied to<lb />vehicle windows covered by the-<lb />law. This series<lb />is designed to focus attention on<lb />critical issues addressed in the<lb />final report developed by the<lb />GovernorTs Commission for the<lb />Family. That report was pre-<lb />sented to Governor Jim Martin at<lb />a statewide conference at the<lb />Radisson Hotel High Point, Sep-<lb />tember 15-16.<lb /><lb />Jobs. They represent more than<lb />the ability to buy a new car, place<lb />a down payment on a new home,<lb />or purchase a new outfit. Jobs<lb />offer the opportunity to build a<lb />better life. Yet for some, finding<lb />and keeping a good job with suffi-<lb />cient benefits to support a family<lb />is only a dream.<lb /><lb />ooInsome cases, second and third<lb />generations of families are now<lb />dependent on the welfare system,?T<lb />said Joel C. New, director of the<lb />stateTs division of employment and<lb />training.<lb /><lb />o~We are Working to help make<lb />those individuals become more in-<lb />dependent. We Want to help a<lb />young person or parent Who has<lb />never received necessary skills<lb />training to gain meaningful em-<lb />ployment. Our concern is how to<lb />reach these individuals, how to<lb />assist dropouts, displaced work-<lb />ers, the unemployed and under-<lb />employed, senior citizens and the<lb />disabled.?T<lb /><lb />Recognizing the critical need for<lb /><lb />job training in getting North Caro-<lb /><lb />lina citizens off the Welfare roles,<lb />Governor Jim Martin established<lb />the North Carolina State Job Train-<lb />ing Council to recommend policy<lb />relating to job training in the<lb />state.<lb /><lb />This council is charged with the<lb />responsibility of meeting new<lb />challenges in labor force develop-<lb />ment. Specifically, by Executive<lb />Order, the Governor expanded the<lb />role of the Council to oversee all<lb />labor force efforts in North Caro-<lb />lina, and to recommend how the<lb />state uses the interest generated<lb />by Employment Security Commis-<lb />sion Reserve Funds.<lb /><lb />New stated that some job train-<lb />ing assistance is currently avail-<lb />able through local, state, and fed-<lb />eral government programs. The<lb />county Departments of Social<lb />Services operate the Community<lb />Work Experience Program<lb />(CWEP), a job training program<lb />for recipients of Aid to Families<lb />with Dependent Children (AFDC).<lb /><lb />The program offers such serv-<lb />ices as job preparation, job search,<lb />work experience, short term skills<lb />training, and supportive services<lb />such as day care and transporta-<lb />tion.<lb /><lb />~ooCWEP helps welfare recipients<lb />learn specific job skills and the<lb />good work habits they need to<lb />obtain full-time jobs and become<lb />self-supporting citizens,T New<lb />said. ~~And the program is work-<lb />ing.?<lb /><lb />To support his claims of suc-<lb />cess, New cited statistics which<lb />show that during fiscal year 1985-<lb />86, one-third of all participants in<lb />CWEP found paid employment,<lb />over 98,000 hours of public service<lb />work (valued at over $328,000)<lb />were performed in the commu-<lb />nity, and as of fiscal year 1986-87,<lb />CWEP was available in 30 coun-<lb />ties across the state.<lb /><lb />Another program currently<lb />being implemented for AFDC re-<lb />cipients is oJobs Plus,? which<lb />expands employment and train-<lb />ing opportunities for the stateTs<lb />unemployed and public assistance<lb />recipients. Under this program,<lb />the state would enter into contracts<lb />with major employers who would<lb />commit to finding higher paying<lb />jobs, with benefits, for AFDC re-<lb />cipients.<lb /><lb />This program would work with<lb />existing employment and training<lb />programs.<lb /><lb />Many participating employers<lb />can offer the type of wages and<lb />benefits necessary toeliminate de-<lb />pendency on the welfare system.<lb /><lb />New pointed out that funding is<lb />often the primary stumbling block<lb />toany comprehensive job training<lb />program. The Job Training Part-<lb />nership Act (JTPA), enacted by<lb />federal law in 1982, helps alleviate<lb />this problem by providing funds to<lb />the states for job training.<lb /><lb />This program " administered<lb />through the state by the Division<lb />of Employment and Training<lb />within the Department of Natural<lb />Resources and Community Devel-<lb />opment "is responsible for train-<lb />ing and placing economically dis-<lb />advantaged adults and youth, as<lb /><lb />Attend the<lb />Church of Your<lb />Choice Sunday!!<lb /><lb />well as older workers, welfare<lb />recipients, and workers who lost<lb />their jobs due to plant closings.<lb /><lb />The JTPA utilizes the resources<lb />of both the public and private sec-<lb />tors, New said. To implement the<lb />JTPA, the Division of Employment<lb />and Training distributes over $53<lb />million to service delivery areas<lb />around the state.<lb /><lb />Private businesses contract for<lb /><lb />on-the-job training, the Depart-<lb />ment of Community Colleges pro-<lb />vides classroom and customized<lb />training, the Department of Labor<lb />provides pre-apprenticeship train-<lb />ing, the Employment Security<lb />Commission offers placesment<lb />services, and the Department of<lb />Public Instruction oversees a<lb />variety of youth programs.<lb /><lb />The Division of Employment and<lb />training also contracts with vari-<lb />ous other state and local service<lb /><lb />agencies for additional job train-<lb />ing opportunities.<lb /><lb />Some state and national funding<lb />is controlled by local business com-<lb />munities through entities known<lb />as the Private Industry Councils.<lb />Established through the JTPA, the<lb />Private Industry Council member-<lb />ship consists of a majority of<lb />owners of business concerns or<lb />private sector executives. The re-<lb />mainder of its membership in-<lb />cludes education agencies, organ-<lb />ized labor, rehabilitation agencies,<lb />and the local Employment Secu-<lb />rity Commission (ESC).<lb /><lb />~o~These Private Industry Coun-<lb />cils are the labor force policy<lb />making bodies for local govern-<lb />ment and have overall planning<lb />and coordination responsibility for<lb />job training activities, and a spe-<lb />cial responsibility to see that train-<lb />ing meets local employer needs<lb /><lb />and standards.TT New said. ~~These<lb />councils give employers the nec-<lb />essary resources to enable their<lb />employees to retain employment<lb />and thereby the financial well-<lb />being of their families.?T<lb /><lb />~Through these and other public<lb />and private sector programs, find-<lb />ing and keeping a job will become<lb />less of adream and more ofa real-<lb />ity for those currently on welfare,?<lb />New concluded. ~~Strengthening<lb />the skills of North CarolinaTs citi-<lb />zens will not only benefit the indi-<lb />vidual and their family, but will<lb />also improve our ability to com-<lb />pete in the national and interna-<lb />tional marketplace.?T<lb /><lb />For more information concern-<lb />ing these and other job training<lb />programs administered by the<lb />State, contact Joel C.
