Some<lb />people believe that the race is<lb />about unfair decisions by the<lb />county election officials that<lb />caused D.D. Garrett not to be<lb />declared the winner of the Seat.<lb />Others see it as a contest for<lb />power on the Commission bet-<lb />ween residents of North West<lb />Greenville and those who live in<lb />Northern Pitt County, including<lb />Bethel. The fact is: Seat A was<lb />recently created in an agreement<lb />between Pitt County and the<lb />Federal Government intended to<lb />increase chances for blacks in<lb /><lb />Airport expansion plan<lb />impacts Black Community<lb /><lb />The proposed expansion of the<lb />Pitt-Greenville Airport has<lb />developed into the kind of pro-<lb />blem that black citizens here<lb />have not often faced. Those living<lb />beneath the flight paths near the<lb />airport would be most directly ef-<lb />fected by the proposed expan-<lb />sion. Planes have ascended<lb />and descended over highly<lb />populated black neighborhoods<lb />for many years - ask anyone who<lb />lives in Riverdale. Lately, the<lb />number of flights have been in-<lb />creasing and the planes are<lb />somewhat bigger. Residents liv-<lb />ing in the area recognize the<lb />negative environmental impact<lb />of living near an expanded air-<lb />port. Increased noise and the<lb />ever present possibility of a crash<lb />are examples of the environmen-<lb />tal concerns that residents face.<lb />As if the environmental concerns<lb />arenTt enough to be concerned<lb />with, the growth and progress<lb />side of the controversy are equal-<lb />ly related to the black residents<lb />of neighborhoods near the air-<lb />port. Within some of these<lb />neighborhoods are many of the<lb />unemployed and underemployed<lb />in our city. The low wage and<lb />seasoned job markets have forc-<lb />ed many to earn salaries that<lb />donTt support a decent standard<lb />of living. Only an expanded job<lb />market in the area will reverse<lb />that trend. Airport expansion<lb />supporters believe that if Green-<lb />ville is to develop its growth<lb />potential, a bigger airport with<lb />bigger planes will be needed.<lb /><lb />Ready or not, people who live<lb />in the vicinity of the Pitt-<lb />Greenville Airport will be<lb />measuring the impact of the deci-<lb />sion to expand or not to expand<lb />the airport.
