          <lb />What You See Is, Is What You Get; What You Read Is What You Know &amp; Save " Eastern North CarolinaTs Minority Voice<lb /><lb />GREENVILLE, NORTH CAROLINA 27834<lb /><lb />THURSDAY JANUARY 7-13, 1988<lb /><lb />Municipal response to<lb />challenge; part Il<lb /><lb />The only demonstration<lb />organized and enacted by local<lb />Negroes was ~o~The Christmas<lb />SacrificeT in December, 1963.<lb />This was first designed by the<lb />Progressive CitizensT Council to<lb />be a boycott of the downtown<lb />businesses; but after much<lb />debate in the Interracial Commit-<lb />tee and the Progressive CitizensT<lb />Council, the boycott idea was<lb />amended to be a blackout of<lb />Christmas tree lights because it<lb />was strongly felt that a street<lb />boycott would prove to be confus-<lb />ing both to whites and Negroes.<lb />The blackout was very suc-<lb />cessful. By actual count, there<lb />were only six Negro houses in<lb />Greenville which burned<lb />Christmas tree lights during the<lb />holidays. This experience gave<lb />the Negro a sense of unity that he<lb />has generally lacked.<lb /><lb />Many Negroes feel that the<lb />absence of street demonstrations<lb />has prevented the Negro from<lb />participating in one of the sym-<lb />bols of identity of his time. These<lb />persons feel that there is a cer-<lb />tain lack of fulfillment in the<lb />whole civil rights movement for<lb />the Negro in this community.<lb /><lb />The Progressive CitizensT<lb />Council has petitioned three<lb />groups. The first of these was the<lb />board of directors of the Green-<lb />ville MerchantsT Association. The<lb />borad asked that the Interracial<lb />Committee have some one pre-<lb />sent in order to answer questions.<lb />The Negro board of directors<lb />moved to have a resolution<lb />published immediately.<lb /><lb />The second petition was ad-<lb />dressed to the City Council. The<lb />Council met in a special session<lb />to hear a group and went over the<lb />petition point by point. Im-<lb />mediately following this meeting,<lb />the Council published a resolution<lb />in the newspaper urging the peo-<lb /><lb />ple of Greenville to treat all per-<lb />sons without respect to color. The<lb />Council also established the Good<lb />Neighbor Council.<lb /><lb />The third petition was address-<lb />ed to the Greenville City School<lb />Board. The Progressive CitizensT<lb />Council met with this group to<lb />discuss its proposal. All the points<lb />outlined in the petition have not<lb />been met, but the Negroes feel<lb />that someone is working toward<lb />these ends.<lb /><lb />The Progressive CitizensT<lb />CouncilTs petition to the Chamber<lb />of Commerce and MerchantsT<lb />Association of Greenville was<lb />dated May 7, 1963, and read as<lb />follows: We, the members of the<lb />Progressive CitizensT Council of<lb />the City of Greenville, hereby<lb />petition the MerchantsT Associa-<lb />tion and Chamber of Commerce<lb />of Greenville, North Carolina, the<lb />following recommendations:<lb /><lb />(1) To recommend to the mer-<lb />chants of the City of Greenville to<lb />abolish all racial discrimination<lb />in policies on the basis of race<lb />and color in respect to all the<lb />facilities that are available to all<lb />other citizens.<lb /><lb />(2) To encourage the hiring of<lb />qualified Negroes as employees<lb />in all facets of public businesses<lb />in order to properly serve the<lb />public.<lb /><lb />(3) That promotion be made on<lb />the basis of knowledge, educa-<lb />tion, efficiency, and ability to<lb />produce.<lb /><lb />(4) That a committee from this<lb />Council be given a conference for<lb />detailed discussion of these mat-<lb />ters of interest to the progressive<lb />society for the benefit of all<lb />citizens.<lb /><lb />Continued In The Next Issue of<lb /><lb />The Voice<lb /><lb />Gov. Martin announces emergency<lb />shelter grants program awards<lb /><lb />The homeless in North<lb />Carolina today came one step<lb />closer to shelter as Governor Jim<lb />Martin announced Emergency<lb />Shelter Grants Program awards<lb />for 43 local governments, in-<lb />cluding the City of Greenville.<lb /><lb />The awards, totaling $772,339,<lb />will be used to assist local<lb />governments in meeting the<lb />needs of homeless persons. The<lb />award for Greenville consists of<lb />$24,567 for the Greenville Com-<lb />munity Shelter and $4,077 for the<lb />Pitt County Family Violence<lb />Program.<lb /><lb />The Department of Natural<lb />Resources and Community<lb />Development, through the Divi-<lb />sion of Community Assistance<lb />(DCA), will administer the<lb />awards. Official notification will<lb />take place in the form of a letter<lb />from Governor Martin to each<lb /><lb />local governmentTs Mayor or<lb />Commision Chairperson. Actual<lb />funds will be available to the local<lb />governments shorlty thereafter.<lb /><lb />The ESGP is a result of the<lb />Stewart B. McKinney Homeless<lb />Act of 1987. North Carolina was<lb />allocated $766,000 (plus $6,339 is<lb />unused funds returned from the<lb />previous program), and the max-<lb />imum grant request per<lb />homeless shelter was $75,000.<lb /><lb />- DCA received applications total-<lb /><lb />ing $1.66 million in requested<lb />funds. The applications were<lb />reviewed and ranked on a<lb />minimum eligibility basis, which<lb />included criteria for feasibility,<lb />benefit to the homeless, and<lb />quality of the specific project pro-<lb />posed. Fray<lb /><lb />The Black Middle Class is<lb />heralded as a group of people who<lb />have worked hard to compile a<lb />list of achievements: education,<lb />financial and social status, com-<lb />mmunity and political involve-<lb />ment. They have a lot to be pro-<lb />ud of. They have overcome the<lb />obstacles of racial and social pre-<lb />judice and firmly implanted<lb />themselves in the mainstream of<lb />middle America.<lb /><lb />The majority of Black<lb />Americans, however, have been<lb />left behind as their more fur-<lb />tunate brothers and sisters climb<lb />the ladders of success.<lb /><lb />Hypocrisy and prejudice<lb />abound. As a group, blacks cry<lb />out in anger against racial pre-<lb />judice and injustice, yet we ig-<lb />nore the injustice millions of poor<lb />black Americans experience<lb />evberyday.<lb /><lb />Remember the times when<lb /><lb />hites believed that blacks were<lb /><lb />gnorant, filfthy, lazy beings by<lb />nature and therefore did not<lb />deserve the same rights as<lb /><lb />themselves? This is similar to the<lb />attitude that poor blacks are poor<lb />by choice, that we should<lb />separate ourselves from them<lb />and all they represent. We<lb />stereotype our poor black<lb />gootfororthiag, weitere seek<lb /><lb />or- , SeeK-<lb />ing, tasteless human beings. We<lb />ie pose chemo that<lb />were a le for us: college,<lb /><lb />technical<lb /><lb /><lb /><lb /><lb /><lb />mosphere breeds despair, bit-<lb />terness, and a_ sense of<lb />hopelessness that the child may<lb />carry into adulthood. Day to day<lb />survival takes precedence over<lb />plans for the future. Role models<lb />and guidance are often absent.<lb /><lb />Compare this to a child raised<lb />in a middle to upper class en-<lb />vironment. Granted, substance<lb />abuse, violence and crime may<lb />still exist, but not on the same<lb />scale. Financial stability and<lb />positive adult role models can<lb />give the child a better outlook on<lb />life and encourage his aspirations<lb />for the future.<lb /><lb />The battle for freedom and<lb />equality was fought by all Blacks,<lb />rich and poor. Now is not the time<lb />to segment ourselves into ~~weTT<lb />and ~~them�T.
