        <p>THE EAST CAROLINIAN<lb /><lb />Volume 78 Number 16 October 3, 2001 <lb /><lb />photograph<lb /><lb />from<lb /><lb />the<lb /><lb />ECU<lb /><lb />News<lb /><lb />Bureau<lb /><lb />Out-of-state students <lb />hit by increase <lb /><lb />DENNIS MITCHELL <lb />ASSISTANT NEWS EDITOR <lb /><lb />The North Carolina General <lb />Assembly voted to enact a tuition <lb />increase to cope with the state budget <lb />problems. <lb /><lb />According to Senator Ed Warren, <lb />the legislature was faced with a <lb />number of challenges in developing <lb />this yearTs budget. <lb /><lb />For starters a slowing economy <lb />and the cost of recovering from <lb />Hurricane Floyd left North Carolina <lb />with a shortfall of more than $500 <lb />million,� said Warren. <lb /><lb />According to Charles Hawkins, <lb />associate vice chancellor for finan-<lb />cial services, the General Assembly <lb />increased tuition by five percent. <lb /><lb />We thought this was going to be <lb />an across the board increase,� said <lb />Hawkins. The State decided to put <lb />the increase onto the out-of-state <lb />students.� <lb /><lb />Hawkins said that the university <lb />was already over the market for out-<lb />of-state tuition. <lb /><lb />The increase will make it hard <lb />for us in the out-of-state market,� <lb />Hawkins said. <lb /><lb />According to Hawkins, ECU <lb />received several budget cuts to ease <lb />the stateTs budget woes. <lb /><lb />We were expecting some cuts <lb />because our enrollment dropped last <lb />year below our expected amount of <lb />students,� Hawkins said. The state <lb />had allotted us a certain amount of <lb /><lb />money for our expected number of <lb />students, since the actual amount <lb />was lower they had to decrease the <lb />amount they gave us this year.� <lb /><lb />According to Hawkins, because of <lb />the expected cuts, ECU put a freeze <lb />on some of the State Personnel Act <lb />job openings. <lb /><lb />When some position came open <lb />we kept them on hold until the <lb />budget was passed,� Hawkins said. <lb />We did not fill about 23 positions.� <lb /><lb />According to Hawkins, no faculty <lb />or staff member had to be laid off <lb />because the university acted early. <lb /><lb />Hawkins said that ECU had to <lb />also aide in the increase to help with <lb />some of the cuts handed down by <lb />NC legislators. <lb /><lb />We had to increase tuition four <lb />percent,� Hawkins said. <lb /><lb />According to Hawkins, increases <lb />had to be made to help the university <lb />stay operational. <lb /><lb />We can manage on our present <lb />budget if we watch our spending,� <lb />Hawkins said. <lb /><lb />Senior Orlanda Rouse said that he <lb />finds the increase excessive. <lb /><lb />ItTs a bit much considering that <lb />it seems tuition has been going up <lb />ever since I have been here,� Rouse <lb />said, <lb /><lb />Freshman Irene Lartey agreed. <lb /><lb />T donTt think it is necessary that <lb />tuition was increased,� Lartey said. <lb />Tt was already high enough.� <lb /><lb />Hawkins said that since the state <lb />is under the balance budget act they <lb />must balance the budget. <lb /><lb />This writer can be contacted at <lb /><lb />news@theeastcarolinian.com. <lb /><lb />Executive branch <lb />attends ASG meeting <lb /><lb />Number of school days, tuition freeze main topics <lb />for SGA participants <lb /><lb />ANGELA HARNE <lb />NEWS EDITOR <lb /><lb />Members of the Student Government Association (SGA) executive <lb />branch attended the first Association of Student Governments (ASG) <lb />meeting in Chapel Hill last weekend. <lb /><lb />According to Michael Orr, senior class president, ASG is working <lb />on a two-year tuition freeze. <lb />We are drafting a resolution for the General Assembly and Board <lb />of Governors because of the ridiculous increases we have seen in the <lb />past,� Orr said. <lb /><lb />Orr said the ECU SGA plans on <lb />researching the tuition freeze process <lb />thoroughly to bring more knowledge to <lb />ASG. <lb /><lb />In addition to the freeze, Orr said <lb />ASG discussed a resolution to decrease <lb />the number of school days from 150 to <lb />140. <lb /><lb />If passed, Orr said the extra 10 days <lb />will more than likely be divvied between <lb />spring semester and summer session <lb />one, and summer session two and fall <lb /><lb />COX semester. <lb /><lb />I think the odds of it passing are good,� Orr said. The faculty <lb />senate at UNC-Chapel Hill passed a similar resolution and the ECU <lb />faculty supports it. It will be beneficial to everyone. Not only will the <lb />students get an extra break, but the professors will also.� <lb /><lb />Orr said the resolution will be voted on at the next ASG meeting. <lb />According to Orr, ASG passed a credit card protection act. <lb />Orr said the act enables the UNC-system to provide classes for <lb /><lb />freshmen on how to avoid credit card debt. Orr said the act also <lb />requires student credit card holders to have a parent/guardian <lb />co-signer. <lb /><lb />Students are now required to get their parents permission and <lb />signature before they up their credit limit,� Orr said. <lb />Executive board members in attendance said the meeting was <lb />enjoyable. <lb />IL enjoyed meeting the other SGA presidents and representatives,� <lb />said Teresia Paul, recruitment chair of the SGA executive branch. <lb />Ernest Daily, philanthropy chair of the SGA executive branch, <lb /><lb />agreed. <lb />T look forward to attending the next meeting,� Daily said. <lb />According to Orr, participation was high. Orr said 13 of the 16 <lb /><lb />N.C. universities attended. Elizabeth City State, NC Central and <lb />UNC-Charlotte could not attend. <lb />The next ASG meeting is scheduled for Saturday, Nov. 3 in <lb />Charlotte. <lb />ASG is the collaboration of all 16 universities within the North <lb />Carolina system. But I still decided I would go to the city and help,� <lb />Lewis said. I wanted to help out. It was the appropriate thing to do ... <lb />its human nature.� <lb /><lb />Lewis said when he arrived in New York he immediately volunteered <lb />with the Red Cross. <lb /><lb />I worked in the shipping and receiving part of the Brooklyn chapter. I <lb />assisted the volunteers in the wreckage and went to shelters supplying food <lb />and other needed supplies,� he said. <lb /><lb />According to Lewis, the atmosphere was eerie to say the least. <lb /><lb />While I was in New York, the doors to the Trade Center were still <lb />standing. It looked like a tornado had gone through. It was hard to believe <lb />and a lot different then TV,� said Lewis. <lb /><lb />According to Lewis, the city has changed since the terrorist attacks. <lb /><lb />The people are very friendly and more polite,� he said. There is a lot of <lb />patriotism also. American flags are everywhere.� <lb /><lb />Lewis said his experience was one that no one could prepare for. <lb /><lb />The volunteers expressed mixed emotions. | could tell by their facial <lb />expressions that they were tired, but very dedicated. It has to be devastating <lb />to them, in the wreckage, and all that theyTve seen. This is going to change <lb />their lives forever,� said Lewis. <lb /><lb />Lewis also said his time in New York was a learning experience. <lb /><lb />ITm now more appreciative of what I have. He received his degree in marketing <lb /><lb />and business and served his senior year as the philanthropy chair on the <lb /><lb />Student Government Association. <lb /><lb />This writer can be contacted at news@theeastcarolinian.com. <lb /><lb />GA selects lawyer to aid students " <lb /><lb />Romary re-appointed <lb /><lb />through careful process <lb /><lb />CLIFF SHERMAN <lb />STAFF WRITER <lb /><lb />The SGA executive branch <lb />selected an attorney to represent the <lb />university on a monthy contract. <lb /><lb />Peter Romary was re-appointed <lb />to the position by the SGA through a <lb />careful process last week. <lb /><lb />According to SGA Treasurer Fred <lb />Moreno, the decision is not official <lb />as the contract is still in the devel-<lb />opmental process. <lb /><lb />Romary seems very eager and <lb />accepting about the proposed con-<lb />tract,� Romary said. <lb /><lb />The contract is a year-to-year <lb />agreement, which is different than <lb />in the past. Prior to this proposed <lb />agreement, the standard contract for <lb />a university attorney has been five <lb />years. The SGA decided the five-<lb />year contract has proven to be too <lb />long and costly. They are hoping the <lb />new yearly contract will encourage <lb />more commitment on the part of <lb />the attorney. <lb /><lb />The length of the term is not <lb />the only aspect of the contract that <lb />has been altered. The pay rate has <lb /><lb />been cut from one thousand dollars <lb />per month to six hundred dollars <lb />per month, excluding the summer <lb />months of June, July and August. <lb /><lb />Romary himself proposed the cut <lb />in pay. <lb /><lb />Being that the budget is very <lb />tight, one could understand why a <lb />pay increase would help out. Being <lb />a pro-bono lawyer is not about the <lb />money. I do this job for the university <lb />to keep in touch with the commu-<lb />nity and to help out the students,� <lb />Romary said. <lb /><lb />RomaryTs duties toward the uni-<lb />versity and students are to give legal <lb />advice and aid to undergraduate and <lb />graduate students. He will also be <lb />involved with the SGA in aiding the <lb />organization with contract advice <lb />and other questions of legality. <lb /><lb />Moreno said students are encour-<lb />aged to take advantage of the uni-<lb />versity attorney for any form of <lb />legal advice. Rose High <lb />School is currently participating. <lb /><lb />We are hoping for the future <lb />workshops that D.H. How <lb />awesome would it be if we could all raise not <lb />only awareness but also funds to help fight this <lb />disease that strikes men and women, young <lb />and old? <lb /><lb />If you're wearing an American flag pin on your <lb />lapel or red, white, and blue ribbons to show <lb />support for our country, how about adding a <lb />pink ribbon to show your support for breast <lb />cancer awareness, research, and funding to <lb />find a cure? <lb /><lb />In the past few weeks, stores around the <lb />country have had trouble keeping patriotic <lb />pins, ribbons, and flags on shelves as we've <lb />all proudly supported our nation at this critical <lb />and frightening time in our history. Perhaps itTs <lb />time to make pink ribbons the new hot item <lb />and add awareness of this killer to our list of <lb />battles to fight. <lb /><lb />Come on --sport a pink ribbon. Let's raise <lb />awareness. <lb /><lb />Let's find a cure. <lb /><lb />TEC encourages all students to take an active role in the <lb /><lb />Before you get <lb /><lb />CONNIE LAUERMAN <lb /><lb />Scarcely a day passes when <lb />weTre not bombarded with media <lb />reports of medical studies-from the <lb />alleged effects of cell phones and <lb />apple-shaped bodies to shocking <lb />data about the possible dangers of <lb />vitamin C or still another worrisome <lb />report about hormone-replacement <lb />therapy. <lb /><lb />How can a person make sense of <lb />this media overload? <lb /><lb />For starters, donTt get all worked <lb />up. Ascertain what kind of study <lb />researchers conducted, the size of <lb />the sample of participants and who <lb />conducted the study, where it was <lb />published and how it was funded. <lb /><lb />Consistency of evidence� is <lb />important, said Dr. Philip Greenland, <lb />chairman of the department of pre-<lb />ventive medicine at Northwestern <lb />University Medical School. <lb /><lb />If you have a large number of <lb />studies that all show the same thing <lb />and one study seems to contradict <lb />everything else, you should ask <lb />yourself how likely it is that 20 stud-<lb />ies are wrong and this one is right. <lb />It defies logic.� <lb /><lb />Medical studies generally fall <lb />into the following categories: <lb /><lb />Observational studies relate peo-<lb />pleTs lifestyles to the diseases they <lb />develop. The majority of evidence <lb />linking smoking and lung cancer, <lb />for example, has come from observa-<lb />tional studies. <lb /><lb />ItTs obvious why we couldnTt <lb />do clinical trials,� Greenland said. <lb />ItTs clearly viewed as an unethical <lb />thing to do if we believe this is a <lb />risky exposure.
