A tax exemption<lb />bill introduced by senator Harry<lb />Brown could cut the cost of text-<lb />books. In addition, two N.C. State<lb />students have created a Web site<lb />that provides a trading post for<lb />students to sell their textbooks.<lb /><lb />The tax exemption will apply<lb />for all 111 postsecondary institu-<lb />tions in North Carolina, which<lb />includes public and private uni-<lb />versities, colleges and community<lb />colleges.<lb /><lb />Students who are eligible for<lb />financial aid do not always receive<lb />an excess amount to cover their<lb />book costs.<lb /><lb />Many students end up trying<lb />to go to school full time and work,<lb />according to Brown.<lb /><lb /> oMy son just graduated from<lb />college about a year ago, so I<lb />know how the cost of textbooks<lb />has risen over the past few years, <lb />said Brown.<lb /><lb />To fix the problem, Brown<lb />thinks that North Carolina should<lb />take the example of other states<lb />that have already passed leg-<lb /><lb />islation to decrease the cost of<lb /><lb />textbooks.<lb /><lb /> oAt least a dozen states already<lb />exempt sales tax from textbooks;<lb />it is time North Carolina does the<lb />same, Brown said.<lb /><lb />The bill could save students<lb />enough money to supplement the<lb />price of other necessary materials<lb />for school.<lb /><lb /> oOver a years time, we can<lb />save $50 to $70 on textbooks and<lb /><lb />that $50 to $70 can be used for S<lb /><lb />supplies, Brown said.<lb /><lb />The next step for the bill to<lb />take effect is for it to be. heard by<lb />the Finance Committee, according<lb />to Brown.<lb /><lb />The bill needs to be heard by<lb />the crossover deadline of May 17<lb />and then it must be passed on the<lb />floor or it will die, according to<lb />Brown.<lb /><lb />¥ ]<lb /><lb />5 While the bill seems like a<lb />good jway to put some money<lb />back into students T pockets, some<lb />students think that the bill has<lb />some flaws.<lb /><lb />Two N.C. State students<lb />created a Web site called selli-<lb /><lb />A student prices textbooks at the bookstore. Textbooks could be exempt from taxes if a new bill passes.<lb /><lb />tatschool.com, which they think<lb />is a more efficient way to decrease<lb />the cost of books.<lb /><lb />Oriah Ben-Gal and Ben<lb />Miller, co-founders of the Web<lb />site, noticed some things about<lb />the bill that may ultimately hurt<lb /><lb />students.<lb /><lb /> oThis will allow publishers to<lb />raise the prices of their books, <lb />said Ben-Gal.<lb /><lb />see TEXTBOOKS page A6<lb /><lb />Transcripts could become free of charge<lb /><lb />Resolution proposed<lb />by Student Welfare<lb />Committee<lb /><lb />KIMBERLY BELLAMY<lb />SENIOR WRITER<lb /><lb />A resolution was introduced to<lb />the SGA congress April 2, to man-<lb />date the registrar to give students<lb />two free transcripts.<lb /><lb />Regina Twine, chair of the<lb />Student Welfare Committee, pre-<lb />sented the idea to congress.<lb /><lb />Congress approved the resolu-<lb />tion but some members wanted to<lb />know if it was possible for students<lb />to get all the transcripts free.<lb /><lb />Twine agreed to do more<lb /><lb />research to find out ifstudents could<lb /><lb />get more transcripts at no cost.<lb /><lb />A resolution was presented to SGA requesting the registrar give students t<lb /><lb /> oTm trying to find other four<lb />year schools that offer the same<lb />deal and some history behind it, <lb />said Twine.<lb /><lb />Arguments described in the<lb />resolution include the financial<lb />strain it may put on students and<lb />the multitude of applications and<lb />scholarships that require tran-<lb />scripts.<lb /><lb />The current cost for each offi-<lb />cial transcript is $5, which dem-<lb />onstrates the burden it can put on<lb />students who may be applying for<lb />scholarships and graduate schools<lb />simultaneously.<lb /><lb /> oI was applying to five schools<lb />and that was $25, plus application<lb />fees that I just didn Tt have, Twine<lb />said.<lb /><lb />After talking to other students<lb />who were in similar situations,<lb /><lb />wo Official transcripts for free, instead of the current $5 rate per transcript.<lb /><lb />Twine decided that something<lb />should be done to improve the<lb />issue.<lb /><lb />More students tend to pur-<lb />chase transcripts near the end of<lb />the semester when more applica-<lb />tion deadlines approach.<lb /><lb /> oOur traffic does pick up<lb />during the end of the term and<lb />after grades have been posted, <lb />said Amanda Fleming, associate<lb />director of the registrar.<lb /><lb />The registrar averages around<lb />125 transcript purchases per day<lb />according to Fleming.<lb /><lb />That is about $3,125 per week<lb />in sales from students needing<lb />transcripts for common require-<lb />ments.<lb /><lb />The charge of transcripts was<lb />increased from $3 to $5 in July of<lb />2005, according to Fleming.<lb /><lb /> oThere was a increase in pro-<lb />duction cost such as the security<lb />paper that was used and the price<lb />of postage, said Angela Anderson,<lb />assistant vice chancellor of the<lb />registrar, when asked about the<lb />reason for the increase.<lb /><lb />Initially, transcripts were free<lb />for the first copy and $1 per copy<lb />after the first one, according to<lb />Anderson.<lb /><lb />That was discontinued because<lb />it became an issue of tracking if the<lb />student received their free copy<lb />after they moved from having a<lb />hard copy to an automatic record<lb />of tracking, according to Ander-<lb />son. :<lb />The Student Welfare Com-<lb />mittee feels that reinstating a<lb /><lb />see TRANSCRIPTS page A3<lb /><lb />Cuomo says -<lb />student loan<lb />corruption<lb />widespread<lb /><lb />(AP) "Cozy arrangements<lb />between colleges and the com-<lb />panies that lend their students<lb />billions of dollars are far more<lb />widespread than anticipated,<lb />New York Attorney Gen-<lb />eral Andrew Cuomo told<lb />The Associated Press Tues-<lb />day, just as two more col-<lb />lege financial aid officers<lb />were suspended amid a probe<lb />into the $85 billion industry.<lb /><lb />Cuomo would not divulge<lb />where the burgeoning inves-<lb />tigation is. headed next,<lb />including whether more<lb />subpoenas are on the way.<lb />But he said the investigation<lb />could lead to criminal charges<lb />against high-ranking officials<lb />at both lending companies and<lb />universities.<lb /><lb /> oThis is like peeling an<lb />onion, Cuomo said. oIt seems<lb />to be getting worse the more<lb />we uncover. It Ts more wide-<lb />spread than we originally<lb />thought ... More schools and<lb />more lenders at the top end.<lb /><lb /> oWe have demonstrated this<lb />is not just the exception, he<lb />said. oThis is the rule. Cuomo<lb />is investigating alleged<lb />kickbacks to school offi-<lb />cials who steered students<lb />to certain lenders. His<lb />investigators say they have found<lb />numerous arrangements that<lb />benefited schools, financial<lb />aid officers and lenders at the<lb />expense of students. ;<lb /><lb />Investigators found that<lb />many colleges have estab-<lb />lished preferred lender<lb />lists and entered into<lb />revenue sharing and other<lb />financial arrangements with<lb />those lenders. Some colleges<lb />have oexclusive preferred<lb />lender agreements with the<lb />companies.<lb /><lb />So far, six schools, the<lb />University of Pennsylva-<lb />nia, New York University,<lb />Syracuse University, Ford-<lb />ham University, Long Island<lb />University and St. John Ts<lb />University, have agreed to<lb />reimburse students a total<lb />of $3.27 million for inflated<lb />loan prices caused by revenue<lb />sharing agreements, Cuomo<lb />said.<lb /><lb />The schools will return<lb />money to students who took<lb />out loans during the time the<lb />revenue sharing agreement<lb />was in effect. Students will<lb />be refunded based on the<lb />amount they were loaned.<lb /><lb />On Monday, a loan com-<lb />pany that has been at the<lb /> center of the investigation,<lb />CIT Group Inc., placed three<lb />top executives at its Student<lb />Loan Xpress division on paid<lb />leave following allegations<lb />of stock transactions with a<lb />high-level U.S. Department<lb />of Education official and col-<lb />lege financial aid officers.<lb /><lb />The Department of Edu-<lb />cation official who oversaw<lb />parts of the student loan<lb />industry was also placed on<lb />leave after it was reported<lb />that in 2003 he owned at<lb />least $100,000 worth of stock<lb />in Education Lending Group<lb />Inc., the former parent of<lb />Student Loan Xpress. The<lb />company was acquired by<lb />CIT in 2005,<lb /><lb />A number of student<lb />loan officials at differ-<lb />ent schools have also been:<lb />placed on leave pending the<lb />investigation.<lb /><lb />On Tuesday, Widener<lb />University in Pennsylva-<lb />nia placed Walter Cathie,<lb />the dean of financial aid at Wid-<lb />ener, on leave. Cuomo Ts office<lb />said Cathie was paid $80,000<lb />by Student Loan Xpress since<lb />2005. Investigators said they<lb />believed Cathie had an agree-<lb />ment with the company to<lb />market its services to graduate<lb />schools, receiving fees based on<lb />loan volume.<lb /><lb />Also on Tuesday, Capella<lb />University, a Minneapolis-<lb />based online school, said it<lb />suspended its director of finan-<lb />cial aid after he acknowledged<lb />accepting consulting fees from<lb />Student Loan Xpress.<lb /><lb />Financial aid director<lb /><lb />see LOAN page A3<lb /><lb /></p>

<lb />Opinion<lb /><lb />Viva la<lb />revolution<lb /><lb />The time to reform is over, the<lb />time to disband is now<lb /><lb />ELIZABETH LAUTEN<lb />ASST. NEWS EDITOR<lb /><lb />I Tm not a SGA member myself, and for<lb />good reason "I Tm involved in enough other<lb />activities on campus that I just don Tt have the<lb />time to make it a priority and I Tm not some-<lb />one who Ts going to do something halfway.<lb />Nevertheless, as an active student who cares about<lb />this university, I Tm claiming my right to complain<lb />and demand something better. I Tm tired of all<lb />the B.S. and lies SGA feeds me year after year. I<lb />think it Ts high time to disband the organization<lb />altogether.<lb /><lb />That Ts right, disband. The Declaration of<lb />Independence reads o...governments are insti- .<lb />tuted among men, deriving their just powers<lb />form the consent of the governed. That whenever<lb />any form of government becomes destructive to<lb />these ends, it is the right of the people to alter or<lb />to abolish it, and to institute new government. <lb />I say we embrace our rights and act upon them.<lb /><lb />There needs to be something that ECU Ts stu-<lb />dent body can do to keep the SGA in check.<lb /><lb />At the University of Georgia, students voted<lb />to abolish SGA in 1979 because of its inability to<lb />function, only for it to be re-established in 1987.<lb />Now the university, votes every four years whether<lb />or not to keep SGA around, thanks to a ovote of<lb />confidence clause added in their 1987 constitution.<lb />What a phenomenal idea. Can we please add that<lb />to our SGA constitution, because something needs<lb />to be set up in order to keep our SGA an effectual<lb />democracy.<lb /><lb />Our SGA has become all too similar to our<lb />own national government. From the scandals,<lb />to election mishaps, to major cover-ups... it Ts<lb />hard to tell the difference between the two.<lb /><lb />But, tooclosely paralleling our SGA to our national<lb />government is a mistake I Tm not willing to make.<lb /><lb />While students may elect representatives to the<lb />SGA, they don Tt empower it. Rather, the adminis-<lb />tration does.<lb /><lb />While we Td all like to think that SGA would<lb />cease to have function without adequately rep-<lb />resenting students T rights, the reality is that<lb />administration has the upper hand and the final<lb />say in everything. And with that, the lack of<lb />expectations roll in from the student body "no<lb />one seems to believe in SGA and if you ask me,<lb />for good reason.<lb /><lb />At least when a national branch of government<lb />makes an important decision, no outside force steps<lb />in to overrule it "there are instead democratic<lb />checks and balances. Moreover, national govern-<lb />ment leaders are impeachable. SGA couldn't even<lb />proceed in impeaching someone right now if it<lb />tried, thanks to an ironclad, flawed constitution.<lb /><lb />And with the recent executive election debacle,<lb />I Tve heard more times than I can count that ECU<lb />should just do away with the SGA. So why then are<lb />we just talking about it? Why don Tt we really just<lb />do away with the organization altogether?<lb /><lb />Someone, please give me a valid reason why<lb />were keeping the SGA around. Aside from their<lb />own problems, they make decisions that the student<lb />body doesn Tt even agree with.<lb /><lb />They are after all, the ones who have been<lb />voting to raise our fees the past few years. I don Tt<lb />care what seemingly logical reason the administra-<lb />tion fed them to make them do it. I can pretty much<lb />guarantee the student body would never vote the<lb />same way. Isn Tt the SGA supposed to be representa-<lb />tive of the student body? Let the Board of Trustees<lb />make those kinds of decisions if nothing else.<lb /><lb />The SGA should be voting in accordance to<lb />want the students want. They just can Tt seem to<lb />get it right, despite their best efforts.<lb /><lb />Don Tt get me wrong, I wish that the SGA<lb />meant more to this campus than it presently does.<lb />But, in actuality, the organization needs either to<lb />grow a backbone, or do away with its pretense of<lb />power and ability "just disband, because a facade<lb />of student representation is actually detrimental<lb />to the university. People think students T voices are<lb />being accounted for, when in reality the campus<lb />has no voice.<lb /><lb />I Tm sick and tired of losing my rights to a bunch<lb />of people who act as puppets to the administration.<lb />So until the SGA can get its act together, we should<lb />just relieve all members of their duties and give<lb />everyone a sticker for sticking with an ineffectual<lb />organization that they can put on their resumes.<lb />Then we should demand a formal apology for their<lb />negligence, which of course would never come.<lb />Then, and only then, could we consider entertain-<lb />ing the idea of reinstating another SGA. But for<lb />now, let the revolution begin.<lb /><lb />ee<lb /><lb />Sot TP ey FE<lb /> 2<lb /><lb /> oThe days of being eo-called Boy Scouts and<lb />Girl Scouts are over! We spend pretty much all of<lb />our free time together and he is my best friend. °<lb /><lb />He doesn Tt know if he is coming back to East<lb />Carolina University next semester because he<lb />applied to a school closer to his home in Florida.<lb />He will be working all summer and I don Tt know if<lb />he is going to be able to take off to see me.<lb /><lb />I am a little bit of a jealous girlfriend and have<lb />already had problems with my jealousy even with<lb />him here. I know he is the man that I want to be<lb />with forever. I love him and I don Tt want to lose him.<lb />I am afraid that if he moves away I might never see<lb />him again, except on the Internet through Myspace<lb />or something like that. I want to be with him. He<lb />seems to be the only thing, besides school and my<lb />family that I actually care about. Please help me!<lb /><lb />Sincerely,<lb /><lb />Scared of Distance<lb /><lb />Dear Scared,<lb /><lb /> Some people are able to pull off the long dis-<lb /><lb />tance relationship thing. Others have to face that<lb />they just can Tt. You'll have to figure out which type<lb /><lb />stay together through this period of separation,<lb />you'll have to back off of that. Without trust, no<lb />romantic relationship can survive the miles between<lb />the two of you. Some people say that those that have<lb />a tendency to falsely accuse their significant other<lb />of cheating do so because they are guilty of having<lb />done it first. I Tm certainly not saying that you have<lb />cheated or would ever cheat on him (it doesn Tt<lb />sound like it), but you wouldn Tt want'to continually<lb />be jealous after he moves and have him start to<lb /><lb /> question you because it Ts such a big issue for you.<lb /><lb />What does your boyfriend say about all this?<lb />Have you had othe talk about how this will change<lb />your relationship? Do you both need physical affec-<lb />tion and/or face-to-face interaction to be happy and<lb />secure? If either of you says ono, your relation-<lb />ship may not be worth trying to keep alive. You'll<lb />have to give it a go and find out along the way.<lb /><lb />No matter what happens, remember that<lb />your first priority is taking care of yourself and<lb />your education. Until you're legally responsible<lb />for someone else (i.e., a child), you're free to live<lb />as you choose. He Ts already realized this or he<lb />wouldn Tt have put in an application at a school<lb />closer to home. Deal with it accordingly and try<lb />to think with your head as much as your heart.<lb /><lb />Good luck,<lb />Jane<lb /><lb />Hollywood<lb /><lb />has cancer<lb />An examination of how Hollywood blows<lb /><lb />ALEX LAROCCA<lb />OPINION WRITER<lb /><lb />The Reaping, Next, Halloween, Hostel 2... what<lb />do all of these ofilms have in common? They are<lb />all cancerous. Each one of these movies, along with<lb />the rest I shall name, has begun to spring up in the<lb /><lb /> absence of anything better. Being blessed with such<lb /><lb />greatness as 300 and Grindhouse is still not enough<lb />for me to get over that Hostel 2is going to make more<lb />money than both of those combined, which leads this<lb />writer to blame not only Hollywood for its incurable<lb />cancer but you, too.<lb /><lb />This past weekend I was blessed with the expe-<lb />rience called Grindhouse. For those of you who do<lb />not know of it, it is a double feature, meaning liter-<lb />ally two movies, by Robert Rodriguez and Quentin<lb />Tarantino. Not to give away anything, but it blew<lb />my mind with its bloody, comedic violence and well<lb />thought out script.<lb /><lb />Unfortunately, I had to sit through what was once<lb />one of my favorite parts of the movies: Previews. May<lb />God help America for the recycled crap I saw. I do<lb />not know how but for some reason, it became accept-<lb />able for writers and directors who have no artistic<lb />talent to simply watch old movies, not even classics,<lb />and say, oHey Bob, you know that movie that wasn Tt<lb />very popular 20 years ago? Yeah, well I have a great<lb />idea. If you give me $35 million I will do it again,<lb />only this time there will be explosions! <lb /><lb />This, of course, then leads to the greats: Flight<lb />of the Phoenix (remake), Halloween (remake), Casino<lb />Royal (remake), The Hills Have Eyes (remake) and The<lb />Poseidon Adventure (remake). This does not represent<lb />even half of the stuff they redo. But alas, this is even<lb />better than the ADD-fueled writers of the 21st cen-<lb />tury who watch these movies of the past and then call<lb />Bob;: oHey Bob, I just watched this movie and the plot<lb />was pretty good but it was like, totally gay without<lb />computer graphics and explosions, so I was thinking<lb />I would write a script comprised of the same plot but<lb />add super cool CG and explosions. <lb /><lb />In case you have no idea what I am talking about,<lb />this could be because you don Tt know that movies<lb />existed before the year 2000. The most recent of these<lb />supreme cancer films is one I saw a preview for this<lb />past weekend, and its title is Next. Next stars Nicolas<lb />Cage as a man who can see the future and it is up to<lb />him to help not just a really hot chick, Jessica Biel,<lb />but also the world. Hello? Frequency, Paycheck, and,<lb />let Ts not forget the USA television success, The Dead<lb />Zone. In case you haven't seen these, I will save you<lb />the time "they all suck. I honestly believe that writ-<lb />ers sit around, place post-its with subjects, places and<lb />verbs on a dartboard and poof, The Reaping!<lb /><lb />Think about it. The first dart: Godly apocalypse<lb />(sweet CG), second dart: Skeptical hero(s), third dart:<lb />Religious south. Hey, can we get Oscar-Winning<lb />Hilary Swank in this? Of course, she was star of The<lb />Core for Christ Ts sake. As for the case of Hostel, 1 am<lb />not so sure they used a dartboard as much as they just<lb />used ABC cereal mixed with dog crap and fake blood.<lb />And the sequel of course will incorporate those three<lb />things but mixed with hundred-dollar bills.<lb /><lb />Where did it all go wrong? Why is this happen-<lb />ing? Well I first and foremost blame anyone that<lb />sees these movies; even those who see it for comedy<lb />purposes are still responsible. We are all responsible<lb />for giving money back to an institution that thinks<lb />we are all morons. But ultimately, a large part goes<lb />to the directors and writers. I blame men like Peter<lb />Jackson, a man responsible for King Kong, a remake<lb />which not only made me want to cut myself, but is<lb />a three-hour stain on my life, and Steven Spielburg,<lb />who is so obviously full of himself he remakes War<lb />of the Worlds with enough CG for 40 video games,<lb />and Jerry Bruckheimer, who is by no means a direc-<lb />tor of any kind.<lb /><lb />I believe it is time to send a message to these<lb />frauds. A message saying, oWe are not tricked by<lb />your explosions, giant monkeys and shiny lights. We<lb />demand better acting and better writing. And for the<lb />love of all that is holy, remember this statement when<lb />you are thinking of going to see Hostel 2, The Reaping<lb />or Halloween. Remember that not only do they suck,<lb /><lb />- but with every dollar you give their cancerous powers,<lb /><lb />they grow. stronger and perhaps will be irreversible<lb />for our children and our children Ts children.<lb /><lb />- Sarah Bell<lb />Editor in Chief<lb /><lb />Elizabeth Lauten<lb />Asst. During this<lb />period, Prospero is served by Ariel,<lb />a spirit he rescued and Caliban, a<lb />deformed monster who inhabited<lb />the island before he arrived.<lb /><lb />Prospero Ts sorcery and cun-<lb />ning lead him to infer his current<lb />predicament is no accident. Over<lb />five hundred people attended the<lb />movie, as the line of anxious stu-<lb />dents stretched to Greene Hall an<lb />hour in advance.<lb /><lb /> oI got here around 5:15 p.m.,<lb />I knew it would get really crazy,<lb />so I wanted to get here way in<lb />advance, said Alley Thomas, fresh-<lb />men political science major, as<lb />she looked around, obesides, I like<lb />talking to people to pass the time. <lb /><lb />While in line, the Student Union<lb />collected cell phones, laptops and<lb />backpacks to be returned upon the<lb />end of the screening. Two security<lb />. Officers were on site, more to stop<lb />cutting in line than anything else.<lb /><lb />Jessica Bova, a freshmen and<lb />Films Committee member enjoys<lb />her work, recommending the job.<lb /><lb /> oIt Ts a lot of fun. The planning,<lb />the marketing... maybe not the<lb />grunt work, but in the end I really<lb />enjoy it, said Bova.<lb /><lb />Once inside students were asked<lb />to move towards the center of their<lb />rows in order to allow full capacity<lb />of the lower section of the theater,<lb />which alone could hold five hundred<lb />students. The balcony was then<lb />opened, allowing remaining stu-<lb />dents in line to take their seats.<lb /><lb /> oWe give out 1,000 tickets to<lb />assure capacity for each event, said<lb /><lb />David James Ray Mason, Films<lb />Committee Chair, oand wenever have<lb />control over what we receive for these<lb />screenings. The original, Rear<lb />Window was directed by Alfred<lb />Hitchcock, starring film legend<lb />James Stewart and movie beauty<lb />Grace Kelly. The protagonist<lb />is once more stranded in their<lb />home, but a house arrest replaces<lb />the broken leg of the original.<lb />With little more to do with<lb />their time, our hero begins to<lb />peer around the neighborhood,<lb />looking into the lives of those he<lb />lives closest to. ;<lb /><lb />Disturbia employs classic thriller :<lb /><lb />elements of suspense, dangling<lb />movie audiences and then snatch-<lb />ing at them while they move to<lb />the edge of their seats. After the<lb />first 10 minutes, any moviegoer<lb />will be hooked until the credits roll<lb />guaranteed. For those faint of heart,<lb />fear not, the movie is not all jump-<lb />ing and screams, as comedic relief<lb />is scattered throughout to bring the<lb />audience Ts heart rate back down.<lb /><lb />Aside from 300 and Disturbia,<lb />the Films Committee has also<lb />screened Borat, Tenacious Dand The<lb />Pursuit of Happiness, with nearly five<lb />hundred students being turned away<lb />for the screening of 300.<lb /><lb />The Films Committee will be<lb />screening one more sneak preview<lb />before the end of the semester with<lb />Knocked Up, Monday, April 23.
