(AP)"North<lb />CarolinaTs new lottery is meeting<lb />all ofits goals except in ticket sales,<lb />the lotteryTs chief executive said<lb />Tuesday, even though revenue will<lb />fall short of original projections.<lb /><lb />oWe're doing one heck of a<lb />Job,? executive director Tom Sha-<lb />heen told the lotteryTs governing<lb />board, the North Carolina Educa-<lb />tion Lottery Commission, during<lb />its regular quarterly meeting.<lb /><lb />Lottery revenues for the fiscal<lb />year ending in June are expected<lb />to be about $1 billion, less than the<lb />roughly $1.2 billion projected last<lb />year. Shaheen said ticket sales have<lb />been lower than expected, which<lb />he has blamed on competition<lb />from lotteries in border states and<lb /><lb />potential customers using extra<lb />cash elsewhere.<lb /><lb />oWhen we compare ourselves to<lb />other startup lotteries, we are doing<lb />very well,? commission member<lb />Bridget-Anne Hampden said.<lb /><lb />At least 35 percent of ticket<lb />sales must be earmarked for educa-<lb />tion initiatives, meaning $350 mil-<lb />lion will be available for education,<lb />about $75 million less than what<lb />legislators and Gov. Mike EasleyTs<lb />administration had projected.<lb /><lb />Otherwise, the lottery is on<lb />track to meet or exceed goals in<lb />more than two dozen areas such<lb />as workforce diversity, business<lb />contracts and administrative pro-<lb />cedures, according to documents<lb />given to the commission.<lb /><lb />That bodes well for Shaheen,<lb />who is making an annual salary<lb />of $235,000.<lb /><lb />Commission chairman John<lb />McArthur said he and other<lb />personnel committee members<lb />were overy very pleased with his<lb />performance.?<lb /><lb />Shaheen said he hoped new<lb />games and recruiting additional<lb />ticket retailers will help boost<lb />gross revenues. The lottery cur-<lb />rently is about 200 retailers short<lb />of its 6,000 retailer goal for the<lb />fiscal year that ends June 30.<lb /><lb />Also Tuesday, the commission<lb />approved a $20-ticket raffle game<lb />with four $1 million grand prizes,<lb />plus 500 other prizes. The game<lb />is expected to begin May 11 and<lb /><lb />generate $3.5 million for educa-<lb />tion if all 500,000 tickets are sold<lb />before an expected July 4 drawing,<lb />the lottery said.<lb /><lb />A ticket will carry a 1-in-<lb />125,000 chance of winning the top<lb />prize, compared to the Powerball<lb />odds of 1-in-146 million.<lb /><lb />The lottery also rolled out<lb />three new instant ticket games<lb />Tuesday, including a $3 cross-<lb />word-puzzle style ticket with 12<lb />top prizes of $50,000.<lb /><lb />Shaheen said a NASCAR-<lb />themed game could start in March,<lb />and the multistate Powerball game<lb />this year will allow players to<lb />multiply winnings by up to 10<lb />times on lower-tiered prizes for<lb />an extra dollar.<lb /><lb />Students<lb />about safe<lb />sex and<lb />relationships<lb /><lb />Sexual Responsibility<lb />. Sexuality can encompass self<lb />esteem, relationships, sexual ori-<lb />entation and how you view your-<lb />self. A<lb />more accurate description would be oKnowledge<lb />that you should have acquired just by living for<lb />18 years.? ITm not going to argue that you should<lb /><lb />already know everything taught in Health 1000, but "<lb /><lb />simply that the information presented is informa-<lb />tion that if you donTt already know, you should be<lb />able to figure out on your own with minimal effort.<lb />So far this semester, we have learned that fatty<lb />foods make you fat and that if you look at the FDATs<lb />food pyramid you can learn what the FDA recom-<lb />mends as your daily portions. We have also learned<lb />that health does not only mean that you aren t sick,<lb />somehow, it incorporates<lb />that cigarettes cause both heart disease and cancer.<lb />Furthermore, in order to receive all of the<lb />points for this class, I am required to attend three<lb />different opassport? events. These events include<lb />taking a guided tour of the dining hall, Student<lb />Health Center or Campus Recreation and Well-<lb />ness Center, attending the oVagina Monologues? or<lb />attending a meeting about AIDS awareness. I am<lb />not a freshman and was never a freshman at ECU,<lb />but if I had been, I feel confident that I could have<lb />located the dining hall and figured out that the<lb />food was pretty bad without having to take a tour<lb />for one of my classes. No longer is Iraq the<lb />greatest concern on the minds of United States<lb />military leaders, a neighboring country has taken<lb />that spot. From sabotaging U.S. plans in Iraq to<lb />secretly developing nuclear power, it seems there is<lb />trouble in Iran.<lb /><lb />Since 1979 these two countries have carried<lb />strong resentment, but in recent months relations<lb />have become more heated than they have been for<lb />some time. Now talks of a possible war in Iran are on<lb />the rise. A truly scary thought, especially with the<lb />controversy surrounding their nuclear program.<lb /><lb />I think that we can handle the war in Iraq. I<lb />truly believe that we can complete our mission there,<lb />despite strong opposition. I do not, however, believe<lb />that we understand the gravity of a war with Iran.<lb />Iran is a much stronger military opponent. Devasta-<lb />tion would be yet to come.<lb /><lb />As I was reading articles concerning Iran, I<lb />wanted to know the true severity of the issue. How<lb />much are the Iranians intervening with our plans<lb />in Iraq? It has been proposed that the Iranians are<lb />responsible for creating the oanti-American? feelings<lb />amongst the insurgents. The Iranian government has<lb />also been accused of providing the means with which<lb />the rebellious Iraqi groups can fight the Americans.<lb />Although President Bush has stated that he does not<lb />intend to invade Iran, he did not say that he would<lb />not fight the Iranians that are currently in Iraq. This<lb />tactic could be extremely controversial. Some argue<lb />that we are provoking a disaster. o<lb /><lb />The more serious issue at hand, however, concerns<lb />IranTs nuclear program. They are not being truthful<lb />about their intentions and uses of uranium. There<lb />is a need to be fearful if Iran should come closer to<lb />complete knowledge of nuclear power. Although<lb /><lb />IranTs speaker on the issue has firmly stated that -<lb /><lb />they have no aggressive motives, including towards<lb />Israel, I am still fearful. Nuclear capabilities have<lb />to be strongly monitored. After a temporary freeze<lb />from the International Atomic Energy Agency,<lb />new leader Mahmoud Ahmadinejad broke down<lb />the barriers and began research again. Stopping<lb />the Iranians from becoming a nuclear power seems<lb />almost impossible.<lb /><lb />Although this issue is still developing, it is one<lb />in which Americans need to be keenly aware. There<lb />is no doubt that the future may hold some new<lb />dangerous frontiers. It is my sincere hope that the<lb />United States troops can carry out their mission in<lb />Iraq without getting involved in a confrontation with<lb />Iran. Only time will tell.<lb /><lb />Yard gnomes are the number one killer<lb />of grass. :<lb /><lb />| hate when péople donTt ever come to<lb />class and when they do decide to grace<lb />us with their presence, they sit in my<lb />seat. ShouldnTt<lb />they be forewarned that the odds are stacked up<lb />against them?<lb /><lb />We live in a society where going out on actual<lb />dates has been pushed the wayside. Where going<lb />out to dinner and a movie, has been replaced with<lb />hanging out downtown.<lb /><lb />We've accepted so many shortcomings for what<lb />relationships should be. In fact, the only time that<lb />we're even slightly aware of it at all is when either<lb />a good friends points out that we're osettling? or<lb />we see what a semi-functional relationship looks<lb />like on TV or in the movies.<lb /><lb />Nowadays, neither of the sexes even knows how<lb />to function in a healthy relationship. Both sides wait<lb />for the other to call, unaware that all they have<lb />to do is pick up the phone themselves. Dating has<lb />become so complicated, that guys and girls alike<lb />avoid it for fear of being tangled within its dense<lb />web of chaos and confusion.<lb /><lb />WhatTs more, is if you actually think about all<lb />the possible dilemmas in the way of love, youTd<lb />be half-crazy even to attempt to pursue it.
