<p>OUR ASSOCIATION</p>
<p>The Association of the East Caro-</p>
<p>lina Teachers College was organized,</p>
<p>the opening year of the school's his-</p>
<p>tory, 1909.	Since its organization,</p>
<p>this association has done effective work in promoting high ideals among the students. Regular devotional meetings are held and several different courses in Bible and Mission Study are given.</p>
<p>Each year delegates from oui School are sent to the Southern Students' Conference, formerly at Ashe - ville, now at Blue Ridge. There methods are decided upon for the prosecution of the ensuing year's work.</p>

<p>BLUE RIDGE</p>
<p>The greatest outstanding feature o] the year's work in the Y. W. C. A. the joy and privilege of attending the Southern Conference of this association held each year in the early day, of June, at Blue Ridge, near Asheville</p>
<p>Here are gathered all the, delegate, from the Southern Colleges, and it especially essential that all new cabinet members be present, for it is here that the coming year's work is outlined, problems on every campus are discussed, and in all we receive the strength to make our Y. W. effective on our own campus.</p>
<p>Aside from this value, however, there are others gained at Blue Ridge. It is jjust in the heart of the Blue Ridge mountains in our state, and the ten days' stay is worth much in acquainting one with the beauties and, scenery of our Old North State.</p>
<p>But probably the greatest value of all is the spiritual good we receive. The very fact that the Conference is held mid such surroundings, lends to</p>

<p>a deeper appreciation of the higher things of life, and a quickening of</p>

<p>CONSTITUTION</p>
<p>-of-</p>

<p>Article I-Name</p>
<p>This organization shall be called the Young Women's Christian Association of East Carolina Teachers College.</p>
<p>Article II-Purpose</p>
<p>The Young Women's Christian Association of East Carolina Teachers College affirming the Christian faith in God, the Father; and in Jesus Christ, His only Son, our Lord and Savior; and in the Holy Spirit, the Revealer of Truth and Source of pow-</p>

<p>er for life and service; according to the teachings of the Holy Scripture and the witness of the Church, declares its purpose to be:</p>
<p>1. To lead students to faith in God through Jesus Christ.</p>
<p>2. To lead them into membership and service in the Christian Church;</p>
<p>3. To promote their growth in Christian faith and character, especially through the study of the Bible;</p>
<p>4. To influence them to devote themselves in united effort with all Christians, to making the will of Christ effective in human society, and to extending the Kingdom of God throughout the world.</p>
<p>Article III-Membership</p>
<p>Sec. 1. Any one of this institution may become a member of the Association.</p>
<p>Sec. 2. In order to conserve the purpose of this Association, office holding and voting power shall be vested in those student members of the Association who are members of</p>

<p>the Protestant Evangelical churches, and thereby already committed to the fulfillment of the purposes of this organization. These shall be known as active members; all others are to be known as associate members.</p>
<p>Sec. 3. Any one who contributes to the funds of the Association an amount not less than the regular membership may be enrolled as an honorary member of the Association, and shall be entitled to such privileges as the constitution may deem desirable.</p>
<p>Sec. 4. The membership fee shall be one dollar per annum.</p>
<p>Sec. 5. A member may be received from, or transferred to, any other Association affiliated with the Young United States of America which makes provisions for such transfer and whose membership fee is not less than $1.00 a year. Such membership shall be considered valid until the expiration of the original membership.</p>

<p>Article IV-Officers</p>
<p>Sec. 1. The officers shall be the President, Vice President, Under-Graduate Representative, Secretary and Treasurer. They shall be elected by ballot at the annual meeting of the Association in March, and shall assume the duties of their respective offices immediately after the report of the examination has been received. The new and the retiring executive councils shall in a joint session outline the policies for the work of the coming year.</p>
<p>Sec. 2. If any vacancy occurs in the list of officers, it shall be filled at the next reguar meeting of the Association or at, a special meeting, called for that purpose.</p>
<p>Sec. 3. The President shall preside at all business meetings of the Association and of the executive council and shall be an ex-officio member of committees and sub-committees. She shall hold the committee chairman responsible for the work of their respective committees, and for the development of efficiency on the part</p>

<p>of committee members. On retiring from office, she shall present written report covering her term of office including recommendations for future work of the Association. This report, shall be placed in the file of the Association.</p>
<p>Sec. 4. The Vice President shall perform the duties of the President in her absence, and shall act as chairman of the membership department.</p>
<p>Sec. 5. The Secretary shall keep full minutes of all meetings and records of the Association, including a complete list of members, the number and character of meetings and classes and shall aid the President in the correspondence.</p>
<p>Sec. 6. The Treasurer shall have charge of the funds of the Association under the direction of the executive council. She shall present to the council a monthly report, and at the annual meeting, a general report covering the receipts and expenditures of the year. The Treasurer shall be chairman of the Finance Committee.</p>

<p>Sec. 7. The officers of the Association, with the committee chairman shall constitute the executive council, and shall have general management of the affairs of the Association. The executive council shall meet weekly and have special meetings at the call of the president.</p>
<p>Article V-Committees</p>
<p>Sec. 1. Committee chairman ap-</p>
<p>pointed by the President to serve for</p>
<p>one year, shall be as follows:</p>
<p>1. Membership Committee.</p>
<p>2. Finance Committee.</p>
<p>3. Pubicity Committee.</p>
<p>4. Religious Education Committee.</p>
<p>5. Social Committee.</p>
<p>6. Social Service Committee.</p>
<p>7. World Fellowship Committee.</p>
<p>Sec. 2. Each Committee shall hold regular meetings for the consideration of its special committee of Association work.</p>
<p>Sec. 3. Duties of the committees shall be outlined as follows:</p>

<p>1)-Membership Committee</p>
<p>The Membership Committee shall have charge of the special effort to reach new students at the beginning of the year, and shall throughout the school year aim to increase the membership of the Association.</p>
<p>(2)-Finance Committee</p>
<p>The Finance Committee, upon entering office, shall prepare a budget of estimated receipts and expenditures of the Association, providing for all departments for the year, including special objects, such as mission funds, conference delegate funds, and social work. The budget, having been approved by the executive council, shall be presented to the Association for endorsement. The Finance Committee shall see that the budget is adhered to by all committees, unless subsequent action of the executive council permits increase of expenditures. This committee shall also collect the membership fees.</p>

<p>(3)-Under-Graduate Representative</p>
<p>The Under-Graduate Representative and committee shall be the active link between the world and the local Association. At regular times during the year educational programs about present day problems may be presented to the Association in an interesting form. They shall also as far as possible, keep in touch with other student Associations in regard to successful methods of work, and thus gain and give inspiration to their fellow-workers.</p>
<p>(4)-Publicity Committee</p>
<p>The Publicity Committee shall make posters for the Y. W. C. A. meetings, keep the Y. W. C. A. Bulletin Board full of interesting and instructive material such as current events, pictures of interest and the posters announcing the meetings, and keep in the Y. W. C. A. rest room (hut) the church papers of the different denominations. This committee shall be free to order any material necessary for carrying on its work</p>

<p>following a discussion with the advisory Member of the Committee. All important meetings and the Sunday evening vesper services shall be reported to the daily newspapers bs one member of the committee.</p>
<p>(5)----Religious Education Committee</p>
<p>The Religious Education Committee shall arrange for the regular weekly meetings. The chairman of this committee shall see that duties of the following committees are executed:</p>
<p>(a)-Room Committee</p>
<p>The Room Committee shall have as . its special duties, the keeping of the Association room in order, the arrangement of the Assembly Hall for Sunday evening service, and shall be guardian of the Association Library.</p>
<p>(W.-Bible Study Committee</p>
<p>The Bible Study Committee shall seek to enlist every student in one of the Bible classes, which this committee shall arrange. It shall also seek</p>

<p>to provid individual reading among the students.</p>
<p>(6)-Social Committee</p>
<p>The Social Committee shall aim to cultivate the social life as fundamental to the purpose of the Association. It shall have charge of social gatherings, setting high social standard:, and creating a wholesome atmosphere that shall permeate the student body.</p>
<p>(7)-Social Service Committee</p>
<p>The Service Committee shall have charge of the Y. W. C. A. flower garden and potted plants, both in the cultivation and disposal of all flowers and shall render service wherever and whenever opportunity offers. This committee shall also make a study of problems existing today, and at times when opportunity offers, present results of the study to the Association.</p>
<p>(8)-World Fellowship Committee</p>
<p>The World Fellowship Committee shall provide for mission classes and</p>

<p>arrange programs for the Missionary meeting, and seek to develop within the institution an intelligent knowledge of an interest in missions. This committee shall also have charge of. collecting the World Fellowship Fund.</p>
<p>(9)-Music Committee</p>
<p>The Music Committee shall provide</p>
<p>and arrange all music for the various</p>
<p>services.</p>
<p>Article VI-Meetings</p>
<p>Sec. 1. There shall be an annual meeting of the Association in March for the presentation of the reports and for the election of officers of the Association. At this time an annual report shall be prepared, which shall be forwarded to national headquarters.</p>
<p>Sec. 2. There shall be a monthly meeting of the Association for social or business purposes.</p>
<p>Sec. 3. Special business meetings may be called by the President at the written request of 25 members.</p>

<p>Sec. 4. One fourth of the active members shall constitute a quorum.</p>
<p>Article VII-Advisory Committee</p>
<p>The Advisory Committee consists of 7 members; President, Treasurer and five other members to be elected by ballot from the honorary membership. Each of these shall serve for three years.</p>
<p>If any vacancy should occur the committee itself shall elect a member from the honorary membership to serve until the next election of officers.</p>
<p>Article VIII-Amendments</p>
<p>Notice of proposed amendments to this constitution shall be given at the previous regular meeting, and shall require for their adoption a two-thirds affirmative vote of the entire membership of the Association, except this article and article 11, section 2, which shall not be altered or repealed except by two-thirds vote of the Association for two consecutive years at its annual meeting.</p>

<p>CONSTITUTION</p>
<p>Article I-Name</p>
<p>The name of this association shall be the Student Self-Government Association of the East Carolina Teachers College.</p>
<p>Article II-Purpose</p>
<p>The purpose of this association shall be to develop self control, to direct matters concerning school life, not reserved to the jurisdiction of the faculty; to encourage right ideals and to promote a sense of personal responsibility in the students of the school; to keep in sympathetic touch and co-operation with the student government movement.</p>
<p>Article III-Membership</p>
<p>PROPOSED AMENDMENT TO THE</p>
<p>CONSTITUTION OF STUDENT</p>
<p>GOVERNMENT ORGANIZATION</p>
<p>Sec. 1. All students of the College shall be members of this Association.</p>

<p>Sec. 2. There shall be a fee of $5.00 per term, payable by every student at registration to the treasurer of the Student Government organization. This fee shall cover all college publications and entertainments.</p>
<p>Sec. 3. Funds thus collected shall be appropriated by a budget committee, which shall be composed of five students and two faculty advisors constituted as follows:</p>
<p>The president of the Student Government shall be ex-officio chairman of the committee.</p>
<p>The president of the Student government shall appoint each year within one week after the opening of the fall term four members of the Student government, at least one of whom shall be a day student, who shall serve on the committee for the \ensuing college year.</p>
<p>The president of the Student Government shall at the same time each year appoint one member of the faculty who shall serve as an advisory member for a period of two years (on</p>

<p>the ratification of this amendment the president of the Student Govern. ment shall appoint two advisory members from the faculty, one of whom shall serve the remainder of the present year, the other the remainder of the present year and next year.)</p>
<p>Sec. 4. The budget committee shall meet within two weeks after the opening of the fall term, each year and appropriate on a percentage basis the money to be derived from the students' fees for the ensuing year; the funds shall then be paid over by the treasurer of the Student Government Association, as collected, to the different organizations that are to receive such appropriations.</p>
<p>Sec. 5. The appropriations made by the budget committee shall be subject to review by the President of the College.</p>
<p>Sec. 6. All money collected under this section of the by-laws shall be appropriated for the purpose of en' tertainment and publications. Funds</p>

<p>thus appropriated shall be administered by committees elected, or appointed, by the organizations participating in the funds.</p>
<p>Sec. 7. The budget committee shall have power to grant to college organizations special permission to give entertainments for which they may charge admission.</p>
<p>Article IV-Meetings</p>
<p>1. There shall be three regular meetings of the Student Self-Government Association each year, one as soon as possible after the beginning of school in order to read and explain the constitution and by-laws; the second meeting, (soon after the beginning of the second term), for the benefit of any girls who enter after Christmas; the third meeting (not later than the first Monday in the third term) for the election of officers.</p>
<p>2. Special meetings of the association may be called by the president on her own motion and must be called</p>

<p>by her on the written request of 25 members. The object of these meetings shall be stated in writing when the request is made.</p>
<p>Sec. 3. All members must attend all meetings except when excused by the president or when sick in the infirmary.</p>
<p>Sec. 4. There shall be a regular mass meeting seat assigned at the first mass meeting held in the fall term.</p>
<p>Sec. 5. The Student-Council shall hold regular weekly meetings.</p>
<p>Sec. 6. There shall be a special course of training in Student Government for the new girls during the first four weeks in each term. Attendance at these meetings is compulsory. A knowledge of the handbook is required in order to drop this training.</p>
<p>Article V-Officers</p>
<p>Sec. 1. The officers of this association shall be the president, elected from the incoming senior or senior-</p>

<p>normal classes, the vice president, from the incoming senior or senior-normal classes, secretary, from the incoming junior class, and treasurer, from the incoming sophomore class.</p>
<p>Sec. 2. (a) These officers shall be elected by the Australian Ballot on the first Monday of the Spring term, to go on duty four weeks aftr election. (b) The president shall be elected by a two-thirds majority. The other officers shall be elected by a simple majority vote. (c) Vacancies shall be filled within one week by spcial election.</p>
<p>Sec. 3. (a) The duties of the pres-dent shall be to call and preside over all meetings of the Student Self-Government Association; to summon be- fore her at her discretion any member of the association. (b) The duties of the vice president shall be to act in the absence of the president. (c) The duties of the secretary shall be to record the proceedings of all meetings of the association and of the students' council, to post all official</p>

<p>notices, fo submit to the Lady Principal the lists of members, officers, committees and other bodies appointed by the association. (d) The duties of the treasurer shall be to keep a strict and permanent account of all receipts and expenditures, to collect fines and to present a report at the annual meeting of the association.</p>
<p>Sec. 4. Class representatives shall be elected by their respective classes within six weeks after the opening of college in the fall and shall immediately go on duty.</p>
<p>Sec. 5. House presidents shall be elected at the nanual meeting in the spring term from the incoming Senior, Junior, Sophomore and Senior-Normal classes.</p>
<p>Sec. 6. Officers of the Student Government Association shall be nominated at a mass meeting at least two I weeks before election day and shall be approved by the Advisory Board of the Association at least a week before election.</p>

<p>Sec. 7. There shall be a House of Representatives composed of Vice House Presidents and one member elected from each outstanding organization other than the classes. This body shall meet with the regular Council the first regular meeting in each month and shall be called in on any special case which the president deems necessary.</p>
<p>Article VI-Legislative Department</p>
<p>The legislative powers of this association shall be vested in the association as a whole.</p>
<p>Article VII-Executive Department</p>
<p>Sec. 1. The executive powers of this association shall be vested in the Student-Council, composed of the officers of the association, one representative of each of the classes, the house-presidents, the president of the Young Women's Christian Association and the Chairman of the Campus Committee.</p>
<p>Sec. 2. It shall be the duty of this </p>

<p>council to enforce the rules of the association and to consider the business of that body. This council shall have the power to remove members serving on committees when deemed necessary.</p>
<p>Sec. 3. The Council shall have the right to appoint proctors at the beginning of each term for the various halls of the respective dormitories, in order that the appointed ones will assume more responsibility, and thereby be more loyal to Student Government.</p>
<p>Sec. 4. (a) No conditioned student is eligible for election to membership to the Student Council. (b) A council member who fails in one subject must resign immediately. (c) All Council Members shall pledge themselves to secrecy regarding the affairs of the Council. (d) The Council, according to its discretion, shall punish those students who break the pledge in Council.</p>

<p>_A.</p>
<p>association shall be vested in the Student Council. This council may call before it and reprimand any member of the association. This council has the power to withdraw privileges.</p>
<p>Sec. 2. In order that the standards of this College may be raised and upheld by the students, the council hereby declares the following acts are among the offenses for which a student may be recommended for expulsion: Cheating in any form; lying to the council; stealing; night riding; smoking and drinking intoxicating liquors.</p>
<p>Sec. 3. In addition to the things stated in the above article the Council declares any girl shall be sent home if the amount of her restriction extends through twelve weeks.</p>
<p>Sec. 4. The Council recommends for faculty consideration, that any student be sent home if she fails to pass a certain per cent of her work, in order that her place may be filled by those who desire more earnestly a college education.</p>

<p>Article IX-Advisory Board</p>
<p>Sec. 1. There shall be an advisory board composed of the President of the college, the Lady Principal and three members of the faculty appointed by the President of the College for a period of three years. The President of the college shall be chairman.</p>
<p>Sec. 2. The Advisory Board, with the Student Council, shall constitute the school council.</p>
<p>Sec. 3. The school council shall hold at least one meeting each term.</p>
<p>Article X-Amendments</p>
<p>An amendment may be proposed by any fifteen members of the association, by any member of the Advisory Board or by the Student-Council. A proposed amendment must be approved by the school council, after which it shall be posted at least one week before it is presented to the Association. An amendment shall become a part of the constitution when adopted by a two-thirds vote of the association.</p>

<p>Sec. 1. Each student shall sign a card pledging herself to support loyally the constitution, by-laws and regulations of the Student Self-Government Association.</p>

<p>Section IV-House Committees and</p>
<p>Duties</p>
<p>1. House Presidents and Vice Presidents shall be elected at the annual meeting at the beginning of the spring term.</p>
<p>2. The house president and vice president and four proctors of each house constitute one house committee.</p>
<p>3. The duties of the house committees </p>
<p>shall be:</p>
<p>(a) To uphold ideals of student government and to enforce its regulations.</p>
<p>(b) The house committees shall report said case to the Student-Council, provided the case be of sufficient importance.</p>
<p>4. Duties of the House President shall be:</p>
<p>(a) To preside over all meetings of her house and her house committee.</p>
<p>(b) She may call before her at her discretion any member residing in her house.</p>

<p>(c) She may give permissions to all students living in her house.</p>
<p>(d) In granting permissions no dormitory regulation shall be violated.</p>

<p>(b) Each proctor shall have power to appoint sub-proctors in her section to assist her.</p>
<p>(c) A proctor may give permission to a girl to speak to another girl in her hall on business.</p>
<p>Section V-Committees</p>
<p>(1)-Social</p>
<p>The social committee shall have charge of all social functions of the association. There shall be an annual social every fall for the new students.</p>

<p>It shall be the duty of this committee to keep a record of the honors and number of points held by each student during her college career.</p>
<p>The maximum number of points a student may hold in one year is eight.</p>

<p>There shall be a campus committee, composed of two sub-committees: An interior committee, the business of which shall be to look after the conduct of the students while in the Administration Building and in the dining room and to have charge of all stage property and costumes.</p>
<p>An exterior committee, the business of which shall be to look after the appearance of the campus and the behavior of the students while on the campus.</p>
<p>The campus committee, as a whole, shall make posters for the association drives and campaigns and in other</p>

<p>These regulations go into effect on a student's arrival in Greenville.</p>

<p>Lunch-12:50, except Sunday, 1:00 p. m. Sunday.</p>
<p>Dinner-5:55 p. m.</p>
<p>Recitations begin 8:35 a. m. and close at 12:30 p. m.</p>
<p>Recitations begin at 1:50 p. m. and close at 3:30 p. m.</p>
<p>No students shall leave the dormitory before 6:30 a. m.</p>
<p>Study periods shall be kept in dormitories by students who are not on classes from 8:35 a. m. to 12:30 p. m. and from 1:50 p. m. to 3:30 p. m. This does not prevent one student from studying in another's room provided quiet is observed. There shall</p>

<p>Quiet must be observed in the library at all hours.</p>

<p>Students must stay in their own rooms when they do not attend church and Sunday school Sunday mornings and Y. W. C. A. services on Sunday evenings.</p>
<p>Evening Study Hour</p>
<p>1. Study hour shall extend from 7:30 p. m. to 10:25 p. m., during which time students shall remain in their own rooms unless permitted to study elsewhere.</p>
<p>2. Students must go to their own dormitories when the fifteen minute bell rings.</p>
<p>Bells ring fifteen minutes before study hour and meals and ten minutes before quiet hour on Sundays.</p>
<p>4. Five minutes after the ringing of the meal bells students must be at their places in the dining room.</p>

<p>1. Students must not use the telephones without permission.</p>
<p>2. Students who do not take music are not allowed in the practice rooms (luring school hours, nor to use the pianos at any time.</p>

<p>1. Calling hours are from 3:30 to 5:45 p. m. on week days; on Sundays from 4:00 to 5:45 p. m.; in evenings from 8:00 to 10:15 p. m.</p>

<p>For the wholesome frolic and fun as well as real sport the Athletic Association stands. The fee for membership is only 50 cents, while the privileges are numerous. In joining the Association each girl is entitled to use the tennis courts, basket ball courts, volley ball court, and to try out for her class basket ball, volley ball and tennis teams, and also to join the walking clubs "gym" classes of her class.</p>
<p>The inter-class basket ball tournament days are written in red letters on our winter term calendar. These battles are about as hard fought as those with math and history. The</p>

<p>reward is great. The beautiful silver trophy cup awarded the winner is highly prized by the class holding it. This is a field in which any class may excel, and one may be sure she will have a chance to make the team.</p>
<p>For the other organized athletics there is a general athletic cup awarded to the class scoring the highest number of points in the tennis and volley</p>
<p>ball tournament, in walking and in "gym".</p>
<p>The various courts are filled with girls at all seasons and hours. The tournaments are held between the winners of the class try-out games during the winter and spring terms. The cross-country walking club is one of the popular features in athletics. "Gym" classes have been organized among the students of the College. These various forms of athletics have, encouraged the students to take sufficient exercise to insure good health.</p>
<p>The first great feature in athletics of the school year is the struggle between the Seniors and Juniors on the basket ball court Thanksgiving Day.</p>
