Minority scholarships face reevaluation<lb />

(AP) - When the controversial<lb />
Tobacco Control Summer Institute<lb />
opened for business, the argument<lb />
over whether it should be held at a<lb />
state-supported school seemed miles<lb />
away.<lb />
The institute began Monday at<lb />
the University of North Carolina at<lb />
Chapel Hill with many of the 107<lb />
participants seemingly unaware that<lb />
state legislators had questioned the<lb />
meeting.<lb />
The two-week series of seminars<lb />
is sponsored by the federal Centers<lb />
for Disease Control and Prevention.<lb />
It was criticized by North Carolina<lb />
House Majority Leader and tobacco<lb />
farm owner Leo Daughtry, who said<lb />
he might block requests for faculty<lb />
raises and new building funds.<lb />
(AP) - A record number of pris-<lb />
oners are living on North Carolina's<lb />
death row. and there's no more room.<lb />
There are 122 prisoners cur-<lb />
rently on the state's death row, the<lb />
highest number since the state rein-<lb />
stated the death penalty in the 1970s.<lb />
Last month, Central Prison warden<lb />
James French started putting con-<lb />
demned prisoners in an area formerly'<lb />
reserved for other high-security pris-<lb />
oners, who had to be reassigned to<lb />

(AP) - It was midday on the<lb />
Golden Gate Bridge in San Francisco<lb />
last week when 25-year-old Eric<lb />
Atkinson chose to end his life.<lb />
He did so abruptly, abandoning<lb />
his vehicle and flinging himself over<lb />
the waist-high rail of the fabled rust-<lb />
colored span.<lb />
Like the 999 known victims<lb />
before him, Atkinson's body fell<lb />
roughly 220 feet, hitting the water<lb />
at about 80 mph. The impact likely<lb />
killed him.<lb />
Authorities say they don't<lb />
know what led him to the bridge,<lb />
or whether he was aware that his<lb />
jump would be recorded as a mor-<lb />
bid milestone: the 1,000th Golden<lb />
Gate suicide.<lb />

their minority<lb />

on the scholarship<lb />
program at the<lb />
University of Mary-<lb />
land, where the<lb />
same scholarships<lb />
were offered to Af-<lb />
rican American<lb />
students or white<lb />
students, depending on the situation.<lb />
The Court supported the 4th U.S.<lb />
Circuit Court of Appeal's earlier origi-<lb />
nal decision to rule against Maryland's<lb />
race-based scholarships.<lb />

heart of a matter no one is talking<lb />

John Taylor resigned July 5 from<lb />
his duties following an alleged sexual<lb />
incidence with a studentco-worker<lb />
in the police station the previous<lb />
Friday.<lb />
"East Carolina University has<lb />
been conducting an investigation of<lb />
personnel matters related to certain<lb />
individuals in the campus police de-<lb />
partment university officials said to-<lb />
day (July 5) stated a press release<lb />
gien to all media outlets. "John Tay-<lb />
lor, assistant chief of the police de-<lb />
partment has resigned from the de-<lb />
partment effective today. Assistant<lb />
University Attorney Greg Hassler<lb />
said<lb />
Hassler gave no comment to any<lb />
questions concerning the matter, say-<lb />
ing only, "It would be inappropriate<lb />
for me to respond The East Caro-<lb />
linian contacted Police Chief Tessa<lb />
Crocker. Dean of Students Ronald<lb />
Speier and Equal Employment Of-<lb />
ficer Mary Ann Rose, but all inquir-<lb />
ies about Taylor's leaving were re-<lb />
ferred to Hassler.<lb />
Taylor came to ECU June 27 last<lb />
year, in order to further his career in<lb />
police enforcement He previously<lb />
worked for the Washington, N.C. po-<lb />
lice force where he served 10 years,<lb />
an officer in Washington's human re-<lb />
sources department said. His resig-<lb />
nation from ECU had not been re-<lb />
corded with the human resources de-<lb />

and technology now has the capa-<lb />
bility to conduct classes in your<lb />
home, in another university or even<lb />
another country, by developing<lb />
high-tech but affordable new teach-<lb />
ing strategies for reaching student<lb />
populations at distant learning sites.<lb />
Computer based distance learn-<lb />
ing delivery systems, such as inter-<lb />
active video and electronic data in-<lb />
terchange (E-mail) and file transfer,<lb />
are currently being used to help<lb />
graduate students at sites such is<lb />
Pope Air Force Base, which is more<lb />
than 100 miles away, complete<lb />
master's degree programs in indus-<lb />
trial technology.<lb />
Dr. Barry DuVall, professor in<lb />
ECU's department of industrial tech-<lb />
nology and director of Technology<lb />
Reinvestment Project(TRP), said<lb />
that ECU is moving quickly in ex-<lb />
panding its program for all student<lb />
groups, both graduate and under-<lb />

lowing the explosion on Monday that<lb />
erupted when she opened a package<lb />

Graduate and undergraduate stu-<lb />
dents in ECU's department of anthro-<lb />
pology are getting school credit and<lb />
hands-on experience on an exciting<lb />
excavation site in Snow Hill, North<lb />
Carolina.<lb />
The archaeology field school is<lb />
on the site of Fort Neoheroka, a for-<lb />
tress built by the Tuscarora Indians<lb />
to protect against colonists and rival<lb />
Indian tribes, and is also the site of<lb />
the final battle of the Tuscarora War<lb />
of 1711-1713.<lb />
According to Dr. John Byrd, vis-<lb />
iting professor of archaeology at ECU<lb />
and assistant director for the<lb />
Neoheroka project the site is uniquely<lb />
well preserved and has yielded invalu-<lb />
able materials.<lb />
"One of the most significant<lb />
things from an anthropology perspec-<lb />
tive is that these people crammed into<lb />
a fort in a hurry and brought with<lb />
them everything they could carry<lb />
Byrd said. "And a result of that is a<lb />
great variety of material things from<lb />
their everyday life has been concen-<lb />
trated in one little place<lb />
The excavation site serves as"<lb />
classroom for both undergraduates<lb />
and the new graduate archeology de-<lb />
partment<lb />
"Our goal for our graduate stu-<lb />
dents in the field school is that they<lb />
come out being experienced and quali-<lb />
fied to run the excavations on a site<lb />
themselves Byrd said. "Graduate stu-<lb />
dents serve as crew chiefs for the<lb />
teams of undergraduates on the site.<lb />
For undergraduate students, our goal<lb />
is to teach them lo dig right without<lb />
destroying anything<lb />
Patrice Sune, a recent graduate<lb />
of the undergraduate anthropology<lb />
program, said in a telephone interview<lb />
Monday that although the course was<lb />
often exhausting, she felt very fortu-<lb />
nate to have had the experience.<lb />

"You had to be on campus by<lb />
6:30 in the morning, and sometimes<lb />
you didn't get back on campus till af-<lb />
ter 5:30, so they were long, tiring days,<lb />
but I definitely feel very fortunate to<lb />
have gone to field school with Dr.<lb />
Phelps Sune said. "He knows a lot<lb />
about archaeology. He's been in the<lb />
field for over 40 years<lb />
Dr. Phelps, professor of archae-<lb />

Hill. Each year, the Mewboms leave<lb />
an area of their farmland available for<lb />

department, while they farm the re-<lb />
mainder of the land. According to a<lb />
press release from the ECU News<lb />
Bureau, the artifacts recovered from<lb />
the Neoheroka site will be named for<lb />
the Mewborn family in honor of their<lb />
contribution anc cooperation in the<lb />
endeavor.<lb />

nificant sites in the country right<lb />

Several city ordinances will af-<lb />
fect those opting to live off campus,<lb />
this fall, from tenant capacity to grass<lb />

Only three unrelated people per<lb />
dwelling is the law in Greenville. This<lb />
means that anyone living four or<lb />
more to an apartment, house or du-<lb />
plex is in danger of breaking the law.<lb />
The city of Greenville has inspectors<lb />
who are empowered to check and<lb />
enforce the law. Mayor Nancy Jenkins<lb />
said that although not the rule, in-<lb />
spectors would give the fourth ten-<lb />
ant time to find a new place.<lb />
Jim Kaufmann, chief inspector<lb />
for Greenville, said if he gets a com-<lb />
plaint, one of the eight inspectors in<lb />
his office is sent to investigate. Most<lb />
complaints come from neighbors<lb />
concerned about parking and the<lb />
number of cars in a driveway. If there<lb />
is a violation, the inspector notifies<lb />
the property owner and the tenant<lb />
The inspector then gives the owner<lb />
30 days to comply with the ordi-<lb />
nance. Failure to comply means a<lb />
$50-a-day fine.<lb />
Kaufmann said this does not<lb />
mean people will get kicked out into<lb />
streets.<lb />
"If there is a hardship case, we<lb />
can give an extension Kauffman<lb />
said.<lb />
Andy Harris, director of plan-<lb />
ning and community development,<lb />
is the judge of such extensions.<lb />
"We try to work with people and<lb />
give them a reasonable amount of<lb />
time to resolve the situation Har-<lb />
ris said.<lb />
Jenkins said the ordinance is<lb />
designed to be fair to the renter, the<lb />
homeowner and the student himself.<lb />
Kauffman said that unless his<lb />
office gets a complaint there is no<lb />
way to tell the number of residents<lb />
in a dwelling. Most property owners<lb />
sign leases to three people- Often<lb />
new tenants secretly sublease to a<lb />
fourth.<lb />
There are also laws which affect<lb />
loud neighbors; for example, a 60<lb />
decibel level noise ordinance. Deter-<lb />
mined by noise meters, this level is<lb />
determined by a joint effort of stu-<lb />
dents, administrators and the city, if<lb />
anyone wants to pump up the vol-<lb />
ume to 80 decibels, they must get a<lb />
special permit from the city. This<lb />
permit must be signed by all neigh-<lb />
bors and turned in with a $50 fee.<lb />
For every 50 guests at a party,<lb />
there must be a police officer present,<lb />
and these off-duty officers, paid an<lb />
average of $18 an hour, do not come<lb />

If grass remains uncut above 12<lb />
inches, the city will cut it for you. The<lb />
city can fine the property owner $50<lb />
a day until the grass is mowed, but<lb />
usually they resort to different means.<lb />
After a 10 day warning, the city will<lb />
contract out the work, which can cost<lb />
approximately $30 or more. On top<lb />
of this fee, a $45-55 administrative fee<lb />

land were unlawful - not the ones at<lb />
other universities.<lb />
"That is sort of the troubling part<lb />
of the ruling we are seeing here<lb />
Haynes said. "It's not necessarily the<lb />
impact that the ruling, persay, will<lb />
have on the numbers. In other words,<lb />
minority scholarships represent a<lb />
very, very small piece of the financial<lb />
aid pie. In fact depending on who you<lb />
talk to, it's one percent to three per-<lb />
cent of the total financial aid that is<lb />
given out each year.<lb />
"But, what it does is change<lb />
people's mentality, or their mindset.<lb />
They say, 'Ah, Maryland says you can't<lb />
give race-based scholarships, so we'll<lb />
start cutting back on the scholarships<lb />
that we offer. We won't push as hard<lb />
to recruit or try to recruit minorities,<lb />
African Americans students and other<lb />
minorities to our campus. The Su-<lb />
preme Court doesn't feel this is a pri-<lb />

gotten no memos from the General<lb />
Administration in Chapel Hill. They<lb />
have not said that we cannot award<lb />
the money, and we've awarded our<lb />
money. We've offered it to students<lb />

from the Minority Presence Grants<lb />

"The majority of those students<lb />
have been awarded through the ad-<lb />
missions office when they came in<lb />

"They get $1,500 per year, renewable<lb />
for four years or eight semesters,<lb />
based on maintaining a certain grade<lb />
noint average.<lb />
"That's 80 students that would<lb />
be missing scholarship or grant as-<lb />
sistance, if that program is gone<lb />
Stelma said though letters<lb />
awarding scholarships have already<lb />
been sent out and those checks will<lb />
be written next week, the General Ad-<lb />
ministration can still decide to cut<lb />
students' money this year. Even stu-<lb />
dents who have been receiving the<lb />
scholarship in past years will be in-<lb />
cluded.<lb />
"I guess, it's not too late<lb />
Stelma said. "They (General Admin-<lb />
istration) could always say that the<lb />
s�<lb />
funds are not available<lb />
However, Stelma said she at-<lb />
tended a meeting in Chapel Hill dur-<lb />
ing May that was somewhat encour-<lb />
aging.<lb />
"I know that the system is very<lb />
committed to the Minority Presence<lb />
Grant program Stelma said. "As a<lb />
matter-of-fact, we, meaning a group<lb />
of financial aid administrators, have<lb />
met with the General Administration<lb />
of the UNC system and have been try-<lb />
ing to come up with some ways to<lb />
expand the opportunities for minor-<lb />
ity students, rather than close them<lb />
off<lb />
If the program was ended, there<lb />
would only be a few options left to<lb />
minority students.<lb />
"Some of the students who re-<lb />
ceive Minority Presence Grant funds<lb />
could possibly have part of that fund-<lb />
ing replaced with other grant assis-<lb />
tance Stelma said. "However, most<lb />
of the minority presence grants are<lb />
either $900 or $1,500 a year. The<lb />
most that we offer in any other stu-<lb />
dent financial aid grant is $800 a<lb />
year. So any of those students would<lb />
lose money<lb />
Stelma said still other Minority<lb />
Presence Grant recipients are not eli-<lb />
gible for other kinds of financial aid,<lb />
including the North Carolina Need-<lb />
Based Grant, ECU Crant or the<lb />
Supplemental Grant. All three are<lb />
need-based grants and open to all stu-<lb />
dents.<lb />
"Some of the $1,500 Minority<lb />
Presence Grant students are not what<lb />
you would call the classically needy<lb />
students, so they are not really eli-<lb />
gible for other kinds of financial aid<lb />
Stelma said. "So they would lose a<lb />
source of funding and possibly be<lb />
forced into a position of increasing<lb />
their loan debt<lb />
Stelma said one of the ideas be-<lb />
hind Minority Presence Grant is to<lb />
reduce student loan debt as well as<lb />
to make up for past discriminating<lb />
practices.<lb />
Stelma said if the scholarship<lb />
programs were canceled, she feared<lb />
that some minority students would<lb />
not be able to finish their education,<lb />
and the university would lose an im-<lb />
portant aspect of campus life - di-<lb />
versity.<lb />
"Both of the programs help re-<lb />
cruit academically talented and well-<lb />
prepared minority students, who turn<lb />
around, of course, and help recruit<lb />
other students Stelma said. "They<lb />
attract students who are very like<lb />
themselves, so I think the program<lb />
is working. I would hate to see us<lb />
lose any one of those programs<lb />

labels? Or<lb />
were they<lb />
actually stolen.<lb />
No one knows<lb />
since the<lb />
investigation<lb />
was called to<lb />
an abrupt halt.<lb />
Somehow The<lb />
El bo got the<lb />
labels, now tell<lb />
us how.<lb />
ECU is supposed to be ridding itself of its "party school" image<lb />
and has spent a great deal of money in the process. In recent years,<lb />
the university has undertaken projects such as the new student<lb />
recreation center, the addition to Joyner Library and the opening<lb />
of basketball's Williams Arena - all to draw more students and to<lb />
become considered a more prominent institution of higher learn-<lb />
ing.<lb />
So, after all the efforts that have been made and are continu-<lb />
ing to be made to improve the university's image, why hasn't the<lb />
university actively continued to investigate the possible SGA in-<lb />
volvement with The Elbo, a downtown club that sent a promotional<lb />
newsletter and free passes to orientation students?<lb />
The letter states that The Elbo has been "one of ECU's stu-<lb />
dents favorite gathering spots for 25 years" and encourages the<lb />
students to use the free passes and visit the establishment during<lb />
orientation. Surely, this was not on the university's planned list of<lb />
orientation activities.<lb />
This is exactly the type of association, ECU students and drink-<lb />
ingpartying, that the university has invested time and money to<lb />
dispel. Surely, they are not just going to let this go.<lb />
As reported in recent TEC issues, official East Carolina Univer-<lb />
sity labels, with the names and addresses of orientation students,<lb />
were only available to university organizations and were requested<lb />
by three: the Student Leadership Development which had not picked<lb />
up its label at the time of the incident, Army ROTC, which were<lb />
mailed out under supervision and then there were those ordered<lb />
by SGA. The use of these labels by the Elbo implied that the users<lb />
were connected with and approved by the university.<lb />
After some parents complained about the letters, the investiga-<lb />
tion began and SGA notified ECU Police that someone had broken<lb />
into their office. During the investigation, Dean of Students Ronald<lb />
Speier told TEC he had concluded that The Elbo had used photo-<lb />
copies of the labels in the possession of the SGA office.<lb />
However, after following a few leads, little else has been done<lb />
to find out how the labels got from the SGA office into the hands of<lb />
The Elbo's manager. Who is responsible?<lb />
In the past, investigations into other student organizations<lb />
like the Alpha Phi Alpha Fraternity and its hazing incident did not<lb />
stop until the responsible persons were found.<lb />
How is this different? Isn't this also a mar against the university's<lb />
image? Or can a person be exempt from taking responsibility for a<lb />
wrong-doing if he or she is an SGA official? If the university, or<lb />
SGA is not to blame in this matter then why stop the investiga-<lb />
tion? Let's fmd the culprit and stop this from occurring in the<lb />
future. (Similar labels were used last year by the Elbo).<lb />
This incident was a serious matter and should not be swept<lb />
under the proverbial rug Most orientation students are under the<lb />
legal drinking age. With the "official" university label on the letters<lb />
from The Elbo, it could have been interpreted that the university<lb />
sanctioned underage drinking - even promoted it<lb />
Not quite an image builder.<lb />
Tale of a hungry surgeon<lb />
I<lb />
I've said before that I keep a<lb />
watchful eye on the news, trying to<lb />
find the pulse of current events, to<lb />
find out what direction we're all mov-<lb />
ing in. Occasionally, something<lb />
comes along that appalls me to the<lb />
extent of rattling my faith in the<lb />
Human Condition.<lb />
Recently, I heard about Dr.<lb />
Raymond Sattler, the Wilmington<lb />
neurosurgeon who, at the pinnacle<lb />
of his already sketchy operating ca-<lb />
reer, walked out of the OR in the<lb />
middle of surgery to go to lunch, leav-<lb />
ing his patient's brain exposed for 25<lb />
minutes. He was quoted as saying he<lb />
was going out for a snack, and left<lb />
no doctor in his place when he left.<lb />
The patient 55-year-old Mary Jo<lb />
Ridenour, was on the operating table<lb />
with two brain aneurysms, one of<lb />
which Sattler clipped before popping<lb />
out Ridenour had a stroke while she<lb />
was on the table and is now sport-<lb />
ing a case of permanent brain dam-<lb />
age and repeatedly talks to her dead<lb />
relatives in the present tense.<lb />
Imagine - nearly a half-hour<lb />
stretched out in surgery with your<lb />
brain sitting right out in plain view,<lb />
unnecessarily, all because this<lb />
schmuck neurologist got the hanker-<lb />
ing for a Payday 4<lb />
As the rest of the story unfolded,<lb />
though, I suppose I wasn't surprised<lb />
at his irresponsibility. Sattler had a<lb />
history of showing up late for sur-<lb />
gery at Cape Fear Memorial, while<lb />
the patients waited under anesthe-<lb />
sia for him to show up.<lb />
And on top of everything else,<lb />
this isn't the first time he's had his<lb />
medical privileges yanked out from<lb />
under him. Two years and nine mal-<lb />

- he's being afforded the chance to<lb />
regain his license again Granted,<lb />
should he choose to accept the medi-<lb />
cal board's terms, he'll be under some<lb />
pretty tight restrictions, but he will<lb />
still be reissued his license to wield<lb />
a scalpel.<lb />
Somehow, I have the feeling that<lb />
in a less tolerant world, Doctor Duck-<lb />
Out would be stripped of his skin as<lb />
well as his license and be banished<lb />
to the dark side of the moon to wail<lb />
his fate like some eternally damned<lb />
soul from Dante's Inferno. I also have<lb />
a feeling that Sattler knows this as<lb />
well. Rather than press his already<lb />
paper-thin luck, he's declined to give<lb />

The state Medical Board might<lb />
be forgiving, but the people of<lb />
Wilmington and Pender County,<lb />
Ridenour's residence, are probably<lb />
not. Sattler will be lucky to make it<lb />
out of town and escape stoning and<lb />
being thrown to the alligators at the<lb />
N.C. State Zoo.<lb />
The oath that doctors are sup-<lb />
posed to follow, the Hippocratic<lb />
Oath states, "First, do no harm I<lb />
don't think that Hippocrates had the<lb />
foresight at the time to make rule<lb />
number one, "Do not abandon thy<lb />
patient for the sake of thine<lb />
munchies<lb />
But then, ideas such as these<lb />
are pretty much supposed to be both<lb />
unspoken and common sense. Even<lb />
Hawkeye and B.J. of "MASH" fame<lb />
had the brains not to nip out in the<lb />
middle of surgery to their tent for<lb />
one of their homemade martinis.<lb />
And that was television, after all <lb />
even the guys who wrote scripts for<lb />
the "Electric Cyclops" had a rudi-<lb />
mentary inkling of how doctors were<lb />
supposed to behave.<lb />
No, Sattler strikes me as one of<lb />
those medical wretches who started<lb />
pursuing a medical career because<lb />
he was able to get all the parts out<lb />
of the Mow-faced patient on the<lb />
Milton-Bradley Operation board<lb />
without touching the sides. Same<lb />
guy, 30 years later, still leaving half-<lb />
way through for Kool-Aid and a<lb />
cookie.<lb />
The moral of this story, people,<lb />
is to be careful of who you hire to<lb />
carve a window in your skull. You'd<lb />
think that the $100,000 fee could<lb />
at least buy a box of appetite<lb />
suppressants. Anesthesia for the pa-<lb />
tient, Dexatrim for the surgeon.<lb />

NRA: teaching our reps how to<lb />
use money to get what it wants<lb />
Rep. Billy Creech's colleagues<lb />
pressed him for answers about a bill<lb />
he recently introduced in the N.C.<lb />
General Assembly. The Johnston<lb />
County Republican had sponsored<lb />
legislation to prohibit local govern-<lb />
ments from passing gun laws in their<lb />
own communities. Some legislators<lb />
wanted to know if his bill would al-<lb />
low people to brandish weapons at<lb />
town hall meetings or open gun<lb />
shops in quiet neighborhoods.<lb />
Creech couldn't answer the<lb />
questions. He didn't author the leg-<lb />
islation with his name on it. Lobby-<lb />
ists from the National Rifle Associa-<lb />
tion wrote it instead. He only intro-<lb />
duced legislation handed to him by<lb />
the NRA. "It shows you how cocky<lb />
the NRA is - pushing a bill the spon-<lb />
sor can't even explain said Rep.<lb />
Mickey Michaux. Even Creech admit-<lb />
ted gun lobbyists "had drafted it to<lb />
their satisfaction<lb />
This year the National Rifle As-<lb />
sociation is busy writing bills for leg-<lb />
islators like Creech. They are also<lb />
busy handing out checks. It comes<lb />
as no surprise the NRA gave Billy<lb />
Creech a $500 check to help him<lb />
get reelected. He is just one of many<lb />
representatives getting money from<lb />
the gun lobby. They gave $22,625<lb />
to those expected to vote on gun<lb />
legislation this year.<lb />
That might explain why several<lb />
bills written by NRA lobbyists have<lb />
passed the State House. One such<lb />
bill promises to legalize concealed<lb />
weapons. On the surface it sounds<lb />
innocuous for people to get permits<lb />
to hide their weapons. However, a<lb />
deeper look at the bill reveals legis-<lb />
lation sloppily written by gun lob-<lb />
byists.<lb />

linians over 21 years of age to apply<lb />
for a concealed weapons permit. It<lb />
prohibits "habitual" felons from ob-<lb />
taining a concealed weapons license.<lb />
The bill also sets guidelines for<lb />
former mental patients to obtain a<lb />
permit The State Bureau of Inves-<lb />
tigation would have to grant a per-<lb />
mit if an individual meets all of the<lb />
criteria.<lb />
North Carolina law defines a<lb />
"habitual" felon as someone con-<lb />
victed of three or more felonies af-<lb />
ter reaching eighteen years of age.<lb />
Those with fewer than three felonies<lb />
will be eligible for a concealed weap-<lb />
ons permit. The local crack dealer<lb />
with a string of misdemeanors, a<lb />
long arrest record and only two<lb />
felony convictions, will be able to<lb />
carry concealed weapons under this<lb />
bill. This shows how out of touch<lb />
the NRA has become.<lb />
The law will also require former<lb />
mental patients committed to psy-<lb />
chiatric hospitals to have a note<lb />
from their doctor to carry a con-<lb />
cealed weapon. It makes me feel<lb />
safer to know John Henkley would<lb />
have to have a note from his doctor<lb />
before he can hide a .22 caliber un-<lb />
der his coat. It's convenient that<lb />
mental patients won't have to go<lb />
outside and get their guns before<lb />
they start shooting.<lb />
In the old West, people used to<lb />
have to check their guns at the door<lb />
in some establishments. The bill<lb />
writing lobbyists don't want that in-<lb />
convenience. Property owners will<lb />
not be able to prohibit concealed<lb />
weapons in their establishments. For<lb />
example, a restaurant owner cannot<lb />
put a sign up reading "wear you<lb />
weapons on your hip or don't wear<lb />
them in my place It is unreason-<lb />
able business owners cannot set<lb />
rules like this in their establish-<lb />
ments.<lb />
Republican Senator Henry<lb />
McKoy argued giving business own-<lb />
ers that right would inconvenience<lb />
gun toting patrons. It should not be<lb />
a surprise that McKoy also received<lb />
healthy checks from gun interests.<lb />
"It's a clear example of the interest<lb />
groups running the legislature<lb />
Rep. Mickey Michaux complained.<lb />
The bill flew through the State<lb />
House despite Michaux's logic.<lb />
"I don't believe everyone armed<lb />
means less violence Greenville Po-<lb />
lice Chief Charles Hinman com-<lb />
mented about the bill. Thirty-five<lb />
police chiefs from across North<lb />
Carolina gathered on June 6 to com-<lb />
plained how they were not consulted<lb />
about the mass of pro-gun legisla-<lb />
tion flying through the N.C. House.<lb />
They argued the General Assembly<lb />
should consider what professional<lb />
law enforcement thinks about the<lb />
legislation. Perhaps they should<lb />
mail a check to the Republican lead-<lb />
ership before they plead their case.<lb />

Prior to the beginning of the<lb />
East Carolina Summer Theatre Pro-<lb />
duction of "West Side Story Man-<lb />
aging Director Gary Faircloth took<lb />
the stage to thank the patrons for<lb />
their support. During a time when<lb />
many summer theaters are having<lb />
to shut down, he explained, East<lb />
Carolina Summer Theatre is thriv-<lb />
ing. He was genuinely affected by<lb />
the support of the community and<lb />
graciously passed on his apprecia-<lb />
tion.<lb />
The Theatre Company itself<lb />
proved worthy of the patronage as<lb />
they danced and sang a wonderful<lb />
rendition of "West Side Story A<lb />
huge cast with a great orchestra<lb />
made the entire production come<lb />
to life. The Summer Theatre sched-<lb />
ule had begun in grand style.<lb />
Last week the second of the<lb />
three summer plays, "The Odd<lb />
Couple was performed and was<lb />
even better than the first. Written<lb />
by Neil Simon, tl play tells the<lb />
story of two friends who live to-<lb />
gether for a time after their wives<lb />
left them. Humorous from begin-<lb />
ning to end,<lb />
"The Odd<lb />
Couple" unfolds<lb />
with endearing<lb />
characters that<lb />
each have their<lb />
own laughable<lb />
nuances.<lb />
The first act<lb />
of the play opens<lb />
with a poker ses-<lb />
sion in the home<lb />
of Oscar Madi-<lb />
son (William<lb />
M c N u 1 t y.<lb />
Present at the game are Speed (Tim<lb />
Mechanic) and Murray (David<lb />
Denson). Oscar is in the kitchen<lb />
during the opening moments of the<lb />
play, making sandwiches. "Brown<lb />
or green sandwiches?" he offers<lb />
upon entering the scene.<lb />
The Odd<lb />
Couple" unfolds<lb />
with endering<lb />
characters that<lb />
each have their<lb />
own laughable<lb />
nuances.<lb />
Oscar's apartment in that<lb />
opening act almost defies descrip-<lb />
tion. The entire apartment is in<lb />
complete disarray. Socks litter the<lb />
floor, ashtrays are full, clothes are<lb />
strewn everywhere, a Penthouse<lb />
lies among litter on a chair and<lb />
garbage lies ev-<lb />
erywhere. Dur-<lb />
ing an argument<lb />
over pretzels the<lb />
entire bag spills<lb />
onto the floor<lb />
and no one even<lb />
thinks to pick<lb />
them up. Oscar,<lb />
it seems, cannot<lb />
pull himself to-<lb />
gether enough<lb />
to clean since<lb />
his wife left him.<lb />
During the<lb />
poker game Os-<lb />
car gets a call from the wife of the<lb />
sixth player, Felix Unger (Kenny<lb />
Morris). Felix's wife explains that<lb />
she kicked Felix out of the house<lb />
and now Felix is suicidal. A hilari-<lb />

challenging sci-fi genre. Despite the<lb />
fact that Judge Dredd concentrates<lb />

future; has robots, cyborgs and clones;<lb />
and is carried by many dazzling spe-<lb />
cial effects. Unfortunately, the special<lb />
effects are the best part of what little<lb />
Dredd has to offer.<lb />
Instead of tapping into the sci-fi<lb />
potential of Dredd, Director Danny<lb />
Cannon and writers William Wisher<lb />
and Steven DeSouza turn their<lb />
project into just another Sylvester<lb />
Stallone actioner destined to collect<lb />
dust on the video shelf. As the title<lb />
character, Stallone dishes out terrible<lb />
lines and turns in an awful perfor-<lb />
mance. He may look the part, but he<lb />
sure can't act it.<lb />
The rest of the cast is either un-<lb />
der-used (what is Max Von Sydow<lb />
doin&amp; here?) or just serve no real pur-<lb />
pose (what is Rob Schneider doing<lb />
here?).<lb />
Dredd does have its moments,<lb />
though. Some great animatronics<lb />
bring an awesome robot to life, and<lb />
an incredible make-up job creates one<lb />
of the most disturbing cyborgs ever<lb />
seen on the screen. As for the other<lb />
highlights of this picture, they were<lb />
done better in other films. The flying<lb />
motorcycle chase sequence is enter-<lb />
taining, but Return of the Jedi did the<lb />
same thing much better 12 years ago.<lb />
But what about the plot, you ask?<lb />
Unfortunately, nothing new is offered.<lb />
The story feels like a series of other<lb />
films strung together. The future is<lb />
in chaos, so an elite law enforcement<lb />
group known as the Judges are<lb />
formed. However, one of the high<lb />
council members wants to revamp an<lb />
abandoned cloning program so he can<lb />
create and control a force of super<lb />
Judges. To carry out his plan, he helps<lb />
Dredd's evil clone Rico (an eye-bug-<lb />
ging Armand Assante) escape from<lb />
prison and<lb />
frames Dredd<lb />
for murder. The<lb />
rest of the film<lb />
has Stallone,<lb />
along with pals<lb />
Rob Schneider<lb />
and Diane<lb />
Lane, trying to<lb />
set things<lb />
right<lb />
Judge<lb />
Dredd ulti-<lb />
mately fails<lb />
from laziness. It's okay to borrow from<lb />
other films as long as something new<lb />

Just how many people can you<lb />
fit on the bandwagon before the axle<lb />
breaks?<lb />
In the year 2010, will people be<lb />
saying that the '90s were the decade<lb />
of the bar chord in music history? I<lb />
think so. What I'm getting to is the<lb />
Circle Jerks' new CD. It seems that<lb />
this integral punk band of the '80s<lb />
has taken themselves out of mothballs<lb />
to see if they can make a little money<lb />
in the wake of the Green Day punk<lb />
revival.<lb />
The Circle Jerks new release, 15<lb />
years after their first album Group<lb />
Sex, is entitled Oddities, Abnormali-<lb />
ties, and Curiosities. Not to date<lb />
myself, but I remember when they<lb />
were one of the leading bands of the<lb />
American punk scene. They were one<lb />
of the charter members and standard<lb />
bearers of original L.A. hard-core<lb />
punk, contemporaries of Black Flag<lb />
and TSOL, Fear and The Minutemen.<lb />
You would think that reaching<lb />
your mid-30s would cause one to mel-<lb />
low and lose the outright anger and<lb />
rage that drove one to be a part of<lb />
such a movement. Indeed it has, and<lb />
the Circle Jerks aren't what they used<lb />
to be.<lb />
The band still retains their<lb />
deadlocked front man Keith Morris<lb />
and Greg Hetson on guitars. There are<lb />
two new faces on drums and bass,<lb />
Keith Clark and Zander Schloss. All<lb />
the members admit that they are try-<lb />
ing to evolve away from the original<lb />
formula of punk that took them so<lb />
far in the first place.<lb />
"It's a little more complicated<lb />
guitarfst Greg Hetson agrees, "but it's<lb />
still basically punk rock  We were<lb />
just being pissed off in 1980 and now<lb />
we're more introspective, emotional<lb />
and personal, rather than simply re-<lb />
actionary I thought punk was sup-<lb />
posed to be reactionary and uncom-<lb />
plicated musically. When you change<lb />
those factors does it still remain punk?<lb />
I doubt it<lb />
The disc contains 12 tracks that<lb />
are extremely short; only a few of the<lb />
songs are longer than three minutes.<lb />
In comparison to their older stuff, the<lb />
songs are much more melodic and<lb />
recognizably slower than the break-<lb />
neck pace they used to carry. The<lb />
subject of the songs has changed as<lb />
well. Keith's lyrics used to be solely<lb />
concerned with the plastic and oppres-<lb />
sive aspects of our society. He would<lb />
scream and rant about life in America<lb />
and you just knew that he meant it<lb />
I'm just not so sure about the sincer-<lb />
ity anymore.<lb />
Maybe I should stop being so<lb />
sour and let the boys play what they<lb />
will. So what if they want to get in<lb />
with the new wave of punk? If they<lb />
want to adapt themselves to the punk<lb />
of the '90s and run the Top 40 race<lb />
with Green Day and The Offspring<lb />
then I should be happy about it I need<lb />
to remind myself that the days of rage,<lb />
Sid and Nancy, Redd Kross, The<lb />
Germs and The Exploited are over.<lb />
This is a new game with new rules.<lb />
But is the new game as much fun?<lb />

and the Popes<lb />

It's a damn shame about the<lb />
Pogues.<lb />
They were one of the few truly<lb />
original bands on an alternative scene<lb />
flooded with Cure and REM wannabes<lb />
in the '80s. Their mix of punk and Irish<lb />
folk music made them one of the most<lb />
exciting bands of the period.<lb />
Then their frontman, Shane<lb />
MacGowan. developed a severe alcohol<lb />
problem (basically, he was in the pisser<lb />
for a large portion of his waking hours).<lb />
His influence on the band decreased<lb />
with each album. Eventually, the other<lb />
Pogues kicked him out of the band,<lb />
and went on to record the bland and<lb />
lifeless Waiting for Herb. It seemed the<lb />
Pogues legend was at an end.<lb />
But now, Shane MacGowan is<lb />
back. After a string of minor solo<lb />
projects over the last couple of years,<lb />
MacGowan has joined with a new band,<lb />
the Popes, and recorded a new album,<lb />
The Snake.<lb />
It's a return to form for<lb />
MacGowan. All of his favorite topics<lb />
are here, from alcohol to Catholicism<lb />
to Irish politics. Musically, the old<lb />
Pogues staples are back as well, the<lb />
Irish folk influence kicking in with the<lb />
first track.<lb />
On that track, "The Church of the<lb />
Holy Spook MacGowan and the<lb />
Popes belt out a fine Irish folk-punk<lb />
number. In this fast-paced tune,<lb />
MacGowan spit-slurs lyrics about his<lb />
wasted life and his salvation through<lb />
the Church of the Holy Spook (presum-<lb />
ably the Catholic church). Then, as he's<lb />
singing the praises of that church in<lb />
the final verse, he throws in, "The Tao<lb />
is like a river, so float along with me<lb />
Following this Eastern sentiment<lb />
he adds, "I think of Jesus on the cross<lb />
and I scream out for his pain Ulti-<lb />
mately, "Holy Spook is more compli-<lb />

just what it claims to be: a very<lb />
tiny drop in the great scream-<lb />
ing bucket of American media<lb />
opinion. Take it as you will.<lb />

Being an upperclassman, a<lb />
seasoned student. I'm truly a<lb />
nocturnal creature. Procrastina-<lb />
tion has created such a colle-<lb />
giate species within the student<lb />
body. Late night cram sessions<lb />
(and 'late nights') combined with<lb />
cable television has given rise to<lb />
the most detested of TV commer-<lb />
cials, the bastard son of cable<lb />
programming: psychic phone<lb />
lines.<lb />
But it hasn't always been<lb />
that way.<lb />
I'm in my mid-twenties and<lb />
grew up listening to different<lb />
kinds of music and watching<lb />
prime time TV. My earliest child-<lb />
hood memories with regard to<lb />
music are obviously one of what-<lb />
ever my parents were listening.<lb />
As a toddler, my mother fondly<lb />
recalls a jubilant, dwarf-sized<lb />
little runt dancing and singing<lb />
around the house, a youngster<lb />
without a care in the world.<lb />
The music I remember most<lb />
fondly were Motown songs my<lb />
mother played while I rode shot-<lb />
gun in her red VW bug. Dionne<lb />
Warwick, Gladys Knight and the<lb />
Pipps, Ray Charles, and of<lb />
course, the immortal Tempta-<lb />
tions. These were the musicians<lb />
of the late '60s early '70s that<lb />
gave my early childhood "sun-<lb />
shine on a cloudy day<lb />
Several years later, in jun-<lb />
ior high and high school I was<lb />
hooked on fast-pace action<lb />
shows like Miami Vice. Seeing<lb />
Don Johnson and Philip Michael<lb />
Thomas chase drug dealers and<lb />
murderers all over southern<lb />
Florida gave my Friday nights<lb />
some meaning somehow.<lb />
I reluctantly admit that I<lb />
thought this dynamic duo had<lb />
it all. They sped around the city<lb />
in $100,000 sports cars darting<lb />
in and out of heavy traffic and<lb />
straight through red lights, chas-<lb />
ing and subsequently capturing<lb />
Miami's most ruthless felons.<lb />
Something that I've yet to fig-<lb />
ure out is how they could afford<lb />
tailor-made italian silk suits,<lb />
scoot across the Miami water-<lb />
ways in high-dollar speedboats<lb />
and live on million dollar yachts.<lb />
Oh well, some mysteries are<lb />
meant to remain unsolved.<lb />
What do old Motown artists<lb />
and Miami Vice have in com-<lb />
mon? Apparently two celebrities<lb />
have found their financial wind-<lb />
falls in 1-900 phone lines. Or,<lb />
maybe their psychics told them<lb />
that Psychic Phone Lines were<lb />
the career choice for past-their-<lb />
prime celebrities like Dionne<lb />
and Philip.<lb />
Last week, while flipping<lb />
through the channels at about<lb />
1:30 a.m Dionne Warwick was<lb />
hosting her 30-minute<lb />
infomercial, "The Psychic<lb />
Friends Network As I reached<lb />
for a clean razor blade with<lb />
which to cut my wrists, I decided<lb />

The one thing out of this whole<lb />
ridiculous scam that leaves me<lb />
clueless is trying to figure out how<lb />
they were talked into doing 1-900<lb />
phone lines. I'll probably never fig-<lb />
ure it out. But there is a lesson here<lb />
to be learned. If I ever have an<lb />
agent who suggests that I adver<lb />
tisel-900 psychic advice, I'll be<lb />
looking for a new agent.<lb />

ently about a return to old-fashioned<lb />
values, the closing lines (along with<lb />
MacGowan's delivery) hints that those<lb />
values aren't enough to give him peace.<lb />
Not every song has such artistic<lb />
notions. The Irish standard Nancy<lb />
Whiskey for instance is just a drink-<lb />
ing song.<lb />
But even drinking songs have<lb />
their artistic moments. "Nancy Whis-<lb />
key" casts alcohol as a seductive<lb />
woman who woos you, ruins you and<lb />
leaves when the money runs out<lb />
This theme of love betrayed runs<lb />
deep through The Snake. Whether it's<lb />
love of drink, church, country or<lb />
people, that love comes to a bad end<lb />
in one way or another, again and again.<lb />
In "The Song With No Name<lb />
MacGowan betrays that love himself.<lb />
It's the story of a man who realizes<lb />
too late that he had a love so pure and<lb />
good that he can never love again.<lb />
Unfortunately, the stupid bastard hurt<lb />
the one he loved so much that she left<lb />
him. And now, he would be "lashed and<lb />
crucified  for a single kiss from her<lb />
Love of country doesn't leave any-<lb />
body in much better shape. The title<lb />
track, "The Snake With Eyes of Gar-<lb />
net" is slightly hopeful, but still paints<lb />
a pretty bleak picture for patriots.<lb />
The snake of the title is a ring, a<lb />
symbol of hope and strength for any<lb />
who would stand up to oppression. Of<lb />
course, the fact that the ring came off<lb />
the finger of an executed freedom<lb />

The Snake is, ironically, a tune called<lb />
"Haunted This one's a song of new<lb />
love featuring Sinead O'Connor in a<lb />
duet with MacGowan. In the chorus,<lb />
they sing "I want to be haunted by the<lb />
ghost Of your precious love So the<lb />
only ghosts here are benevolent ones,<lb />
the memories of someone you love.<lb />
Beyond all this mushy stuff,<lb />
MacGowan does offer one other song<lb />
that's not drowning in despair.<lb />
"Donegal Express" is the story of a<lb />
lecherous priest who has sleazy sexual<lb />
liaisons with women all across Ireland.<lb />
It's an old-fashioned bawdy bar song<lb />
that's so boldly amoral I have to like it<lb />
The lyrics are filthy, and I'll spare you<lb />
most of them here.<lb />
My favorite part of the song, how-<lb />
ever, goes like this: "Back in sweet Vir-<lb />
ginia In the toilet with Lavinia I<lb />
nearly fucked her brains out And tore<lb />
her party dress Why is that so im-<lb />
pressive? MacGowan actually found a<lb />
name that rhymes with Virginia!<lb />
It's a hell of a way to end a hell of<lb />
an album. The Pogues can rot for all I<lb />
care. Shane MacGowan and the Popes<lb />
have taken their place in my heart<lb />

makers did not try to breathe new<lb />

Such is not the case with the<lb />
surprisingly good Species. Director<lb />
Roger Donaldson and writer Dennis<lb />
Feldman borrow from other films<lb />
only to give birth to a genre film that<lb />
works on many levels.<lb />
In this sci-fihorror picture. Ben<lb />
Kingsley heads a secret government<lb />
organization that creates new life by<lb />
combining human genes with alien<lb />
genes received from some unknown<lb />
source in outer space. After six<lb />
months, a 12-year-old little girl grows<lb />
from this combination.<lb />
Eventually, the government de-<lb />
cides they need to terminate the<lb />
project and the little girl along with<lb />
it. But before Kingsley can carry out<lb />
his orders, the girl escapes, runs to<lb />
L.A. and quickly matures into a 20-<lb />
year-old woman with incredible alien<lb />
powers. To make matters worse, Sil,<lb />
our alien friend, also has a need to<lb />
mate and reproduce.<lb />
To help hunt Sil down, Kingsley<lb />
hires government "trouble-shooter"<lb />
Michael Madsen, empath Forest<lb />
Whitaker, culture expert Alfred<lb />
Molina and biologist Marg<lb />
Helgenberger. With this group in<lb />
place, an exciting and engaging cat-<lb />
and-mouse chase is set and carried<lb />
out with expert talent.<lb />
The acting all around is excep-<lb />
tional, including newcomer Natasha<lb />
Henstridge as the beautiful and men-<lb />
acing Sil. But what makes Species a<lb />
gem in this glut of summer movies is<lb />
i s<lb />
the fact that in lesser hands this film<lb />
would just be bad. As opposed to<lb />
Judge Dredd, there is a sense that<lb />
the filmmakers were determined to<lb />
make a good movie.<lb />
Donaldson doesn't waste time<lb />
with too much exposition. In the first<lb />
five minutes we witness Sil's escape<lb />
from the government lab and imme-<lb />
diately the chase is on. Still, the film<lb />
doesn't rush things. Characters are<lb />
each given a face and are nicely de-<lb />
veloped.<lb />
Sil isn't just an evil alien out to<lb />
kill every human. While she does<lb />
commit some horrible acts, she is a<lb />
sympathetic character who is thrown<lb />
into her own nightmare.<lb />
Although the Alien influence is<lb />
evident, Species is its own unique<lb />
creature in its ability to turn L.As<lb />
singles' club scene into a hunting<lb />
ground. The sexuality of the film<lb />
wprks nicely and isn't exploitative.<lb />
Tne fact that Sil wants to mate makes<lb />
the intensity of the film even more<lb />
haunting.<lb />
The alien itself is a marvel. De-<lb />
signed by H.R. Giger, Sil represents<lb />
a physical, sexual nightmare as ten-<lb />
tacles shoot from her breasts and<lb />
scaly blades protrude from her back.<lb />
Even though Species dues slip<lb />
into typical Hollywood antics at<lb />
points, overall it succeeds in offer-<lb />
ing a fun and intense ride. Species<lb />
is a reminder that a little talent can<lb />
carry you a long way. Judge Dredd<lb />
is a reminder that a bigger budget<lb />
doesn't mean a better movie. On a<lb />
scale of one to 10, Judge Dreda<lb />
rates a four and Species rates an<lb />
eight.<lb />

rives and the five friends try their<lb />
hardest to act like nothing is<lb />
wrong.<lb />
Oscar eventually invites Felix<lb />
to live with him. Felix decides not<lb />
to kill himself and instead invests<lb />
energy into cleaning Oscar's apart-<lb />
ment. Soon the excessive tidiness<lb />
of Felix, along with his idiosyn-<lb />
cratic behaviors (like making bi-<lb />
zarre noises to try to pop his ears)<lb />
begin to drive Oscar crazy. When<lb />
Felix ruins a double date with<lb />
Gwendolyn (Julia Guichard) and<lb />
Cecily (Elizabeth Ann Townsend)<lb />
Pigeon, Oscar finally kicks Felix<lb />
out. But all ends on a hopeful note.<lb />
The acting by all cast members<lb />
gives depth to every character.<lb />
Martin Rader and Elizabeth Ann<lb />
Townsend do an especially good<lb />
job with their characters. Rader<lb />
gives Roy the prope. amount of<lb />
composure to keep things calm<lb />
while still allowing him to have a<lb />
fit about the heat. Townsend gives<lb />
Cecily a boisterous, bouncy dispo-<lb />
sition that made the audience<lb />
chuckle with her every line.<lb />
The two leads were equally<lb />
magnificent. Morris made Felix lik-<lb />
able while still playing up his neu-<lb />
rotic traits. Morris used great in-<lb />
flection for Felix's lines that cre-<lb />
ated laughter just from the sound<lb />
of his voice. McNuIty gave Oscar a<lb />
depth not necessarily written in<lb />
the script. Several times a pained<lb />
expression made the audience re-<lb />
alize cn.t Oscar was not as confi-<lb />
dent as he would have people be-<lb />
lieve. Both actors deserve praise<lb />
for their great performances.<lb />
The entire cast seemed to be<lb />
having fun and the final scene<lb />
leaves the audience with a genu-<lb />
inely good feeling as the entire<lb />
cast sits down to play cards.<lb />
The last production of the sum-<lb />
mer is Arsenic and Old Lace and if<lb />
that is even half as good as The Odd<lb />
Couple, the audience is in for a real<lb />
treat.<lb />

' Last week, the ECU Board of<lb />
Trustees approved a newly-designed<lb />
master plan that will increase Dowdy-<lb />
'Ficklen Stadium's seating capacity to<lb />
46,000 seats by the start of the 1997<lb />
football season and ultimately to<lb />
60,000 seats.<lb />
The new master plan comes af-<lb />
� tcr the Board of Trustees and ECU<lb />
administration discussed plans with<lb />
the architects to lower the cost of<lb />
construction. The architects had pro-<lb />
vided an estimate of over 26 million<lb />
�dollars, which included the building<lb />
�of a new press box, a 1,500-seat club<lb />
�seating area and a 10,000 seat up-<lb />
Jper deck. Both the Board of Trust-<lb />
ees and administration figured they<lb />
"would not get any state assistance,<lb />
5sp an alternative plan was put into<lb />
�action.<lb />
"Our top priority was to raise the<lb />
seating capacity at Dowdy-Ficklen<lb />
?Stadium said Pirate Club Executive<lb />
Director Dennis A. Young. "Our origi-<lb />
Jnal plan was to have the press box<lb />
'and club seating be included in the<lb />
Jfirst phase, but the seating capacity<lb />
� seemed to better fit ECU's athletic<lb />
� department at this time<lb />
Young said that so far that the<lb />
� Shared Visions campaign has raised<lb />
j $8,785,000 of a $9 million dollar goal<lb />

I Ficklen Stadium.<lb />
"The timing was a major factor<lb />
Jin the design of a new plan he said.<lb />
"Getting appropriate funds from the<lb />
General Assembly was not appropri-<lb />
ate at this time said Young.<lb />
"We have until December, so<lb />
now we are going to try to raise $10<lb />
million which will include the con-<lb />
struction of a new Pirate Club build-<lb />
ing said Young.<lb />
The new master plan is sec-<lb />
tioned into four different phases.<lb />
Phase one, which will bring the ca-<lb />
pacity to 46,000 seats, includes the<lb />
construction of an 8,000-seat upper<lb />
deck on the north side of the sta-<lb />
dium, as well as permanent seat<lb />
bleachers in the east end zone. The<lb />
total cost of phase one is $11.5 mil-<lb />
lion dollars.<lb />
"The new seating will help us in<lb />
many ways said Young. "We will<lb />
have a legitimate NCAA Division l-A<lb />
football stadium, and it will also help<lb />
ECU with conference affiliation<lb />
Phase two of the plan includes<lb />
construction of club seating beneath<lb />
the north side of the upper deck, and<lb />
the temporary relocation of the press<lb />
box. Construction of a new press box<lb />
and the provision for adding 10,000<lb />
new seats to the south side are in-<lb />
cluded in phase three of the master<lb />
plan.<lb />
The final phase has the adding<lb />
of 3,000 to 4,000 seats in the east<lb />
end zone, which would bring the to-<lb />
tal capacity of Dowdy-Ficklen sta-<lb />
dium to 60,000. Members of ECU's<lb />
Board of Trustees are excited about<lb />
the expansion.<lb />
"The more seats you have, the<lb />
larger the teams you will draw said<lb />
trustee Ron Dowdy. "The larger sta-<lb />
dium will definitely help ECU in re-<lb />
cruiting, and the increased seating<lb />
capacity will help draw larger schools<lb />
to Greenville<lb />
Dowdy, who pledged $1 million<lb />
to the stadium expansion last year,<lb />
feels that the ECU athletic depart-<lb />
ment can only get stronger.<lb />

Ask ECU football fans to name a<lb />
postseason award candidate on this<lb />
year's roster and they might come up<lb />
with defensive star Mark Libiano or<lb />
quarterback Marcus Crandell.<lb />
Neither player is the answer.<lb />
Senior running back Jerris McPhail<lb />
became the only Pirate nominated for<lb />
a postseason award after being named<lb />
as one of 35 candidates for the Doak<lb />
Walker award, honoring the nation's<lb />
top running back. This may be even<lb />
more surprising to fans who recall that<lb />
McPhail played last year as a backup<lb />
to record-setting tailback Junior<lb />
Smith.<lb />
McPhail never reached first-string<lb />
status last season, but that isn't to say<lb />
he didn't contribute. The Clinton na-<lb />
tive rushed for 326 yards on just 73<lb />
carries while catching 11 passes for<lb />
201 yards. His 18.3-yard reception<lb />
average was tops on the team, an in-<lb />
cluded a team-best 67-yard catch ver-<lb />
sus Central Florida.<lb />
In addition to all of these offen-<lb />
sive heroics, McPhail was special-<lb />
teams coordinator Doug Martin's top<lb />
kickoff-coverage performer, and was<lb />
honored at the team banquet for his<lb />

Smith, who<lb />
led ECU in scoring (10 TDs) and all-<lb />
purpose yards (1,510) last season, was<lb />
passed on by NFL clubs during this<lb />
spring's draft and free agent signings.<lb />
This failure to sign Smith was prima-<lb />
rily due to the running back's lack of<lb />
size (5-foot-7, 180 pounds), but by<lb />
choosing not to sign him, the NFL<lb />
clubs allowed Shreveport to acquire<lb />
a talented open field performer that<lb />
ordinarily would be out of their reach.<lb />
"We are very impressed with his<lb />
physical ability Shreveport offensive<lb />
coordinator Joe Barnes said. "He has<lb />
blocked much better than we expected<lb />
him to. and he has wry good hands.<lb />
When he gets the ball in the open<lb />
field, he is tough to handle.<lb />
"He doesn't have breakaway<lb />
speed, but he is real quick and has<lb />
great balance. He is real smart and a<lb />
delight to coach<lb />
Smith leads the CFL Pirates in<lb />
rushing with nine carries for 27 yards.<lb />
Swinging out of the backfield, Smith<lb />
also caught 5 passes for 43 yards.<lb />
Shreveport played against the<lb />
league-leading Calgary Stampeders<lb />
and star QB Doug Flutie Saturday on<lb />
ESPN2. The Pirates lost, as Calgary<lb />
continually put a strong pass-rush on<lb />
Shreveport QB Billy Joe Tolliver, also<lb />
a former NFL quarterback. This rush<lb />
forced Smith to pass block for most<lb />
of the game.<lb />

the league is well-balanced with a<lb />
number of competitive teams. The<lb />
"Three Amigos led by the inside<lb />
work qf Jim McGee and the heady<lb />
passing of Brian Haislip, slipped by<lb />
the "Blue Chips" 44-37, despite a fine<lb />
shooting game by Steve Crabtree.<lb />

ketball state finals site for the 1995<lb />
North Carolina Senior Games.<lb />
The event, taking place from<lb />
Sept. 26 until Oct. 1 in the Raleigh<lb />
area, will close with the final basket-<lb />
ball competitions in Greenville -on<lb />
Oct. 27-28. The State Finals Golf<lb />
Tournament will be held in<lb />
Greensboro's Bryan Park on Oct. 16-<lb />
17.<lb />
"The State Finals includes about<lb />
2,000 participants said Project Man-<lb />
ager Lynn Allender. "We are a bit<lb />
unique in that we have a statewide<lb />
network and preliminary games.<lb />
Most states only have one or the<lb />
other, but we have state finals as a<lb />
culmination of the year-round pro-<lb />
cess<lb />
State Finals is the culmination<lb />
of 49 local Senior Games programs<lb />
of both athletic and artistic compe-<lb />
tition across the state. The winners<lb />
from each sport per age category are<lb />
eligible to attend the state finals.<lb />
"To compete, you must have par-<lb />
ticipated in one of the local 49 games<lb />
and finished first, second or third in<lb />
your specific competition Allender<lb />
said.<lb />
At the State Finals, there will<lb />
also be a Fun Walk of one mile for<lb />
any athlete who participated in one<lb />
of the 49 local competitions, regard-<lb />
less of how they finished.<lb />
The North Carolina Senior<lb />
Games is a non-profit organization<lb />
that provides year-round health pro-<lb />
motion and education for adults ages<lb />
55 and older. According to Allender.<lb />
they also organize various walking,<lb />
dancing and arts programs to chal-<lb />
lenge participants to stay active.<lb />
"We offer wellness organizations<lb />
that promote good health, while pro-<lb />
viding training for participants<lb />
she said. "We also offer publications,<lb />
consulting and support for all 49 lo-<lb />
cal games, plus clinics and workshops<lb />
for seniors year-round<lb />
Sometimes overlooked among<lb />
the festivities are the 700-plus vol-<lb />
unteers that give their time to sup-<lb />
port the State Games. However, they<lb />
are just one ingredient in continuing<lb />
the program's success.<lb />
"We have a large percentage of<lb />
volunteers that return each year<lb />
Allender said. "We publicize oppor-<lb />
tunities to compete or volunteer<lb />
through Triangle-area media outlets<lb />
and statewide networks that endorse<lb />
senior games dergoing extensive remodeling and<lb />
Williams Arena at Minges Coli- renovations, including a new hard-<lb />
seum reopened in January after un- wood floor and an air conditioning<lb />

Panthers relax<lb />
season ticket plans<lb />
(AP) - As the Carolina Panthers<lb />
moved closer to their inaugural sea-<lb />
son, it became obvious that the idea<lb />
of making 10 long rides to see the<lb />
new team wasn't sitting well with all<lb />
fans.<lb />
So the Panthers, faced with the<lb />
prospect of playing their 1995 home<lb />
games in front of thousands of empty<lb />
seats, unveiled a relaxed season ticket<lb />
purchasing plan Monday. Instead of<lb />
limiting fans to buying season pack-<lb />
ages that contain tickets for all 10<lb />
games at Clemson's Memorial Sta-<lb />
dium, the Panthers are offering two-<lb />
and three-game plans.<lb />
"It's a response to what we've<lb />
been hearing from fans Mark<lb />
Richardson. Carolina's director of<lb />
business operations, said Monday at<lb />
Wofford College, where the Panthers<lb />
open training camp later this week.<lb />
"What they said was that they'd like<lb />
the option to see just a few games<lb />
So far. the Panthers have sold<lb />
45,000 of the 10-game ticket packages<lb />
for Clemson.<lb />
"Starting at 45,000 in a stadium<lb />
that is a temporary facility is quie an<lb />
accomplishment, at least from a<lb />

But it's not nearly enough to be<lb />
considered a sellout at Clemson.<lb />

the New York Giants, St. Louis Rams<lb />
and Atlanta - and a pair of two-game<lb />
packages - one with Tampa Bay and<lb />

Plus, I feel like I am a more versatile<lb />
back, because I can run the ball and<lb />
catch out of the backfield or as a<lb />
wideout"<lb />
McPhail led ECU in receiving in<lb />
1993 with 34 catches for a 20-yard<lb />
average playing strictly as a receiver.<lb />
He moved back to tailback last sea-<lb />
son, primarily to prepare for the 1995<lb />
campaign.<lb />
ECU offensive coordinator and<lb />
running backs coach Todd Berry<lb />
knows a good runner when he sees<lb />
one, having coached NFL stars<lb />
Thurman Thomas and Barry Sand-<lb />
ers at Oklahoma State University.<lb />
"Jerris had a really good spring<lb />
Berry said. "He's over 200 pounds,<lb />
has been clocked at 4.39 in the 40-<lb />
yard dash and is the kind of player<lb />
who likes to dish it out. Not a lot of<lb />
players on our team like to tackle the<lb />
guy. I expect him to have real simi-<lb />
lar numbers as Junior<lb />
Smith accounted for 1,510 all-<lb />
purpose yards last year, and reached<lb />
the end zone 10 times. Fans and op-<lb />
posing defenses should expect to see<lb />
McPhail come out of relative obscu-<lb />
rity and equal, or better, those num-<lb />
bers.<lb />
All of his success isn't surpris-<lb />
ing to McPhail, who always felt like<lb />
he belonged as a starter on a Divi-<lb />
sion I-A football team. After a sea-<lb />
son at both Wake Forest University<lb />
and Mount Olive College, McPhail<lb />
came to ECU and redshirted during<lb />
the 1992 season.<lb />
McPhail played football at<lb />
Clinton High School gaining All-<lb />
State honors after rushing for 1,500<lb />
yards and 30 touchdowns as a senior.<lb />
The Dark Horses won the state 2A<lb />
championship that year with an un-<lb />
defeated record.<lb />
Once a Dark Horse always a<lb />
Dark Horse, as McPhail is indeed a<lb />
longshot for the 1995 Doak Walker<lb />
Award. The winner will be honored<lb />
after the season and given a $10,000<lb />
scholarship in his name to his<lb />
university's general scholarship fund.<lb />
If McPhail can maximize his po-<lb />
tential, the ECU running game won't<lb />
miss a beat and his longshot chances<lb />
might not seem so long, after all.<lb />

from beyond 50 yards against Syra-<lb />
cuse and Illinois and broke four school<lb />
records, including most points by a<lb />
kicker, most field goals made, at-<lb />
tempted, and PATs made by a sopho-<lb />
more.<lb />
Brenner left ECU with two sea-<lb />
, ons of eligibility remaining and was<lb />
signed by the Rage, whose coaches<lb />
noticed him at his tryout for the Bal-<lb />
timore CFL club.<lb />
"He's doing a wonderful job<lb />
Rage head coach Bob Kay said. "We<lb />
traded an All-League kicker in Mike<lb />
Black to the Iowa Barnstormers be-<lb />
cause we felt that Anthony was our<lb />
kicker for the future.<lb />
"We feel like we can win with him<lb />
as our kicker, and he has done very<lb />
well. He has one of the strongest legs<lb />
in the league, and in time should be<lb />
one of the best kickers in this league.<lb />
He has been very productive so far<lb />
Brenner has connected on 40-of-<lb />
46 PAT's this year and has made 9-of-<lb />
29 field goal attempts. The Arena<lb />
Football League's goal posts are half<lb />
as wide as NFL-regulation posts.<lb />
Kicking talent runs in Brenner's<lb />
family, as his younger sister was re-<lb />
cently featured in Sports Illustrated's<lb />
Faces in the Crowd after booting a<lb />
47-yarder last season for High Point<lb />
Central High School. Her now-famous<lb />
older brother's longest high school<lb />
field goal was just 42 yards.<lb />
Smith and Brenner both share<lb />
the dream of making it big in profes-<lb />
