The state budget cimnch is hitting North<lb/>
Carolina's oduc.uion.il system in a big<lb/>
way.Dwindling funds haveonceagain forced<lb/>
university officials to trim expenses. This time<lb/>
Jovner and the Music 1 .ibranes were the target.<lb/>
Effective todav,librarv hours havebeen<lb/>
cut from 100 to85 per week. And as if the 13-hour<lb/>
reduction were not enough, students, faculty<lb/>
and staff will no longer enpv extended librarv<lb/>
hours at the end of the fall and spring semes-<lb/>
ters. That's an unacceptable limitation.<lb/>
A well-stocked and up-to-date librarv is<lb/>
one of the most useful tools any school has at its<lb/>
disposal. The value of a library as a research<lb/>
and study facility is even greater at the colle-<lb/>
giate level. Any reduction d user hours throws<lb/>
a troublesome monkey wrench into the aca-<lb/>
demic machine.<lb/>
Perhaps the most affected will be com<lb/>
muters and night students. They are a! a dis-<lb/>
advantage already because of the limited time<lb/>
they are on campus. Commuters come from<lb/>
several counties surrounding ECU, and the<lb/>
librarv musl be open nights and weekends to<lb/>
serve them The majority oi night students<lb/>
hold jobs during the day, so they too rely on<lb/>
the library's late-night and weekend hours<lb/>
Most night dasses end at 930 p m . the re-<lb/>
maining one-and-one-half hours before the<lb/>
librarv closes is hardly sufficient tostudy or<lb/>
conduct research.<lb/>
Funding should have been cut from<lb/>
other areas instead. For example, the campus<lb/>
beautmcation project could have been put on<lb/>
hold, as could painting the interior and exte-<lb/>
rior ot buildings and universitv-owned ve-<lb/>
hicles<lb/>
We students did not come to ECU be-<lb/>
cause the campus was attractive, but because<lb/>
we wanted to learn. The libraries were the<lb/>
wrong place to cut funds, and university of-<lb/>
ficials should reconsider the change.<lb/>
Tight budget or no, students need to ha ve<lb/>
maximum possible access to their libraries.<lb/>

that is how it must be<lb/>
According to the law of Pub-<lb/>
lic Communication, "First<lb/>
Amendment freedoms include the<lb/>
right to form one's own beliefs and<lb/>
the right to express them<lb/>
Expressing one's belief. even<lb/>
an unfavorable belief, should be<lb/>
allowed Professor Thomas 1<lb/>
Emerson once said, suppression<lb/>
of information, discussion or the<lb/>
clash of opinion prevents one from<lb/>
reaching the most rational judge-<lb/>
ment blocks the generations of new<lb/>

But, rational judgement, on<lb/>
both sides, gets thrashed when you<lb/>

performance that is produced.<lb/>
One of the main classes in this<lb/>
aspect is Stage Scenery, or Theater<lb/>

design the student learns the bask<lb/>
tools and skill techniques used to<lb/>

of the theater is not well-known, but<lb/>
is an integral part of the theater<lb/>
Without it, none ol the mainstages<lb/>
would be able to be put on here at<lb/>
ECU. Interested students have a<lb/>
wide vanety of choices after gradu-<lb/>
ation and are sure to succeed in their<lb/>

sium supervisors, lifeguards and<lb/>
other personnel as well as the<lb/>
operation of the facilities is a time<lb/>
consuming and costly situation.<lb/>

Sullivan is a sophomore and<lb/>

It's good that he did, because<lb/>
his seven vears of experience and<lb/>
dedication have been invaluable to<lb/>
the cmss country team.<lb/>
"Rick has improved tremen-<lb/>
dously over last season and he has<lb/>
gotten a lot stronger Justice said.<lb/>
Chann credits this to bmtal off<lb/>
season training, running IS to 20<lb/>
milesaday. Chann and Sullivan got<lb/>
together over the summer and<lb/>
trained together in order to get in<lb/>
