East Remembered<lb />
Service Held In Greenville<lb />

Senator John East was<lb />
remembered yesterday during a<lb />
simple memorial service a; Jams<lb />
Memorial Church. Senator East's<lb />
body will be cremated.<lb />
Friends, relatives, and sup-<lb />
porters gathered to pay tribute to<lb />
a man, President Reagan said in a<lb />
written statement, who "loved<lb />
rua country mnd wa�� motivated ky<lb />
a deep sense of duty to his fellow<lb />
man<lb />
East committed suicide late<lb />
Saturday night and his body was<lb />
found by an aid early Sunday<lb />
morning who had come io deliver<lb />
East's mail.<lb />
Senator East had made plans<lb />
to return to ECU and teach in the<lb />
Political Science department.<lb />
Chancellor Howell said on Mon-<lb />
day that East had signed a<lb />
preliminary contract and that the<lb />
matter would be brought before<lb />
the ECU Board of Trustees in a<lb />
few weeks.<lb />
Chairman of the Political<lb />
Science Department, Maurice<lb />
Simon, said East was expected to<lb />
teach several courses on contem-<lb />
porary American politics and<lb />
political philosophy.<lb />
"Senator East appeared to be<lb />
very enthusiastic about returning<lb />
to the department said Simon.<lb />
"He commented that he felt he<lb />
had many interesting insights to<lb />
offer to the students, and he was<lb />
looking forward to working with<lb />
member of the department in<lb />
developing our program. He said<lb />
he didn't expect any special staff<lb />
support or special privileges<lb />
Simon added he and East had<lb />
discussed how East's return<lb />
would "represent a wonderful<lb />
opportunity for our students to<lb />
have close contact with a former<lb />
U.S. Senator who was also a very<lb />
well trained political scientist<lb />
Monday, Governor Martin<lb />
decreed that all flags will fly at<lb />
half-staff indefinitely in honor of<lb />
Senator East.<lb />
In a written statement, Martin<lb />
said, "East's death was a tragic<lb />
loss for North Carolina and the<lb />
people he represented so valiantly<lb />
and so well. Our hearts go out to<lb />
Mrs. East and their family as we<lb />
uphold them in our prayers<lb />
Reagan, in his statement, said<lb />
East was "never flamboyant or<lb />
interested in personal acclaim.<lb />
He was a quiet and effective<lb />
legislator who never wavered in<lb />
his belief in principle and in his<lb />
determination to keep our coun-<lb />
try strong<lb />

They're heeere<lb />
Once again the campus of ECU<lb />
is being inundated with prospec-<lb />
tive students. Those "lost souls"<lb />
you have seen on campus with<lb />
their campus maps and college<lb />
catalogues in hand, are here to<lb />
learn as much about our Univer-<lb />
sity as they can during the seven<lb />
two and a half day orientation<lb />
sessions being held this summer.<lb />
The people responsible for<lb />
making these "crash courses"<lb />
flow as smoothly and as suc-<lb />
cessfully as possible are known as<lb />
Orientation Assistants.<lb />
There are 16 OAs who are co-<lb />
ordinated and directed by Orien-<lb />
tation Assistant Directors, Don<lb />
Joyner and David Susina.<lb />
Joyner and Susina have both<lb />
worked as Resident Directors of<lb />
Garret! Dorm and Scott Hall<lb />
respectively. Joyner is currently-<lb />
working in his third summer as<lb />
an OA director, with Susina<lb />
tackling the position for the first<lb />
time.<lb />
The two OA directors are<lb />
directly responisble to Ron Speier<lb />
Associate Dean and Director<lb />
of Student Services.<lb />
The 16 OA's are all students<lb />
here at ECU. They earned their<lb />
positions after going through a<lb />
selective application and inter-<lb />
view process, which narrowed a<lb />
total of over 100 applicants down<lb />
to the "cream of the crop<lb />
Laurie Beck, one of the 16<lb />
OAs working this summer said,<lb />
"the group chosen to be OAs this<lb />
summer is a really neat group of<lb />
people. We all have a variety of<lb />
backgrounds and interest which I<lb />
feel represent a good cross sec-<lb />
tion of ECU<lb />
Although the 16 OAs have dif-<lb />
ferent backgrounds and ex-<lb />
perience, Joyner noted, "they are<lb />
all a particular type of person.<lb />
OAs have a common quality in<lb />
that these people love ECU and<lb />
project a very positive image of<lb />
their University. These people all<lb />
possess leadership qualities and<lb />
are very intellectually capable as<lb />
well<lb />
As an aid to the OAs they were<lb />
required to attend several train-<lb />
ing sessions. The bulk of those<lb />
sessions were spent familiarizing<lb />
(or re-familiarizing) the OAs with<lb />
certain General College re-<lb />
quirements that the incoming<lb />
freshman will need to understand<lb />
thoroughly.<lb />
Another session dealt with<lb />
"confrontation styles" which<lb />
was designed to help the OAs<lb />
deal with the kids at orientation<lb />
in the most effective manner.<lb />
The job of OA is a multi-<lb />
faceted one � for which the<lb />
students who earn the position<lb />
, are handsomely rewarded. A<lb />
' salary of $800, plus housing and<lb />
meals during the seven sessions is<lb />
the booty for their hard work.<lb />
Orientation Advisors act as resi-<lb />
dent advisors (RAs), scheduling<lb />
advisors, proctors for the various<lb />
tests given during orientation,<lb />
along with a host of other respon-<lb />
sibilities.<lb />
Beck said, "the time that goes<lb />
into this job is phenomenal, it's a<lb />
24 hour a day responsibilityit's<lb />
hard work, but it's fun<lb />
The image projected by OAs<lb />
cannot be underrated � it is pro-<lb />
bably the biggest part of their<lb />
job. Frances Ridley who is als<lb />
an OA said, "these kids come it<lb />
here scared to death � it's our<lb />
job as OAs to bring them out tha<lb />
First day and make them feei<lb />
comfortable right away, because<lb />
they're here for such a short<lb />
peod of time<lb />
Joyner, Susina, and Beck all<lb />
agreed, with Beck adding,<lb />
"there's an intensity about orien-<lb />
tation � the people are getting so<lb />
much information thrown at<lb />
them so fast we have to do the<lb />
best we can every time.<lb />
Sometimes we just do silly stuft<lb />
to keep everyone psyched up<lb />
On that note Joyner added.<lb />
"the job is cyclical � you're<lb />
repeating the same things over<lb />
and over during seven different<lb />
sessions it's easy to get bored. It's<lb />
very important that the OAs pace<lb />
themselves and show the same en-<lb />
thusiasm to each group that<lb />
comes in. The OA's have seen<lb />
some 1,700 students come in so<lb />
far, and expect to see maybe<lb />
1,000 more and the last person's<lb />
impression of ECU has to be just<lb />
as favorable as the first's<lb />
The actual results of the hard<lb />
work and dedicated enthusiasm<lb />
of this summer's OAs will be evi-<lb />
dent in the fall. Joyner said, "the<lb />
subsequent success or failure of<lb />
these incoming freshman is<lb />
dependent upon these 16 OAs.<lb />
To me this is a rare opportunity<lb />
to affect the lives of 2,700 orien-<lb />
tation kids through 16 people<lb />
who are the personification of<lb />
ECU<lb />
Student Services Continue To Improve<lb />

Recent ECU graduates reveal-<lb />
ed in surveys that they are more<lb />
satisFied with different aspects of<lb />
college life than were earlier<lb />
graduates.<lb />
The surveys were conducted by<lb />
the office of the Vice Chancellor<lb />
for Student Life. The par-<lb />
ticipants of the survey were ECU<lb />
Additional Parking Available<lb />
Cable Service Proposed<lb />

Using the already reduced<lb />
parking places on college hill as<lb />
an example, a local Greenville<lb />
firm is now examining the main<lb />
campus to Find other ways to in-<lb />
crease available parking areas.<lb />
According to Elmer Meyer,<lb />
vice-chancellor of Student Life,<lb />
campus parking spaces are being<lb />
reduced to accomodate compact<lb />
cars. The reduction will create<lb />
more spaces.<lb />
Meyer said the TrafFic and<lb />
Parking Committee has other<lb />
suggestions to present to<lb />
Chancellor Howell.<lb />
Included in the suggestions is<lb />
the idea to close off Eighth<lb />
Street.<lb />
"If we can get the city's per-<lb />
mission to close off the street, we<lb />
can use it for additional<lb />
parking said Meyer.<lb />
Former plans to pave the in-<lb />
tramural Field at the bottom of<lb />
the hill are still on hold said<lb />
Meyer.<lb />
The administration has also<lb />
been looking into the possibility<lb />
of installing cable service in the<lb />
dorms.<lb />
Dan Wooten, director of<lb />
Housing Operations, said the<lb />
proposal will be considered by<lb />
the Resident Life Association in<lb />
the fall.<lb />
Wooten added if the proposal<lb />
is passed the installation would<lb />
propably be completed by fall of<lb />
1987.<lb />
"Technically, it depends how<lb />
long it will take to install the<lb />
cable into the buildings said<lb />
Meyer.<lb />
The installation of cable, said<lb />
Meyer, would be paid by the<lb />
university, but the monthly fees<lb />
would be taken care of through<lb />
dorm fees.<lb />
"Basically we are looking at<lb />
about a $30 yearly increase in<lb />
dorm fees Meyer said. "It<lb />
would work about the same as<lb />
telephone services<lb />
Wooten said the package<lb />
would include the basic channels<lb />
and possibly a movie channel and<lb />
music channel.<lb />
Meyer said he hoped that a<lb />
learning channel, something<lb />
from the campus, could also be<lb />
available through the cable<lb />
package,<lb />
students in 1979 and 1984.<lb />
Students were asked to rate<lb />
food service, student health ser-<lb />
vices, library services. Financial<lb />
aid, and residence halls.<lb />
According to Elmer Meyer,<lb />
vice-chancellor of Student Life,<lb />
food service received low ratings<lb />
in the 1979 survey.<lb />
The cafeteria has since<lb />
undergone renovations. The<lb />
renovations improved the<lb />
cafeteria's looks and business.<lb />
Almost 1,800 more meal plans<lb />
were sold after the renovations<lb />
were completed.<lb />
Meyer expects even more<lb />
changes to come in the area of<lb />
food services "with Mendenhall<lb />
expanding and Canteen coming<lb />
in, we expect to see even more<lb />
students utilizing the meal plans<lb />
and campus food services<lb />
Meyer added ECU is one of the<lb />
few North Carolina schools that<lb />
does not require freshmen to pur-<lb />
chase a meal plan. "We don't<lb />
have enough space for everyone<lb />
to require the purchase of a meal<lb />
plan. Besides, we want the stu-<lb />
dent food service to offer good<lb />
atmosphere, service, and food �<lb />
not crowdiness<lb />
In the 1984 survey, student<lb />
satisfaction in the Student Health<lb />
Services was low. According to<lb />
Meyer, many changes to upgrade<lb />
the Student Health Services did<lb />
not occur until 1985,resulting in<lb />
dissatisfaction among 198-1<lb />
graduates.<lb />
"The cold clinic was one of the<lb />
greatest improvements in the Stu-<lb />
dent Health Services made. Just<lb />
this year, the Student Health Ser-<lb />
vices purchased an X-ray<lb />
machine which is a further conve-<lb />
nience to students said Meyer.<lb />
Meyer explained that in 1986,<lb />
the Student Health Services in-<lb />
creased its employees to a full<lb />
staff.<lb />
"Residence Hall life is con-<lb />
stantly improving. Air condition<lb />
ing is being added v some of the<lb />
dorms said Meyer. "The<lb />
lounges are getting new furniture<lb />
as well as being air conditioned<lb />
In 1985, 96.3 percent of dorm<lb />
space was occupied. Meyer added<lb />
more space for men is usually<lb />
needed during the First part of the<lb />
Fall semester when the rooms are<lb />
Filled to capacity.<lb />
Graduates of 1984 were pleas-<lb />
ed with the Freshman Orientation<lb />
Program. "With the new on-line<lb />
registration, the satisfaction is<lb />
high said Meyer.<lb />

The Fourth of July, as every<lb />
schoolchild knows, is the dav the<lb />
United States declared' in-<lb />
dependence from Great Britian.<lb />
What every schoolchild does<lb />
not know, though, is the Second<lb />
Contenental Congress actually<lb />
voted for independence on Julv<lb />
2.<lb />
What's more. Congress<lb />
adopted a resolution offered by<lb />
Richard Henry Lee, as delegate<lb />
from Virginia.<lb />
But now one asks, what about<lb />
July Fourth? Surprisingly, what<lb />
you learned in high school is cor-<lb />
rect. Congress adopted the<lb />
Declaration of Independence on<lb />
July Fourth.<lb />
Although Congress had<lb />
already declared its independence<lb />
from England, Congress had not<lb />
yet given its reasons.<lb />
It was Thomas Jefferson who<lb />
so eloquently set down the<lb />
justifications for severing ties<lb />
with England, and it was this<lb />
document, the Declaration of In-<lb />
dependence that Congress<lb />
adopted on July Fourth.<lb />
In the Declaration Congress<lb />
justifies its break with England in<lb />
two catagories: first in broad<lb />
theoretical terms and second<lb />
specific injustices the King of<lb />
England perpetrated against the<lb />
colonies.<lb />
It is the first part of the<lb />
Declaration, though, that has<lb />
had such a great impact, even to-<lb />
day.<lb />
Congress, through Jefferson,<lb />
embraced John Locke's contract<lb />
theory of government and gave it<lb />
life. Congress also said that all<lb />
men are created equal.<lb />
This was definitely a radical<lb />
concept but nothing new. The<lb />
philosophies of the Enlighten-<lb />
ment had developed this idea<lb />
earlier on the continent.<lb />
It's appropriate that we<lb />
celebrate July 4 instead of July 2,<lb />
because it was the Declaration,<lb />
passed on July 4, that gave mean-<lb />
ing and purpose to the Revolu-<lb />
tion. The Declaration put down<lb />
in words, for the whole world to<lb />
see, the principles that have made<lb />
this country a great nation.<lb />

Supreme Court ruling that North<lb />
Carolina's redistricting plan<lb />
violated black voters' rights a<lb />
major victory.<lb />
"We are extremely pleased<lb />
with the decision said Julius<lb />
Chambers, director of the Legal<lb />
Defense and Education Fund for<lb />
NAACP which defended the rul-<lb />
ing.<lb />
"Minorities in North Carolina<lb />
will have a better opportunity to<lb />
elect a candidate or to have a ma-<lb />
jor impact on the electoral<lb />
result Chambers said. "Now<lb />
they have to take advantage of<lb />
the opportunity that has been ex-<lb />
tended<lb />
State Attorney General Lacy<lb />
Thornburg, who had opposed the<lb />
districting change before the high<lb />
court, said he was "grateful"<lb />
that the justices clarified the case<lb />
and state policy on such voting<lb />
rights issues, the "primary pur-<lb />
pose" of the appeal.<lb />
"We will now be in a far better<lb />
position to give more precise<lb />
guidance to officials at both the<lb />
state and local level when ques-<lb />
tions arise Thornburg said<lb />
Tuesday.<lb />
In the first test of the amendec<lb />
Voting Rights Act, the Court<lb />
unanimously ruled Monday that<lb />
the drawing of five North<lb />
Carolina legislative districts ir<lb />
1982 diluted the votes of black<lb />
citizens.<lb />
"It shows that where blacks<lb />
constitute a significant minority<lb />
and they are deprived of an op-<lb />
portunity to have a person of<lb />
their choice represent them, the<lb />
district will have to be redrawn<lb />
said Rep. Mickey Michaux<lb />
D-Durham, who has advocatec<lb />
reforms of state election laws ir<lb />
the North Carolina House.<lb />
A three judge District Court<lb />
ruling in January 1984 said tha<lb />
North Carolina lawmakers<lb />
wrongly used six multi-member<lb />
districts to create white majorities<lb />
when it would have been possible<lb />
to form several black single-<lb />
member districts instead.<lb />
In the case of one single<lb />
member Senate seat, the panel<lb />
said, lawmakers split a concen-<lb />
tration of black voters down the<lb />
middle to create a mostly white<lb />
district.<lb />

The Fourth of July signifies<lb />
different things to different peo-<lb />
ple. For many, it's a time for<lb />
fireworks and picnics. For<lb />
others, it's school as usual.<lb />
Regardless of what your plans<lb />
are, there are several principles<lb />
that are important on July 4th<lb />
and the rest of the summer too!<lb />
Fireworks are illegal in North<lb />
Carolina. In addition, they can<lb />
be extremely dangerous and can<lb />
lead to the loss of fingers, hands,<lb />
arms, and <lb />

Picnics are a fun and inexpen-<lb />
sive way to enjoy the 4th as long<lb />
as foods served do not harbor or<lb />
promote the growth of bacteria.<lb />
Contrary to popular belief, store<lb />
bought mayonnaise does not pro-<lb />
mote food poisoning. In fact,<lb />
mayonnaise may actually retard<lb />
the growth of bacteria because of<lb />
the vinegar it contains.<lb />
Salmonella organisms cause food<lb />
poisoning and gastroenteritis.<lb />
The best way to avoid Salmonella<lb />
infections is to make sure cold<lb />
foods, such as fried chicken and<lb />
deviled eggs, are kept cold and<lb />
hot foods, like baked beans, are<lb />
kept hot until it is time to eat.<lb />
Meats and eggs should be<lb />
thoroughly cooked. Drinking (or<lb />
eating) raw eggs like Rocky does<lb />
in the movies is thought to be a<lb />
prime method of getting a<lb />
Salmonella infection, so be sure<lb />
to cook your eggs first!<lb />
Symptoms of food poisoning<lb />
include diarrhea within 8-48<lb />
hours after ingesting the<lb />
organism, fever, nausea,<lb />
vomiting, and hadaches. If you<lb />
should develop these symptoms,<lb />
you should try to drink as many<lb />
liquids as possible to prevent<lb />
dehydration and eat only foods<lb />
that are bland.<lb />
The symptoms may indicate<lb />
other illness as well, if they do<lb />
not clear up within 24-48 hours,<lb />
you should consult your health<lb />
care provider for treatment.<lb />

who served as a Boy Scout leader<lb />
and summer camp chaplain, has<lb />
pleaded guilty to taking indecent<lb />
liberties with a minor and runn-<lb />
ing a computer pornography net-<lb />
work .<lb />
Arthur James Manchester, 33,<lb />
was sentenced to five years of<lb />
supervised probation and fined<lb />
SI ,000 after pleading guilty Mon-<lb />
day to four of 13 obscenity and<lb />
sex offense-charges. Nine charges<lb />
were dismissed as part of a plea<lb />
bargain agreement.<lb />
Wake County Superior Court<lb />
Judge Robert Farmei also<lb />
ordered Manchester to get<lb />
psychiatric treatment, perform<lb />
100 hours of community service<lb />
and stay away from boys under<lb />
age 18 unless accompanied by his<lb />

Farmer told Manchester, a self<lb />
employed computer consultant,<lb />
he must forfeit all the computer<lb />

ECU Mourns Loss Of Sen. East<lb />
Even though our country is based vative views that may have affected<lb />
on different political views, we all<lb />
share one thing in common � the<lb />
grief that follows when someone<lb />
dies.<lb />
John East's sudden death was<lb />
not only a shock to those close to<lb />
him, but to those he served during<lb />
his capacity as a politician and<lb />
scholar.<lb />
the students at ECU. But he once<lb />
said, however, that he wouldn't<lb />
have done anything to harm the<lb />
majority, so it must have been<lb />
right.<lb />
The power of East's ideals were<lb />
substantiated by his belief in Jesus<lb />
Christ, his Saviour, who often gave<lb />
East the courage to execute his ac-<lb />
North Carolina's junior senator tions that often brought criticism<lb />
kept his ideals straight. He was ar- from his opponents.<lb />
ticulate, enthusiastic and fair.<lb />
ECU will suffer from the former<lb />
professor's death as well. East was<lb />
to join the Department of Political<lb />
Science in January and share his<lb />
wisdom of the democratic process<lb />
with students first hand.<lb />
For the near-20 years East was at<lb />
ECU, he commanded � and got �<lb />
respect from his students. He was a<lb />
perfect role-model to all ECU<lb />
faculty and alumni.<lb />
As a teacher, he remained<lb />
dignified and knowledgeable<lb />
throughout his teaching career. His<lb />
wit and eagerness to make others<lb />
learn truly made education wor-<lb />
thwhile. Former students say he<lb />
could be counted on to be in class<lb />
every day with a prepared lecture.<lb />
He would argue his views with<lb />
student, but never with malice.<lb />
Once again, he was teaching the<lb />
values of our government and the<lb />
power of words.<lb />
As a politician. East held conser-<lb />
We will remember East for the<lb />
man he was � a strong individual<lb />
who overcame polio as a young<lb />
man and a respected political genuis<lb />
who knew when to say the right<lb />
thing at the right time.<lb />
He was a very tolerant man who<lb />
enjoyed the input of people with<lb />
other opinions, and who stood firm<lb />
with his own.<lb />
ECU, the state and the nation<lb />
have lost a brilliant man who stood<lb />
for freedom and for keeping the<lb />
treasure of America from slipping<lb />
away. He did more in his short life<lb />
than most would never be able to<lb />
accomplish.<lb />
The University will always<lb />
acknowledge the contributions<lb />
made by East to the academic<lb />
reputation of this campus.<lb />
Our hearts go out to East's fami-<lb />
ly, and to the students who will<lb />
never be able to benefit from his<lb />
keen knowledge of our govern-<lb />

Graduation Day Gets No Respect<lb />

(EDITOR'S SOTE: Even though<lb />
graduation took place almost two mon-<lb />
ths ago, we feel this editorial still has<lb />
much to say, if not to those who have<lb />
already graduated, than to those who<lb />
eventually will.)<lb />
Approximately two thousand<lb />
students draped in black gowns and<lb />
wearing black caps had lined up for the<lb />
great event. Proud parents filled the<lb />
stands hoping to spot their son or<lb />
daughter marching to the "Pomp and<lb />
Circumstance The air was filled with<lb />
screams of joy, laughter, bubbling con-<lb />
versations, and the sounds of people<lb />
sobbing.<lb />
When the music started and the<lb />
students began to march, 1 was realU<lb />
surprised, as I watched from the stands,<lb />
to see bottles of champagne being ear-<lb />
ned, faded blue jeans with holes at the<lb />
knees, and sneakers worn tc an event<lb />
that is supposed to symbolize honor<lb />
and dignity.<lb />
At commencement ceremonies, par-<lb />
ticipants are supposed to carrv<lb />
themselves in an orderly and dignified<lb />
manner. But, for the commencement<lb />
ceremony that was held May 10 at<lb />
ECU, order and dignity were given a<lb />
good, hard kick in the posterior.<lb />
As the students marched to the field,<lb />
some were screaming, dancing, drink-<lb />
ing champagne and just behaving in a<lb />
ery unbecoming manner. Once they<lb />
arrived at their seats, I thought they<lb />
were going to calm down, but that was<lb />
when the extreme wildness was unleash-<lb />
ed. It was truly a sight to see. People<lb />
were climbing over chairs, chugging<lb />
down champagne, taking pictures, and<lb />
even square dancing!<lb />
No respect was given to the members<lb />
of the platform. Although microphones<lb />
were provided, it was still a task to hear<lb />
a complete sentence, not to mention the<lb />

whole consent of what was being said<lb />
by the speakers.<lb />
When the invocation was being<lb />
given, the only words 1 heard were.<lb />
"Let us pra " Whatever po<lb />

said in their remarks was a mystery to<lb />
me. At one point, some graduates ac<lb />
tuallv tried to get the famous "Wave"<lb />
going. As tor the speaker. I was<lb />
tranced b the activities ol<lb />
graduates, that I neither heard nor ;<lb />
any attention to what he said.<lb />
When the circus was finally over. I<lb />
overheard one person who had<lb />
graduated sav, "I have never been so<lb />
disgusted in my entire life Another<lb />
graduate said, "1 tell like 1 was in the<lb />
middle of a war one � corks living.<lb />
caps thrown, people jumping up and<lb />
down � it was terrible and a waste ol<lb />
time From these comments, it is oh<lb />
vious that everyone was not a partici<lb />
pant in the untimely celebrations.<lb />
On the contrary, some of the par<lb />
ticipants felt that it was the lack of<lb />
organization that caused the "let's par-<lb />
ty" attitude. One graduate detensivelv<lb />
commented that "The organizers<lb />
put the loud speakers behind us facing<lb />
the stands, making it impossible for us<lb />

about the article which appeared in the<lb />
June 26 issue, written by Rick McCormac<lb />
and Scott Cooper. It is a change to be<lb />
reading about a loss of a human being,<lb />
rather than a gain of another drug statistic.<lb />

Under international law, there are two grounds for the<lb />
United States to end the treaty it engaged in in 1972 in<lb />
Moscow, forswearing anti-ballistic missiles.<lb />
The easiest way to do it is to consider the treaty as null and<lb />
void on the grounds that one of the contracting parties is in<lb />
violation of it, and that therefore the other party is relieved of<lb />
any further obligations.<lb />
On The Right<lb />

To do this is as easy as opening the lips and pronouncing<lb />
the word "Krasnoyarsk Because there the Soviet Union has<lb />
built a phased-array radar facility 470 miles from its nearest<lb />
border but oriented toward a border 2,500 miles away, in<lb />
clear violation of the treaty. No responsible official this side<lb />
of the Iron Curtain would deny that Krasnoyarsk is such a<lb />
violation.<lb />
The second way to go is almost as easy. It would require<lb />
merely a stroke of Mr. Reagan's pen, advising the Soviet<lb />
Union that the treaty-specified six-month countdown has<lb />
begun, and that therefore in December the ABM treaty will<lb />
cease to bind the United States in any way.<lb />
Now not only was this an option read into the treaty at the<lb />
time it was signed, our representative at the ceremony. Am-<lb />
bassador Gerald Smith, said that the United States was going<lb />
along with the anti-balistic missile ban in pursuit of general<lb />
disarmament.<lb />
"If an agreement providing for more complete strategic of-<lb />
fensive arms limitation were not achieved in five years said<lb />
Ambassador Smith, at the direction of the administration,<lb />
"U.S. supreme interests could be jeopardized. Should that<lb />
occur, it would constitute a basis for withdrawal from the<lb />
ABM treaty<lb />
Well, exactly that did occur. In the interval after SALT I,<lb />
the Soviet Union added 8,000 warheads, while we subtracted<lb />
about the same number. The projected mutual assured<lb />
vulnerability was in shatters: The Soviet Union has been busi-<lb />
ly engaged in defensive activity looking toward impregnabili-<lb />
ty, while we have grown lilies in our old air raid shelters.<lb />
We should have spotted the weakness of the ABM treaty in<lb />
1977 when the treaty's contractual five years were up; but that<lb />
was a year of Jimmy Carter, and we dreamed our way-<lb />
through the balance of the decade.<lb />
What came then was the declaration of Mr Re<lb />
March oi 1983 � that we would develop a Strategic Del<lb />
Initiative, looking to the dav wheti we could so effe<lb />
protect ourselves from Soviet missiles as. in effect, to mat<lb />
progressively suicidal tor the Soviet Union to contempla<lb />
first strike.<lb />
Well, could we proceed with the space shield, givet<lb />
restrictions of the ABM treaty?<lb />
On this matter there has been considerable debate. 1<lb />
are two ways to read the treatv: One is the so-called restrict<lb />
way, the other the permissive wav<lb />
There are great ironies here, because when we were<lb />
bargaining with the Soviets in 192 we tried very hard ' g<lb />
them to agree to absolute restrictions on anti-ballistic missile<lb />
activity. But the Soviet Union declined to adopt SU<lb />
language.<lb />
What emerged from it was something called Agreed S<lb />
ment D. Depending on how you read it, and the two clauses<lb />
explicates, the United States is not permitted to employ fresl<lb />
technology to pursue and test SD1 (the restricted vers<lb />
it is permitted (the permissive version).<lb />
The irony lies in the Soviets' insistence that the restricted<lb />
version is the correct version, given its historical resistance to<lb />
the binding version U.S. negotiators sought.<lb />
The legal adviser to the U.S. Department oi State.<lb />
Abraham Sofaer, is a scholar of some renown (he was the<lb />
judge who presided over the libel suit brought by Ariel<lb />
Sharon against Time magazine). He testified before the Sub-<lb />
committee on Arms Control, International Security and<lb />
Science of the House Committee on Foreign Affairs on Oct.<lb />
22, 1985, and quite simply demolished the restrictive inter<lb />
pretation of the treaty.<lb />
However, President Reagan had announced that he would<lb />
proceed under the restrictive version, presumably just to be a<lb />
good sport. How much did that decision damage the SD1 pro-<lb />
gram?<lb />
Well, an expert concedes, it is true that if there had been no<lb />
ABM treaty, the structure of the research program would5<lb />
have been different. He concedes that there have been a fews<lb />
"workarounds which is to say, some zigzagging with the55<lb />
view to abiding scrupulously by the treaty, as interpreteds<lb />
restrictively. 5<lb />
The question just when might research be practically im-�<lb />
peded by the treaty, particularly if read restrictively, is a sub-J<lb />
ject the Defense Department doesn't want to talk about.�5<lb />
Because, you see, the question is a political one, and very,5<lb />

cess in the minds of hundreds oi<lb />
reggae enthusiasts who thronged near Swansboro, a facility best<lb />

Despite the empty seats, when<lb />
the music started the mood lifted.<lb />
Ichelle Cole and Striker's Posse<lb />
were exuberant from the moment<lb />
they checked their sound,<lb />
epitomizing the meaning of their<lb />
name � "that we are coming<lb />
with full force, striking with the<lb />
message of truths and rights<lb />
according to Cole.<lb />
Cole and three other women<lb />
fronted the stage, Cole singing<lb />
most of the leads and playing a<lb />
strap-on synthesizer. The three<lb />
back-up singers danced ex-<lb />
pressively, hands and bodies<lb />
swaying in loose unison, looking<lb />
in their red, yellow and green<lb />
plumage like bright birds. Thev<lb />
communicated in hand<lb />
movements a message verbal)ed<lb />

and we are here to fulfill a task,<lb />
to teach the children of Rastafan,<lb />
and to unify all breihrens and<lb />

People began to dance on a<lb />
strip of sand in front of the stage,<lb />
and the chorus repeated, "Reg-<lb />
gae music, for people all over<lb />
world<lb />
After Striker's Posse cleared<lb />
the stage, three rhythmatists<lb />
the African American Dance<lb />
Ensemble struck up a percussive<lb />
field for their leader to dance<lb />
over and around in an<lb />
hilarating display of controlled<lb />
energy. The climax of their per-<lb />
formance came when audie<lb />
participation was invoked. I<lb />
in chanting "Peace, 1<lb />
Respect, for Everybody and<lb />
then, when individuals were<lb />
helped up to the stage<lb />
follow: he-leader mass<lb />
mance.<lb />
Nearly enougl<lb />
ed in this simple chant<lb />
.ompanying hand movements to<lb />
conjure a feeling of solidarity.<lb />
but it is a sad reminder of our<lb />
tragmented society that it didn't<lb />
quite come off. People seemed<lb />
slightly embarassed to participate<lb />
in what one observer called<lb />
"nostalgic idealism<lb />
1; some of the crowd simply<lb />
were not loose yet, the next act<lb />

The Pacemaker is the higl<lb />
award given by the Associated<lb />
Collegiate Press (ALP), and it is<lb />

Tim Thornburg, editor of the<lb />
'86 Rebel and associate editor of<lb />
the '85 Rebel (which won the<lb />
award), agreed. "The Rebel staff<lb />
is very honored to receive this<lb />
award once again. This tells<lb />
others what we have known all<lb />
along � that ECU has one of the<lb />
finest literary and art magazines<lb />
in the nation<lb />
This year, there were more en-<lb />
tries to the ACP than eve, with<lb />

Speaking o the Rebel, a judge<lb />
from the ACP said, "The<lb />
magazine is characterized by-<lb />
boldness, drama and an effective<lb />
use of color with the gallery of art<lb />
offering exceptionally pro-<lb />
vocative work<lb />
Indeed, quality work is<lb />
something that has come to be ex-<lb />
pected in the Rebel. Since its start<lb />
in 195 the magazine has been a<lb />
successful publication .trough 28<lb />
volumes, with awards being the<lb />
rule rather than the exceptions.<lb />
Since 1961, the Rebel has receiv-<lb />
ed All-American status every year<lb />
except 1965 and 1983, and these<lb />
two years the magazine received<lb />
First Place awards.<lb />
Results for the '86 Rebel are<lb />
not in, but its reception has been<lb />
excellent so far. The results will<lb />
be released1 during the Spring '87<lb />
semester.<lb />
The next volume will be releas-<lb />
ed in March 1987, and the Rebel<lb />
will be accepting entries during<lb />
the Fall '86 semester. As<lb />
students, we can be proud of this<lb />
publication, and should work<lb />
hard to continue creating quality<lb />
material to ensure its success. If<lb />
history is to repeat itself and<lb />
more awards to be won, student<lb />
involvement with the Rebel will<lb />
be a must.<lb />

Back to the morning news set<lb />
at CBS: Sawyer and Shriver were<lb />
doing one of those "what if"<lb />
pieces. What do you suppose the<lb />
Statue of Liberty's dress would<lb />
look like if it were designed to-<lb />
day? A designer was brought on<lb />
the set as were several models.<lb />
One model wore a tight red<lb />
dress and atop her blonde locks<lb />
was a $20,000 silver crown.<lb />
Another model had a Dolly Par-<lb />
ton hairdo and wore a low cut<lb />
red, white and blue outfit with<lb />
American flags for earrings. But<lb />
the third model took the prize.<lb />
She wore a crown with bananas<lb />
as spikes, and her slinky dress<lb />
was wrapped over one shoulder<lb />
and across her chest, leaving her<lb />

Weekend?" Nope. In fact, they<lb />
do with "Liberty<lb />
" The Today show was<lb />

like the other two net-<lb />
: hardly a word was ut-<lb />
tered about the Lady. What<lb />
"We've been doing five<lb />
ttes on Liberty at the end of<lb />
w for two weeks ex-<lb />
ed Today executive pro-<lb />
ducer Steve Friedman, "and we<lb />
have a special four-hour Liberty<lb />
show Friday. Quite frankly, we<lb />
thought that would do it. Today,<lb />
1 didn't see a whole lot happening<lb />
on the other shows<lb />

This summer has brought two<lb />
additions to the actioncomedy<lb />
genre. Both of them are long on<lb />
action and short on comedy.<lb />
The first, Legal Eagles, stars<lb />
Robert Redford, Debora Winger,<lb />
and Darryl Hannah, and is the<lb />
story of District Attorney Tom<lb />
Logan (Redford) and his<lb />
misadventures with a local lawyer<lb />
(Winger). Winger's client (Han-<lb />
nah) is accused of stealing a pain-<lb />
ting by her father, who was killed<lb />
when she was eight years old. She<lb />
claims that the painting was given<lb />
to her by her father before he<lb />
died. Redford and Winger must<lb />
decide whether she is telling the<lb />
truth, and their investigation<lb />
takes them on the adventure of<lb />
their lives.<lb />
Legal Eagles is advertised as a<lb />
comedy, but it works much better<lb />
when viewed as an ac-<lb />
tionromance. Although the<lb />
movie has some funny scenes,<lb />
these are seldom worth more than<lb />
a chuckle and could not sell the<lb />
movie on their own. What does<lb />
$ell the movie is an interesting<lb />
mystery and some good perfor-<lb />
mances by a cast of veterans.<lb />
Also appealing about Legal<lb />
Eagles is the romance between<lb />
Redford's character and<lb />
Winger's. These two could make<lb />
anything worth sitting through.<lb />
It is unfortunate that the same<lb />
cannot be said for Darryl Han-<lb />
nah. Hannah, who was so<lb />
outstanding in Splash, does little<lb />
in Legal Eagles beside attempt to<lb />
look voluptuous. Her attempts<lb />
are successful, but it gets a little<lb />
boring after two hours.<lb />
A nice extra in Legal Eagles is<lb />
the appearance of character actor<lb />
Brian Denehey (Cocoon,<lb />
Silverado) as a detective in-<lb />
vestigating Hannah's case.<lb />
Denehey usually shows up only in<lb />
supporting roles, but the movies<lb />
he appears in are always better<lb />
for it.<lb />
Another new movie that pro-<lb />
mises comedy but delivers action<lb />
is MGM's Running Scared, starr-<lb />
ing Gregory Hines and Billy<lb />
Crystal.<lb />
In Running Scared, Hines and<lb />
Crystal play two wise-guy<lb />
Chicago cops who are working<lb />
out their 30 days notice before<lb />
they move to Key West and open<lb />
a bar. Before they leave Chicago<lb />
they mean to nail Julio Gonzales,<lb />
who has killed a cop.<lb />
Although it is fun and in-<lb />
teresting to hear Hines and<lb />
Crystal exchange snappy patter<lb />
throughout Running Scared,<lb />
don't expect to split your sides<lb />
laughing � this one isn't that<lb />
funny. Although not so<lb />
humorous, the chemistry between<lb />
Gregory Hines and Billy Crystal<lb />
saves this movie, along with a few<lb />
striking action scenes, the best of<lb />
which is a car chase that ends up<lb />
on the el � or elevated train �<lb />
tracks. Because the camera angle<lb />
constantly puts the audience in<lb />
the cars doing these scenes, it<lb />
takes on the feel of a roller<lb />
coaster ride.<lb />
So don't let the advertisements<lb />
fool you. Don't expect to laugh<lb />
your brains out at either Legal<lb />
Eagles or Running Scared. It just<lb />
won't happen. However, if<lb />
you're looking for a little light-<lb />
hearted action, these might just<lb />
be the movies for you.<lb />

The A.A.E. exhibit courage<lb />
and knowledge in their music,<lb />
which is both political and in-<lb />
telligent in execution. Their com-<lb />
mand of synthesizer programm-<lb />
ing, their spacious arrangements<lb />
which leave plenty of room for<lb />
improvisation, and their impec-<lb />
cable sound (not an easy ac-<lb />
complishment for so<lb />
rhythmically-oriented a group)<lb />
attest to the value of seven years<lb />
playing music together.<lb />
By the time A.A.E. were<lb />
finished playing, time was runn-<lb />
ing short for the next group,<lb />
Greenville's own Amateurs. But<lb />
The Amateurs took the stage<lb />
more quickly than any of the<lb />
other acts and launched into an<lb />
excellent, but sadly short, set.<lb />
As clouds massed overhead,<lb />
Bill "Shep" Sheppard sang<lb />
"Rain, rain � don't let the rain<lb />
come down And it didn't, and<lb />
the people danced until they had<lb />
to quit.<lb />
Whther the Crystal Coast<lb />
Reggae Splash was a financial<lb />
success will not in the final<lb />
analysis be important. Everyone<lb />
had a day of sun, some new ex-<lb />
periences, and lots of fun.<lb />
Teen Fathers Learn To Cope<lb />
(UPI) � Kevin Morenzi was<lb />
excited about the prospect of<lb />
becoming a father when he was a<lb />
16-year-old 9th-grader with a<lb />
pregnant girlfriend.<lb />
Now, a high school dropout<lb />
with a 5-year-old son to help sup-<lb />
port and no job in sight, he is<lb />
pulling his life together with the<lb />
aid of a New York program for<lb />
unwed fathers.<lb />
"There were times when 1 felt I<lb />
didn't deserve my son because 1<lb />
wasn't good enough Morenzi<lb />
said. "But I never felt like aban-<lb />
doning him. I'm willing to work<lb />
in this program, to get a job, to<lb />
spend whatever it takes to get<lb />
visitation rights, to be a good<lb />
father<lb />
National attention has focused<lb />
on the plight of teenage unwed<lb />
mothers who now have a number<lb />
of federal and state funded pro-<lb />
grams available to help them get<lb />
jobs, finish school and care for<lb />
their children, social workers say.<lb />
But unwed fathers are only just<lb />
starting to emerge from the<lb />
background.<lb />
"They were always thought of<lb />
as 'being absent said social<lb />

basis and now permanent, has<lb />
enrolled 66 unwed fathers in<lb />
vocational education classes and<lb />
counseling sessions since it began<lb />
last year. The fathers range from<lb />
16 to 25 and several have custody<lb />
of their babies. Few have jobs.<lb />
Beau said the primary aim of<lb />
the program is to get unwed<lb />
fathers employed so they can sup-<lb />
port, or help support, their<lb />
children. But it also educates the<lb />
fathers on child care, helps them<lb />
establish visitation rights and<lb />
counsels them on birth control.<lb />
"We emphasize<lb />
responsibility Beau said. "This<lb />
is a voluntary program so every<lb />
father here wants to be responsi-<lb />
ble. They just need some<lb />
guidance, some training and a<lb />
break<lb />
Felix Esquilin, 21, hopes his<lb />
participation in the program will<lb />
help persuade family court that<lb />
he should have partial custody of<lb />
' his toddler, Brenda Lynn.<lb />
"1 don't get to see too much of<lb />
my daughter but she is a part of<lb />
me said Esquilin, whose baby<lb />
was born when he was a senior in<lb />
high school.<lb />
Another young man in the pro-<lb />
gram, who asked not to be iden-<lb />
tified, lives with his girlfriend and<lb />
7-month-old daughter and also<lb />
has custody of a 6-year-old son<lb />
from a previous relationship. He<lb />
joined the Young Fathers' Pro-<lb />
gram so he could get help finding<lb />
a job, he said.<lb />
"There are a lot of people who<lb />
have children at a young age and<lb />
think of them as being a burden,<lb />
but I don't he said. "I feel dif-<lb />
ferent when I go out drinking<lb />
with my friends because my kids<lb />
are always on my mind. I want to<lb />
be with them<lb />
Beau said the fathers' program<lb />
offers job counseling and voca-<lb />
tional training and can also help<lb />
fathers earn general equivalency<lb />
high school diplomas.<lb />
"A lot of the fathers in our<lb />
program dropped out of high<lb />
school to help support the baby<lb />
but had difficulty getting jobs<lb />
because they didn't have a<lb />
diploma she said.<lb />
The program also holds in-<lb />
dividual and group counseling<lb />
sessions where fathers can voice<lb />
some of their fears and frustra-<lb />
tions.<lb />
' We've seen a real change in<lb />
attitude in many of the fathers<lb />
Beau said. "They really begin<lb />
thinking about what kind of<lb />
parent they want to be. Many<lb />
come from broken homes and<lb />
they say they want to be the<lb />

Athletic Association study said.<lb />
The NCAA, which has been<lb />
studying football injuries for the<lb />
last three years, also found that<lb />
more injuries occur in the third<lb />
period than anv other time.<lb />
But mnay athletic directors,<lb />
enamored by artificial turf's<lb />
lower maintenance costs, say the<lb />
injuries caused by synthetic grass<lb />
usually are superficial. They say<lb />
they'll need more data before<lb />
they abandon the artificial sur-<lb />
faces and return to grass.<lb />
NCAA officials also say not<lb />
enough data have been collected<lb />
to justify a movement back to<lb />
grass, and note many of the in-<lb />
juries sustained on artificial turf<lb />
may be minor.<lb />

the last couple of years I've had<lb />
some good cars and you have the<lb />
fun cf power, of sliding on the<lb />
dirt. I also do a lot of short pave-<lb />

background, that's my kick<lb />

Allison's name has become<lb />
associated with winning, and his<lb />
abilities are admired not only by<lb />
NASCAR drivers, but Indy car<lb />

Allison has been enjoying a<lb />
resurgence this year and is in<lb />
fourth place in the Winston Cup<lb />
standings going into the second<lb />
half of the NASCAR season,<lb />
which begins Friday with the<lb />
Firecracker 400 at Daytona.<lb />
Allison is the only driver to have<lb />
won the Firecracker more than<lb />
once this decade, taking the<lb />
checkered flag in 1980 and 1982.<lb />
The NASCAR circuit is<lb />
Allison's meal ticket. But runn-<lb />
ing on dirt tracks are the desserts.<lb />
"Thirty years ago I tried it (dirt<lb />
racing) and it felt strange to me<lb />

putting greens that defy gravity<lb />
and little windmills that go<lb />
around and around in front of<lb />
the little opening that you have<lb />
difficulty seeing, much less hit-<lb />
ting a ball through, even if the<lb />
windmill arms weren't twirling in<lb />
front of it.<lb />
In the case oi the windmill, a<lb />
screwdriver and pair of pliers will<lb />
solve that problem in a hurry.<lb />
Same goes for the little barn with<lb />
doors constantly opening and<lb />
shutting. The players behind you<lb />
will love it.<lb />
Although no one can say for<lb />
sure. Myrtle Beach must be one<lb />

outnumber Putt-putt courses no<lb />
one will hazard a guess, but there<lb />
must be at least 10 times as many<lb />

America's Game. The numbers,<lb />
and occasionally the lines when<lb />
there's a group of giggling<lb />
deadbeats knocking their shots<lb />
into assorted forms of shrubbery,<lb />
can be staggering.<lb />
Official Putt-putt courses shun<lb />
the funny animals and do not<lb />
deal with windmills that can be<lb />
removed surgically. Those course<lb />
are more straightforward and<lb />
businesslike.<lb />
There is a Professional Putters<lb />
Association affiliated with Putt-<lb />
Putt that has more than 900<lb />
members, a national convention<lb />
every year and an annual national<lb />
putting championship that this<lb />
year earned the winner $16,000.<lb />
Most everyone else plays for a<lb />
warm beer or a ride home.<lb />
But the competition is fierce,<lb />
no matter the course.<lb />
Invariably, someone who has<lb />
never picked up a golf club and<lb />
doesn't know a bogey from a<lb />
boogie will show up a frustrated<lb />
veteran and win the round.<lb />
Such frustation occasionally<lb />
turns into violence when some<lb />
hot headed veteran whacks a put-<lb />
ter across the giraffe's knees or<lb />
makes the monkey ear a ball.<lb />
That's a par the hard way.<lb />
The winner who did not know<lb />
the bogey from a boogie usually<lb />
wears the warm beer on the walk<lb />
home.<lb />
Things get real fun whenever<lb />
there's water involved  "Looks<lb />

Of course, it's all in great fun.<lb />
Even if the match disintegrates<lb />
into something of a hockey game<lb />
and the course manager requests<lb />
that you quit hitting other paying<lb />
customers with slap shots.<lb />
However, just once it would be<lb />
nice to reach deep down into the<lb />
bottomless 18th hole, grab the<lb />
startled manager by the shirt and<lb />
make him give you the ball back.<lb />
That would be the ultimate free<lb />
game.<lb />
