WZMB To Appeal<lb />
To Wider Audience<lb />

Due to response from the<lb />
students and community campus<lb />
radio station WZMB has changed<lb />
it's sound.<lb />
Campus surveys compiled by<lb />
marketing students last spring<lb />
prompted the change which<lb />
WZMB's General Manager Jeff<lb />
Chester described as "less new<lb />
wave<lb />
"It's not an entire format<lb />
change, but a change that will ap-<lb />
peal to the students and com-<lb />
munity said Chester.<lb />
According to Chester, the spr-<lb />
ing marketing survey indicated<lb />
WZMB's listeners wanted a<lb />
change from the old format<lb />
which was getting progressively<lb />
new wave.<lb />
"We've started playing more<lb />
rock-n-roll without playing top<lb />
40 music. Being an alternative<lb />
FM station we were set up to be a<lb />
change from the top 40 stations<lb />
found on the dial said Chester.<lb />
Chester added, some radio<lb />
listeners find top 40 boring and<lb />
repetitive because the stations on-<lb />
ly play one song off an entire<lb />
album.<lb />
Chester explained WZMB<lb />
plays cuts other than the hit<lb />
single from popular albums so<lb />
listeners hear more of a selection<lb />
from a particular artist.<lb />
"Another change in the format<lb />
is playing music recorded by local<lb />
and regional bands Chester<lb />
said.<lb />
WZMB has been playing cuts<lb />
from albums by Sidewinder, The<lb />
Producers, Robbin Thompson,<lb />
and Sugarcreek.<lb />
"Listeners can relate to this<lb />
music because the bands are in<lb />
the area regularly for live perfor-<lb />
mance stated Chester. He add-<lb />
ed otherwise these bands might<lb />
not get much exposure.<lb />
For now WZMB is in a period<lb />
of transition which will last until<lb />
the fall semester when WZMB's<lb />
new sound will be complete.<lb />
Chester said WZMB is focus-<lb />
ing inorder to appeal to the taste<lb />
of the incoming freshman as well<lb />
as the entire student body.<lb />
"As for the future, all sorts of<lb />
great things are coming up in-<lb />
cluding more promotions,<lb />
giveaways, and interviews said<lb />
Chester.<lb />
N.C. Legislature Requires<lb />
Proper Student Immunization<lb />

Effective July 1, 1986, the<lb />
North Carolina General<lb />
Assembly requires all college<lb />
students in North Carolina to be<lb />
properly immunized before atten-<lb />
ding classes, said Kay VanNort-<lb />
wick, administrative manager for<lb />
the Student Health Services.<lb />
Director of Student Health<lb />
Services James McCallum said,<lb />
"We have been trying to do this<lb />
for years For years, said Mc-<lb />
Callum the SHS tried to get<lb />
students immunized but have<lb />
been unable to enforce the rule.<lb />
VanNortwick emphasized this<lb />
law pertains to any student who<lb />
enters for the first time or<lb />
reenters a N.C. university.<lb />
"If they were here in the spring<lb />
semester they don't have to<lb />
worry said VanNortwick, "on-<lb />
ly those who have a break in<lb />
enrollment She emphasized<lb />
summer is not considered a break<lb />
in enrollment.<lb />
There is a good basis for the<lb />
law, VanNortwick said. But she<lb />
maintained the big problem will<lb />
be verification.<lb />
McCallum and VanNortwick<lb />
emphasized the immunization<lb />
record must be signed by the stu-<lb />
dent's physician or stamped by<lb />
their local Health Department.<lb />
McCallum said, "The law states<lb />
it must be documented, there are<lb />
no exceptions<lb />
VanNortwick expects the older<lb />
students will have the most dif-<lb />
ficulty in providing proper im-<lb />
munization documentation.<lb />
The SHS will absorb the cost<lb />
oi immunizing students this year,<lb />
said VanNortwick. "We got the<lb />
vaccines from the Health Depart-<lb />
ment, but I don't have any idea<lb />
as to how much it will cost she<lb />
said.<lb />
McCallum said the SHS had to<lb />
hire a records person specifically<lb />
and increase their computer ex-<lb />
pense. "Next year VanNort-<lb />
wick said, "we will have to<lb />
evaluate and see if we can absorb<lb />
the cost<lb />
VanNortwick said this law will<lb />
mainly affect freshman.<lb />
Therefore, after students are ac-<lb />
cepted to ECU, she said, they will<lb />
receive a letter from SHS explain-<lb />
ing the new law and how to com-<lb />
ply.<lb />
Also included is a health cer-<lb />
tificate. On page three of the<lb />
health certificate an entire section<lb />
is devoted to the student's im-<lb />
munization record. The vaccines<lb />
that must be documented are:<lb />
T)PT, tetanus, polio, measles,<lb />
mumps, and rubella.<lb />
VanNortwick said after the<lb />
SHS receives the student's health<lb />
certificate it is inspected to deter-<lb />
mine if there are any deficiencies.<lb />
If so, then a personal letter is sent<lb />
to the student outlining the defi-<lb />
ciencies and how to correct them<lb />
and complete the health cer-<lb />
tificate.<lb />
"While the freshman are get-<lb />
ting their ID's made in<lb />
Mendenhall, we will have a sta-<lb />
tion set up where they can check<lb />
their health certificates to make<lb />
sure they are complete Van-<lb />
Nortwick said.<lb />
She added there will be a doc-<lb />
tor and a nurse available to give<lb />
students a vaccination if they so<lb />
desire. "We will not force them<lb />
to get a shot explained Van-<lb />
Nortwick.<lb />
Both McCallum and VanNort-<lb />
wick agreed the new law has the<lb />
right intent but is poorly written.<lb />
McCallum said, "The law<lb />
poorly written. It does not allow<lb />
for medical judgement and will<lb />
force some students to be reim-<lb />
munized<lb />
VanNortwick added, "Com-<lb />
munity colleges are exempt from<lb />
this law. I don't think this is fair<lb />
because it's a large population<lb />
"This law was written bv<lb />
lawyers said McCallum. If doc-<lb />
tors had had input, maintained<lb />
McCallum, then these problems<lb />
would have been eliminated.<lb />
Blue Law Repealed By City Council<lb />

At a public hearing Monday,<lb />
June 9, the Greenville City Coun-<lb />
cil voted 4-2 to revise Greenville's<lb />
Blue Law.<lb />
The two council members voting<lb />
against the revision were Janice<lb />
Buck and Bill Hadden.<lb />
The original law prohibited the<lb />
selling of certain items on Sun-<lb />
day.<lb />
Included in the prohibited<lb />
items were clothing, furniture<lb />
and business items.<lb />
According to Loretta Lewellyn<lb />
of the city manager's office,<lb />
DormsUndergoCooling,<lb />
Cleaning, AndPainting<lb />
The only major maintenance<lb />
job being done in the dorms this<lb />
summer, according to Dan<lb />
Wooten, director oi Housing<lb />
Operations, is adding air condi-<lb />
tioning to one wing of Scott Hall.<lb />
which includes approximatelv<lb />
192 beds.<lb />
Wooten said the job would not<lb />
be completed by the beginning of<lb />
the 1986 Fall Semester, but shoud<lb />
be finished by the end of<lb />
September.<lb />
In the last two summers, Flem-<lb />
ing and Gotten were renovated<lb />
and air conditioned.<lb />
Three dorms, Aycock, Flet-<lb />
cher, and Greene are being re-<lb />
painted this summer. Wooten<lb />
said every dorm is repainted on a<lb />
five year scheledule.<lb />
All basic cleaning is done by<lb />
the regular house keepers.<lb />

Sundays were groceries, con-<lb />
vience stores, drug stores, hotels,<lb />
restaurants, newspaper stands,<lb />
entertainment and recteational<lb />
businesses(movie theaters and<lb />
bowling alleys,etc.), and service<lb />
stations.<lb />
The new law allows all business<lb />
to operate and sell all merchan-<lb />
dise between the hours of 1 p. m.<lb />
and 1 a.m. on Sundays.<lb />
"I think it is a positive move<lb />
for the city said Mayor Les<lb />
Garner. "The law was unfair and<lb />
I think the revision will be good<lb />
for Greenville and will help it<lb />
grow<lb />
Thomas Fisher of the ABC<lb />
Board stated the new law will<lb />
have no effect on Greenville's<lb />
ABC Stores since state law pro-<lb />
hibits the sale of liquor on Sun-<lb />
days.<lb />
"I'm dissappointed to see the<lb />
law changed said S.J. Hopper,<lb />
manager of J.C. Penneys in Pitt<lb />
Plaza. "1 feel shopping can be<lb />
NISCO Gives Welcome<lb />
Starting the 16th of June, the<lb />
SGA will be sponsoring a pro-<lb />
gram aimed at informing new<lb />
students about campus organiza-<lb />
tions.<lb />
The program, which was<lb />
started by former SGA President<lb />
David Brown is called NISCO �<lb />
for New Student Introduction to<lb />
Campus Organizations.<lb />
According to the current SGA<lb />
President Steve Cunanan, the<lb />
program will involve six sessions,<lb />
each coinciding to new student<lb />
orientation periods. These ses-<lb />
sions will be held in Mendenhall,<lb />
room 244, from 1 pm to 3 pm,<lb />
June 16th, 19th, 23rd, 30th, and<lb />
July 7th, and 10th.<lb />
"These programs let the<lb />
students see what the campus has<lb />
to offer, and the students can be<lb />
easier to contact by the organiza-<lb />
tions said Cunanan.<lb />
Graduates Encourage More Involvement<lb />

Glenn Smith, Eric Sox, and<lb />
Chris Pennington, all recent<lb />
graduates of ECU are now work-<lb />
ing for Penthouse magazine in<lb />
New York.<lb />

To be a schoolmaster is next<lb />
to being a king. In the opi-<lb />
nions of fools it is a humble<lb />
task, but in fact it is the<lb />
noblest of occupations.<lb />
�Erasmus<lb />
Smith, a 1979 graduate, advis-<lb />
ed students to get involved with<lb />
campus organizations like SGA,<lb />
academic fraternites, or business<lb />
organizations. He said, "It<lb />
teaches you how to work with<lb />
others, because you have to learn<lb />
to work with other people in the<lb />
business world<lb />
Sox counseled students to get<lb />
practical work experience<lb />
through co-op programs or rele-<lb />
vant summer jobs.<lb />
The 1986 graduate also said<lb />
students should set their goals<lb />
and achieve them. "Set academic<lb />
goals as high as you can and<lb />
achieve those goals said Sox.<lb />
Pennington, who graduated in<lb />
1981, also said students need to<lb />
set proper goals. He added,<lb />
however, that students should let<lb />
nothing get in the way of achiev-<lb />
ing those goals.<lb />
Pennington said while students<lb />
are achieving their goals, "have a<lb />
good attitude and a good time<lb />
while doing it<lb />
All three praised ECU for<lb />
preparing them as well as possi-<lb />
ble. Sox said, "ECU gave me a<lb />
very well rounded education and<lb />
gave me opportunities. The<lb />
school helped me to develop the<lb />
people skills along with the<lb />
academics.<lb />
Smith agreed saying ECU did a<lb />
good job, but he maintained col-<lb />
lege in general does not prepare<lb />
one for a job. He added, "You<lb />
find everyone in the working<lb />
world has a degree He said to<lb />
go ahead and earn a masters, "a<lb />
masters gives you an edge<lb />
Although all three only had<lb />
good things to say about ECU,<lb />
they did have a few negative com-<lb />
ments.<lb />
Sox believes the two most im-<lb />
portant skills today are oral and<lb />
written communication. He said<lb />
there needs to be an emphasis on<lb />
speech and communication skills.<lb />
"It's not just ECU didn't prepare<lb />
me said Sox, "there just wasn't<lb />
the big emphasis on communica-<lb />
tion<lb />
While Sox said the academics<lb />
at ECU did not emphasize the<lb />
proper areas, Smith felt ECU<lb />
lacked a social life. "ECU is<lb />
kind-of no-where's-ville. There<lb />
was no social life that could<lb />
prepare me for life<lb />
Pennington, Sox, and Smith<lb />
agreed there was a big adjustment<lb />
between college life and the<lb />
business world.<lb />
Pennington thought the biggest<lb />
adjustment for him was not being<lb />
able to socialize as much as he did<lb />
at ECU. Moreover, he added he<lb />
had to develop a corporate per-<lb />
sonality and a business attitude.<lb />
Sox felt there is more pressure<lb />
to succeed in the business world<lb />
than at school. "At school he<lb />
said, "you can flunk a class and<lb />
take the class over but in the<lb />
business world, if you screw-up,<lb />
you can be reolaced<lb />
Sox summarized by saying the<lb />
biggest adjustment was "you<lb />
work<lb />
"I miss the days when I could<lb />
miss a class reminisced Smith.<lb />

week<lb />
Hopper saiJ Penntvshas no<lb />
immediate plans to open, but will<lb />
wait and see what the other stores<lb />
do and what the consumers want.<lb />
Harvey Lindsay, manager of<lb />
Carolinia East Mall, said the<lb />
stores in the mail had made no<lb />
decisions.<lb />
"The law was restrictive and<lb />
discrimitive said Lindsay. "I<lb />
think revising it was the right<lb />
thing to do<lb />
Lindsay said a lot will probably<lb />
depend on what the main depart-<lb />
ment stores (Belks and Sears)<lb />
decide to do.<lb />
Greenville Banks, manager of<lb />
Belks, said the store has no im-<lb />
mediate plans to open but there is<lb />
a possibility in the future.<lb />
Sears has made no decision.<lb />
"People who have invested in a<lb />
business have the right to use it<lb />
seven days a week if they choose<lb />

Putting The Pieces Back Together<lb />
When seven astronauts met their<lb />
demise on Jan. 28, American<lb />
dreams of conquering space were<lb />
shattered, the future of NASA's<lb />
shuttle program left uncertain.<lb />
Now, with the release of a report by<lb />
the Rogers Commission, America<lb />
can start picking up the pieces and<lb />
forging ahead. But where do we<lb />
start and where do we go from<lb />
here?<lb />
The commission, lead by<lb />
Presidential appointee and former<lb />
Secretary of State William Rogers,<lb />
sighted the mechanical failure of<lb />
the O-ring seal on one of the shut-<lb />
tle's two solid rocket boosters as the<lb />
cause of the disaster. Subsequently,<lb />
they recommended that the seal be<lb />
redesigned.<lb />
In addition, the commission<lb />
recommended a complete overhaul<lb />
of NASA management and launch<lb />
decision policies. According to the<lb />
commission's report, NASA had<lb />
become a bureaucracy with faulty<lb />
lines of communication.<lb />
In the future astronauts and<lb />
engineers will take part in the final<lb />
launch decision. Considering it is<lb />
the astronauts' lives on the line and<lb />
they are riding in a vehicle designed<lb />
by engineers, one might ask why<lb />
this policy wasn't standard in the<lb />
past.<lb />
The commission did an excellent<lb />
job and made logical and necessary<lb />
recomendations. But there was<lb />
something more. Aside from<lb />
mechanical and communications<lb />
failures there was another factor in-<lb />
volved � the government.<lb />
It began when the government<lb />
expected the shuttle program to pay<lb />
for itself by the late 1980s. Con-<lb />
sidering the tremendous costs in-<lb />
volved, this was a ridiculous re-<lb />
quest, one that should never have<lb />
been made.<lb />
Naturally, in order to comply,<lb />
NASA was forced to take on an<lb />
overly optimistic flight schedule.<lb />
Maintaining such a schedule soon<lb />
became primary and safety factors<lb />
took a back seat.<lb />
To make matters worse, govern-<lb />
ment funding for NASA was gross-<lb />
ly insufficient. NASA has an an-<lb />
nual budget of $8 billion a year.<lb />
Each shuttle cost the program $3<lb />
billion to construct and millions<lb />
more to service. NASA was so short<lb />
of funds they were often forced to<lb />
cannibalize a grounded shuttle so<lb />
that another may launch on<lb />
schedule.<lb />
The government then put an ad-<lb />
ditional strain on NASA with its<lb />
backlog of military payloads, which<lb />
included SDI (Strategic Defence In-<lb />
itiative) research and spy satellites<lb />
to keep an eye on the Soviet Union<lb />
and the Middle East.<lb />
With all these outrageous<lb />
demands, it's no surprise that<lb />
NASA is in such poor shape. What<lb />
is surprising is the attitude of Con-<lb />
gress. The Rogers Commission<lb />
chose not to point fingers at in-<lb />
dividuals but to find the cause and<lb />
recommend a solution. Congress<lb />
meanwhile is out for blood.<lb />
It seems that if the government<lb />
just got off NASA's back, allowed<lb />
them to implement the Commis-<lb />
sion's recommendations and sup-<lb />
plied them with additional funding,<lb />
the shuttle program would see a<lb />
quick recovery.<lb />
And once NASA has sufficiently-<lb />
recovered, it should resume the role<lb />
it played during the Apollo pro-<lb />
gram, that of research and develop-<lb />
ment, not a mass transit system for<lb />
the military.<lb />

New College Aid Bill Has Faults<lb />
Concerning the student loan bill, a<lb />
few observations:<lb />
1. One tends to distrust bills that pass<lb />
by a vote of 93 � 1. Why Because there<lb />
is a sense of demagogic passion in the air<lb />
when that kind of thing happens. If it<lb />
was such a good idea for the federal<lb />
government to stand by with $6.5 billion<lb />
for student aid and direct loan pro-<lb />
grams, how come the federal govern-<lb />
�ment did nothing for student loans for<lb />

so many years? Were all congressmen<lb />
and senators stupid back in those days?<lb />
And are all congressmen and senal<lb />
suddenly bright today0 Ir is recorded<lb />

About 35 years ago, the presidents of<lb />
Harvard, Johns Hopkins, Stanford.<lb />
Brown and other colleges issued<lb />
manifesto warning against federal aid to<lb />
education. Their pom: was thai such<lb />
inevitably meant federal control, and ol<lb />
course they were correct. Federal d:d<lb />
now means that colleges like HilKdale<lb />
College in Hillsdale, Mich have to<lb />
swear up and down that they do not<lb />
discriminate against women, never mind<lb />
that Hillsdale never discriminated<lb />
against women, having admitted then<lb />
the day the college was founded in the<lb />
19th century. And ot course there is the<lb />
whole business of affirmative action,<lb />
and the record-keeping that, one major<lb />
college has complained, takes about Si<lb />
million a year of clerical time to com-<lb />
plete.<lb />
2. But federal control to one side.<lb />
there is the question ot fedesral loans to<lb />
students viewed as a revolving fund. It is<lb />
not a major deal to appropriate money<lb />
e, in the knowledge that it will serve<lb />
for all time the same purpose. That was<lb />
the original idea: The federal govern-<lb />
ment would come up with a few billion<lb />
quaranteed dollars, which would be lent<lb />
to students at a fairly modest rate of in-<lb />
terest. The students, over the next eight<lb />
or 10 years, would gradually repay the<lb />
loans, the repaid money would then be<lb />
lent to the next generation of students,<lb />
and so forth.<lb />
Well now, this has not actually work-<lb />
ed out. Sen. Phil Gramm (of Gramm-<lb />
Rudman) pointed out that $4.3 billion<lb />
(that's $4,300,000,000) in student loans<lb />
are in defalt. That makes a lot of<lb />
idents who did not major in ethics.<lb />
e current bill has a few more teeth<lb />
tl an the preceding bills, permitting the<lb />
federal government to sell bad loans to<lb />
collection agencies, and authorizing the<lb />
government to garnishee salaries paid by<lb />
federal agencies to any deadbeat former<lb />
student. The need to guarantee, at this<lb />
point, another $6.5 billion is for all in-<lb />
tents and purposes to give up on the very<lb />
idea of a revolving fund.<lb />
3. And here is another wrinkle. If stu-<lb />
dent's parents earn $30,000 per year<lb />
after taxes, the student does not qualify<lb />
for a loan.<lb />
There is a lot wrong with, this picture.<lb />
to proceed on the assumption that a<lb />
family with joint income of $30,000 even<lb />
after taxes can afford to send a child to<lb />
lege is probably correct. What is no:<lb />
correct is to assume that such a couple<lb />
can send two children to college, let<lb />
alone three or four. Students of the<lb />
S -cial Security problem tell you that the<lb />
great problem that besets us is the birth<lb />

average American family procreated<lb />
children, that rate is reduced to an<lb />
traordinary 1.5. And if you <lb />
from the figure the increasing nu:<lb />
unmarried people, you see a<lb />
decline in the total figure of An<lb />
who are going to be matriculating<lb />
lege down the line. Are we subtly<lb />
ing in discouraging the larger fai<lb />

college-goers. Whereas studei<lb />
ed to take a means test, they are n<lb />
ed to take any other test � at lea<lb />

Bankers Are Just Giving It Away!<lb />

A friend of mine has become, almost overnight, a tycoon in<lb />
one of the hottest businesses in the country right now �<lb />
perhaps the hottest business. My friend does workouts. By<lb />
this, I do not mean that he spends his time exercising to Jane<lb />
Fonda aerobics tapes. I mean that he owns a company that<lb />
cleans up after borrowers who have defaulted on their loans.<lb />
Most workouts are in real estate. Companies like my friend's<lb />
(Victor Palmieri, who salvaged Penn Central, is another big<lb />
player in the workout game) usually take over a failed pro-<lb />
ject, cut costs, spruce it up, and sell it. The object is to get a<lb />
bank or a savings and loan association off the hook, to reduce<lb />
its losses, or even to get the entire loan back.<lb />
Lately the biggest client of workout companies has become<lb />
the Federal Savings and Loan Insurance Corporation, which<lb />
at the end of last year held more than three billion dollars'<lb />
worth of "non-performing" (a banking euphemism for<lb />
foreclosed, or about-to-be-foreclosed) real estate assets. The<lb />
FSLIC (pronounced "fizz-lick") acquired these dubious<lb />
goods in its capacity as receiver of last resort for failed S&amp;Ls.<lb />
The Federal Deposit Insurance Corporation, which plays the<lb />
same role for commercial banks, has more than ten billion<lb />
dollars in non-performing assets � although not all in real<lb />
estate. A conservative estimate is carried on the books of<lb />
banks, S&amp;Ls, and the federal insurance agencies. Bank of<lb />
America alone has more than one billion dollars' worth of the<lb />
junk.<lb />
The workout business is the only happy consequence of a<lb />
nervous affliction that has seized bankers over the past few<lb />
years. Another friend, who is part-owner of a large savings<lb />
bank in New York, calls it "the compulsion to lend<lb />
Bankers, who used to hem and haw and scratch their chins<lb />
when suupplicants knelt in front of their desks to ask for<lb />
money, today are shoving it down the throats of practically<lb />
anyone who will take it: "Here � have some! Now<lb />
It's not easy today to get turned down for a loan. At least<lb />
once a month, I receive a letter asking me, please, to accept<lb />
this or that Visa card, which carries check-writing privileges<lb />
of $2,000 or $5,000 or $10,000. And I can write these checks,<lb />
of course, whether 1 have any money in the bank or not. An<lb />
S&amp;L in Maryland wants me to accept a Lifetime Account,<lb />
with a "personal, unsecured line of credit, up to $5,000 to use<lb />
as you wish These guys have never even met me. But, says<lb />
their letter, "You are already approved! No lengthy applica-<lb />
tions to fill out<lb />
So why are bankers thrusting cash at customers � especial-<lb />
ly at real estate developers and small borrowers? Because it's<lb />
practically the only way they Figure they can make a decent<lb />
living these days. Competition from the big investment<lb />
houses and the lifting of federal ceilings on the interest rates<lb />
paid to depositors have ended the cheap-deposit era.<lb />
Ten years ago h wasn't unusual for a bank to pay nothing<lb />
at all for most of its deposits. Today look at a typical<lb />
such as Washington's American Security: only $528<lb />
of its $3.5 billion in deposits last year came from n<lb />
checking accounts. In 1981 the bank had onlv $132<lb />
worth of money-market accounts and consumer cei<lb />
of deposit. In 1985 the figure was $663 million.<lb />
Banks make their money on the spread (or difference!<lb />
ween what they pay out in interest on deposits and what<lb />
get in interest on loans and other investments. And to e:<lb />
more on interest, they have to make riskier loans � loans to<lb />
people they haven't even seen, and pieces of loans initially<lb />
made by banks far away (the source of the Penn Square-<lb />
disaster.)<lb />
Big corporations are doing their own borrowing - with the<lb />
help of investment bankers (who are quite another thing from<lb />
the bankers I'm talking about) � in the commercial paper<lb />
and junk-bond market. And a loan on the books to an oil<lb />
speculator looks almost as bad as a loan on the books to Mex-<lb />
ico or Brazil. So where do bankers, driven bv the compulsion<lb />
to lend, turn? Mostly to real estate developers.<lb />
Despite a 20 percent vacancy rate for office buildings in<lb />
many large American cities, banks and S&amp;Ls continue to lend<lb />
money to develop more.<lb />
The problem isn't exactly deregulation. It's deregulation<lb />
plus regulation plus greed. Deregulation provides the<lb />
pressure, the compulsion to lend, but regulation, or more<lb />
precisely, the federal insurance system, provides the protec-<lb />
tion, the sanction, to make risky loans. Federal insurance<lb />
removes the market pressure that would otherwise keep<lb />
depositors from putting their money into banks run bv<lb />
reckless drivers and shady operators. Since virtually all<lb />
deposits are covered by federal insurance, people tend not to<lb />
be choosy when picking a place to put their money.<lb />
Depositors go where they can get high interest rates. Thev<lb />
couldn t care less about their bank's risky loans. As a result<lb />
the safer banks - the ones that don't make risky loans -<lb />
have no edge on their competition.<lb />
But the worst poblem of all is greed. Deregulation has<lb />
opened new vistas, especially to S&amp;Ls, which used to make<lb />
mundane home mortgages. Now owners of S&amp;Ls - who,<lb />
typically, aren't even beholden to outside stockholders - can<lb />
do practically anything they want. This means, in many cases,<lb />
lending money to their pals for dubious real estate deals.<lb />
Deregulauon has also brought the opportunity for making a<lb />
quick buck by selling your little bank to a bigger bank,<lb />
perhaps in another state. Many banks today are owned bv<lb />
speculators, waiting for the bid from Citicorp that will let<lb />
them retire in style. In the meantime, they dish out dough to<lb />
their law partners and golf partners.<lb />
Bankers who hemmed and hawed and made borrowers<lb />
grovel weren't sweet characters. They reveled in a false moral<lb />
authority, but given the choice, I prefer them over the new<lb />
class of bankers, who push loans as if they were drugs<lb />

Despite its eclecticism, this<lb />
show achieves an informal<lb />
balance that makes looking at it<lb />
easy and enjoyable. The gallery-<lb />
goer has a chance to take in ex-<lb />
amples from differing artistic ap-<lb />
proaches without feeling over-<lb />
whelmed, and conversely to see<lb />
enough of each artist's work to<lb />
gain an appreciation for his uni-<lb />
que talent. Few viewers will leave<lb />
"Fragments" without wanting to<lb />
complete the picture sometime in<lb />
the future, and most will want to<lb />
return again and again to solidify<lb />
their vision o these compelling<lb />
portions.<lb />

new material and possibly play-<lb />

Cowett, who states that he loves<lb />
playing on the road. Cowett also<lb />
can be quoted as saying, "It<lb />
Greenville keeps its ways, it could<lb />
be the coolest city in the state<lb />
Long-range plans for the<lb />
"Mothers" include looking tor<lb />
better management and possibly<lb />
landing a record deal.<lb />
Friday's show ended with a<lb />
brawling encore which allowed<lb />
Steve King to put down his<lb />
hollowbody guitar, stop bobbing<lb />
like a drinking bird, and sing<lb />
their version of Led Zeppelin's<lb />
"Rock and Roll The result<lb />
made Richard (Psychedelic Furs)<lb />
Butler sound like an operatic vir-<lb />
tuoso. The wildness was<lb />
perpetuated throughout the five<lb />
song encore,<lb />
tumultuously.<lb />

Rambo's Back<lb />

Sylvester Stallone and wife Bridgitte Nlelson star in the new<lb />
Rambo-esque movie Cobra Stallone portrays a trigger-happy cop<lb />
who takes the safety of a city into his own hands, and once again<lb />
beats seemingly insurmountable odds. 'Cobra is now playing at<lb />
the Plaza Cinema, Monday through Friday at 2 p.m, 7:20 p.m. and<lb />
9:10 p.m. AU seats are $4, except for the $2.50 matinee.<lb />
Cobra's the kind of cop that<lb />
every American city needs: a<lb />
muscle-headed tough guy with<lb />
hand grenades on his belt and a<lb />
laser-assisted machine gun.<lb />
Sylvester Stallone wrote and<lb />
stars in Cobra, the story of detec-<lb />
tive Marion Cobretti's war on a<lb />
gang of heinous serial murderers.<lb />
Also starring in the movie is<lb />
Stallone's wife, Brigitte Nielsen,<lb />
whose acting talents rival those of<lb />
Bo Derek or Pia Zadora.<lb />
Cobra begins with a very nas �<lb />
man taking over a grocery store<lb />
with a shotgun while his fellow<lb />
gang members clack double-<lb />
edged axes together in an eerie<lb />
subterranean ritual. While the<lb />
police try to coax him out with a<lb />
magaphone, he shoots one of his<lb />
hostages. Realizing that the entire<lb />
police force including the<lb />
S.W.A.T. team will not be suffi-<lb />
cient for this crisis, Captain Sears<lb />
(Art La Fleur) calls on his trump<lb />
card, Cobretti � or Cobra �<lb />
who walks in and hurls a knife in-<lb />
to the murderer's chest.<lb />
The idea behind Cobra is that<lb />
crime has gone out of control,<lb />
and the legal b reaucracy offers<lb />
no help with its slap-on-the-hand<lb />
policies. Cobra then is needed to<lb />
balance the scales. Some movie-<lb />
goers will be pleased to see such a<lb />
fresh, innovative approach to<lb />
film making. Those viewers<lb />
haven't seen The Enforcer, Death<lb />
Wish, Mad Max, Death Wish II,<lb />
Dirty Harry, and Sudden Impact.<lb />
Cobra may be cliche, but it br-<lb />
ings with it new heights of absur-<lb />
dity. The movie depicts anyone<lb />
who disagrees with Cobra's<lb />
methous as a sniveling wimp, and<lb />
as such, fair game to be roughed<lb />
up. A reporter questions Cobra's<lb />
methods and is slung around by<lb />
his collar and then has his face<lb />
shoved up against a corpse.<lb />
One scary aspect of this movie<lb />
is that Cobra often tortures his<lb />
enemies to death, a fact that the<lb />
film not only justifies, but<lb />
glamorizes. In one scene a<lb />
psychopath is shooting at Cobra<lb />
when gasoline spills all over him.<lb />
As the screaming psycho claws at<lb />
his eyes, Cobra says, "you have<lb />
the right to remain silent and<lb />
drops a match on him.<lb />
George P. Cosmatos directed<lb />
Cobra and another Stallone Film,<lb />
Rambo: First Blood Part II. The<lb />
two have much in common. In<lb />
both movies, Stallone is trium-<lb />
phant against incredible odds,<lb />
often standing out in the open<lb />
and mowing his enemies down<lb />
with a machine gun. Both movies<lb />
give Stallone an extensive, high-<lb />
tech arsenal with an endless supp-<lb />
ly of ammunition. In both movies<lb />
the villains are evil, sweaty<lb />
slimeballs whose actions vin-<lb />
dicate all the gratuitous violence<lb />
in the world.<lb />
Cobra might have more ap-<lb />
propriately been named First<lb />
Blood Fart III: Rambo Goes to<lb />
the Big City. It would have saved<lb />
them some work � and us an im-<lb />
pending sequel.<lb />

instance, when I first met Susan-<lb />
na, that we had in common was<lb />
we were about the same age<lb />
group but we had both listened to<lb />
and loved music from preschool<lb />
years. It was wonderful to find<lb />
someone who shared that love<lb />
and had experienced it<lb />
The Bangles joined forces in<lb />
January 1981, in their original in-<lb />
carnation as the Bangs, with An-<lb />
nette Zilinskas on bass.<lb />
"Actually we (the Petersons<lb />
and Hoffs) met in a kind oi con-<lb />
voluted way through an au in the<lb />
paper Hoffs recalled. "We just<lb />
exchanged tapes and things and<lb />
we all had the same ambition,<lb />
which was pretty much to g<lb />
the top and get as far as we could<lb />
with it � not just play on<lb />
weekends in local bars, but we<lb />
wanted to get on the radio and<lb />
play good music<lb />
By the end of their firs! yea<lb />
the group was on its wa with a<lb />
solid following in Los Angeles<lb />
and a record on their own<lb />
Downkiddie label, called "Get-<lb />
ting Out of Hand<lb />
Zalinskas left the group after a<lb />
couple of years and the group<lb />
changed its name following com-<lb />
plaints and threats of a suit by<lb />
another group of Bangs in New<lb />
York, which has since, to the<lb />
Bangles' glee, broken up.<lb />
They also added a contract<lb />
with Columbia Records and<lb />
released "All Over the Place<lb />
which sent critics into a frenzy of<lb />
name-dropping praise.<lb />
It was a record full of jangly<lb />
guitars and � you guessed it �<lb />
'60's era harmonies. And, while<lb />
it wasn't a major seller, it<lb />
garnered the band a place in the<lb />
hearts of critics and college radio<lb />
stations.<lb />
So it was a bit of a surprise<lb />
when "Different Light the<lb />
Bangles' second album, appeared<lb />
replete with keyboards and a<lb />
glossier sound. Some hard-line<lb />
revivalists moaned, but the band<lb />
is happy with the change.<lb />
"I think a part of it was sor <lb />
a natural growth process, because<lb />
we learned a lot of what we<lb />
wanted to do and what we didn't<lb />
want to do from making the first<lb />
record Steele explained.<lb />
"And then there was also a<lb />
conscious effort to make the<lb />
sound bigger, to make a kind of<lb />
grander sound, a sound that<lb />
would hold up on the radio<lb />
without compromisingwhat we<lb />
did<lb />
"And in some ways the songs,<lb />
like 'Manic Monday (written by<lb />
Bangles fan Prince) had a<lb />
keyboard riff in it and there was<lb />
no way, even though we're not a<lb />
keyboard band that it could be<lb />
done differently, Hoffs added.<lb />
"1 think the guitar's going<lb />
make a big comeback on the n<lb />
album Steele said.<lb />
But to deal with the prese:<lb />
the Bangles added a keyboard<lb />
player and their first male per<lb />
fomer, Walker Ingleheart. em<lb />
phasizing the change was for the<lb />
tour only.<lb />
The next album may have<lb />
few more surprises. t;<lb />
predicted.<lb />
"I think we're thinking atx<lb />
sort of like exploring the<lb />
tremes of the Bangles . .<lb />
Peterson said. One side of the<lb />
album will be "our ver<lb />
side, the little Joni Mitchells in all<lb />
of us. And on the other side<lb />
she laughed, "the rock 'n' -<lb />

overcame u bitter disappointment<lb />
in the 200 meters, to finish in<lb />
third place in the 100 meters at<lb />
the NCAA Outdoor Track&amp;Field<lb />
Championships last week.<lb />
McNeill was narrowly edged<lb />
out of the top-two spots by Lee<lb />
VKRae of Pittsburgh, who ran a<lb />
10.11 and Missouri's Chidi Imoh<lb />
who's time of 10.14 seconds was<lb />
the same as McNeill's. However,<lb />
Imoh was credited with second<lb />
place after the judges looked at a<lb />
photo finish.<lb />
"1 thought Lee (McNeill) was<lb />
second Pirate track coach BUI<lb />
Carson said "I protested and<lb />
asked that they review the pic-<lb />
ture. When you have two people<lb />
with the same time like that �<lb />
it's just about impossible to to<lb />
tell who crossed first. Imoh is<lb />
6-3, and apparently he dipped his<lb />
right shoulder enough to take se-<lb />
cond, even though Lee got to the<lb />
finish line first<lb />
The ironic thing about the 100<lb />
meters is that McNeill and<lb />
McRae grew up together in<lb />
Roberson County, with the two<lb />
living only 15 miles apart.<lb />
McNeill, who was undefeated<lb />
in the 200 meters this year, did<lb />
not make the finals in the event.<lb />
In the trials on Wed. June 4, his<lb />
shoe came off as he was leaving<lb />
the blocks, robbing McNeill of<lb />
the chance to make the finals.<lb />

shoe, McNeill turned in a respec-<lb />
table time t 21.00 seconds.<lb />

"John (Williams) is talented, it<lb />
(playing time) depends on his<lb />
summer. Manuel (Jones) is a very-<lb />

of the two sophomores. "Gus<lb />
(Hill), 1 don't know whether or<lb />
not his knee will hold up, but he's<lb />
ahead of schedule on his<lb />
rehabilitation. He's a helluva of-<lb />

Howard Brown. Edwards, a 6-4<lb />

rison called his best recruiting<lb />

starting backcourt of a year ago,<lb />
as Scott Hardy and three-year<lb />
starter Curt Vanderhorst have<lb />
departed.<lb />
However, Harrsion plans to<lb />
move Sledge to the off-guard<lb />
position � to take advantage of<lb />
the new three-point shot. The<lb />
point-guard position is still open,<lb />
with junior-college transfer<lb />
Howard Brown being the only<lb />
true point guard on the roster.<lb />
However, Harrison dosen't feel<lb />
such a need for a true point<lb />
guard.<lb />
"1 really think the game has<lb />
gone to bigger people at every<lb />
position, although there is still a<lb />
place for the little man Harr-<lb />
sion said. "Teams now are pass-<lb />
ing the ball to bring it upcourt �<lb />
to take advantage of situations.<lb />

Harrison feels Sledge can<lb />
the adjustment, but ma n<lb />

The key, according to Ha-<lb />
nson, is for his plavers to work<lb />
hard during the summer. "1 am a<lb />
firm believer that you have to<lb />
work on the individual par:<lb />
your game during the summer, oi<lb />

rison said firmly. "As a coach,<lb />
you have to make a decison on<lb />
your playing rotation in<lb />
November, so it's important foi<lb />
the players to be ready to play.<lb />
"We're returning a good<lb />
nucleus of players Harrison ad-<lb />
ded. "The biggest thing is going<lb />
to be our chemistry � and how<lb />
good the fellas think it can be<lb />
ECU's basketball team will try<lb />
to continue their steady climb in<lb />
the CAA conference standings in<lb />
their upcoming campaign.<lb />
Hopefully, they are hard at work<lb />
this summer, as coach Harrison<lb />
said, "On October 15, they will<lb />

sophomore), David Carr (6-5,<lb />
220 freshman), and transfer Ben<lb />
Billings (6-2, 220 junior) will pro-<lb />
vide some depth at the tight-end<lb />
position.<lb />
In order for the offense to suc-<lb />
ceed, the defense will also have to<lb />
carry their share of the burden. A<lb />
solid core of linebackers heads<lb />
the defensive unit.<lb />
Junior Bubba Waters (6-1,<lb />
208) returns to one starting<lb />
linebacker spot, with Baker look-<lb />
ing to Bruce Simpson (6-2. 218<lb />
junior) to fill the spot vacated b<lb />
last year's standout and leading<lb />
tackier Robert Washington.<lb />
Other returnees include Larry<lb />
Berry (5-11, 240 senior) and Ron<lb />
Gilliard (6-3. 238 junior). JC<lb />
transfer Billy Michel (6-4. 245<lb />
junior) should also make a con-<lb />
tribution.<lb />
The Bandit (also called drop-<lb />
end) is perhaps the strongest and<lb />
deepest position for the Bucs.<lb />

and Essray Taliaferro (5-11, 205)<lb />
return along with sophomore Ken<lb />
Taylor (6-1, 225) Manning the<lb />
other defensive end position are<lb />

The defensive line should pro-<lb />
vide experience as well as depth<lb />
this season with the return of<lb />
four starters and two talented<lb />
newcomers. Senior David Plum<lb />
(6-3, 243), juniors Medrick Rain-<lb />
bow (6-0, 236) and John William-<lb />
son (6-3, 235) all return at the<lb />
tackle spot along with sophomore<lb />
Walter Bryant (6-3, 240).<lb />
Junior-college transfers Mike<lb />
Donohue (6-3, 260) and John<lb />
O'Driscoll (6-4, 260) should pro-<lb />
vide depth, if not immediate<lb />
help.<lb />
Other talented returners are<lb />
Carl Carney (6-2, 235 freshman),<lb />
seniors Joe Gnnage (6-3, 255)<lb />
and William Jennette (6-5, 272)<lb />
and Rodney Glover (6-6, 236<lb />
sophomore).<lb />
"We're going to be a year<lb />
older, a year stronger and a year<lb />
more experienced Baker said of<lb />
his defensive line. "We've got<lb />
people coming back like Grinage<lb />
and Jennette along with people<lb />
who were redshirted like Carney.<lb />
And both of the outstanding<lb />
junior-college linemen were here<lb />
for the spring � we'll get some<lb />
definite help from those two<lb />
The secondary, consisting of<lb />
returnees Ellis Dillahunt (5-11,<lb />
192) (who was defensive MVP in<lb />
the spring game), Gary London<lb />
(6-2, 197), Roswell Streeter (6-0,<lb />
190), Flint McCallum (5-11, 188),<lb />
Lewis Wilson (5-10, 190) and<lb />
Lynn Porcher (6-2, 189) all saw<lb />
action last year. These backs will<lb />
provide experience and depth as<lb />
well as a hard-hitting style of<lb />
play.<lb />
They will be joined by<lb />
freshmen Barriet Easterling (6-3,<lb />
204) and Ricky Torain (5-9, 170)<lb />
along with JC transfer Robert<lb />
Martin (5-10, 175).<lb />
Baker feels that the secondary<lb />
has made definite strides, but are<lb />
not quite where he wants them to<lb />
be. However, "the secondary<lb />
turned out to be better than we<lb />
thought Baker admitted.<lb />
Handling the punting chores<lb />
will be returning sophomore Tim<lb />
Wolter (6-3, 190), who averaged<lb />
38.5 yards per kick last year. He<lb />
downed 13 punts inside the op-<lb />
ponents' 20 (yard line) and had<lb />
no punts blocked in 68 attempts.<lb />
With the absence of ECU's all-<lb />
time leading scorer Jeff Heath,<lb />
there is a huge hole to fill. Craig<lb />
Losito (5-11, 220), a sophomore<lb />
transfer from Appalachian State,<lb />
was the only true kicker during<lb />
the spring.<lb />
The Pirates will hope to im-<lb />
prove on last year's record as<lb />
they will once again face some<lb />
stiff competition from the na-<lb />
tion's best. Among the teams<lb />
ECU will face include Penn<lb />
State, Auburn, Miami (nationally<lb />
televised on Thanksgiving night<lb />
on WTBS) and South Carolina.<lb />
