Termination Of Rivalry<lb />
Proposed By N. C. State<lb />

One of the Pirates most com-<lb />
pelling football rivalries could<lb />
come to an end after 1985, but<lb />
ECU Chancellor John Howell re-<lb />
mains optimistic, saying the<lb />
recommendation to terminate<lb />
ECU's series with N.C. State has<lb />
been suggested by "only one<lb />
group that has input in the situa-<lb />
tion<lb />
The recommendation, submit-<lb />
ted by N.C. State's Athletics<lb />
Council last December, proposed<lb />
an end to competition between the<lb />
two schools when their contract<lb />
expires after the 1982 season.<lb />
Last week, N.C. State<lb />
Chancellor Bruce Poulton read<lb />
the recommendation to North<lb />
Carolina's Board of Trustees, but<lb />
a vote on the subject was not<lb />
made.<lb />
Howell, who would like to con-<lb />
tinue the series, said he recently<lb />
met with Poulton concerning the<lb />
contract. "He told me that we<lb />
would talk about it some more<lb />
Howell said.<lb />
Commenting on whether or not<lb />
he thinks the contract will be<lb />
renewed, Howell said, "That of<lb />
course will be a decision that State<lb />
will have to make, because we're<lb />
not taking the initiative to end the<lb />
series.<lb />
"All I can say now is that the<lb />
decision has not really been<lb />
made<lb />
According to Howell, the ter-<lb />
mination of the series would not<lb />
be detrimental to the ECU foot-<lb />
ball program, but rather<lb />
beneficial. "I guess it could be<lb />
construed as the beginning of our<lb />
national reputation he said.<lb />
Concerning the impact on N.C.<lb />
State, Howell said sarcastically,<lb />
"They might like to play Miami<lb />
and become as famous as we<lb />
are<lb />
In an interview published in<lb />
Tuesday's News and Observer,<lb />
the board's vice-chairman James<lb />
A. Hackey said he was in favor of<lb />
continuing the series but added<lb />
there was a strong case in support<lb />
of the discontinuation.<lb />
In the interview, Hackney said<lb />
that with eight teams now in in the<lb />
Atlantic Coast Conference, N.C.<lb />
State has lost flexability in its<lb />
scheduling.<lb />
In addition, Hackney said there<lb />
was also "pressure from the<lb />
ACC to schedule opponents<lb />
that have overall academic stan-<lb />
dards comparable to those of<lb />

Questionnaires Used To Judge Performance<lb />
Students To Evaluate Instructors<lb />

Surveys to obtain students' opi-<lb />
nion of instruction will be con-<lb />
ducted the week of March 19-24.<lb />
Questionnaires have been<lb />
distributed, one for each udent<lb />
in classes with an enrollment<lb />
larger than five. The Faculty<lb />
Senate Committee for Teaching<lb />
Effectiveness and the Office of In-<lb />
stitutional Research developed the<lb />
questionnaires.<lb />
Approximately 15 minutes of<lb />
class time will be allotted next<lb />
week for completion of the<lb />
survey. The instructor has been<lb />
requested to leave the room while<lb />
the questionnaires are being com-<lb />
pleted and to appoint a student to<lb />
distribute, collect and return the<lb />
questionnaires to a designated<lb />
place for security reasons.<lb />
After the forms are completed<lb />
they are read by machine. The<lb />
machine gives class by class sum-<lb />
maries of the percentage given of<lb />
each response to every question.<lb />
The machine also gives sum-<lb />
maries of the average response for<lb />
the division, course, and instruc-<lb />
tor. This data is used by in-<lb />
dividual departments, along with<lb />
other information, to make per-<lb />
sonnel judgments. The instructor<lb />
is also able to use this information<lb />
to evaluate his own performance.<lb />
Robert Ussery, director of the<lb />
Office of Institutional Research,<lb />
said response to the question-<lb />
naires has been very favorable.<lb />
Ussery said it is a good way "to<lb />
engage students by expressing<lb />
their opinions about the quality of<lb />
instruction in the class He add-<lb />
ed, "Who knows better than the<lb />
students what goes on in class<lb />
The Faculty Senate Committee<lb />
for Teaching Effectiveness uses<lb />
portions of the survey to select<lb />
recipients of the Robert L. Jones<lb />
Award for Teaching Excellence<lb />
and Robert and Lina Mays Award<lb />
for Teaching Excellence given by<lb />
the Alumni Association.<lb />
Most departments do use the<lb />
data from the survey and find it<lb />
useful, Ussery said. The School of<lb />
Medicine does not use this survey<lb />
but has its own survey to meet it's<lb />
specialized needs better, said Vice<lb />
Chancellor and Dean of the<lb />
School of Medicine William<lb />
Laupus.<lb />
The information gained helps<lb />
to promote excellent teaching<lb />
which is one of the main goals of<lb />
the university, Ussery said.<lb />

A bomb scare at 12:55 Wednes-<lb />
day morning caused the evacua-<lb />
tion of approximately 450<lb />
students from Tyler Hall.<lb />
At 12:30 a.m. Campus Security<lb />
received a warning that a bomb<lb />
had been set in Tyler and was<lb />
scheduled to go off at 1:30 a.m.<lb />
Francis Eddings, assistant direc-<lb />
tor of Security, and Carolyn<lb />
Fulghum, assistant dean and<lb />
director of Residence Life were<lb />
immediately notified as was Nan-<lb />
cy Lackey, Tyler Hall Director.<lb />
Security officers in the area ar-<lb />
rived first and quickly notified<lb />
Pam Riddle, head resident, and<lb />
Rebecca Thomas, program assis-<lb />
tant. "At 12:45 the security of-<lb />
ficers knocked on my door and<lb />
told me there was a bomb threat<lb />
Riddle said. "I then proceeded to<lb />
alert the other R.A.s about the<lb />
situation and got them to check<lb />
anything suspicious in the<lb />
hallways and bathrooms<lb />
"Security had already checked<lb />
the stairwells, but we continued<lb />
searching Riddle added.<lb />
Eddings, Fulghum, and Lackey<lb />
decided to evacuate the building<lb />
as soon as possible as a safety<lb />
precaution. "My first concern<lb />
was to remove the handicapped<lb />
students who are deaf Lackey<lb />
said. " We then decided the most<lb />
effective way to evacuate would<lb />
be to have the R.A.s go door to<lb />
door to make sure everyone was<lb />
awakened and out of building as<lb />
quickly as possible Lackey said<lb />
she was relieved that steps for<lb />
evacuating had already begun by<lb />
the time she arrived.<lb />
"There is no suspect at this<lb />
time, but the caller is believed to<lb />
be a black male Eddings said.<lb />
Although the building was search-<lb />
ed twice, nothing was found.<lb />
Public areas such as hallways,<lb />
bathrooms, closets, and the lobby<lb />
were checked for explosive<lb />
devices. "We looked for unusual<lb />
things � a shoebox in a<lb />
bathroom, or a briefcase in a<lb />
hallway where it shouldn't be.<lb />
You have to use a lot of common<lb />
sense and judgement Eddings<lb />
said.<lb />
Fulghum commented that no<lb />
improvements could be made on<lb />
how the situation was handled.<lb />
"The Tyler staff and residents are<lb />
to be commended for the way they<lb />
handled the situation. I was also<lb />
extremely pleased with the<lb />
students' response to the staff<lb />
Fulghum said. She said that the<lb />
students did not complain and<lb />
were out quickly. "I realize it was<lb />
a terrible inconvenience but I<lb />
would rather be prepared than to<lb />
take chances Fulghum said.<lb />
Eddings and Lackey also com-<lb />
mented on the "commendable"<lb />
job done by the staff and students<lb />
in cooperating. "It was surprising<lb />
that over 400 girls were able to get<lb />
out of the building in less than 15<lb />
minutes considering the weather<lb />
and that they had to get dressed<lb />
warmly too said Eddirgs.<lb />
Several students were frighten-<lb />
ed by the warning. Angie Powell<lb />
said "At first I thought they (stu-<lb />
dent staff) were kidding. It really<lb />
scared me. I just thought it was<lb />
some pervert calling to see girls go<lb />
outside, but they reallv handled it<lb />
well<lb />

Students wishing to live in<lb />
dorms for the 1984-85 school year<lb />
will be given the opportunity to<lb />
sign up March 19-23. Although<lb />
not finalized, an increase from the<lb />
current room rent of $435 to $445<lb />
per semester is expected. The two<lb />
air conditioned buildings (Jarvis<lb />
and Fleming) will cost approx-<lb />
imately $523 per semester.<lb />
Those desiring to reserve rooms<lb />
should obtain housing applica-<lb />
tions from their residence hall of-<lb />
fice. Students living off campus<lb />
can obtain applications from the<lb />
Office of Housing Operations in<lb />
Room 201, Whichard Building.<lb />
Applications should be return-<lb />
ed to the office of the preferred<lb />
residence hall. A $60 advance<lb />
room payment must be turned in<lb />
to Room 105, Spilman Building<lb />
beginning today.<lb />
Deposits for summer school<lb />
will be accepted beginning April<lb />
3, and assignments will be made<lb />
April 5 and 6.<lb />
Prior to reserving a room, the<lb />

Student voter registration will<lb />
be one of the topics discussed at a<lb />
meeting of the University of<lb />
North Carolina Association of<lb />
Student Governments to be held<lb />
at ECU this weekend.<lb />
The Student Government<lb />
presidents from all 16 schools in<lb />
the UNC system are scheduled to<lb />
attend, according to SGA Presi-<lb />
dent Paul Naso.<lb />
The main purpose of the<lb />
meetings is to discuss policies per-<lb />
tinent to student governments,<lb />
but several other topics will be<lb />
covered in addition to regular<lb />
policy. A workshop on running<lb />
student voter registration will be<lb />
held. The workshop is to be run<lb />
by ECU student Jay Stone, who<lb />
recently attended a national con-<lb />
ference on student voter registra-<lb />
tion. Members of the UNC-ASG<lb />
are in the process of planning a<lb />
Student Voter Registration Week<lb />
scheduled for April 2-6.<lb />
Another item on the agenda is<lb />
the formation of a coalition for a<lb />
statewide conference of student<lb />
government members. A member<lb />
of the Hunt campaign staff will<lb />
also speak.<lb />
Naso said this is the first time<lb />
the conference has been held here<lb />
and that, he said, "says a lot for<lb />
all of us<lb />
Delegates To Attend Annual Session<lb />

The ECU delegation of the<lb />
N.C. Student Legislature will at-<lb />
tend the state Annual Session<lb />
March 21-25.<lb />
The Annual Session, held each<lb />
year in the old capital building in<lb />
Raleigh, is a meeting of NCSL<lb />
delegations from across the state.<lb />
At the session each school's<lb />
delegation attempts to pass bills<lb />
which they have prepared<lb />
throughout the year.<lb />
Kirk Shelley, ECU's delegation<lb />
chairman, said that approximate-<lb />
ly 50 percent of all bills passed at<lb />
the Annual Session are turned in-<lb />
to law by the N.C. General<lb />
Assembly.<lb />
According to Shelley, 18<lb />
students will represent ECU at<lb />
this year's session. "We are one<lb />
of the top three delegations in the<lb />
state said Shelley " and I expect<lb />
ECU to do very well again this<lb />
year<lb />
One of the major bills the ECU<lb />
delegation hopes to have passed at<lb />
the annual session concerns North<lb />
Carolina's attempted murder<lb />
statute, Shelley said. Presently, he<lb />
added, if someone is convicted of<lb />
attempted murder in North<lb />
Carolina they can be given a fairly<lb />
light punishment � one similar<lb />
to that given for breaking and<lb />
entering. The ECU bill proposes a<lb />
much stiffer penalty of 20 years to<lb />
life in prison if one is convicted of<lb />
attempted murder in the first<lb />
degree, said Shelley.<lb />
Other bills being proposed by<lb />
the ECU delegation include a<lb />
mandatory course for high school<lb />
students centering on transmis-<lb />
sion of venereal disease.<lb />
Shelley also cited a bill requir-<lb />
ing a drivers test for renewal of a<lb />
N.C. drivers license. Shelley said<lb />
the present system of renewal is<lb />
unsafe. In N.C. an eye test is the<lb />
only requirement for license<lb />
renewal if a driver has no traffic<lb />
violations on his record.<lb />
This system is seen as unsafe by<lb />
the ECU NCSL, said Shelley,<lb />
because many older drivers may<lb />
lose their motor coordination over<lb />
time. The ECU delegation hopes<lb />
to make a driver retest necessary<lb />
in order to ensure safety on North<lb />
Carolina's highways.<lb />
Shelley described the Annual<lb />
Session as very interesting and<lb />
said it attracted many tourists<lb />
visiting the old capital building.<lb />
"There are many people who<lb />
come and watch the delegations at<lb />
work Shelly said.<lb />
Twenty-one other schools will<lb />
participate in this year's annual<lb />
session Shelly said. The delega-<lb />
tions take over the old capital<lb />
building forming their own<lb />
General Assembly consisting of a<lb />
house and senate, he said. Two<lb />
students from each school act as<lb />
senators and up to 16 represen-<lb />
tatives can be installed in the<lb />
house from each delegation. Shel-<lb />
ly said the daily sessions run from<lb />
8 a.m. to 11 p.m. most of the<lb />
time.<lb />

made no decision on whether he<lb />
will save the killer of three law en-<lb />
forcment officers from a 2 a.m.<lb />
Friday execution.<lb />
Hunt said he was continuing to<lb />
listen to opponents and sup-<lb />
porters of the death penalty.<lb />
"After I think this job has been<lb />
finished, I will make my<lb />
decision he said at his weekly<lb />
news conference. "I would not see<lb />
my announcement of my decision<lb />
going up to the last minute<lb />
Aides to Hunt said the governor<lb />
would meet later Wednesday with<lb />
Raleigh lawyer Joseph Cheshire<lb />
V, one of the lawyers seeking a<lb />
reprieve for Hutchins.<lb />
If the execution is carried out,<lb />
Hutchins would become the first<lb />
person to be executed in North<lb />
Carolina since 1961. He would die<lb />
just two days after the execution<lb />
of convicted killer James David<lb />
Autry in Huntsville, Texas.<lb />
Hutchins, 54, was convicted of<lb />
first-degree murder in the 1979<lb />
shooting deaths of two law en-<lb />
forcement officers in Rutherford<lb />
County. He also was convicted of<lb />
second-degree murder in the death<lb />
of a third officer.<lb />
The shootings occurred during<lb />
a drunken rampage that began<lb />
with an argument between Hut-<lb />
chins and his daughter over spiked<lb />
punch she had prepared for her<lb />
high school graduation party.<lb />
A three-judge panel of the 4th<lb />
U.S. Circuit Court of Appeals<lb />
Tuesday unanimously rejected the<lb />
latest appeal by Hutchins'<lb />

University of Minnesota<lb />
officer makes $2000 a<lb />

$11 million budget that<lb />

spends $15,000 to<lb />
$200,000 to run itself,<lb />

Football Rivalry Should Continue<lb />
Yea, I'll bet they'd rather play the<lb />

The N.C. State Athletics Council<lb />
has recommended that the<lb />
Wolfpack drop ECU from its foot-<lb />
ball schedule when the present con-<lb />
tract runs out in 1985. They list<lb />
several reasons for the recommen-<lb />
dation, including a crowded<lb />
schedule, the desire the preserve<lb />
their long-standing rivalry with the<lb />
University of South Carolina, and<lb />
pressure to play schools of the same<lb />
"academic level<lb />
First of all, academics have about<lb />
as much to do with collegiate foot-<lb />
ball as debutante etiquette.<lb />
However, N.C. State Board of<lb />
Trustees Vice Chairman James A.<lb />
Hackne y said State is under<lb />
pressure to play schools academical-<lb />
ly comparable with the ACC, and<lb />
he cited the conference's SAT score<lb />
averages as ranging from 1,020 to<lb />
1,200. Well, according to the latest<lb />
figures, State's scores aren't mingl-<lb />
ed somewhere there in the middle.<lb />
State's average SAT is 1,020.<lb />
But academics is a lame excuse; it<lb />
goes without saying that players on<lb />
either team don't come close to<lb />
those publicized SAT averages.<lb />
Scheduling is more valid reason. In<lb />
the standard 11-game season, State<lb />
is committed to seven ACC teams,<lb />
and various contracts with Pitt-<lb />
sburgh, Penn State, Furman. Also,<lb />
they have had a rivalry with USC<lb />
since 1900.<lb />
But football, the game itself, is<lb />
what really matters, and there<lb />
should continue to be room in the<lb />
State schedule for ECU. The Pirates<lb />
have never failed to bring a capacity<lb />
crowd to Raleigh, and neither has<lb />
the match-up lacked a stiff fight.<lb />
Lest anyone forget, ECU defeated<lb />
State 22-16 last year, lost to No. 1<lb />
Miami in the last minute 12-7, and<lb />
ended up in the final top 20. Neither<lb />
State nor any other ACC team<lb />
could say the same last year. Neither<lb />
could the UNC Gamecocks. With a<lb />
record like last year's 5-6, they can't<lb />
even see the top 20 from Columbia.<lb />
Get serious, Raleigh, for en-<lb />
thusiastic crowds and an uphill bat-<lb />
tle, you can't do better than the<lb />
Pirates. But the Pirates plan to stay<lb />
in the top 20, whether they get to<lb />
beat State on the way or not.<lb />
Reagan Sure Can Make<lb />
Things Seem Real Clear<lb />

Why was I born so simple? I tend to see<lb />
things pretty clear cut, like something is<lb />
usually right or wrong, black or white, or<lb />
good or evil. But all my trendy friends<lb />
laugh at such simplemindedness.<lb />
"Ain't no black and white they say.<lb />
"Just a complex gray But like Jesse<lb />
Helms, I guess I'm just an old logger head<lb />
who buys Ronald Reagan's notions about<lb />
the Soviet Union being an evil empire.<lb />
Why just last week I was reading a long<lb />
story in the Charlotte Observer called "No<lb />
Peace For Vietnam The article said:<lb />
"America's policy of denying aid to Viet-<lb />
nam has helped push the country reluc-<lb />
tantly into the orbit of the Soviet Union<lb />
It called our no-aid policy "vengeful and<lb />
short-sighted" and suggested that if we'd<lb />
wise up we could "wean Hanoi away from<lb />
the Kremlin<lb />
I scratched my head. I'd always thought<lb />
the North Vietnamese communists was<lb />
sure 'nuff in the Soviet orbit. The article<lb />
says Ho Chi Minh started the Indochina<lb />
Communist Party in 1930 under Stalin's<lb />
orders. But maybe it was the CIA, not the<lb />
Soviets, who was supplying the Viet Cong<lb />
during its war of popular liberation<lb />
against the "corrupt Thieu regime Well,<lb />
whatever, the article went on to say those<lb />
Vietnamese was now some of the poorest<lb />
people on earth, barely making $160 a year<lb />
each.<lb />
"Well shux I said. "America already<lb />
owes so much money to David Rockefeller<lb />
that borrowing a billion or two more to<lb />
patch things up with the commies in Hanoi<lb />
wouldn't be missed. It might help detente<lb />
too. And we did make those good com-<lb />
mies suffer with our war of imperialist ag-<lb />
gression. Give'em the money<lb />
"Atta boy said my trendy friends,<lb />
slapping me on the back. "Now you're<lb />
thinking And I'd thought them Vietnam<lb />
commies was the bad guys.<lb />
But you know, simple fool that I am, I'd<lb />
applied the same logic to Central America.<lb />
I remember right after those Marxists (are<lb />
they any kin to a communist?) took over<lb />
Nicaragua, all the liberals in the media and<lb />
Congress was shouting that if we'd<lb />
give'em $174 million, we could keep them<lb />
out of the SovietCuban orbit too. Several<lb />
North Carolina Congressmen voted to<lb />
send the money pronto.<lb />
But I listened to fellow lunkhead Jesse<lb />
Helms. Why, he said those Marxists was<lb />
already sided up with Castro, and they'd<lb />
just take that money and buy guns with it,<lb />
even though Vice-President Mondale<lb />
declared they'd do no such thing. Pea<lb />
brain that I am, I listened to Jesse.<lb />
Jesse said those Marxists was determin-<lb />
ed to take over all of Central America,<lb />
that they was smuggling guns to their<lb />
brother guerrillas in El Salvador. He said<lb />
something about a "domino theory<lb />
same kinda game them North Vietnamese<lb />
was playing.<lb />
"How utterly gauche said the trendy<lb />
liberals.<lb />
But that article in the Observer did say<lb />
one of the reasons those Vietnamese com-<lb />
mies was so poor was becuase after they'd<lb />
liberated South Vietnam they got busy<lb />
liberating Cambodia and Laos too and it<lb />
was costing them a lot of money. And then<lb />
I read where some of them Sandinistas had<lb />
said they intended to liberate all of Central<lb />
America and Mexico, just like them Viet-<lb />
namese was doing in Southeast Asia.<lb />
But then former U.S. Ambassador to El<lb />
Salvador Robert White came to ECU and<lb />
he said that was crazy. He said them peo-<lb />
ple was just riled up 'cause they was tired<lb />
of being poor. But then I read where the<lb />
group that was sponsoring White's lecture<lb />
tour was made up of left-wing radicals,<lb />
former members of the SDS, the<lb />
Weathermen and members of far-left<lb />
think tanks like the Institute For Policy<lb />
Studies who the FBI thinks is a communist<lb />
front organization controlled by the KGB.<lb />
"There you go thinking in terms of<lb />
black and white hooted my trendy<lb />
friends. They slapped their knees and had<lb />
a good old laugh.<lb />
But I still don't seem to be learning too<lb />
fast. Why, just yesterday I was reading an<lb />
article in the New Republic by associate<lb />
editor Jefferson Morely. He said the only<lb />
solution to El Salvador was a coalition<lb />
government that included the communists.<lb />
He said if Roberto D'Abuissan was<lb />
elected, terrible things might happen,<lb />
maybe even civil war.<lb />
But I thought they already had a civil<lb />
war and a coalition government was how<lb />
the communists took over Russia in the<lb />
first place and then Poland and the rest of<lb />
Eastern Europe later. And I wonder why<lb />
most of the U.S. media and Congress is<lb />
against D'Abuissan anyway. He says he's<lb />
for free enterprise and giving the land<lb />
directly to the peasants instead of putting<lb />
'em on state-owned collective farms like<lb />
the moderates want. He says he's against<lb />
the communists and will whup'em. He<lb />
says the same things to the people down<lb />
there that Reagan says to the people up<lb />
here and all the people say, "Yeah, yeah,<lb />
yeah But all the media keeps printing<lb />
stories about D'Abuissan being linked to<lb />
death squads but when Jesse Helms says,<lb />
"Oh, yeah Where's the beef?" nobody<lb />
has any proof, and if there was 7,000 com-<lb />
mies raping, killing and looting Pitt Coun-<lb />
ty I reckon me and a lot more folks would<lb />
break our shotguns out and do some right-<lb />
wing death squadin' ourselves and<lb />
and and<lb />
andguess I'm too dumb to unders-<lb />
tand gray Black and white makes a heap<lb />
more sense.<lb />

Public opinion polls can be counted<lb />
on to show two things: people don't like<lb />
Washington, and they don't like the<lb />
press. Simply put, most of the masses<lb />
believe that one cheats and lies and the<lb />
other lies and cheats. Now, of course,<lb />
Mr. and Mrs. Everyday American don't<lb />
believe this happens all the time � he<lb />

is in on it but chicanery goes on enough,<lb />
he thinks, to say he distrusts both,<lb />
especially during major events.<lb />
Ironically, these two institutions have<lb />
a great deal to do with each other's im-<lb />
age. The press has exposed governmen-<lb />
tal corruption and deception during elec-<lb />
tions and wars, and each time of-<lb />
ficialdom calls the press's fair play foul<lb />
play � a cry sometimes deserving. The<lb />
public is caught in the middle of this baf-<lb />
fle; they are the ones being hurt.<lb />
The give and take between press and<lb />
government should be respectful, not<lb />
sadistic. Many a time a reporter has been<lb />
overheard to say, "I'm going to get<lb />
him That attitude has led numerous<lb />
frustrated govermental spokesmen to<lb />
demand "whose side" the press is on.<lb />
The press, of course, is on the public's<lb />
side, and the public in a democracy is the<lb />
government, so theoretically we're on<lb />
that proverbial "same side But the<lb />
outcome from this circular argument is<lb />
damage � damage to the trust both in-<lb />
stitutions must have from the citizenry.<lb />
Underlying the public's mistrust of<lb />
government and press is our people's<lb />
disdain for authority, a trait living on<lb />
from colonial times. One bad apple, to<lb />
us, does spoil the whole barrel.<lb />
Americans are saying they have spotted<lb />
deception in society and they don't like<lb />
it, but are willing to live with it. This is a<lb />
sad comment. All elected officials<lb />
deserve a chance to gain our confidence.<lb />
If man is to govern himself, he must<lb />
trust officials, and he must be able to<lb />
believe the press whose watches of-<lb />
ficialdom for us.<lb />

We seem to not understand this. In<lb />
fact, we are conciously choosing leaders<lb />

fueled by a press gassed by the govern-<lb />
ment. The buck must stop somewhere,<lb />
as Truman used to say, and that buck in-<lb />
evitably lands on the government's<lb />
doorstep. The press, you see, is so hated<lb />
because it tells us our government is<lb />
wrong or deceitful. They aren't trusted<lb />
because they have journalistic ancestors<lb />
who sensationalized and present day<lb />
cousins who still do.<lb />
If people started listening to what they<lb />
were saying and stop giving officiaJdom<lb />
the benefit of the doubt, maybe we<lb />
would all straighten up and fly straight.<lb />
But for now, as evidenced by the<lb />
justification that "everyone does it" and<lb />
the admonishment "I wish the damn<lb />
press would keep its nose out our in-<lb />
stitutions are leading downward; our<lb />
people are heading downward.<lb />
It's a shame, you see. If we only<lb />
believed, we would know we have a<lb />
USIA director who lied about taping his<lb />
telephone conversations, a CIA director<lb />
who refused to stop spending his morn-<lb />
ings trading millions of dollars on the<lb />
stock market, an attorney general who<lb />
had tax shelter problems and had to<lb />
return $50,000 in questionable seveance<lb />
pay, a deputy secretary of defense who<lb />
resigned to fight charges of insider stock<lb />
trading, a former secretary of the in-<lb />
terior who sold public mineral reserves<lb />
below market value to companies receiv-<lb />
ing secret information on the govern-<lb />
ment's plans for them, EPA ad<lb />
ministrators who pass along details of<lb />
investigations to companies being in-<lb />
vestigated, and last, but not least, a<lb />
president whose ranch stables are clean-<lb />
ed by a man being paid $58,500 bv the<lb />
Commerce Department.<lb />
But no one listens. Maybe it's because<lb />
they always bear it and are tired of it all.<lb />

Student Vote Urged<lb />
The recent editorial concerning a bill<lb />
being considered by the SGA which<lb />
would give students an opportunity to<lb />
vote on the establishment of a Public<lb />
Interest Research Group (PIRG) at<lb />
East Carolina University was well-<lb />
stated. The SGA obviously should put<lb />
the matter of establishing a PIRG<lb />
squarely before the student body.<lb />
Arguments by opponents of the PIRG<lb />
effort maintaining that students will<lb />
not have enough time to become suffi-<lb />
ciently educated regarding the pros and<lb />
cons of a PIRG to make an informed<lb />
decision on the referendum are<lb />
fallacious.<lb />
To begin with, much public outreach<lb />
regarding PIRG was done last semester<lb />
and last spring. Back issues of The East<lb />
Carolinian are testament to this fact as<lb />
their pages are filled with articles,<lb />
editorials and student forum letters �<lb />
all focusing on the PIRG issue. In ad-<lb />
dition, presidential candidates for SGA<lb />
were prohibited from even beginning<lb />
to campaign on the issues until Tues-<lb />
day night at 8 p.m. Candidates for the<lb />
legislature face similar restrictions. The<lb />
arguments against holding the PIRG<lb />
referendum are, therefore, doubly<lb />
ironic in light of the fact that those<lb />
who are elected to serve in the SGA<lb />
control over $140,000 in student fees<lb />
and spend less time informing students<lb />
regarding their stand on issues than<lb />
will be spent educating students about<lb />
the PIRG issue.<lb />
Moreover, these fees are non-<lb />
refundable and legislators have the<lb />
power to recommend activity fee in-<lb />
creases without ever consulting the stu-<lb />
dent body in a referendum. This is not<lb />
at all an attempt to say that SGA<lb />
representatives do not have a legitimate<lb />
mandate to make decisions on behalf<lb />
of the student body. I simply wish to<lb />
submit that a mandate in favor of<lb />
PIRG on Wednesday would be no less<lb />
legitimate. Also, as Darryl Brown<lb />
wrote, direct democracy is almost<lb />
always preferable to representative<lb />
democracy.<lb />
In conclusion, a student-run, non-<lb />
partisan research and advocacy<lb />
organization would be a valuable addi-<lb />
tion to the ECU campus, it would be<lb />
the first one on the campus of a public<lb />
university in the state, though PIRGs<lb />
already exist at private schools such us<lb />
Elon, Duke and Guilford College<lb />
States like New York and<lb />
Massachusetts have strong and<lb />
widespread PIRG organizations with<lb />
dynamic and active voices to represent<lb />
the student and consumer interest.<lb />
That is why these states have some of<lb />
the most progressive laws in the coun-<lb />
try pertaining to voter registration sor<lb />
Students, truth in testing, toxic<lb />
chemical contamination and utilities<lb />
reform, to name a few. Establishing a<lb />
PIRG at ECU would be a first stq5<lb />
toward giving the students of North<lb />

What To Do While Your Stalks Are Still Stiff<lb />

Remember that big batch of beef stew you made<lb />
before spring break? Everyone loved its tender tips of<lb />
beef and big chunks of potatoes, carrots and celery.<lb />
It you check your refrigerator, down there in the<lb />
crisper section between the green meat and the brown<lb />
lettuce, you'll probably find the remainder of that<lb />
bunch of clerey; the stew only needed three stalks.<lb />
Nonce how when you pick it up the stalks hang<lb />
flacidly downward like branches on a willow tree.<lb />
One solution to the problem of leftover celery is to<lb />
continue cooking it into thinngs. You can brew up<lb />
more soups and stews; of course, you may grow<lb />
wear) of food that floats and crave something sta-<lb />
tionary, like a hamburger or fried chicken. But you<lb />
just don't uant to throw away another 50 cents worth<lb />
of celerj.<lb />
So the question of how to eat those undevoured<lb />
stalks remains unanswered. I set out to discover how<lb />
others eat celery, in spite of my own dislike of the<lb />
European herb. I found a group of ECU students<lb />
ting in Slay Dorm on a cool Sunday afternoon,<lb />
and I asked them how they liked their celery. Becky<lb />
Thompson and sister Jenny offered the most unusual<lb />
answers oi the group.<lb />
" ou put it in your bread and it will keep fresh<lb />
said Becky "But when I eat it, I wash it and leave it<lb />
wet so the salt will stick. Or you could stuff it She<lb />
turned toward Jenny. "What is it, creamed cheese<lb />
stuffing, crushed walnuts, black olives or<lb />
pimentos?'<lb />
"Yeah aid Jenny "Or you can smoke it<lb />
ke it? ' asked Smoking celery was a new<lb />
e i tried to imagine someone lighting up a<lb />
stalk with a Bic butane.<lb />
"Sure said Jenny. "You dry the stalks, then cut<lb />
of! the leafy part<lb />
"Roll it up like a cigarette?" I asked,<lb />
�eah said Becky. "You can make tea with it<lb />
too<lb />
"I wonder if you can get high off it said Jenny's<lb />
boyfriend Doug.<lb />
"1 don't know Jenny said. "The Indians do it<lb />
"Oh. Well, then you can get high<lb />
I decided to move on to someone else. Thomas<lb />
Cormier was delighted to have the chance to offer his<lb />
knowledge.<lb />
"You can do all kinds of things with celery he<lb />
said. "You can eat it with Cheeze Whiz, you can eat<lb />
it with peanut butter, or pimento cheese, or any kind<lb />
of spread � except a breadspread, I don't like it on a<lb />
bedspread � or you can eat it marinated in vinegar,<lb />
you know, pickled<lb />
Since I despise pickled things of any sort, I directed<lb />
my attention toward Pam Wofford who was lying<lb />
face down at the foot of the bed. She had been silent<lb />
throughout the entire discussion and looked decided-<lb />
ly bored. I wanted to get her involved, so I asked her,<lb />
"How do you eat your celery, Pam?"<lb />
She directed her blue eyes at my browns. "I don't<lb />
eat celery she said with slow certainty.<lb />

Susan Barker decided to offer her suggestion.<lb />

educated man should be able to<lb />
think, whether he has a degree in<lb />
computer science or French � or<lb />
even if he has no degree at all �<lb />
an educated man must surely be<lb />

You see, a year before, Shlep<lb />
had been afraid of everything:<lb />
subways, bad neighborhoods,<lb />
even girls. Then one day he took<lb />
the subway through a hostile area<lb />
and asked every girl out on the<lb />
train. From then on, it was just a<lb />
matter of time before Shlep took<lb />
flight lessons.<lb />
A hundred feet away, Shlep saw<lb />
the figure of a woman. Not only<lb />
that, he saw the woman too. She<lb />
was one of those perky-unperky<lb />
average-sized little girls with the<lb />
wholesomeness of happy-<lb />
America, but America in modern<lb />
times. She glistened, the way a<lb />
flower does when you dip it in<lb />
semen.<lb />
"Uh, uh, are you the flight in-<lb />
structor?" Shlep asked.<lb />
She gave him an indulgent<lb />
smile. "I'm Trish she said, with<lb />
that kind of confident, aggressive<lb />
attitude that, were she ugly or a<lb />
guy, Shlep might have wanted to<lb />
punch her. "I deal in planes.<lb />
You're not chained to the ground<lb />
anymore, Shlep. Look at the<lb />
sky<lb />
She looked to the sky. He look-<lb />
ed at her breasts.<lb />
"I wanna conquer my last<lb />
fear said Shlep.<lb />
And Trish laughed her ass off.<lb />
"You don't conquer fear. You sit<lb />
on it<lb />
Once they got airborne and out<lb />
of the traffic pattern, Trish trim-<lb />
med the plane for level flight and<lb />
told Shlep to take the wheel.<lb />
"Are you sure?" Shlep asked.<lb />
Trish smiled playfully, "Hey,<lb />
who's the paranoid schizophrenic<lb />
here � me or you?"<lb />
She walked behind him.<lb />
"Where are you going?"<lb />
"Don't you worry she<lb />
answered. "Just remember, if any<lb />
of those big planes think they can<lb />
cut you off, you have the right of<lb />
way And with that, she walked<lb />
through the black curtains that<lb />
concealed the rear three fourths of<lb />
the plane.<lb />
When she returned a minute<lb />
later, she was drinking cham-<lb />
pagne from a bottle.<lb />
"Want some?"<lb />
"Are you sure it's okay to do<lb />
that up here<lb />
She laughed. "Of course, dum-<lb />
bass<lb />
His hand slipped, and the plane<lb />
made an unexpected move, a left<lb />
bank. Trish fell. Her face landed<lb />
in his lap. She looked up and<lb />

"Look at me she said.<lb />
Shlep tried to be cool. "But<lb />
what about my lesson he said.<lb />
Then he passed out.<lb />
He woke up on a waterbed.<lb />

wouldn't go through.<lb />
The room stunk of incense. But<lb />
the girl not only was she like<lb />
some kind of perfection in herself,<lb />
she offered the chance of a<lb />
merger.<lb />
"Merger me, merger me she<lb />
said in Shlep's ear. But consider-<lb />
ing the longing of pressing<lb />
mouths, and pressing tummies,<lb />
and pressing breasts, it was a<lb />
meager merger. But hey, what do<lb />
you want?<lb />
Half a minute later, Shlep stop-<lb />
ped moving, wondering what hit<lb />

states an old maxim. Usually<lb />
that's true, but it is possible to pay<lb />
for something � something very<lb />
fine � and not get it. The Artists<lb />
Series is a good example.<lb />
Each school year the ECU Ar-<lb />
tists Series Committee brings<lb />
some of the finest talent available<lb />
to campus, superb performances<lb />
that you may choose to hear or<lb />
not hear. Perhaps its a famed<lb />
pianist, an orchestra or a jazz<lb />
band, and if you don't go to the<lb />
performance, you rationalize,<lb />
"That's O.K. No money out of<lb />
my pocket<lb />
Wrong.<lb />
Internationally famous per-<lb />
formers don't visit ECU as charity<lb />
acts. It costs big bucks to bring<lb />
them here. And whether you see<lb />
the show or not, you help foot the<lb />
bill with money from your activity<lb />
fees. What kind of big bucks are<lb />
we talking about? Let's take a<lb />
look.<lb />
The 1984-85 Artists Series:<lb />
Tokyo String Quartet, $6,500;<lb />
pianist Janina Fialkowska,<lb />
$3,500; Vienna Choir Boys,<lb />
$9,000; Rotterdam Philharmonic<lb />
Orchestra, $25,000; soprano Mar-<lb />
vis Martin, $4,000; total: $48,000.<lb />
Forty-eight grand for an artists<lb />
series. And where does the money<lb />
come from?<lb />
According to Rudolph Alex-<lb />
ander, associate dean and director<lb />
of university unions, anticipated<lb />
revenue from ticket sales to the<lb />
Artists Series will only total<lb />
$22,000 leaving a deficit of more<lb />
than $25,000 � the largest deficit<lb />
ever projected for a season.<lb />

What is thinking?<lb />
When you distill it to its<lb />
essence, thinking is the process of<lb />
making decisions. We accumulate<lb />
evidence which we weigh and sift<lb />
in our brains, and then we make a<lb />
decision about, or on, that<lb />
evidence. It could be a trivial deci-<lb />
sion, deciding whether we want a<lb />
Coke or a Dr. Pepper. We recall<lb />
the previous times we drank these<lb />
soft drinks, and depending on<lb />
which soda had generally proven<lb />
more refreshing or tasty, we make<lb />
a decision. And during the course<lb />
of each day, we make hundreds of<lb />
minor decisions, constantly think-<lb />
ing. But occasionaly we must<lb />
make important decisions, and<lb />
this is when a good education can<lb />
be an asset.<lb />
Unfortunately, I see increasing<lb />
evidence, at least on fins campus,<lb />
that the process of making deci-<lb />
sions is exactly what we're taught<lb />
not to do. Yes, I actually mean to<lb />
say that a college education<lb />
prepares us not to think.<lb />
Had you rather be fair or right?<lb />
Just answer the question. Which<lb />
is more important to you, to be<lb />
fair or right? (Answer this ques-<lb />
tion before reading on.)<lb />
I've asked that question to<lb />
many fellow students, and rarelv<lb />
do any of them say, "Oh, I'd<lb />
much rather be right Fair is the<lb />
standard reply. The reason is that<lb />
in our educational process, and in<lb />
today's society in general (par-<lb />
ticularly from within the media),<lb />
fairness and equality are strongly<lb />
emphasized. Today, America<lb />
(well much of the older generation<lb />
isn't infected, but younger people<lb />
suffer acutely) is obcessed with<lb />
being fair. Whether its affirmitive<lb />
action laws, ERA, abortion, gay<lb />
rights or nuclear arms, fairness<lb />
seems to be the overriding factor<lb />
for making a decision on all these<lb />
weighty issues.<lb />
But what is right? Whether it is<lb />
based on morals, ethics or na-<lb />
tional self-interests, shouldn't the<lb />
right decision be more important<lb />
than the fair decision.<lb />
The problem with fairness is<lb />
that the concept has nothing to do<lb />
with decision making at all.<lb />
Webster's Dictionary says: "fair,<lb />
the general word, implies the<lb />
treating of both or all sides alike,<lb />
without reference to one's own<lb />
feelings or interests Treating<lb />
both sides alike in effect means to<lb />
deliberately and conciously ignore<lb />
farts and reality, and to not make<lb />
a decision based on empirical<lb />
evidence. If we were going to be<lb />
fair, we would buy both a Coke<lb />
and a Dr. Pepper and would ig-<lb />
nore our own "feelings or in-<lb />
terests" in the matter. We would<lb />
deliberately not think.<lb />
To show how far this perverse<lb />
un-thinking has gone, when the<lb />
discussion of nuclear weapons (a<lb />
very serious topic) comes up I<lb />
have asked fdlow students this<lb />
question: "At this late stage it ap-<lb />
pears virtually impossible, but if<lb />
if it were possible for the United<lb />
States to ever again have strategic<lb />
nuclear superiority over the Soviet<lb />

coming week. On Mon-<lb />
day, March 19, Mr.<lb />
Galvin will give a reading<lb />
of selected poems in<lb />
Jenkins Auditorium. The<lb />
reading is scheduled to<lb />
begin at 4 p.m.<lb />
The following day,<lb />
Tuesday, March 20,<lb />
Galvin will attend a<lb />
poetry workshop at 10:30<lb />
a.m. in room 221 in<lb />
Mendenhall Student<lb />
Center. Persons wishing<lb />
to have their work criti-<lb />
qued by Mr. Galvin<lb />
should bring 15 copies of<lb />
each poem. The<lb />
workshop is open to<lb />
observers and anyone<lb />
who has questions for<lb />
Mr. Galvin.<lb />
A native of New<lb />
England, Galvin was<lb />
educated in Northeastern<lb />
schools and earned a<lb />
Ph.D. in English from<lb />
the University of<lb />
Massachusetts in 1970.<lb />
Since that time he has<lb />
taught writing and<lb />
literature at Central Con-<lb />
necticut State University<lb />
and has worked steadily<lb />
as a writer of poetry and<lb />
prose. He has had five<lb />
books of poetry publish-<lb />
ed within the past dozen<lb />
years. His 1980 collection<lb />
Atlantic Fly way was a<lb />
Pulitzer Prize nominee.<lb />
Concerning it. Booklist<lb />
said: "Because he is so<lb />
good at what he does, it is<lb />
impossible to call him<lb />
average or even<lb />
mainstream. In Galvin's<lb />
hands the familiar<lb />
elements of metaphor<lb />
and the free-verse line are<lb />
welded into poems that<lb />
are tensile, clean and<lb />
energetic. Nothing is<lb />
bland here; the narrator<lb />
is never jaded or blase<lb />
This is a very fine book<lb />
Galvin's most recent<lb />
book of poetry, a 1983<lb />
release, is Winter<lb />
Oysters.<lb />
Besides collected<lb />
works, Galvin has fre-<lb />
quently published poems<lb />

coach Hal Baird was pleased with<lb />

game, he said. "We've had a<lb />
