Housing Is Scarce<lb />
On Campus And Off<lb />

Housing will once again be a pro-<lb />
blem this fall when enrollment is ex-<lb />
pected to be over 13,000.<lb />

been admitted along with 500 to 600<lb />
re-admissions, 850 transfers, and<lb />

bedroom apartment usually ranges<lb />
from SI70 to $225. A year ago, rent<lb />
was usually between $160 and $175.<lb />
Off-campus housing will be dif-<lb />
ficult to find this fall. Eastbrook,<lb />
Village Green and King's Row,<lb />
which cater to ECU students were<lb />
full for the fall. River Bluff, still has<lb />
to all housing. Out of 12,000 units<lb />
in Greenville, about 3400 are apart-<lb />
ments or about one-fourth of the<lb />
housing in Greenville. Rising con-<lb />
struction rates and interest on finan-<lb />
cing have slowed down apartment<lb />
construction.<lb />
Older houses are also available<lb />
for rent to students, but they are<lb />
often overpriced and suffer from<lb />
landlord negligence, Laney said.<lb />
Some low income housing is<lb />
available to students if they meet<lb />
certain requirements. The basic pro-<lb />
blem lies in the fact that this type of<lb />
housing is aimed at families. Mar-<lb />
ried students could possibly qualify.<lb />
ALso, a single handicapped student<lb />
may qualify. But, unfortunately,<lb />
the single student does not.<lb />
Student housing is definitely a<lb />
problem that will continue to grow.<lb />

leveled off and today's college stu-<lb />
dent is on the last of the fringes of<lb />
that boom. However, at the rate<lb />
that Greenville is growing, this<lb />
paranoia seems needless. But until<lb />
enrollment decreases, Greenville<lb />
will continue to be a tight squeeze<lb />
for housing.<lb />

Aztecs Lose Karr To The Pirates<lb />
University officials announced<lb />
July 11 that Dr. Kenneth Karr of<lb />
San Diego State University will<lb />
become ECU Athletic Director, ef-<lb />
fective August 1. He will succeed<lb />
Bill Cain, who resigned the post in<lb />
May.<lb />
Karr comes to ECU after more<lb />
than ten years at San Diego State,<lb />
where he was Athletic Director bet-<lb />
ween 1969 and 1979. During his last<lb />
year there, Karr was chairman of<lb />
the Department of Athletics.<lb />
While at San Diego, Karr brought<lb />
Two Phases Of Renovation<lb />
For Drama Dept. Building<lb />
The renovations to McGinnis<lb />
Auditorium and the other drama<lb />
buildings are well underway. The<lb />
completed project will be part of the<lb />
new theater complex.<lb />
"This will be one of the finest<lb />
theatres in the Southeast said<lb />
Edgar Loessin, professor and<lb />
chairperson of the Drama Depart-<lb />
ment.<lb />
The renovations consist of two<lb />
phases. Phase I entails the renova-<lb />
tions of the auditorium and the<lb />
ballet studio. This first phase is ex-<lb />
pected to be completed in June of<lb />
1981 and will cost approximately<lb />
$1.9 million, according to James<lb />
Lowry, director of the Physical<lb />
Plant at ECU.<lb />
The second phase of renovations<lb />
involves the other Drama Depart-<lb />
ment buildings and includes the con-<lb />
struction of a separate scenery shop.<lb />
Phase II will cost about $1.12<lb />
million and should be finished in<lb />
December of 1981, Lowry said.<lb />

Brewer. Also decisive in Karr's ap-<lb />
pointment were Karr's record as an<lb />
outstanding schedule negotiator and<lb />
his across-the-board improvement<lb />
of women's and non-revenue sports,<lb />
Blake added.<lb />
Karr left Greenville Wednesday<lb />
morning for the trip back to<lb />
California, but is expected to be<lb />
back at ECU during the first week<lb />
of August.<lb />

seats and will provide facilities for<lb />
the handicapped.<lb />

resume for the fall semester, Loessin<lb />

If they can ever manage to get<lb />
their machines twirling all over<lb />
eastern North Carolina, the three<lb />
men who own and operate Solar<lb />
Breeze stand to make some money.<lb />
Solar Breeze is a local, fledgling<lb />
company with a franchise to sell a<lb />
windmill manufactured by<lb />
Enertech, a pioneer in the wind<lb />
energy field. A few weeks ago,<lb />
Rodney Hill, Bill Williamson and<lb />
Matthew Boykin put up a working<lb />
windmill to advertise the new<lb />
business and at the same time, pro-<lb />
vide energy for their offices, which<lb />
are located on Highway 264 a cou-<lb />
ple miles out of Greenville.<lb />
But these July dog days aren't<lb />
producing much of a breeze, and the<lb />
windmill has usually been idle. Per-<lb />
ched atop a 60-foot telephone pole,<lb />
it looks more like a stranded Cessna<lb />
engine than a lucrative business<lb />
idea.<lb />
Still, Rodney Hill said it has<lb />
caught enough wind so far to<lb />
generate a little of the electricity us-<lb />
for outside energy.<lb />
Of course, the amount of wind<lb />
available in any given area deter-<lb />
mines how economical the system<lb />
will be for the buyer. Although the<lb />
wind is free, the most economical<lb />
windmill, including construction,<lb />
comes with a five- to six-thousand<lb />
dollar price tag.<lb />

National Scholarship Program<lb />
Established For Cancer Nurses<lb />
The American Cancer Society an-<lb />
nounced this month that it has<lb />
established a national scholarship<lb />
program for nurses who intend to<lb />
teach cancer nursing or to become<lb />
clinical specialists in cancer nursing.<lb />
Dr. S.B. Gusberg of New York<lb />
City, the Society's national presi-<lb />
dent, said that the new program will<lb />
become effective in 1981. Each<lb />
scholarship will cover annual sub-<lb />
sistence and tuition costs in the<lb />
amount of $8,000 for a maximum of<lb />
two years of full time study in a<lb />
graduate school of nursing. The<lb />
awards will be issued for only one<lb />
year at a time, but qualified ap-<lb />
plicants are expected to be renewed<lb />
for a second year. Up to ten new<lb />
scholarships will be awarded each<lb />
year.<lb />

paid the minimum wage since their dorm work<lb />
is a part of their overall educational process,<lb />
said a Colorado U.S. District Court recently.<lb />

College in Denver. Public institutions are<lb />
already exempt from minimum wage rules. The<lb />
Department of Labor brought suit against<lb />
Regis claiming the RAs were employees because<lb />
�hey received no academic credit for their work.<lb />
"Keeping order in a dorm is hard work<lb />

CREASE caused the Trenton State College stu-<lb />
dent government to consider legal action<lb />
against the school. Some students didn't pay<lb />
the SICK) increase, even though it is allowable<lb />
under the on-campus housing contract. The<lb />
student government planned to hire an attorney<lb />
to represent those who hadn't paid until the<lb />
dean of students ruled that SGA funds couldn't<lb />
be used for that purpose. The student govern-<lb />
ment then planned to raise funds on rts own to<lb />
fight the administration's right to increase fees<lb />
without student approval.<lb />
THE GAP IN SALARIES between men and<lb />
women will remain as long as women college<lb />
students continue to study humanities, says a<lb />
Long Island economist. Pearl Kamer says<lb />
women pursue careers in such traditionally low-<lb />
paying fields as education, library science, and<lb />
applied arts and languages in larger numbers<lb />
rhan men. She predicts that by 1987, 71 percent<lb />
of all doctoral degrees earned by women will<lb />
still be in the humanities and recommends a<lb />
major push to guide women into mathematics,<lb />

Last week Greenville Area Chamber of Commerce's<lb />
request for a referendum concerning liquor-by-the-<lb />
drink was turned down by the Greenville City Council.<lb />
This action prompted several Greenville area restaurant<lb />
owners to circulate a petition of their own.<lb />
However, it appears that the petition drive has run<lb />
aground. According to Cliff Everett Jr chairman of<lb />
the Pitt Board of Elections, the Alcoholic Beverage<lb />
Control Board has certain statues regarding the pro-<lb />
cedures for petitioning the ABC for a referendum.<lb />
The statutes require that the party, group or in-<lb />
dividual go to the board office and request a petition<lb />
form, which the board then must supply and date.<lb />
The petitions have to be circulated and returned to the<lb />
board within 90 days, according to Everett. When the<lb />
board issues teh petitions, public notification must be<lb />
made that the petitions are in circulation, Everett said.<lb />
After the petitions are returned, the board has 30 days<lb />
to verify the signatures. After the petitionsa re verified,<lb />
the board must hold the referendum within 120 days, he<lb />
said.<lb />
According to Everett, no one representing the<lb />
restaurant owners has requested a petition. He said he<lb />
was aware that the petitions were in circulation around<lb />
Greenville. September 19 is the latest date the referen-<lb />
dum could be held prior to the November 4 general elec-<lb />
tion, since the law stipulates that the referendum cannot<lb />
be conducted within 45 days of the general election.<lb />
According to Margaret Register, supervisor of the<lb />
Board of Elections, the petition group is unlikely to<lb />
complete the necessary requirements and gain the need-<lb />
ed signatures in time to hold the referendum prior to the<lb />
November 4 general election. The earliest possible date<lb />
for the referendum would be 45 days after the general<lb />
election, she said.<lb />

The Media Board meets today to<lb />
finalize the media budgets for the<lb />
1980-81 fiscal year. The board now<lb />
has the difficult task of cutting<lb />
$20,000 in order to balance its<lb />
budget. The annual blood-letting<lb />
process should take several hours<lb />
and will undoubtedly leave some<lb />
with a bitter pill to swallow.<lb />
Thus far the board has tentatively<lb />
approved the following activity fee<lb />
split between the respective media:<lb />
Buccaneer$72,215<lb />
The East Carolinian$44,725<lb />
WZMB$30,540<lb />
Rebel$15,443<lb />
Media Board<lb />
Executive Council$15,005<lb />

Although these figures do not<lb />
necessarily represent the total<lb />
budgets of each medium, they do<lb />
show the amount of student activity<lb />
fees that will be used by each divi-<lb />
sion of ECU's media. For example,<lb />

coming from student activity fees.<lb />
example does not necessarily<lb />
represent the budgets of the other<lb />
branches. Some media, by their<lb />
nature, cannot generate monies to<lb />
support themselves; instead, they<lb />
must be totally subsidized by the<lb />
student activity fees.<lb />
Every year the board must deter-<lb />
mine if the amount of fees invested<lb />
in a publication is meeting the needs<lb />
of the students.<lb />
One budget which deserves closer<lb />
examination is the Buccaneer<lb />
budget. Although the yearbook's<lb />
budget is not the largest, it does re-<lb />
quire the largest percentage of stu-<lb />
dent activity fees � 45 percent. The<lb />
$70,000 Buccaneer activity fee sub-<lb />
sidy represents a 20 percent increase<lb />
over the 1979-80 budget.<lb />
The obvious question is whether<lb />
the students of ECU want such an<lb />
extravagance.<lb />
No other medium has requested<lb />
such a high subsidy nor one that ap-<lb />
proaches $70,000. The East Caroli-<lb />
nian reduced its student fee<lb />
dependence by 22 percent this year.<lb />
Last year the Buccaneer printed<lb />
7,000 yearbooks and had 1,000 left<lb />
over. At an average cost of $8.60<lb />
each, roughly $8,600 was wasted.<lb />
This year the Buccaneer plans to<lb />
cutback the number of yearbooks to<lb />
5,000, yet the budget will increase<lb />
$10,000.<lb />
Even though every student is<lb />
theoretically entitled to a yearbook,<lb />
only one-third of the students can<lb />
get one. The average cost of $14 per<lb />
book is a lot of money, especially<lb />
when all students pay fees but only<lb />
5,000 will be able to get a book.<lb />
Yearbooks are a dying breed.<lb />
Many schools have opted to discon-<lb />
tinue their yearbooks because of<lb />
decreased popularity combined with<lb />
exorbitant costs. The Media Board<lb />
should see the writing on the wall.<lb />
The board cannot afford 20 percent<lb />
increases each year. With the over-<lb />
whelming majority of students say-<lb />
ing, in effect, they do not want a<lb />
yearbook, the Media Board should<lb />
consider phasing out the white<lb />
elephant of student publications.<lb />
Registration Good Idea<lb />
Monday will mark the first time<lb />
since 1975 that adult males will have<lb />
to register with the Selective Service.<lb />
Registration shouldn't be confused<lb />
with the draft. There will be no<lb />
Draft Boards or Draft Cards to con-<lb />
tend with. Only those who were<lb />
born in 1960 and 1961 will be re-<lb />
quired by law to register with the<lb />
Selective Service.<lb />
Registration will consist of filling<lb />
out a short form. The registrant will<lb />
be required to record his name, per-<lb />
manent and current address,<lb />
telephone number, social security<lb />
number and date of birth. Approx-<lb />
imately 90 days later, the registrant<lb />
will receive a letter acknowledging<lb />
his registration.<lb />
Selective Service registration<lb />
comes at a critical time when the<lb />
United States cannot afford to ap-<lb />
pear weak. John Collins, in his<lb />
book, American and Soviet Military<lb />
Trends Since the Cuban Missile<lb />
Crisis, had the following to say<lb />
about the U.S. Army compared to<lb />
the Soviet Army:<lb />
"A mammoth conscript army is<lb />
the traditional source of Soviet<lb />
general purpose force strength.<lb />
Other services are subsidiary,<lb />
despite the emergence of a modern<lb />
air force and navy. The much<lb />
smaller U.S. Army currently con-<lb />
sists of volunteers. Quantitative<lb />
gaps that favor the Soviet Union are<lb />
great in nearly every category<lb />
"Armies everywhere are still<lb />
manpower intensive, even in this<lb />
mechanized age. Active deployable<lb />
personnel strengths  thus are<lb />
significant Soviet personnel, less<lb />
commandsupport, now outnumber<lb />
our own by almost three-to-one<lb />
(1,722,000 to 598,000)<lb />
Collins made these statements in<lb />
1978, prior to any events of the last<lb />
18 months, before the fall of Iran<lb />
and the invasion of Afghanistan. It<lb />
is interesting to note that his book<lb />
was prepared specifically for use by<lb />
Congress.<lb />
Although the American Civil<lb />
Liberties Union in an effort to stop<lb />
registration is suing the federal<lb />
government, registration will go on<lb />
as planned. In every post office in<lb />
the United States those born in 1960<lb />
and 1961 will begin registering Mon-<lb />
day. Considering the consequences,<lb />
it's a very good idea. President<lb />
Carter's only fault may be that he<lb />
did not institute the registration<lb />
sooner.<lb />

Helms not Embarassment<lb />
Though 1 may have serious political<lb />
and philosophical differences with Sen.<lb />
Jesse Helms (RN.C), I would not<lb />
under any circumstances refer to him as<lb />
an embarassment to the state of North<lb />
Carolina. How could any elected of-<lb />
ficial, who legitimately represents the<lb />
concerns and interests of his consti-<lb />
tuents, be an embarassment to those<lb />
who saw fit to put him in office? It also<lb />
seemed irresponsible for a representative<lb />
of the newspaper to refer to Sen. Helms<lb />
as "Senator No especially in regard to<lb />
maintaining a consistent approach to<lb />
one whom has received editorial support<lb />
in the past.<lb />
Foolhardy reactionism should not be<lb />
the policy of an editorial column if it<lb />
wishes to maintain the respect of its<lb />
readers. This country was founded on<lb />
the principle of free speech and political<lb />
debate, and Jesse Helms represents the<lb />
ideology of one of the major com-<lb />
ponents of our political system, the con-<lb />
servative philosophy. If the country is to<lb />
further grow, it must realize that a vital<lb />
component of compromise is to<lb />
recognize that one's political opponent<lb />
has just as valid a conception of the<lb />
world as the one we possess.<lb />
To refer to Jesse Helms as an em-<lb />
barassment is to deny him the respect<lb />
that he has earned by becoming one of<lb />
themost vocal supporters of his view of<lb />
the American system. Though I do not<lb />
agree with Sen. Helms, I respect his<lb />
stature in the American political ideal. 1<lb />
regret that he was deemed an embarass-<lb />
ment, and I am indeed embarassed that<lb />
we should not have the proper respect<lb />
for a great statesman.<lb />
And as far as speaking of "near reac-<lb />
tionaries perhaps a quote from the Bi-<lb />
ble would suffice: "Let he who is<lb />
without sin cast the first stone<lb />

Republicans 'all smiles in Detroit'<lb />

Andy kooney, the CBS commentator<lb />
for the weekly news magazine 60 Minutes,<lb />
attempted to explain the complicated pro-<lb />
cess of nominating and electing a presi-<lb />
dent. In a special edition of 60 minutes on<lb />
Monday night, Rooney began a descrip-<lb />
tion of each step of the process with, "It's<lb />
just this simple but none of the steps<lb />
ended up being simple, or even logical.<lb />
His comments about the way we choose<lb />
a president were amusing and confusing at<lb />
the same time, but he stopped one step<lb />
short of explaining who could be choosing<lb />
the next president of the United States �<lb />
the U.S. House of Representatives. Well,<lb />
it's not really the House. Each state gets<lb />
one vote, and it doesn't have to vote for<lb />
the candidate who received the most votes<lb />
in the electoral college. How could this<lb />
happen?<lb />
While the GOP Convention seems to be<lb />
rolling along rather smoothly this year, the<lb />
Democrats are far from unified. Teddy<lb />
Kennedy and Jimmy Carter are battling<lb />
for the soul of their party. The track<lb />
record of the Democratic administration<lb />
will be hard to live down with any 1980<lb />
platform. Likewise, Billy Carter's recent<lb />
dealings with the Libyan government<lb />
won't help matters any. And if predictions<lb />
are correct, Independent candidate John,<lb />
Anderson will gain the votes of dishearten-<lb />
ed Democrats.<lb />
Republicans are all smiles in Detroit this<lb />
year because they think they have a can-<lb />
didate who can win. To be sure, the GOP<lb />
is more united for Ronald Reagan than it<lb />
has been for any other candidate in its<lb />
history, with the exception of Richard Nix-<lb />
on. But some creaky planks in the 1980<lb />
platform and the choice of a vice presiden-<lb />
tial candidate still lurk behind all those<lb />
CITilME<lb />
Phyllis Schlafly, of Illinois, a GOP<lb />
leader of the far right, suggests: "We're<lb />
smarter now, and more pragmatic<lb />
Republicans are certainly smarter in that<lb />
they have rallied behind the candidate who<lb />
has received the most votes in the<lb />
primaries. To strengthen the Democratic<lb />
party, Kennedy would have been smart so<lb />
drop out a long time ago, but he is stan-<lb />
ding up for principles.<lb />
The GOP is certainly more pragmatic<lb />
now, having dealt sharply with such issues<lb />
as abortion, the ERA, defense spending<lb />
and social programs. Riding the tide of the<lb />
recent Supreme Court decision on abortion<lb />
would seem logical enough, but withdraw-<lb />
ing 40 years of support for the ERA may<lb />
hurt more than it will help. Increasing<lb />
defense spending at the expense of social<lb />
programs will certainly alienate less for-<lb />
tunate voters, not to mention the kind of<lb />
increases for defense.<lb />
The Republicans want long-range<lb />
bombers, which probably couldn't make it<lb />
past Soviet defense systems; more sea-<lb />
launch cruise missiles, which would in-<lb />
crease the national nuclear stockpile; and<lb />
the MX system, which will be obsolete<lb />
before it is completed. More so than the<lb />
Democrats, the Republicans have<lb />
overlooked the force which makes the U.S.<lb />
Armed Forces tick � personnel.<lb />
How does all of this affect the choice of<lb />
the president? Both major parties could<lb />
drive voters to the middle of the road, the<lb />
Independent party, and the result could be<lb />
that no candidate will receive a majority in<lb />
the electoral college. What happens then?<lb />
The issue goes to the House of Represen-<lb />
tatives where each state casts one vote for<lb />
the candidate of its choice, and the one<lb />
receiving a majority of votes becomes the<lb />
president of the United States.<lb />
If the Republican platform and the<lb />
Democratic disunity and track record drive<lb />
a significant number of voters to the In-<lb />
dependent party, the final decision could<lb />
very Ukely be made in the House. In 1824,<lb />
the House was forced to decide between<lb />
Andrew Jackson and John Quincy Adams<lb />
because there was no plurality in the elec-<lb />
toral college. Henry Clay, third runner up<lb />
in that election, was the verv powerful<lb />
speaker of the House, and he used his in-<lb />
fluence to elect Adams over Jackson,<lb />
although Jackson received more popular<lb />
votes. If Ronald Reagan should in<lb />
without a majority of the popular vote, a<lb />
predominantly Democratic House could<lb />
choose Jimmy Carter for a second term.<lb />
Of course voters could simply go with a<lb />
winner instead of a candidate they feel will<lb />
do the best job, but there is good chance<lb />
that the people will not choose the presi-<lb />
dent of the United States in this<lb />
tumultuous year of 1980. And that isn't<lb />
simple or logical.<lb />

Happy customers spend money and are<lb />
more susceptible to sales pitches. Hap-<lb />
py employees are more productive and<lb />
more productive employees make for a<lb />
more profitable business.<lb />

Welcome to the world of thought control. "Big<lb />
Brother the insidious voice that followed Orwell's<lb />
protagonist about in 1984, is here now. Even on cam-<lb />
pus, right here at ECU, you are not safe. He is in every<lb />
major shopping area and restaurant in this country. Of<lb />
course 1 am speaking of Muzak � or any of the canned<lb />
boredom that is broadcast into public areas.<lb />
Muzak is a private corporation that sells franchises<lb />
throughout the world. Every city and town in North<lb />
Carolina is covered by one of the Muzak franchises. The<lb />
local outfit is located in Kinston and covers ten coun-<lb />
ties.<lb />
Muzak is the largest company of its kind in the world.<lb />
There are Muzak franchises in Europe, Asia and South<lb />
America. Any competition that the company has is<lb />
strictly on the local level. Here in Greenville, for in-<lb />
stance, the competition is from the area radio stations;<lb />
W1TN and WGBR offer background music services, as<lb />
does Capital Broadcasting Company in Raleigh.<lb />
Muzak's headquarters is in New York and employs a<lb />
full-time staff of psychologists and psychiatrists who<lb />
analyze music and change it to eliminate heavy beats<lb />
and distracting vocals. Then the Muzak orchestra<lb />
records the new music and a tape is circulated among<lb />
the franchises around the country. This year, however,<lb />
the company is going to satelite broadcasting and in the<lb />
next few months the tape system will be eliminated. In-<lb />
stead, each Muzak franchise will receive the same<lb />
music, which will be played simultaneously in every<lb />
business that subscribes to the Muzak service.<lb />
Muzak is also broadcast into some industrial firms<lb />
because a recent study done at Black and Decker's home<lb />
plant in Pennsylvania shows that Muzak increases<lb />
worker productivity. Muzak in Rocky Mount services<lb />
approximately 50 industrial firms and approximately<lb />
300 firms total. Joe Warner, operator of Muzak of<lb />
Rocky Mount, says that his operation is a small one.<lb />
Imagine, then, the number of firms that a large opera-<lb />
tion in a highly populated area would service.<lb />
According to Warner, the music is stripped of<lb />
anything that is potentially distracting. "Anything that<lb />
makes you tap your feet or makes you want to sing<lb />
along" would not be appropriate to the Muzak mission<lb />
and is therefore eliminated.<lb />
The purpose of the background music is to motivate<lb />
the listener subconsciously. So-called foreground music<lb />
� that broadcast by commercial radio stations � com-<lb />
mands conscious attention. Muzak creates a feeling of<lb />
well-being and warmth without ever making the listener<lb />
aware that he is even listening at all.<lb />
Happy customers spend money and are more suscep-<lb />
tible to sales pitches. Happy employees are mc e pro-<lb />
ductive and more productive employees make for a<lb />
more profitable business.<lb />
The secret of Muzak's effectiveness is its appeal to the<lb />
subconscious. If a person concentrates on listening to<lb />
the music, then the spell is broken; the sound is bland<lb />
and dull and the effect created is the opposite of the one<lb />
intended. The feeling caused is anything but well-being<lb />
and warmth. The listener becomes angry or disap-<lb />
pointed and is not a happy shopper or worker.<lb />
When Muzak goes to satellite the effects will be far-<lb />
reaching. Imagine, all of the customers in all of the<lb />
businesses and industries that receive Muzak will be<lb />
hearing the same music, or more importantly, not hear-<lb />
ing the same music, but being affected by it nonetheless.<lb />
These people take music by modern composers such<lb />
as Lennon and McCartney and Jim Morrison and even<lb />
Bob Seger and turn it into something completely<lb />
unrecognizable, at least as music. Then they use it as a<lb />
weapon in the commercial wars that go on every day.<lb />
Your mood is being manipulated while you ride in<lb />
elevators, talk on the phone, eat in restaurants, and<lb />
shop in department stores.<lb />
How long before THEY come into your home,<lb />
pushing a dope that is as addictive as any now available.<lb />
Big Brother is getting closer.<lb />
Muzak brings on the days of 1984 with a new "Big Brother" that watches you in the mall<lb />
andsome take it docilely while others react with angry violence.<lb />
Alternatives To The Old-fashioned Wedding<lb />

NEW YORK � When Mary Sheehan and David<lb />
Naka began planning their wedding earlier this year in<lb />
Washington, her parents were expecting to pay for a<lb />
formal wedding and a reception for more than 100<lb />
guests. But the longer the couple looked into the costs of<lb />
a reception the more disenchanted they became with the<lb />
idea of having her parents pay about $5,000 for an<lb />
afternoon of food and drinks.<lb />
What they did, instead, when they were married last<lb />
month was have a families-only wedding and set aside<lb />
part of the money her parents would have spent on the<lb />
reception. "My parents wanted to give us money when 1<lb />
told them how we felt Mary Sheehan said, "so we're<lb />
investing it in the money market and maybe will use it<lb />
later to help pay for a house<lb />
They are just one of many young couples who are do-<lb />
ing something different instead of having the bride's<lb />
parents spend thousands of dollars on weddings and<lb />
receptions. They range from the couple's splitting the<lb />
costs themselves to letting the bridegroom or his parents<lb />
pay for everything. And sometimes, like Mary Sheehan<lb />
and David Naka, they prefer the money rather than a<lb />
reception.<lb />
All of this is perfectly proper, according to Letitia<lb />
Baldrige, who amplified and updated "The Amy<lb />
Vanderbilt Complete Book of Etiquette" (Doubleday,<lb />
$12.95) two years ago. "Who pays for the reception or<lb />
whether the couple takes money instead should be based<lb />
on common sense and need instead of tradition said<lb />
Miss Baldrige in an interview. "But this is the one time<lb />
to do it up if you can afford it and you want to The<lb />
tradition of the bride's parents paying the big bills<lb />
related to a wedding is one "meant to change in an in-<lb />
telligent fashion she wrote in the revised version.<lb />
It already has been changing, under the influence of<lb />
the women's movement and women's increased earning<lb />
power, along with the inflationary economy.<lb />
A young couple who married several years ago in a<lb />
New Jersey college town paid all of the costs of their<lb />
formal wedding and a reception. "My father offered to<lb />
pay for everything said the woman, "but that would<lb />
have meant having the wedding four months later and<lb />
500 miles south of where we wanted to be<lb />
A caterer on Long Island said he began noticing the<lb />
changing style in who was picking up the reception tab<lb />
six or seven years ago. Sonny Dee said it had reached the<lb />
point where he found that roughly a third of his recep-<lb />
tions were paid for by the bride's parents, another third<lb />
by the bride and bridegroom's parents, and most of the<lb />
rest by the bride and bridegroom. Then there are the oc-<lb />
casional cases in which the bridegroom or his family<lb />
pays for everything, he said.<lb />
"A lot of these young people will live together four or<lb />
five years before deciding to marry another caterer<lb />
said, "and when they do they just don't feel like their<lb />
parents should pay any of the costs<lb />
They are saving the parents a lot of money. There<lb />
were 2.2 million marriages in the United States last year<lb />
and even in the least expensive areas of the country a<lb />
reception with food and champagne will cost $25 per<lb />
person, according to Miss Baldrige. And Bride's<lb />
Magazine reports that its 300,000 readers spend an<lb />
average of $2,500 on receptions.<lb />
A top-of-the-line price for a reception in New York<lb />
City can run $100 a guest when catered in the home.<lb />
When the prospective bride and groom or their parents<lb />
don't agree on who is to pay for what in advance, as ad-<lb />
vised by Miss Baldrige, it can lead to some fractious and<lb />
embarassing confrontations.<lb />

Since 1963, a group known as The Who has<lb />
taken its fans on a rock and roll odyssey. The<lb />
group's history sounds like a synopsis of the rock<lb />
and roll generation � a rollercoaster ride of<lb />
good times and downfalls and a 17-year state-<lb />
ment of survival.<lb />
The Who are the most brilliant expression of<lb />
the most influential "youth movement" ever to<lb />
take Great Britain, the Mods. Their career began<lb />
in Sheperd's Bush, a lower class suburb of Lon-<lb />
don, and took them through such places as<lb />
Brighton-by-the-sea, scene of the great Mod-<lb />
Rocker battles of the early sixties.<lb />
Their first recording was "My Generation<lb />
Peter Townshend, the well-known guitarist, is<lb />
the group's main force, the author of most of<lb />
their material, the composer of most of the music<lb />
and the impetus behind the Who's stylistic<lb />
stance.<lb />
The Who's generation has gotten older and the<lb />
change is shown in their records: from "The Kids<lb />
are Alright" to "Happy Jack from "My<lb />

everything so expensive 1 don't feel like it is fair for one<lb />
family to pay for everything<lb />
He has never had a wedding canceled, he said, but he<lb />
told of a prospective bride who walked out of a recep-<lb />
tion planning session in anger when family memoes got<lb />
into an argument over whether to go "top drawer" or<lb />
not. She walked back in for the wedding and a SI2,000<lb />
reception for 125 guests, paid for by the bridegroom's<lb />
father, "who could afford it Yamali said.<lb />
There are still plenty of young people who want<lb />
"old-fashioned weddings and receptions with all the<lb />
trappings according to Madeline Kanyon of Convent<lb />
Station, N.J who knows from her contracts with them<lb />
and from practical experience. She is an associate pro-<lb />
fessor at Drew University in Madison, N.J and she and<lb />
her husband, Frank, gave one for their daughter. Nan-<lb />
cy, earlier this year.<lb />
"It was the social e ent of the century Mrs. Kenyon<lb />
said. "We had 300 people at the reception from 12 to 5<lb />
with a band, lots of dancing, kissing, champagne and an<lb />
open bar. It cost us a year's college tuition and it was<lb />
worth every penny<lb />

East Carolina University offers its students their<lb />
choice of many fields of study: art, music, drama,<lb />
English, education, and others. But perhaps the largest<lb />
department at ECU is the Department of Downtown<lb />
and Partying. This course of study is among the most<lb />
grueling, exhausting, expensive and time-consuming of-<lb />
fered at any university in the world. Some excerpts from<lb />
the introductory DAP textbook will give you an idea of<lb />
what the students in this department have to go<lb />
through.<lb />
I. Required Supplies<lb />
To stay in the Downtown and Party department, one<lb />
must invest a great sum of money in supplies. A<lb />
refrigerator is necessary for storage of study and<lb />
research equipment and supplies such as beer, wine and<lb />
various mixers. A valid college I.D. card is needed to<lb />
gain admission to the classrooms downtown. Specific<lb />
courses require various supplies, which will be discussed<lb />
later.<lb />
II. The Courses - foundation<lb />
DP majors must complete rigorous course re-<lb />
quirements. If you join this department, you must suc-<lb />
cessfully complete such tough courses as:<lb />
Beer Appreciation. This popular, but difficult<lb />
freshman course introduces the students to about 750<lb />

The Picturesque Outer Banks<lb />
Take A Watery Tour<lb />

When the first Euro-<lb />
pean explorers touched<lb />
on the shores of North<lb />
Carolina they were con-<lb />
fronted with a<lb />
labyrinth of shifting<lb />
sandy islands, shallow<lb />
inlets and sounds and a<lb />
harsh coastal environ-<lb />
ment which doomed<lb />
early attempts to settle<lb />
the region.<lb />
While the Outer<lb />
Banks was the site of<lb />
the earliest attempt at<lb />
colonization in the<lb />
Carolinas, that same<lb />
area was later to be<lb />
characterized by its<lb />
isolation from the rest<lb />
of colonial America. It<lb />
became a prison for<lb />
persons shipwrecked on<lb />
its shores, a haven for<lb />
pirates and other cut-<lb />
throats and eventually<lb />
home to a hardy breed<lb />
of folks who still betray<lb />
a trace of their<lb />
Elizabethan heritage in<lb />
their speech.<lb />
Much of that early<lb />
Tidewater Carolina<lb />
heritage can be ex-<lb />
perienced in a long<lb />
weekend trip, crossing<lb />
the sounds and rivers<lb />
on the numerous<lb />
automobile ferries<lb />
operated by the state<lb />
Department of<lb />
Transportation. This<lb />
fleet of barge-like boats<lb />
effectively bridges the<lb />
waterways that for cen-<lb />
turies were barriers to<lb />
communication bet-<lb />
ween the isolated com-<lb />
munities of eastern<lb />
North Carolina.<lb />
By using these fer-<lb />
ries, one can spend a<lb />
leisurely three days<lb />
circling most of the<lb />
3,600 square miles of<lb />
water in Tidewater<lb />
North Carolina.<lb />
Begin by crossing the<lb />
Neuse River where it<lb />
empties into the<lb />
Pamlico sound. The<lb />
ferry landing is not far<lb />
from Cherry Point<lb />
Marine Air Station at<lb />
Havelock. A 20-30<lb />
minute ride brings one<lb />
to the north shore at<lb />
Minnesott Beach.<lb />
A few miles east is<lb />
the village of Oriental,<lb />
a fishing village that is<lb />
fast becoming a<lb />
Living At ECU<lb />
Summertime, and the living is easy. These ECU students are taking advan-<lb />
tage of one of the most popular events on campus during the summer, the<lb />

Mendenhall Student Center has supplied all the watermelon that a thirsty<lb />
campus community could eat. The melons are cold and delicious and ob-<lb />
viously the event is enjoyed by all.<lb />

tracoastal Waterway.<lb />
The picturesque com-<lb />
munity has a couple of<lb />
pleasant restaurants<lb />
and motels and many<lb />
fishing and sailing<lb />
boats for those who<lb />
like to look at such<lb />
things.<lb />
For those who chose<lb />
to avoid the Neuse<lb />
River ferry, continue<lb />
north on U.S. 17 from<lb />
Wilmington to New<lb />
Bern, site of the Tyron<lb />
Palace, the colonial<lb />
capital of North<lb />
Carolina. The restored<lb />
colonial mansion is<lb />
open for public tours<lb />
and is also a pleasant<lb />
first stop on the<lb />
Tidewater Tour.<lb />
The next waterborne<lb />
leg of the tour starts at<lb />
Aurora on the southern<lb />
shore of the Pamlico<lb />
River. The ferry will<lb />
deposit you on the nor-<lb />
thern shore just east of<lb />
historic Bath.<lb />

sometimes made his<lb />

beers, which he must learn to identify, along with<lb />
75 types of ale. Hangover remedies are also<lb />
discussed in detail.<lb />
Partying Survey. A basic introduction to col-<lb />
lege partying. Freshmen learn how to set up kegs,<lb />
make PJ, and build up the necessary stamina to<lb />
survive four (or more) years of constant partying.<lb />
Annoyance and Rudeness I. (Replaces Hell-<lb />
Raising) The student learns how to give loud<lb />
Rebel yells at odd hours when neightbors have 8<lb />
a m. exams; how to wake up roommates; how to<lb />
throw up all over the bathroom so nobody can go<lb />
into it; and how to insult andor throw things at<lb />
people from cars.<lb />
Booze Survey. (Prerequisite: Beer Apprecia-<lb />
tion) This survey continues the freshman's in-<lb />
troduction to alcohol, beginning with cheap wine<lb />
and covering rum, whiskey, gin, vodka and<lb />
others at the discretion of the instructor.<lb />
Booze History. This course covers the history<lb />
of alcoholic partying, beginning with mead and<lb />
continuing with ale, rum, rotgut whiskey and<lb />
bathtub gin. Special emphasis in the 1980-81 term<lb />
is on medieval and baroque tavern brawling and<lb />
its evolution into the American saloon fight.<lb />
Tour<lb />
Philosophy of Partying. An introduction and<lb />
inquiry into the intellectual motivations and<lb />
philosophical questions that trouble partyers.<lb />
Chugging. Beginning students learn skills and<lb />
methods of chugging. To pass successfully, the<lb />
student must chug a keg of beer in twelve seconds<lb />
or less.<lb />
III. The Courses - Major Departments<lb />
After successful completion of the foundation<lb />
courses, the student may apply for admission to<lb />
the upper school. He has his choice of several ma-<lb />
jors including disco, barhorping, rednecking and<lb />
hanging out. A few upper level courses will be<lb />
discussed here.<lb />
Disco Dancing I, II, and III. Students master<lb />
the skills of the bump, the "hustle etc. Instuc-<lb />
tional films such as "Saturday Night Fever" are<lb />
included.<lb />
The Poetry of Disco. Members of the English<lb />
faculty discuss and explore the themes of man's<lb />
loneliness and alienation in an industrial society;<lb />
mortality and insignificance in an infinite<lb />
universe; and the existentialist crisis, as treated in<lb />
such masterpieces as "Macho Man "Get up<lb />
and Boogie" and "Disco Duck<lb />
Cruising Around. This course covers sitting in<lb />
parking lots, outrunning police cars, and<lb />
shooting mailboxes and dogs, as well as basic<lb />
mechanical skills, such as souping up engines.<lb />
Problems in Barhopping. This graduate course<lb />
includes a field trip to New York and Los<lb />
Angeles, giving experience in partying situations<lb />
in other cities.<lb />
Introduction to Punk. This new course covers<lb />
punk fashions and music, as well as the lifestyle.<lb />
Required materials: leather jacket, safety pins,<lb />
punk buttons, and a diet of pizza and beer.<lb />
Students must be experienced in smashing disco<lb />
records.<lb />
Overall, the Downtown major suffers more<lb />
hardship than any other student. The booze<lb />
survey class often costs 150 dollars a month. The<lb />
weeklong parties required in Partying II leave the<lb />
student no time for his unimportant general col-<lb />
lege requirements; often, they don't have enough<lb />
time to even get a good grade in Library Science.<lb />
All-night beer socials ruin TV-watching, as well<lb />
as take their toll on the students health. If you<lb />
want to just have a good time and take crip<lb />
courses here at ECU, this department is not the<lb />
one. Pick something easy, like nuclear physics.<lb />

Swan Quarter to<lb />
Ocracoke Island on the<lb />
Outer Banks. But that<lb />
alternative would re-<lb />
quire precise planning,<lb />
as the ferry only<lb />
operates twice daily.<lb />
If you continue to<lb />
Manteo on Roanoke<lb />
Island, the history of<lb />
the early attempts to<lb />
settle North Carolina<lb />
awaits in the dramatic<lb />
presentation of The<lb />
Lost Colony. One of<lb />
the most popular and<lb />
long-running of North<lb />
Carolina's outdoor<lb />
dramas, the play is in<lb />
its 40th season and is<lb />
presented June through<lb />
August.<lb />
Only a short drive<lb />
away are the beaches of<lb />
Nags Head, Kill Devil<lb />
Hills and Kitty Hawk.<lb />
There one can climb the<lb />
highest sand dunes on<lb />
the East Coast at<lb />
Jockey Ridge � or fly<lb />
a hand glider off its<lb />
summit.<lb />
Nearby is the site of<lb />
the world's first<lb />
machine-powered<lb />
flight, where the<lb />
Wright brothers loosed<lb />
man from the bounds<lb />
of earth. A small<lb />
museum depicts the<lb />
event in pictures and<lb />
exhibits, including a<lb />
replica of the plane.<lb />
Turning south on the<lb />
Outer Banks, the<lb />
traveler soon en-<lb />
counters one of the sen-<lb />
tinels of the Carolina<lb />
coast, the Bodie Island<lb />
lighthouse. The<lb />
lighthouse itself is not<lb />
open to the public, but<lb />
there is a small nature<lb />
museum on the<lb />
grounds for the public.<lb />
Next follow Oregon<lb />
Inlet and the first at-<lb />
tempt to connect the<lb />
shifting sands of the<lb />
Outer Banks by bridge.<lb />
The high span bridge is<lb />
the subject of con-<lb />
troversy years after its<lb />
completion because the<lb />
changing inlet now<lb />
threatens the multi-<lb />
million dollar span.<lb />
Much of Ocracoke<lb />
Island is part of Cape<lb />
Hatteras National<lb />
Seashore, as is much of<lb />
Hatteras Island. At the<lb />
extreme southern end<lb />
of Ocracoke Island is<lb />
the village of Ocracoke.<lb />
also said to have been a<lb />
pirates' haunt. The<lb />
town has several in-<lb />
teresting restaurants to<lb />
offer the traveler, as<lb />
well as a few motels for<lb />
those who want to sta<lb />
overnight.<lb />

drugged-out crowds at their concerts.<lb />
Certainly, the changes will continue.<lb />
Pete Townshend calls their history "A great<lb />
knapsack � you carry it around, and nobody<lb />
ever empties it But it is that sense of history,<lb />
that survival instinct, that seems to pick the<lb />
group up and carry it past the bad times, no mat-<lb />
ter how tragic.<lb />
And so the Who carried their "great knap-<lb />
sack" into the Greensboro Coliseum and played<lb />
to a sellout crowd on July 13. But it was their<lb />
music and not their history that brought the<lb />
crowd to its collective feet and kept them there.<lb />
Willie Nile opened the concert with his own<lb />
brand of the Dylan-Forbert-Springsteen style of<lb />
music. The crowd was still filing in, resembling a<lb />
cloud of bees hovering over a honeycomb, as<lb />
they tried to find their seats. There was a tension<lb />
in the air, an expectation of something to follow,<lb />
as Nile played through the main portion of his<lb />
only album.<lb />
And then came the chant for the Who, a rising<lb />
scream from the crowd. The lights were shut off<lb />
and the crowd watched as a band of survivors<lb />
walked on the stage. Daltrey and Jones were<lb />
dressed in jeans and t-shirts, looking like two<lb />
average college students, Entwistle was clothed<lb />
in a red suit, which set him off from the rest of<lb />
the band, and Townshend in a bluejacket looked<lb />
all the more like a rock and roll hero.<lb />
Picking up their instruments, they sized up the<lb />
audience for a moment, and then flashed into a<lb />
musical repertoire few bands can equal. The<lb />
Who played what the audience had come to hear<lb />
� rock and roll classics like "Substitute" and "I<lb />
Can't Explain two of the earliest Who songs; a<lb />
medley from the rock opera, Tommy; and the<lb />
anthems "My Generation" and the recent "Who<lb />
Are You<lb />
Some of the songs the Who played were over<lb />
15 years old, but they played each one with a<lb />
rawness and a savage edge as though they were<lb />
discovering it for the first time.<lb />
I<lb />
Added to the great music was an unbelievable<lb />
light show which increased the excitement flow-<lb />
ing through the arena. The concert reached a<lb />
climax with "I Can See For Miles" and its<lb />
breathless harmony.<lb />
At the end of the concert, the crowd seemed<lb />
drained of energy. The houselights came up and<lb />
everyone slowly left, having savored over two<lb />
hours of Townshend's leaps, Daltrey's dancing<lb />
and good music. They got what they wanted -<lb />
