FOUNTAINHEAD: The first question we'd like to ask is directed to Frank. You<lb/>
plan to have a spirit committee - isn't there already such a committee on campus?<lb/>
SAUNDERS: Yes, but that committee is under the Student Union. I think East<lb/>
Carolina suffers from a great lack of esprit de corpsInterests are diversified here,<lb/>
and the present committee can't handle all it should. It's very evident that the<lb/>
esprit de corps here has been lower than it's ever been. I think we could come up<lb/>
with some concrete ideas on how to build thisback up.<lb/>
FOUNTAINHEAD: What about the teacher rating scale? According to your<lb/>
proposal, teachers would be rated according to the grades that they gave. Dont<lb/>
you feel this rating scale would locate the 'easy graders' more than it would<lb/>
actually grade the teacher9<lb/>
SAUNDERS: The only way that you can rate a teacher without getting into<lb/>
personal opinion is this way, making it all black and white. Students might say, 'I<lb/>
had him beforehe's crummy, but this way it's all right there.<lb/>
FOUNTAINHEAD: Do you feel that the student should grade the teacher<lb/>
according to whether he likes him or according to academic standards?<lb/>
SAUNDERS: I think there should be a good mixture between both. With this<lb/>
type of rating scalewell, there are some who want a good grade; there are some<lb/>
who want to learn. This way it's given and open to the students' decision.<lb/>
CO ED DORM<lb/>
FOUNTAINHEAD: Bill, about the co-ed residence hallis there any strong<lb/>
possibility of that actually coming about?<lb/>
BODENHAMER: Yes, we have seven endorsements on that. We are not going to<lb/>
take applications for Garrett Hall (proposed co-ed dorm) until May 15. We have<lb/>
an endorsement from the Dean of Women, Dean of Men, SGA, WRC, Dean of<lb/>
Students, Vice-President of Business Affairs, and we're really pushing hard for it.<lb/>
I'm asking for it on an experimental basis of one year. If it's run correctly, and<lb/>
everything goes smoothly, we can continue it<lb/>
FOUNTAINHEAD: How is this dorm to be set up - will it be opposite sexes on<lb/>
every other floor, or every other room?<lb/>
BODENHAMER :Therewill be a partition right down the middle of the dorm. After<lb/>
visiting hours, a door between the sides will be closed. On the girls' side, after<lb/>
hours admission will be just as it is now in unlimited hours dormspolice will be<lb/>
there to open the door. The men's side will be open all night long.<lb/>
FOUNTAINHEAD: What do you feel the advantages would be in having such a<lb/>
dorm?<lb/>
BODENHAMER: There are many advantages-social aspects group activities-all<lb/>
surveys show there is an improvement in these co-ed dorms. Studying habits,<lb/>
appearance, loudness, all of this show improvement according to surveys I've<lb/>
encountered. I've studied 18 schools having this system.<lb/>
FOUNTAINHEAD: What about the student loan fund - has that been made much<lb/>
use of?<lb/>
BODENHAMER: Yes, it has. I think it should be increasedsince it's a<lb/>
regenerating fund, it's always there - but 1 do think that interest should be added,<lb/>
say after 30 days.<lb/>
Let me stop for a minute here and say something about the spirit<lb/>
committeethe Board of Trustees and the Board of Directors recently put the<lb/>
spirit committee under the Athletic Department.<lb/>
FOUNTAINHEAD: How is that going to affect it?<lb/>
BODENHAMER: Well, the Student Union and the Athletic Department were<lb/>
having too many conflictsnot quite conflicts, but the spirit committee was felt<lb/>
to operate much better under athletics.<lb/>
SAUNDERS: Let me add something. I probably used the wrong terminology<lb/>
when I spoke earlier about a spirit committee. It's not just athletic spirit I'm<lb/>
talking about - I'd say it was overall esprit de corps. I'd probably have to change<lb/>
that name later on<lb/>
STUDENT COUNCILMAN<lb/>
TWILLEY. In the past month or so, they've laxed requirements for students to<lb/>
register in Greenville. As a result, some off-campus students who have no definite<lb/>
plans to leave Greenville, and who feel Greenville is their home, will be registering.<lb/>
We will be pushing for this, and for a student concilman on City Council<lb/>
(A question arose among the candidates as to whether a student councilman had<lb/>
participated in City Council business in past years).<lb/>
TWILLEY: Now, if you'll look back on Boh Whitley's (SGA) administration,<lb/>
Randy Honnet sat on the City Council. We didnt have one under Rob Luisana's<lb/>
administration, but Honnet was there under Whitley's and I believe under Glen<lb/>
Croshaw's administration.<lb/>
SAUNDERS: They started something like this back in 1965Members sat in, but<lb/>
there hasn't been anything where they could actually speak out at the meeting.<lb/>
They could give City Council members ideas, but they have never been able to<lb/>
exercise anything but the same rights a Greenville citizen would have at the<lb/>
meeting.<lb/>
FOUNTAINHEAD: Do you disagree with that, Bill?<lb/>
BODENHAMER: I've spoken to Mrs. Mildred McCrath, a councilman, and she<lb/>
said that we have had members there in previous years, and that he does have the<lb/>
right to speak out<lb/>
TWILLEY: One thing I think you should remember - according to Robert's Rules<lb/>
of Order and parliamentary procedure, if you're not a member of a committee<lb/>
you have to be given the n ht to speak by a member. If there is one objection on<lb/>
that committee, that person cannot talk. As a member, he would have the right to<lb/>
the floor, the right to speakNow, one vote out of 11 might not seem like much -<lb/>
but the big thing is that it would be his floor and his right to speak.<lb/>
FOUNTAINHEAD: So you're pushing for the full status of a student on the City<lb/>
Council?<lb/>
TW1 LLEY: Thi person we have in mind is not a student now. If a person could be<lb/>
found who was maybe not a student, but sympathetic toward students and<lb/>
student government, and who could represent that to Greenville, we could<lb/>
establish this close contact with the people.<lb/>
FOUNTAINHEAD: Frank, do you have any comment on that?<lb/>
SAUNDERS: Well, I'll tell you one way you could get around that (having a<lb/>
student member) would be if you had a sympathetic faculty member - whether he<lb/>
were young or old. A faculty member involved with the activities of East Carolina<lb/>
could help fill the void. That would get around some of the problems of having a<lb/>
student member approved. He might be more conservative - but I think that he<lb/>
might be able to get his point across better to the council. They might be more<lb/>
 apt to listen to him than to a student<lb/>
BODENHAMER: We have one on there now.<lb/>
WECU EXPANSION<lb/>
IFOUNTAINHEAD: Bill, about this WECU radio suggestion of yoursyou suggest<lb/>
?that it go over the air. Right now it's a carrier, or cable, station - have you looked<lb/>
Onto the expense or the FCC angle of it?<lb/>
BODENHAMER: They'd have to go FMI think the main problem in cost is that<lb/>
they have very few ads Most of the advertising is concentrated in three or four<lb/>
department stores If they did go over the air, advertising would increase - it<lb/>
'Would be self-suporting after about three years.<lb/>
FOI i I AINHEAD In that case, would you be looking into raising or spreading<lb/>
?ut salaries? Right now, only the top ranking people over there are on salary.<lb/>
BODENHAMER I would still say the top members should be paid salary<lb/>

according to the FCC, disc jockeys have to have an FCC rating before they can go<lb/>

secluded island, students are interested in outside news as well as mini -campus<lb/>

we have on campus that are more important. I think it'i great to have Baal<lb/>
Carolina over the air but let's try to solve our internal problems first. I think<lb/>

FOUNTAINHEAD. CHANGED'<lb/>
FOUNTAINHEAD: Bill, how do you feel about the status of Fountainhead?<lb/>
BODENHAMER. I feel that Bo Perkins is a pretty good editor I understand him<lb/>
more than I have those in the past. When I say the paper should concentrate on<lb/>
campus news. I mean student news, like the University of Michigan University<lb/>
of Floridaevery thing concerning students. This is the kind of paper I'd like to<lb/>
see<lb/>
FOUNTAINHEAD: Do you intend to exert pressure on Fountainhead or the new<lb/>
editor - what do you plan to do<lb/>
BODENHAMER As far as putting pressure. 1 think the students should be the<lb/>
ones to do that. I think Fountainhead has changed a lot - in the past, you'd sec<lb/>
one week of campus news and nothing the next week<lb/>
SAUNDERS: BUI, I'd like to ask you a question on that Some of the articles they<lb/>
print that aren't directly related to this campus - some of these articles have been<lb/>
good articles, like the ones on abortion. I think that's about ai East<lb/>
Carolina-oriented as you can get. The things Fountainhead prints don't pertain to<lb/>
students as East Carolina students only. I think it's good to bring in things like<lb/>
that from outside, which do have an effect on students here.<lb/>
FOUNTAINHEAD: About this proposal for a column in the Fountainhead. Bill ?<lb/>
how do you plan to do this?<lb/>
BODENHAMER: The SGA is allotted 150 free inches of space per quarter how<lb/>
much does that tome to?<lb/>
TWILLEY: About half a page, I think<lb/>
FOUNTAINHEAD: That would be between seven and eight columns<lb/>
BODENHAMER: When I talk about an SGA Column, I'm not speaking of The<lb/>
WRC meets tonight at 7:00 - I'm talking about what service sororities have done,<lb/>
what the WRC has done - their accomplishments, not just their meeting times.<lb/>
BOOKSTORE AND CO-OP<lb/>
FOUNTAINHEAD: All three of you say something about the book co-op<lb/>
BODENHAMER: I don't say anything.<lb/>
FOUNTAINHEAD: Two of you say something about the book co-op. then. How<lb/>
is the bookstore going to react to this? Do you think they're going to put any<lb/>
pressure on this?<lb/>
TWILLEY: No, I don't think so. Because there's been apathy among students<lb/>
regarding this, and because the co-op doesnt have what you might call "instant<lb/>
money 1 dont think they'll be in that much competition with the bookstore.<lb/>
However, if it were to hurt the bookstore in the future, you've got to set your<lb/>
priorities.<lb/>
Just think ? last year they used to pay their own taxes; this year, on top of what<lb/>
.they're usually making, they're charging four cents on the dollar extra. Thevr<lb/>
profits are so tremendous that I don't think the co-op expansion could hurt them<lb/>
SAUNDERS: The success of the co-op bookstore depends upon the participation<lb/>
of the students. I wouldn't say that the co-op could handle 10.000 students right<lb/>
now - the Vets Club had no permanent room aJJoted to the uo-op-<lb/>
If it grew to maybe two-thirds of the student body, it might exert pressure on<lb/>
the bookstore, but I doubt if this would happen in the next two or three years.<lb/>
The co-op is strictly a convenience for the students; it only sells books, not cards<lb/>
or fraternity decals or notebook paper, so it would be no competition is those<lb/>
areas.<lb/>
FOUNTAINHEAD. Bill, do you have something to say about that?<lb/>
BODENHAMER: I think the co-op is really good for about 300 people, beyond<lb/>
that, I can't see how it would work. If it got much larger, it would be too<lb/>
complex, with cards bang put in for salesThe thing I'd like to see is a<lb/>
requirement that all teachers in survey courses use the same textbook for two<lb/>
years. This could save students at least $25,000 per quarter. I've talked to Mr.<lb/>
Moore, and he is behind this. Now, the only people you'd have trouble with is the<lb/>
professors - they'll say 'You're taking away my academic freedom '<lb/>
(Bodenhamer outlined proposals for a book rental system and for the two-year<lb/>
book use requirement in survey coursesi<lb/>
FOUNTAINHEAD: Not all students are taking survey courses - only freshmen<lb/>
and sophomores.<lb/>
BODENHAMER: In the upper-level courses you're into your major - you'll<lb/>
probably keep those books. But you dont want to keep a biology or music book<lb/>
if you're a business major. I'm not against the book co-op. but I don't feel it can<lb/>
work beyond 300-500 people.<lb/>
SAUNDERS: If we had advertising, we could boost that figure to 10,000, hire a<lb/>
staff and still come out ahead. And if the SGA allotted funds to tl e Vets Club for<lb/>
the specific use of the co-op, profits could go back into the SGA and you could<lb/>
reinvest student money.<lb/>
BODENHAMER: I'm not against the book co-op. But in the other plan, you can<lb/>
have a better system, not hire a new staff and make the bookstore more efficient<lb/>
at the same time.<lb/>
SAUNDERS: What I'm saying is that we can get the money to make the book<lb/>
co-op work for 10.000 students - in your system and in this system.<lb/>
TWILLEY: I've got a question about thishave you found out how often survey<lb/>
course texts are changed?<lb/>
BODENHAMER Teachers are changing survey texts about every quarter I was<lb/>
down in the bookstore about three days in a row finding out about this.<lb/>
TWILLEY: 1 can't see that. Biology's been using the same text for about three<lb/>
years now. history' books are going on ? second year<lb/>
BODENHAMER Editions have been changed<lb/>
TWILLEY: I don't see where editions have changed that often this is the second<lb/>
year for some ?<lb/>
SAUNDERS: I'd say 95cr of these survey teachers have kept the same book this<lb/>
year and last year<lb/>
BODENHAMER: Now, the problem in history, say, is that you've got six<lb/>
different teachers teaching survey, for example. These six different teachers have<lb/>
six different books - you could cut this down to one or two books for survey<lb/>
required in a department.<lb/>
If we went on this system, we could buy books cheaply from other places<lb/>
second-hand books. That's where these books you sell liack go they're sitting in<lb/>
these companies' warehouses. You could save the student a lot of money by<lb/>
buying up these used books and making use of them for more than one quarter.<lb/>
COLLEGE FOR EDUCATION'<lb/>
SAUNDERS The Board of Trustees charges each faculty member to give the best<lb/>
grade of education possible. If a book comes out and the teacher feels that it<lb/>
would help the student better grasp that knowledge, the Board charges the faculty<lb/>
member to get that book to help increase the students' knowledge<lb/>
Your system's good as far as saving money goes, but in doing this you may be<lb/>
cutting down on the amount of knowledge education a student may get 1 wont<lb/>
say you'd be cutting down greatly but you will cut down when every year there<lb/>
are new discoveries made in math, or biology, or chemistry Now, we can keep a<lb/>
chemistry book for 30 years and students will be getting an education in<lb/>
chemistry - but 1 feel that the quality of education would go down.<lb/>
Whether anyone wants to agree with it or not. college is for education. I think<lb/>
social life and education should be intermingled but when you come right down<lb/>
to the brass tacks of it. we're here to get an education. If we can get it by going to<lb/>
another book, we should do it.<lb/>
BODENHAMER I feel that people who are m chemistry or math or upper level<lb/>
courses should be allowed to change books every quarter if h y want I'm saying<lb/>
that when a teacher looks at a book to use, he should be sure it's good enough<lb/>

have with the students before election besides picture handouts and publicity? Do<lb/>

SAUNDERS: I don't know about the other candidates - but I speak in about 4 to<lb/>
6 places a night fraternities, sororitiesafter I'm finished there, I go over to the<lb/>
dorms I find the women's dorms a lot more receptive than the men's dorms ? my<lb/>
whole campaign is baaed on student unity, and I find the men's dorms a lot more<lb/>
apathetic But on the whole, students will sit and listen to you.<lb/>
If you called a meeting and said Tonight will be SGA Meet-the-Candidate<lb/>
mht' well, there's so much apathy that you wouldn't get much of a student<lb/>
turnout No one's ask.K.) about my proposal to drop 12:00 classesOld Dominion<lb/>
University (in Virginia) tried this and found quite a rise in student unityAs it is<lb/>
now. you may never see your roommate on campus during the day.<lb/>
Students here are all over everywhere and never together. By eliminating 12:00<lb/>
classes, students would congregate at the Crotan, CU, anything ? everyone would<lb/>
be together, en masse I'd like to see the done because next year when SGA<lb/>
elections roll around, out there on the Mall at 12:00 would be the perfect time to<lb/>
hold some sort of debate.<lb/>
FOUNTAINHEAD: Rob. what are you doing for your campaign besides giving<lb/>
out handouts and the coverage given you by Fountainhead Do you plan any<lb/>
speeches, debates or public presentations before the students?<lb/>
TWl LLEY: The main thing is just to try to make myself as available as possible to<lb/>
the students. I haven't planned any big convention hall-type thing cause the main<lb/>
obstacle to doing something like that is apathy on the part of the students<lb/>
SAUNDERS: I've been speaking mainly to small groups, fraternities, sororities<lb/>
and going to the dorms. I've found I can get to more students that way I'd like to<lb/>
see the candidates get air time on WECU to answer questions coming in over the<lb/>
phone<lb/>

BODKNHAMER I'd like to see a debate but because of the small amount of<lb/>
people that would turn out for something like that, I think Fountainhead would<lb/>

wanting to know ,f this would mean they would be in classes until 9 o'clock at<lb/>
night. The majority of lab classes that meet from two to four or four to six would<lb/>
be the ones mostly affected by this.<lb/>
This would mean an extra hour of classes in the afternoon but would<lb/>
free hour for students to be together.<lb/>
FOUNTAINHEAD: Rob. what do you think of this idea?<lb/>
TWII.I.KV Well I'm in Biology, and I've seen days there where I've had classes<lb/>
from eight in the morning until six at night and I think having a break at noon<lb/>
would be a great idea, but I don't really see what all this has to do with the SGA.<lb/>
BODENHAMER: I agree with what he says about the importance of being united<lb/>
but I don't see what cutting 12 o'clock classes has to do with it.<lb/>
SAUNDERS: When people are together they can talk about these things. Having<lb/>
that one hour every day at lunch would give the students a chance to be together,<lb/>
