Registration for ECU's unique overseas campus program at<lb/>
Bonn. Germany for 1972-73 is now possible for only one or two<lb/>
quarters, as well as for the entire academic year. This<lb/>
announcement was made last week by Dr. Robert W Williams,<lb/>
University Provost, shortly after his return from a visit to Bonn<lb/>
In addition to negotiating the terms of ECU's contract with the<lb/>
German foundation which owns Haus Steineck, the site of ECU<lb/>
Bonn, Williams discussed the current program with the Risedent<lb/>
Director, Dr Hans H Indorf of the ECU Political Science<lb/>
Ttepartment. German staff members, and most of all with the<lb/>
students.<lb/>
His findings generally coincided with the opinions expressed<lb/>
in The Forum (FounUinhead. Tuesday, March 21) by 29 of the<lb/>
37 students currently at Bonn. Like most other major<lb/>
undertakings, international or otherwise, the Bonn program has<lb/>
had its share of problems, Williams acknowledged. These have<lb/>
been recognized and appropriate corrective action has been<lb/>

Most of the problems have been due to inflation in Germany<lb/>
and the worldwide decline in the value of the American dollar<lb/>
The monetary situation has been attacked in two ways. First the<lb/>
fee for the Bonn program has been increased for next year by<lb/>
nearly ten percent. Second, the contract with the German<lb/>
foundation has been written in such a way as to reduce somewhat<lb/>
the total cost of leasing Haus Steineck Another change, upenmg<lb/>
registration on a quarter by quarter basis, is intended to make the<lb/>

possibility that it might have to be discontinued for lack of<lb/>

Undoubtedly, the candidates that receive letters, receive them<lb/>
by solicitation and the letter content is full ol analytical reasons<lb/>
why so and so should hold a particular office.<lb/>
Well, this letter will not contain any qualitative analysis of<lb/>
each candidate nor was it solicited by any member of the<lb/>
S.O.A.P. platform committee, but instead it was offered to the<lb/>
committee as a token of appreciation.<lb/>
Students of Anarchist Principles, is by far the most progressive<lb/>
student oriented organization on campus. Its platform is'simple<lb/>
and to the point-abolish the SGA Some on this campus can sec<lb/>
the SOAP viewpoint, others on campus, they don't understand<lb/>
why the abolition of the SGA is needed.<lb/>
It is needed so that the students on this campus, and others<lb/>
like it can control the student aspect of the University without<lb/>
having some political egotist telling the students what to do. The<lb/>
students on each and every university campus should and must<lb/>
control student funds. To do this certain steps must be taken: 1)<lb/>
the students must confront the student body as a whole and tell<lb/>
students of administrative controls, 2) the students must then tell<lb/>
the administration that reforms must be made and 3) after the<lb/>
administration has refused (as on this campus) the students must<lb/>
then become independent of the administration.<lb/>
Attei the SGA has boon moved off campus, then working<lb/>
through the ,ourt system the students wdl sue the State of North<lb/>
Carolina claiming legal control of their funds. The battle will be<lb/>
long and difficult, but students of every type complain about the<lb/>
administration but up until now no one would do anything Well<lb/>
SOAP is now the only alternative, and looking at every alternative<lb/>
that is put before the student, the logical road to take.<lb/>

Since late last spring I have maintained a moratorium on<lb/>
public statements and overt actions. The reasons for this decision<lb/>
included severe family sickness and financial as well as other<lb/>
problems in addition to a general feeling on my part that one<lb/>
individual is simply not capable of bringing about radical (see<lb/>
above) change without a large amount of support.<lb/>
The emergance of the Students of Anarchists Principles<lb/>
(S.O.A.P.) has indicated to me that there is an unknown number<lb/>
of students who seem to view the current student situation<lb/>
similarly to the way that I do. From the SOAP, platform: "It is<lb/>
time that students realize that the SGA is nothing but a puppet<lb/>
government sanctioned by the Administration to be used for its<lb/>
purposes. It does not represent the student body; rather, it<lb/>
becomes a buffer between the wishes of the students and the<lb/>
ruling hierarchy, diverting attention away from the true source of<lb/>
corruption, the admim.siration It is quite simple The SCA is<lb/>
simply a lackey ot LooW. Jenkins and his cronies<lb/>
The answer to this problem cited by S.O.A.P. likewise reflects<lb/>
the views that I hold: there is only one major issue ,n our<lb/>

4. Give these individuals enough time to thoroughly research<lb/>
and draw up the proposed new constitution which would be<lb/>
presented to the entire student body ,n the first two or three<lb/>
weeks in the fall and would require a 23's vote for approval<lb/>
5. Should the students not accept the firs, rewrite .he<lb/>
eonvent.on would be required to remam m tetOB an(J offerj<lb/>
changes in the form of formal votes at a irrinirmon of once a<lb/>
month until they offer the students a constitution which they<lb/>
find acceptable.<lb/>
6. The existing SGA structure would remain in effect and<lb/>
continue functioning until such time as the students formally<lb/>
accept a new constitution, at which time whatever structure<lb/>
contained in the new constitution would be implemented within<lb/>
one month.<lb/>
If such a course of action is going .? succeed then the students<lb/>
will have to indicate to the individuals running that they will no<lb/>
longer accept lackeys of the administration representing them and<lb/>
that they will no longer accept continuation of a form of<lb/>
government which is not representative of themselves. Such<lb/>
drastic surgery as this is necessary if we are to have a form of<lb/>
government which is not diseased and rotten to the core.<lb/>

After reading the presidential candidates' views on the issues<lb/>
on this campus, I was amazed at the lack of reality in the<lb/>
majority of their opinions. What can the student body do afiout<lb/>
the construction of the new student union when the land has<lb/>
been purchased and the money appropnated, with the approval<lb/>
of a previous Student Government? If the aim of candidates<lb/>
seeking office is to completely undo what past Student<lb/>
Governments have done, the end result will be chaos What<lb/>
guarantee do we have that the money would be rechanneUed into<lb/>
"more useful areas" if stopping construction were possible<lb/>
I realize that appealing to the student body emotionally over<lb/>
issues out of our control is good political tactics, but we are in<lb/>
college now and should be responsible enough students to<lb/>
demand representatives who are capable of cutting through this<lb/>
garbage and accomplishing realistic goals<lb/>
Lee McLaughlin is capable of this As a candadate for SGA<lb/>
President. I feel that she is the most competent and truly<lb/>
concerned candidate running. When you vote today, consider the<lb/>
issues and the ptoposed plans of action. Wouldn't a realistic-<lb/>

campus causes. I noticed that along with Lusiana two people<lb/>
unknown to me for their contributions on campus are running<lb/>
with him. This coalition makes you wonder about the courage<lb/>
and self-esteem that the other two people may have. Whether true<lb/>
or not it seems they are trying to ride Luaana's tale of fame into<lb/>
office. This is similar to when Agnew an unknown ran on Nixon's<lb/>
tail Of course, I'm not saying that these two people are as<lb/>
qualified as Agnew (I mean unqualified) As has been stated in<lb/>
the past, we need leaders, not ves men to the executive Whether<lb/>
this coalition suffers a lack ol courage to stand on then own<lb/>
without Lusiana s publicity is a matter for the people on campus<lb/>
to decide. We need people who will stand by themselves, lor what<lb/>
they are and have done. Not people who w II stand in the shadow<lb/>

Although of an older generation, l,ee has an uncanny insight<lb/>
into the needs of the youth of today She is the only candidate<lb/>
tunning for president that has a sensible campaign She diesn't<lb/>
ask tor blood and reform, but equality tor the students and an<lb/>

status qu? since last year ? and has not suddenly taken up ten<lb/>
popular issues to insure election. Her interest has been consistent.<lb/>
Someone must surely be rational enough to vote for an<lb/>
itidrvidual. not for a wall of people. The straight ticket is hardly a<lb/>
progressive practice.<lb/>

As a visiting student this quarter, 1 have no campus pull,<lb/>
political muscle, or such credentials like being in varsity sports,<lb/>
being in the.SGA being in a fraternity and so on. but do plead<lb/>
guilty to being only an individual who would like to be heard like<lb/>
anyone else.<lb/>
I have known Tim Wehner for a short time, but he has<lb/>
demonstrated to me 3 clear, unshakable determination to be an<lb/>
open, above the board, people's treasurer.<lb/>
Tim Wehner can be believed. 1 trust him. In this busy election<lb/>
year, so full of promises and various bull, knowing there is<lb/>
somebody running we can just simply trust might be all we can<lb/>
honestly hope for.<lb/>

BOOKSTORE The exorbitant prices of the Student Book<lb/>
Store have been tolerated by students long enough The SGA<lb/>
should undertake the establishment of a co-opeiat . book store<lb/>
run by and for the students.<lb/>
STUDENT FEES: The spending of student fees should<lb/>
become a primary issue The building of a new Student Union is<lb/>
ridiculous in view of the shortage of funds in other more vital<lb/>
areas.<lb/>
LAWYER AND BAIL FUND "I will see to it that the SGA<lb/>
completes the final steps necessary to secure the services of a full<lb/>
time lawyer, available to the student body. The Greenville<lb/>
ministry has established a bail fund I will try to make th-s fund<lb/>
available to any student arrested downtown. '<lb/>
OUT OF STATE TUITION The drastic increase in tuition for<lb/>
out of state students will be challenged in court.<lb/>
ENTERTAINMENT Free concerts on the Mall every second<lb/>
Sunday afternoon (weather-permitting) could be easily arranged<lb/>
by using local bluegrass and rock groups.<lb/>
"If elected President. I intend to make the SGA more than a<lb/>
poll-taking service. 1 will work vigorously on issues and take<lb/>
definitive stands on controversial matters '<lb/>
This is the person the student body needs as the SGA<lb/>
President. Vote for Rob Luisana next Tuesday.<lb/>
Mark Browne is a candidate for SGA Treasurer and is<lb/>
concerned, as is Rob Luisana. that the School of Art. School of<lb/>
Music, and Drama Departments finally be recognized as teal assets<lb/>
to ECU and that priorities in university and student government<lb/>
financing be changed to give the Fine Arts their deserved portion.<lb/>
If elected, both Rob and Mark wdl attempt:<lb/>
1 To divert at least 25 of the funds for athletic recruiting<lb/>
for recruiting outstanding students for the Fine Arts programs<lb/>
2. To provide SGA funds to make it possible to get a<lb/>
renowned musician in residence<lb/>
3. To have the SGA finance a rock band of students selected<lb/>
from the School of Music to perform at university functions for<lb/>

4. To convert the mam building of the old heating plant into<lb/>

Kathy Holloman is running for SGA vice-president in<lb/>
Tuesday's elections - one of the few women candidates for a<lb/>
higher office in recent years. While Kathy is closely associated<lb/>
with women's rights, she is interested primarUy in the rights of all<lb/>
students of both sexes.<lb/>
Kathy has had more than adequate experience in student<lb/>
government, having served on the SGA Legislature, on the WRC<lb/>
Court and on a number of committees in her two years at ECU.<lb/>
As head of the Committee on the Status of Women, she has<lb/>
attempted to investigate sex discrimination on campus, and has<lb/>
encouraged women to take a more active part in student<lb/>
government. In addition, she reorganized the WRC Court to fully<lb/>
advise women of their legal rights prior to trial. Kathy has also<lb/>
shown a strong interest in the welfare of the arts, and helped set<lb/>
aside much needed funds for the arts on campus.<lb/>
Those of us who have seen Kathy in action know more. We've<lb/>
seen her at meetings, scrawling memos, camping out in the SGA<lb/>
offices - and most often raising a little hell. At a time when many<lb/>
people regard an SGA office as -nerely an attractive brownie<lb/>
point to tack on transcripts. Kathy Holloman offers an opposing<lb/>
view - based on a fair amount of sweat and perserverance.<lb/>
The university is in desperate need of a new attitude in<lb/>
student government, and Kathy Holloman promises to supply it.<lb/>
Her record shows it. her plans show it, and you can make it work.<lb/>

The SGA ejections are upon us once again. For some this is of<lb/>
no consequence, for others, the candidates themselves, it is a time<lb/>
of anticipation of the future. For those of us that are not<lb/>
involved except by way of our vote, it should be a time of<lb/>
reflection on the past and planning for the future.<lb/>
The SGA is an active force on campus and it should be<lb/>
represented by dynamic leaders. The SGA does have a certain bit<lb/>
of power (i.e. influence upon the administration) and it should be<lb/>
represented by capable leaders. The SGA can not act impusively<lb/>
or it will be stepped on (i e. visitation last year) so it must be<lb/>
represented by patient leaders. Naturally there are a great deal<lb/>
more demands on the SGA also, which means that the leaders<lb/>
must have various qualities to meet these demands.<lb/>
It is now the urn tor each and ever) voter to studs the<lb/>
candidates Wliat bat?e they done in the past1 What are theu<lb/>
stands on the issues' What ate then plans tot the future0 Consider<lb/>
all of these things, and also consider Has any candidate made ans<lb/>
promises What kind of promises" Especially consider this<lb/>
because this will tell you what type of person that candidate is If<lb/>
a person makes rash promises which he will not be able to follow<lb/>
through on. then he should not be considered a good prospect for<lb/>
an SGA office.<lb/>
As I am in the SGA legislature. I know just about all of the<lb/>
candidates. Most of them would, in my opinion, be worthy office<lb/>
holders. However. I believe that some would be better than<lb/>
others. I have asked myself many questions consenting those<lb/>
running and have formed my own opinions Personally, for<lb/>
president I prefer Tommy Clay, the present president. ForVP <lb/>
think the best prospect is Rick Atkinson (hy the way. you can<lb/>
vote for one member of a coalition without voting for the other<lb/>
members), and for Secretary, I am for the write-in candidate<lb/>
Frieda Clark For treasurer 1 am in favor of Tim Wehner. the only<lb/>
candidate I am actively supporting.<lb/>
I think that more so than the rest, these candidates would<lb/>
work for the SGA. the school, and most importantly, the<lb/>
students. These are only my opinions, but they are based on a<lb/>
knowledge of all the candidates, not just promises.<lb/>
No matter who you are supporting, please vote on Tuesday.<lb/>
March 28, and no matter who wins the students must support<lb/>
that person fully if we are to move forward in the future.<lb/>
