On Monday . January 31, ll72, the<lb/>
Legislature passed a new constitution with only<lb/>
dim dissenting vole li was then submitted to<lb/>
Dr David B Stevens, counsel for the university<lb/>
and assistant professor and attorney in the<lb/>
School ol Business, lor review concerning<lb/>
legalities and style.<lb/>
The linal copy was found to have glanng<lb/>
discrepancies in comparison with the original<lb/>
and secretary's copy stated Jackie Holland.<lb/>
Speakei ol the Legislature "How can this be<lb/>
explained?" she queried the assembly<lb/>
Holland further related that she and another<lb/>
legislature- member approached Dr. Stevens to<lb/>
clarify the mixup He explained to Holland his<lb/>
position as legal advisor for the administration<lb/>
entailed only checking the constitution for<lb/>
legality. He further related that the changes for<lb/>
the most part were made by three<lb/>
students-Tommy Clay .SGA President. Steve<lb/>
Neal, and Bob Robinson. Robinson was elected<lb/>
parliamentarian at Monday's meeting Undei<lb/>
the assumption that the suggestions made by<lb/>
the students were legal, the changes were<lb/>
inserted.<lb/>
Holland said that neither she. as chairman of<lb/>
the Rules Committee. .Lawson Brown, the SGA<lb/>
attorney general, nor other members of the<lb/>
executive were approached concerning these<lb/>
changes. She then posed the question, leaving i1<lb/>
open, "Who then is responsible'<lb/>
A rebuttal is expected at the next<lb/>
Legislature meeting next Monday.<lb/>

Rick Garret an ECU sophomore with<lb/>
shoulder length hair, was fired from his position<lb/>
at the Tastee Free franchise located in the<lb/>
Georgetown Shops on Tuesday, because of<lb/>
"lack of work initiative<lb/>
Garrett feels that there were other reasons<lb/>
underlying his dismissal.<lb/>
He said. 'They have said that I was<lb/>
inefficient but if I got my hair cut. I could have<lb/>
my job back<lb/>
Garrett had been working for Tastee Freez<lb/>
since it opened last October when it was under<lb/>
the management of Gary Gaspenni and Frank<lb/>
Wilson When Gaspenni and Wilson sold the<lb/>
franchise in February, the troubles for Garrett<lb/>
began He said. When Gary and Frank sold the<lb/>
business hack to the franchise, a verbal<lb/>
acrcement was reached with the new owner.<lb/>
Mrs. Rachael Fitpatrick, that no one would be<lb/>
tired for hair length<lb/>
But according to Garrett. the new<lb/>
management made the ruels so strict that most<lb/>
of the long-bans quit. "They really made life<lb/>
miserable he said, "they changed the whole<lb/>
format of the operation. They took out the<lb/>
pmball machines and the jukebox, and made<lb/>
everyone wear uniforms and hats. Before long I<lb/>
w is the only one left with long hair<lb/>
Gar.ett explained that he has never worked<lb/>
fol the new management Every week since<lb/>
Fiupatrick took over the business. Garrett has<lb/>
not been able to work. "Fitpatrick kept telling<lb/>
me that she had already made out the schedule<lb/>

Marijuana and Drug Abuse today<lb/>
recommended repeal of all jail terms and fines<lb/>
for private pot smoking, but not for its<lb/>
cultivation or sale.<lb/>
After a years study, chartered by Congress,<lb/>
the conservative panel unanimously proposed a<lb/>
national policy of using persuasion rather than<lb/>
prosecution to discourage smoking of<lb/>
marijuana.<lb/>
But it stopped short of recommending<lb/>
outright legalization, expressing the hope that<lb/>
marijuana is a fad that it will lose favor if<lb/>
de-cmpfusied<lb/>
It said marijuana is far less dangerous than<lb/>
the american public thinks. It found little or no<lb/>
evidence that marijuana can kill, cause<lb/>
addiction, brain damage or birth defects, or<lb/>
lead to crime, violence or necessarily to more<lb/>
powerful drugs.<lb/>
But it did find that long term, daily use of<lb/>
marijuana by adolescents sometimes<lb/>
contributes to a general lack of motivation,<lb/>
concluded that anyone driving under the<lb/>
influence of marijuana is a serious threat to<lb/>
public safety and said that heavy daily use over<lb/>
a number of years may cause some damage to<lb/>
the heart and lungs.<lb/>
"In general, we recommend, only a<lb/>
decnminalization of possession of marijuana tor<lb/>
personal use on both the state and federal<lb/>

North Carolina taxpayers don't mind paying<lb/>
75 per cent of the bill to college residents of<lb/>
the state.<lb/>
But when it comes to educating out-ol-state<lb/>
students, it seems like the North Carolina<lb/>
taxpayer is tired of footing the bill.<lb/>
At least that's what one interpretation that<lb/>
could be given to action taken by the General<lb/>
assembly last year which raised out-of-state<lb/>
student tuition at state supported schools and<lb/>
caused havoc in varying degrees at various<lb/>
universities including ECU.<lb/>
In-state tuition has not changed at all within<lb/>
the past few years, only fee changes have been<lb/>
made.<lb/>
However, out-of-state tuition has increased<lb/>
as a direct result of legislation passed by the<lb/>
General assembly.<lb/>
House Bill 1087, passed on July 13, 1971<lb/>
made a mandatory increase in non-resident<lb/>
tuition to $18,000 for the academic<lb/>
year bessnrsng September 1972.<lb/>
The 1971 academic year, tuition had to be<lb/>
$1,300.00 for out-of-state students.<lb/>
The increase in out-of-state tuition has<lb/>
caused controversy and conflicting viewpoints<lb/>
"1 have no idea why the legislature passed<lb/>
the bill said Moore, ECU's business manager,<lb/>
'? but my speculation would be that for every<lb/>
one student that goes out of North Carolina for<lb/>
education, we have three that come in And the<lb/>
North Carolina taxpayer is paying for their<lb/>

Moore had these statistics in the defense of<lb/>
the North Carolina taxpayer<lb/>
Each North Carolinian pays about $1,298<lb/>
towards the average ECU student's education<lb/>
Those withscholarshipsand special students are<lb/>
excluded.<lb/>
This is approximately 72.8 percent of the<lb/>
total money for the student to pay Ivaeh<lb/>
student's educational costs about $1,795 per<lb/>
year, of which he pays about $447 or 24.9<lb/>
percent of the whole Fifty dollars comes from<lb/>
other sources, and the remaining1.298 from<lb/>
the North Carolina taxpayer.<lb/>
The General Assemblys law even begins its<lb/>
statements with the idea that the tuition hike<lb/>
will let out-of-state students pay for their own<lb/>
education.<lb/>
"We don't know why the legislature passed<lb/>

Dean of Admissions, "but it's law now and I go<lb/>
by the laws<lb/>
These new laws have caused quite a number<lb/>
of problems for Home because of estimates he<lb/>
must make for enrollment in following years.<lb/>

how many out-of-state students I think well<lb/>
lose, or how mans well have next year, will be<lb/>

It seems that the crux ol the matter, as he<lb/>
pointed out, is thai the social fraternities are<lb/>
presently "competing" foi pledges in open<lb/>
rush Publicity foi the Lambda Chi Alpha and<lb/>
Sigma Chi Delta fraternities put other<lb/>
fraternities at a disadvantage<lb/>
Unfortunately, I was not aware that the<lb/>
article would cause such problems, nor did I<lb/>
consider the fact that the readers might<lb/>
interpret the article as being favorable to the<lb/>
two fraternities used as examples<lb/>
accumulated almost twice as much material<lb/>
concerning fraternities as appeared in the article<lb/>
I chose the social aspect and used two examples<lb/>
ol attempts to move away from the emphasis<lb/>
on the social life m fraternities. These are<lb/>
examples only<lb/>
Other fraternities are as progressive or more<lb/>
so than the two examples given likewise,<lb/>
others still put strong emphasis on the social<lb/>
life, Because ol limited space each ol the 13<lb/>
social fraternities could not be mentioned in<lb/>
the article.<lb/>
I personally do not endorse the social<lb/>
fraternity system at all. much less favoi any<lb/>

university system that has a better school or<lb/>
department doesn't get doctorate programs m<lb/>
that field, last Carolina's schools of Art. Music.<lb/>

Drama are all known and rated nationally and<lb/>
considered by most people to be the best in the<lb/>
state-set ECU doesn't offer one doctorate<lb/>
degree T he tact that we have been treated as an<lb/>
institutiot ol interior quality is also evident in<lb/>
last year't incident when ECU asked for funds<lb/>
tor  medical school Chapel Hill blasted ECU<lb/>
with accusations that we lacked academic<lb/>
quality bul the accrediting board found ECU's<lb/>
sta facilities to be more than adequate.<lb/>

March 21 issue of Fountainhead Miss Webb<lb/>
makes many generalizations and twisted truths<lb/>
that are very slanderous by omission of all but<lb/>
two fraternities on campus The picture that<lb/>
Miss Webb inadvertently has painted is very<lb/>
beautiful for Lambda Chi Alpha and Sigma Chi<lb/>
Delta and could have been tor. in my<lb/>
knowledge, at least one more. Delta Sigma Phi.<lb/>
and probably several others, also.<lb/>
I am not sure BOP Miss Webb conducted her<lb/>
research for the article, but I am certain that no<lb/>
Delta Sig was approached and questioned I<lb/>
seriously question the authenticity present in<lb/>
an article discuissmg the fraternity system as a<lb/>
whole when only two out of thnteen<lb/>
fraternities were approached<lb/>
Since this article appeared during Spring<lb/>
Rush. I feel compelled to tell the whole truth.<lb/>
This letter in not intended to slight above<lb/>
mentioned fraternities, it is only to clear our<lb/>
name.<lb/>
Dean Mallory said that "priorities should be<lb/>
set. putting scholarship, service and<lb/>
brotherhood above the social aspect In the<lb/>
article no mention was made of the fact that<lb/>
one fraternity on this campus has done this<lb/>
since its conception. Delta Sigma Phi has had<lb/>
the highest scholastic average of any social<lb/>
fraternity on this campus for fourteen quarters<lb/>
running. This goes back lo our beginnings as a<lb/>
colony. We stress brotherhood and offer<lb/>
brotherhood to our pledges and rushees. We<lb/>
remember, however, that there is a difference<lb/>
between a social and an honorary fraternity and<lb/>
having parties. Realizing the high cost ot<lb/>
tuition, we have a full and complete social life<lb/>
at approximately one-half the cost of the same<lb/>
activities downtown.<lb/>
A major point is made about the Lambda<lb/>
Chi's being the first to abolish "Hell Week<lb/>
This may be true but another truth is that Delta<lb/>
Sigma Phi never has had a hellWeek' Along the<lb/>
same lines, hazing is explicitly forbidden by our<lb/>
constitution which, incidentally, is studied in<lb/>
great detail while pledging.<lb/>
