Students may soon be able to rent a 2.3 cu. ft.<lb />
refrigerator from the SGA for their room, according to<lb />
John Schofield, SGA president at a meeting of the<lb />
legislature Monday.<lb />
Approval of the project is pending a decision by the<lb />
administration and the SGA legislature. The<lb />
refrigerators, made by University Products Inc. (UPI)<lb />
was designed especially for dormitory rooms.<lb />
A compressor, patented by UPI, reduces drastically<lb />
the amount of power needed. The power needed to<lb />
cool the unit is equivalent to that needed for a 45 watt<lb />
light bulb.<lb />
Previously, the greatest objection to refrigerators in<lb />
dormitory rooms was their tax on electric circuits.<lb />
If approved, the undentable and unscratchable units<lb />
will be leased from UPI via the SGA. The lease is $4 per<lb />
month.<lb />
Repairs will be provided by UPI at no cost except<lb />
when failure is caused by abuse to the unit,<lb />

Thursday night was a night<lb />
of excitement in Ragsdale<lb />
Dormitoty, At approximately<lb />
9 p.m. strange sounds were<lb />
heard by several girls.<lb />
"There we're sounds of a<lb />
shovel hitting against the<lb />
concrete, then sounds on the<lb />
roof, and the smell of sulfur<lb />
said Judy Green, a resident of<lb />
the dormitory.<lb />
At approximately 12:30<lb />
a.m the Campus police and<lb />
the Greenville city police were<lb />
called to investigate. At this<lb />
time one of the second floor<lb />
residents, Sharon Ellis, said<lb />
that she had seen the prowler<lb />
on the roof of the West Winy<lb />
panic began in the dormitory.<lb />
By the time the police<lb />
arrived, the sounds had moved<lb />
to the attic. After a quick<lb />
check of the dormitory, the<lb />
notice left to get a ladder.<lb />
Returning with the ladder, the<lb />
police began their check of the<lb />
attic. No one was found' the<lb />
police left.<lb />
At approximately 5 a.m<lb />
sounds were heard again. These<lb />
sounds moved from the attic,<lb />
down the side of the building,<lb />
and then disappeared. Two of<lb />
the residents, Jetti Williams<lb />
and Terri Griffin, said that at<lb />
approximately 5:30 a.m they<lb />
heard noises in the basement of<lb />
the dormitory.<lb />
The next day a brief<lb />
investigation of the attic was<lb />
made by dorm residents, Neysa<lb />
Siedlecki, Jean Peterson, and<lb />

A special General Education<lb />
Committee was appointed by<lb />
Vice President Robert L. Holt<lb />
to review the general education<lb />
requirements and to<lb />
recommend any changes<lb />
needed.<lb />
The proposed changes will<lb />
give students a chance to have<lb />
more electives. The changes are<lb />
as follows:<lb />
15 hours of social sciences<lb />
will be required instead of 20<lb />
Health and physical<lb />
education requirements will be<lb />
reduced to two or three<lb />
quarter hours. This will include<lb />
P . E . 18 or passing the<lb />
swimming test and two<lb />
additional hours.<lb />
B.A. degree candidates will<lb />
now need only four levels of<lb />
foreign language instead of<lb />
five.<lb />
The committee made its<lb />
recommendations with the<lb />
following conditions: that<lb />
there be no additional hours<lb />
added to current course totals<lb />
in the major or minor; that<lb />
departments recommend to the<lb />
Curriculum Co mmittee<lb />
particular supportive and<lb />
cognate requirements for their<lb />
degree programs and make an<lb />
effort to allow each student as<lb />

High: The nature of the problem<lb />

Racial tension at the J. H.<lb />
Rose High School in Greenville<lb />
has been the major problem<lb />
Bd by Greenville during this<lb />
emic year. Rose High<lb />
was first integrated this<lb />
ii when approximately 500<lb />
b lack st u dents who had<lb />
previously attended Eppes C.<lb />
M. High School were brought<lb />
together with some 900 white<lb />
students in compliance with<lb />
Federal desegregation<lb />
directives.<lb />
The school year commenced<lb />
with an air of uncertainty and<lb />
mistrust. Small incidents<lb />
gradually developed into a<lb />
larger racial clash in October<lb />
which required the use of<lb />
police to restore an uneasy<lb />
order. Some of the major<lb />
problem areas were noted, and<lb />
it was hoped that, if corrected,<lb />
further difficulties could be<lb />
averted. As the holidays<lb />
approached, 'he police were<lb />
gradually withdrawn and, on<lb />
the surface, it seemed as if<lb />
some headway was being made.<lb />
Such appearances were<lb />
shown by the unrest and<lb />
increasing tension of the past<lb />
week to have been illusory.<lb />
The tension has not abated; on<lb />
the contrary, it has increased<lb />
to new heights. Numerous<lb />
commissions and committees<lb />
had been unable to find a<lb />
solution, and often served as<lb />
either a forum for an individual<lb />
desiring to exert his personal<lb />
authority or to further<lb />
exacerbate interracial mistrust.<lb />
In an attempt to determine<lb />
the nature of the difficulty, I<lb />
spent several days discussing<lb />
the situation with individual<lb />
black and white students, with<lb />
an informal discussion group<lb />
composed of students of both<lb />
races, and with members of the<lb />
Greenville school<lb />
administration. These<lb />
discussions resulted in the<lb />
determination of certain<lb />
factors which contributed to<lb />
the present situation, the<lb />
natureof that situation,and the<lb />
formulation of a possible<lb />
solution to at least part of the<lb />
problem.<lb />
One major factor was the<lb />
choice of the school. This is<lb />
not a reflection of the quality<lb />
of Rose High School, but on<lb />
the attitudes of the students<lb />
toward its integration this Fall.<lb />
Virtually all of the white<lb />
students had previously<lb />
attended that school and were<lb />
familiar with their<lb />
surroundings; they appear to<lb />
have resented the newly arrived<lb />
black students as intruders.<lb />
The black students, on the<lb />
other hand, v ere in a totally<lb />
new environment; they felt like<lb />
strangers, and often behaved<lb />
with the hostility characteristic<lb />
of persons who feel<lb />
simultaneously "out of place"<lb />
and disliked. Both black and<lb />
white students felt that it<lb />
would have been far better had<lb />
the students from Rose and<lb />
Epps been integrated in a<lb />
different school, one which<lb />
would have been unfamiliar to<lb />
hoth races and a form of<lb />
"neutral" ground. A sense of<lb />
mutual unfamiliarity with their<lb />
surroundings might have<lb />
allowed blacks and whites to<lb />
have found areas of mutual<lb />
compatibility.<lb />
The major underlying cause<lb />
was a blend of mistrust and<lb />
poor judgement; as one student<lb />
put it, 'We(blacks and whites)<lb />
just don't trust one another<lb />
Part of this lies in the attitudes<lb />
towards one another; this<lb />
mistrust was aggravated, to the<lb />
generalmisfortune of the entire<lb />
student body, by bigoted<lb />
whites and militant blacks.<lb />
Many whites, particularly some<lb />
of a certain degree of<lb />
affluence, resented the entire<lb />
concept of integration. The<lb />
school administration<lb />
recognized that integration was<lb />
a fact of life, and, I believe, has<lb />
acted in good faith to make it<lb />
work at Rose High School,<lb />
despite much reluctance and<lb />
outright opposition on the part<lb />
of certain influential members<lb />
of the white community.<lb />
The black community has<lb />
also contributed to the<lb />
problem. Certain militant<lb />
blacks, desiring to assert their<lb />
influence over the black<lb />
community and to enhance<lb />
their own reputations and<lb />
positions within that<lb />
community, have seized the<lb />
situation at Rose High School<lb />
as a means of furthering this<lb />
end. Their inflammation of<lb />
affairs and magnification of<lb />

Chances are you weren't anywhere-yet. For it was March 10, 186 when<lb />
Alexander Graham Bell made that first historic telephone call to<lb />
Mr. Watsonand another significant milestone in man's attempt to<lb />
better himself and his environment had been passed.<lb />

It takes at least two years to<lb />
obtain funding for a project in<lb />
North Carolina.<lb />
p D. Duncan, business<lb />
manager and Vice President of<lb />
ECU, explained the long<lb />
process of construction which<lb />
is involved.<lb />
When a need for capital<lb />
improvement is decided upon<lb />
by a consensus of the faculty<lb />
and administration, a<lb />
description of the project is<lb />
prepared and sent to the state<lb />
engineer.<lb />
During the first year of the<lb />
biannual meeting of the<lb />
assembly, the Advisory Budget<lb />
C o m m i s i 0 n receives a<lb />
nption of the project,<lb />
estimate of the costs and the<lb />
isons for the project.<lb />
In July or August the Board<lb />
visits the institute requesting<lb />
the project. During the next<lb />
two months, they meet to<lb />
hear the personal appeals from<lb />
every state agency, institute<lb />
and deprartment for capital<lb />
improvement.<lb />
The Board then holds closed<lb />
dooor hearings among its<lb />
members, and at the end of the<lb />
year, it makes its<lb />
recommendations within the<lb />
state budget.<lb />
During the second year of<lb />
representative from the agency<lb />
or institute involved can<lb />
present the project personally .<lb />
During the closed door<lb />
hearings that follow, the<lb />
budget is trimmed, and finally<lb />
presented.<lb />
If an ECU project has<lb />
passed, an architect is hired to<lb />
draw the plans, which must be<lb />
approved by the State<lb />
Department of Administration.<lb />
The Department acts as a<lb />
regulatory and advisory<lb />
agency, insuring that certain<lb />
standards are met.<lb />
After the plans and<lb />
specifications are complete,<lb />
and joint approvals are made,<lb />
the contracts are advertised for<lb />
public bidding for six weeks.<lb />
The contracts set all the<lb />
details of the project, including<lb />
the time period for<lb />
completion, which is a factor<lb />
in the bidding.<lb />
If a bid is submitted that is<lb />
within the alotted money, the<lb />
contract is let. If not, the plans<lb />
are trimmed or the contract<lb />
cancelled.<lb />

Track season opens at Richmond<lb />

The 1970 edition of the<lb />
indoor track squad opened its<lb />
seasons running in the C. Y. O.<lb />
National Invitational Meet at<lb />
Cole Field House, Maryland,<lb />
and the Chesterfield<lb />
Invitational at Richmond,<lb />
Virginia.<lb />
7he Pirates mile-relay team<lb />
of Jerry Covington, Barry<lb />
Johnson, Mark Hamilton, and<lb />
james Kidd, placed third in the<lb />
Dorsey Griffith mile relav<lb />
series. The squad was<lb />
hampered by the absence of<lb />
Paige Davis, who was out with<lb />
an injury. Referring to the fine<lb />
finish, coach Bill Carson said,<lb />
"All in all, it was the finest<lb />
performance in the three years<lb />
we have attended this meet<lb />
The two-mile relay team of<lb />
Lanny Davis, Rusty Carraway,<lb />
Joe Day, and Kidd placed fifth<lb />
in the Anderson Memorial<lb />
two-mile relay series.<lb />
Day finished third in a<lb />
featured mile event and Lanny<lb />
Davis fifth in the Anderson<lb />
880-yard run.<lb />
Carson is looking forward to<lb />
this year's track season. The<lb />
squad is composed of 40<lb />
athletes of which only two,<lb />
co-captains Paige Davis and<lb />
Ken Voss, are seniors. The rest<lb />
are freshmen and sophomores.<lb />
"We are looking foward to<lb />
our finest year of track and<lb />
field at ECU Carson said,<lb />
"but we will be hampered at<lb />
the early going by<lb />
inexperience We expect to<lb />

"We will be much stronger<lb />

said. "We are awaiting with<lb />

Stasavich joins committee<lb />
Clarence Stasavich, athletic<lb />
director, has been appointed as<lb />
a representative to the<lb />
committee for the National<lb />
Football Foundation and Hall<lb />
of Fame.<lb />
Stasavich will be the<lb />
representative from District<lb />
Three, which covers eastern<lb />
North Carolina.<lb />
The foundation is currently<lb />
working to raise six million<lb />
dollars to construct the<lb />
Football Hall of Fame Building<lb />
at Rutgers University. Teh<lb />
National Football Foundation<lb />
and Hall of Fame will honor<lb />
outstanding players and<lb />
coaches of the past.<lb />
The appointment was made<lb />
last week at the National<lb />
Collegiate Athletic Association<lb />
(NCAA) convention in<lb />
Washington, D. C.<lb />
At the convetion for athletic<lb />
directors of NCAA affiliated<lb />
schools, an eleven-game<lb />
football schedule was approved<lb />
and Stasavich is currently<lb />
scheduling another game for<lb />
ECU in the 1970 season.<lb />
The athletic directors also<lb />
passed legislation to force<lb />
junior college transfers to<lb />

Paper criticized companjes 0n campus<lb />
The Fountainhead has again found itself under<lb />
mack The latest of attacks came from the floor of the<lb />
SGA Legislature. The criticism takes two main forms.<lb />
(1) the overuse of Associated Press copy in the<lb />
Fountainhead, and (2) the lack of coverage of various<lb />
campus events. .<lb />
The Fountainhead began using the A P wire service<lb />
this past fall and since that time has adopted a policy of<lb />
printing only those AP articles that might be interest to<lb />
ECU students. This is the reason that such wire copy as<lb />
weather reports and stocK marketncwsare not used. (An<lb />
example of the wire copy used can be found on page<lb />
five in the last issue of the Fountainhead in the draft<lb />
deferment article.<lb />
The second point of the criticism is one with which<lb />
the Fountainhead must reluctantly agree. Many campus<lb />
events have gone uncovered in the past, and in the<lb />
future, many more may go without coverage. There is,<lb />
however, a reason for this. Although some of our critics<lb />
might insist the lack of coverage stems from<lb />
Fountainhead prejudice against certain campus groups,<lb />
the irue reason is the Fountainhead is grossly<lb />
understaffed. Just as an automobile with three tires<lb />
covers few miles, an understaffed newspaper covers few<lb />
stories.<lb />
There is a simple answer to this problem, let those<lb />
who have found fault with our coverage come to work<lb />
for the Fountainhead. The hours are long, the pay is<lb />
low, and often times when you've done your best<lb />
someone will find the need to criticise your hard work;<lb />
but if you want to write you can have a job. The<lb />
Fountainhead office is still located on the second floor<lb />
of Wright Auditorium, and we have a job for you.<lb />

Recent protests on at least<lb />
six campuses have been<lb />
directed against corporations,<lb />
particularly the General<lb />
Electric Company. Some<lb />
150,000 workers are currently<lb />
striking G. E. for increased<lb />
wages and fringe benefits.<lb />
At San Jose State College,<lb />
about 25 student members of<lb />
the Radical Action Movement<lb />
(RAM) a wing of SDS, clashed<lb />

to block the students' access to<lb />
a room in the College Union<lb />
building where industrial<lb />
recruiters were stationed.<lb />
Sixty companies were<lb />
represented by recruiters on<lb />
campus, including Lockheed,<lb />
General Dynamics and General<lb />
Electric, the nation's top three<lb />
defense contractors.<lb />
The students marched on<lb />
the recruiters chanting "Smash<lb />
imperialism and "Recruiter<lb />
off campus They ere<lb />
stopped at the door of the<lb />
recruiters' room by a small<lb />
force of plainclothesmen and<lb />
campus security guards and<lb />
�vver'5 ordered to disperse.<lb />
When they did not, about 50<lb />
hel meted San Jose police<lb />
joined the o ther law<lb />
enforcement personnel in<lb />
pushing the demonstrators out<lb />
of the area. Fourteen were<lb />
arrested a id charged with<lb />
misdemeanors under a<lb />
recentlv-passed provision in<lb />
state laws prt hibiting student<lb />
disruption.<lb />
At Boston University, theG.<lb />
E. issue caused two outbreaks<lb />
in two weeks. Twenty-four<lb />
were arrested when a group of<lb />
protestors tried to disrupt a<lb />
seminar attended by a G. E.<lb />
executive. Students demanded<lb />
that the university handle all<lb />
medical and legal problems<lb />
resulting from the incident, but<lb />
the university refused to do<lb />
more than provide bail money<lb />
on a loan basis. It also refused<lb />
to comply with a demand that<lb />
all G. E. officials be banned<lb />
from campus.<lb />
Then approximately 5Q<lb />
members of SDS occupied the<lb />
administration building to<lb />
protest the school's complicity<lb />
with G. E. They held the<lb />
building for 16 hours despite a<lb />
court injunction against such<lb />
action. Six were cited for<lb />
contempt of the court order.<lb />
At the University of Iowa,<lb />
the administration has<lb />
announced it will discipline<lb />
students who attempted to<lb />
remove a U.S. Department of<lb />
Labor recruiter from the<lb />
school's placement office last<lb />
month. The students were<lb />
protesting what they called the<lb />
Labor Department's support of<lb />
the G. E. management against<lb />
strikers. Civil charges will be<lb />
brought against non-students<lb />
involved in the incident.<lb />
The students will be tried by<lb />
the Committee on Student<lb />
Conduct under a section of the<lb />
discipline code prohibiting<lb />
"intentionally disrupting the<lb />
orderly processes of the<lb />
Unviersity or obstructing 0i<lb />
denying accesss to services oi<lb />
facilities by those entitled to<lb />
use thereof<lb />
The students at Roosevelt<lb />
University in Chicago were<lb />
arrested for aggiavated battery<lb />
and damage to property after a<lb />
recruiter from the General<lb />
Motors Corp. was doused with<lb />
red paint in the university's<lb />
placement office.<lb />
Rutgers University cancelled<lb />
scheduled visits by recruiters<lb />
from G. E. after the school's<lb />
chapter of SDS threatened to<lb />
demonstrate.<lb />
At Harvard, students have<lb />
organized a petition campaign<lb />
to halt the selling of G. E.<lb />
products in the Harvard Co-op.<lb />
