Arts Festival sponsored by the<lb />

Registration will be 3 p.m.<lb />
to 9 p.m. on Friday, April 25,<lb />
in room 201 of Wright<lb />
Auditorium. Late registration<lb />
will be handled from 10 a.m.<lb />
until 2 p.m April 26 in room<lb />
215.<lb />
Wright Auditorium is the<lb />
scene for the Symphonic Band<lb />
Concert at 8:15 p.m Friday.<lb />
Admission is free.<lb />
The four areas of<lb />
competition are poetry, short<lb />
story, photography, and<lb />
drawing or etching.<lb />
First place winners will be<lb />
awarded $50 prizes, second<lb />
place winners $20, and the<lb />
winners will be published in<lb />
"The Rebel Entrants must<lb />
attend the festival to qualify in<lb />
the festival competition.<lb />
A registration fee of $3 must<lb />
be paid by midnight April 25 if<lb />
the entries are to be in<lb />
competition. Entries will be<lb />
accepted until the first day of<lb />
the festival.<lb />
In the poetry competition,<lb />
each entry will be limited to<lb />
one short poem (15 lines or<lb />
less) and one long poem.<lb />
Short story entries will be<lb />

(1500-3500 words in length).<lb />

'Black Voices' is first in ECU<lb />
Contemporary Arts Festival<lb />
A two-part evening of<lb />
contemporary dance and drama<lb />
will be one of the highlights of<lb />
the 8th annual Contemporary<lb />
Arts Festival which opened here<lb />
yesterday.<lb />
The program, scheduled to<lb />
run at 8:15 p.m. on Friday and<lb />
Saturday, April 25 and 26, will<lb />
feature new productions by the<lb />
ECU Playhouse.<lb />
The first work, "Black<lb />
Voices is a staging of<lb />
contemporary black writing,<lb />
conceived and directed by ECU<lb />
drama chairman Edgar R.<lb />
Loessin. The play will trace the<lb />
contemporary black view of life<lb />
in America through the writings<lb />
of Malcolm X Dick Gregory,<lb />
James Baldwin, Leroi Jones,<lb />
Langston Hughes, and other<lb />
black writers.<lb />
According to Loessin,<lb />
"Nothing is more involved with<lb />
the present scene than the black<lb />
man's writing of his goals and<lb />
needs in our society. We are<lb />
working with a compilation of<lb />
black thought, some being<lb />
fictive in pur pose, some<lb />
biography and a portion of<lb />
work primarily social in<lb />
content<lb />
The second part of the<lb />
program is an original<lb />
contemporary jazz ballet by<lb />
ECU choreographer Miss Mavis<lb />
Ray titled "A Trip In an<lb />
underwater setting, the work is<lb />
expressive of drug use and its<lb />
effects. Miss Ray said.<lb />

Boyce and Hart began their<lb />
musical career as song writers<lb />
rather than performers. Their<lb />
first big hit, "Come a Little Bit<lb />

They have written songs for<lb />
Dean Martin, Little Antony,<lb />

Checker. They wrote the theme<lb />
song for Dick Clark's "Where<lb />
the Action Is for NBC's<lb />
"Days of Our Lives" and for<lb />
ABC's "Swinging Country<lb />

Paul Revere and the Raiders,<lb />
Herman's Hermits, The<lb />

Features lecturers were Dr.<lb />

"Africa and New World<lb />
Rhythms" and Dr. Ebenezer<lb />
Akuetteh, a diplomat from<lb />
Ghana, who spoke on the<lb />

Developments in Ghana<lb />
The Festival was considered<lb />
"surprisingly successful" by Dr.<lb />
Blanche Watrous, professor of<lb />
anthropology and Chairman of<lb />
the African Studies Committee,<lb />
with the greatest interest shown<lb />
in Dr. La Barre's lecture and the<lb />
film on African Drums.<lb />
According to Dr. Watrous,<lb />
the Festival was designed to<lb />
acquaint the student body with<lb />
the proposed African Studies<lb />
Minor to be offered here next<lb />
Fall. The minor will feature<lb />
courses such as Linguistics,<lb />
Folklore, and African Political<lb />
Systems as well as a proposed<lb />
African Area Seminar.<lb />
The African Studies<lb />
Committee was established by<lb />
Dr. John M. Howell, dean of<lb />
the College of Arts and<lb />
Sciences, after ECU was chosen,<lb />
along with 14 other shcools in<lb />
the United States to offer an<lb />
African Studies Program.<lb />
Proposed activities of the<lb />
Committee include plans for<lb />
the African Studies Minor, the<lb />
repeat of the film on the music<lb />
of Ghana, the addition of<lb />
African Faculty members and a<lb />
Symposium for next Spring<lb />
which will feature Lectures by<lb />
representatives from various<lb />

fallen into controversy recently.<lb />
Here Lloyd presents his views<lb />
on both the UJC and the<lb />
present judicial system.<lb />

your opinions of the University<lb />
Judicial Council?"<lb />
David Lloyd: "The idea of<lb />
the University Judicial Council<lb />
was brought to me by Dean<lb />
Mallory about a month before I<lb />
left office.<lb />
In my discussions with Dean<lb />
Mallory and with SGA<lb />
legislators, the purpose and<lb />
jurisdiction of the U.J.C. was<lb />
not, at that time, discussed in<lb />
the same terms as is the present<lb />
jurisdiction. In working with<lb />
the legislators, in that this issue<lb />
was introduced and acted upon<lb />
by the Legislature during my<lb />
administration, I have found<lb />
that the feeling of the majority<lb />
of student officials was for a<lb />
"Special Council" which would<lb />
expand the already established<lb />
drug review board to review and<lb />
determine the fitness of<lb />
students to remain at ECU after<lb />
they had been found guilty of a<lb />
serious state or federal crime,<lb />
such as drug abuse or other<lb />
felony.<lb />
How is the present UJC<lb />
different from the idea as it was<lb />
originally presented to you?"<lb />
Mr. Lloyd: "The present<lb />
UJC has original and final<lb />
jurisdiction subject ot the<lb />

state, or federal courts would<lb />
be then to determine his fitness<lb />
to remain at ECU<lb />

opinion, has the newness of the<lb />
present administration been a<lb />

Lloyd: "Yes. Although I<lb />
think that it is unfair to judge<lb />
this administration at so early a<lb />
date, I think the lack of<lb />
experience of the new<lb />
administration in dealing with<lb />
serious student, administration,<lb />
faculty inter-problems could<lb />
definitely be one of the main<lb />
reasons for lack of action of<lb />
this issue<lb />

situation as it is, what<lb />
recommendations, if any,<lb />
would you care to offer to the<lb />
new administration?"<lb />
Lloyd: "Let me start by<lb />
defining the situation as I see it.<lb />
We have had student unrest<lb />
dealing particularly with black<lb />
students over the past two<lb />
months and as a result of this<lb />
unrest, four black students were<lb />
arrested for disrupting<lb />
University procedures.<lb />
These students were charged<lb />
by the City of Greenville and<lb />
are presently awaiting trial in<lb />
the Greenville City Courts. Now<lb />
this new University Judicial<lb />
Council is trying these students<lb />
as to their guilt or innocence in<lb />
this issue in addition to their<lb />
fitness to remain as students<lb />
before their actual trial in the<lb />
city court.<lb />

the legality and jurisdiction of<lb />
this council in realtionship to<lb />
the SGA Constitution and in<lb />
particular to the Student Bill of<lb />
Rights. On the other hand there<lb />
are other students on campus<lb />
who feel very strongly in favor<lb />
of the present situation and<lb />
who would completely ignore<lb />
the rights of individuals in<lb />
regards to racial issues and who<lb />
would jump at the first<lb />
opportunity to deny the<lb />
constitutional rights afforded<lb />
each and every student.<lb />
As to what the Student<lb />
Government could and should<lb />
do, the first step would be to<lb />
withdraw Student Government<lb />
support from the University<lb />
Judicial Council. This could<lb />
very easily and quite legally be<lb />
accomplished by withdrawing<lb />
the appointment of students to<lb />
this council, and not appointing<lb />
or reappointing further<lb />
members until the situation is<lb />
studied completely by the SGA<lb />
Executive and Legislative<lb />
branches.<lb />
It is regretable that four<lb />
students are presently invilved<lb />
in a "trial" rather than a review<lb />
of their fitness to remain here<lb />
as students. By withdrawing<lb />
student membership, the UJC<lb />
then becomes inactive until new<lb />
jurisdiction lines are established<lb />
and until the real purpose of<lb />
this board is actually<lb />
established.<lb />
There will be a staff meeting<lb />
of "The East Carolinian"<lb />
tonight, 7 p.m. All salaried staff<lb />

East Carolina's football team<lb />
went' through it's first spring<lb />
practice scrimmage under game<lb />
conditions Saturday and the<lb />
defense continued to shade the<lb />
offense in overall performance.<lb />
However, the offence<lb />
showed spurts of effectiveness<lb />
on occasions and scored six<lb />
touchdowns during three hours<lb />
of head knocking.<lb />
The Pirates will have two<lb />
more practices Monday and<lb />
Wednesday-before closing out<lb />
the spring drills with their<lb />
annual Purple-Gold game<lb />
Saturday at 2 p.m. in Ficklen<lb />
Stadium.<lb />
"The passing attack wasn't<lb />
quite what we had hoped for<lb />
and we need to improve in our<lb />
line blocking Coach Clarence<lb />
Stasavich said.<lb />
"The defense continues to<lb />
show improvement and from<lb />
the overall scrimmage situation<lb />
the defense was somewhat<lb />
superior to the offense he<lb />
added.<lb />
During the early part of the<lb />
practice the offense moved the<lb />
ball fairly well with the first<lb />
unit goino against the first unit<lb />
defense. Butch Colson finally<lb />
cracked it over from the one.<lb />
However, this was the only<lb />
time during the 30 minutes the<lb />
first two units battled that the<lb />
offense made a deep<lb />
penetration. And it wasn't until<lb />
the third unit offense swung<lb />
into action that the offense<lb />
made any serious threatening<lb />
moves.<lb />
On several occasions the<lb />
offense pushed into scoring<lb />
territory, but it took a<lb />
scrambling 67 yard run by John<lb />
Brothers to get a touchdown.<lb />
Rising sophomore Bill<lb />
Wallace put the next score on<lb />
the board on a one-yard plunge,<lb />
and then Jack Patterson threw a<lb />
short pass to wingback William<lb />
Mitchell who zipped 40 yards<lb />

County clubs align<lb />
forces for new fight<lb />
The newly re organized County Clubs will meet<lb />
tonight to align their forces for a state legislative<lb />
fight to allow ECU to confer a doctorate degree.<lb />
These clubs proved instrumental in the fight for<lb />
University status two years ago and as Dr. Leo<lb />
Jenkins put it, "I dare say that we would have never<lb />
achieved University status had it not been for the<lb />
support of our student body<lb />
At a meeting last week, Jenkins told about 100<lb />
County Club organizers that there were two purposes<lb />
in recruiting student help for this legislative battle.<lb />
First he said that acitve student support wiil<lb />
favorably impress legislators.<lb />
Secondly, Jenkins stressed the importance of<lb />
student involvement in state and national politics. "I<lb />
know as a fact that student support or objection to a<lb />
bill has had great influence in the past and I feel that<lb />
in this particular case, your voices and opinions are<lb />
very important.<lb />
Jenkins should be applauded for his attempts to<lb />
establish a doctorate degree and in his attempts to<lb />
involve the student in this quest.<lb />
"The East Carolinian" urges all students to attend<lb />
their respective county club meetings tonight at 8<lb />
p.m.<lb />
Bridge coverage gap<lb />
on department news<lb />
A communications gap has developed between<lb />
"The East Carolinian" and the academic departments<lb />
on campus. So often, valuable news from our many<lb />
departments is overlooked simply because the editors<lb />
of the newspaper have not received any information<lb />
about the event.<lb />
With the limited staff with which we are working,<lb />
it is impossible to assign a reporter to each<lb />
departmental chairman on campus. In fact, it is<lb />
impossible to assign reporters whose sole job is to<lb />
find out what is going on in the departments.<lb />
Thus, "The East Carolinian" would like to urge<lb />
the departmental chairmen to keep us aware of news<lb />
events in the respective departments. If possible, we<lb />
would like to receive priority in the release of<lb />
departmental news. In the past, "The East<lb />
Carolinian" has often acted merely as a repeating<lb />
device for campus news after its appearance in the<lb />
"News and Observer" or in the "Daily Reflector<lb />
Correcting this situation is one of our goals. We<lb />
feel that students should receive campus news first<lb />
through their campus newspapers.<lb />
Please inform our office of any news within the<lb />
departments. By doing this, we can bridge the<lb />
communications gap and give adequate coverage to<lb />
the valuable news that is so often overlooked.<lb />

I am opposed to the transit<lb />
system for 6 reasons.<lb />
1 . The system serves<lb />
Buccaneer Courts and Pitt<lb />
Plaze both private enterprises.<lb />
2. The same few students<lb />
would use the system at the<lb />
cost of the entire student body.<lb />
3. It serves only that portion<lb />
of the day students who can<lb />
afford the extra expense of<lb />
Buccaneer courts. This system<lb />
will enable the owners of<lb />
Buccaneer courts to raise the<lb />
rent because its greatest<lb />
handicap has been overcome. If<lb />
this system serves the students<lb />
at Buccaneer courts it should go<lb />
to every apartment and trailer<lb />
court that houses an ECU<lb />
student.<lb />
4. Most things that benefit '<lb />
only a portion of the<lb />
population are paid for by that<lb />
part which uses it. Example,<lb />
roads are paid for by gasoline<lb />
taxes. This is the way such a<lb />
system should be paid for.<lb />
5. All this plan does is spread<lb />
the cost of the system over the<lb />
entire student body so that<lb />
those who receive no benefits<lb />
from the system pay just as<lb />
much for it as others do. This is<lb />
neither fair, honest nor<lb />
equitable.<lb />
6. I watched the CU the day<lb />
of the student opinion poll in<lb />
hopes of casting my vote. I<lb />
never found anything that<lb />
resembled a place to vote on<lb />
the issue. I also found that the<lb />
chairman of the student polls<lb />
committee was one of the top<lb />
backers of the system; this gives<lb />
me reason to doubt the<lb />
accuracy of the poll.<lb />

Recently the administration<lb />
of the library hinted that<lb />
Joyner might close on Friday<lb />
nights because there are<lb />
sometimes "more staff<lb />
members than students in the<lb />
library" at these times.<lb />
The "cause" is well noted,<lb />
but the conclusion is bad.<lb />
Several factors come into<lb />
play. First, I contend that<lb />
instead of asking the legislature<lb />
for an instant medical school,<lb />
President Jenkins might ask for<lb />
adequate library facilities first,<lb />
then a med school later.<lb />
Second, "adequate library<lb />
facilities" includes open doors.<lb />
It is rather frustrating to be run<lb />
out of the library at 10 p.m<lb />
especially during exam wee.<lb />
After 10 p.m. there is nowhere<lb />
to go. The Union closes at<lb />
10:30 p.m the "study hall" on<lb />
the hill is supposed to close at<lb />
10:30 p.m. or therabouts; the<lb />
whole city closes at 11:30 p.m.<lb />
So we men have nowhere to go<lb />
except to our little cells on the<lb />
hill, cells with walls so thin that<lb />
we can hear the people next<lb />
door swallowing their Cokes.<lb />
This brings us back to the<lb />
library. There are sometimes<lb />
more staff members than<lb />
Students in the library because<lb />
the library is sometimes<lb />
overstaffed. On "sin<lb />
such as most Friday nights,<lb />
there seems to be little need to<lb />
have the whole building open;<lb />
there seems to be no need for<lb />
having one or two librarians at<lb />
every desk during such periods.<lb />
A more practical solution to the<lb />
problem might be to have<lb />
limited services (having the<lb />
reference room and two<lb />
librarians at the disposal of<lb />
students: close the othei rooms,<lb />
cease other services, and send<lb />
other employees homel after 9<lb />
p.m.<lb />
Stated simply, the library<lb />
can keep longer hours without<lb />
significantly increased i perating<lb />
budget by closing part ol il<lb />
earlier and leaving the resl open<lb />
longer. Many other schools have<lb />
adopted this policy.<lb />

One would nevei think of<lb />
being flooded eight floors above<lb />
sealevel. It seems due to lack of<lb />
interest on the part of our<lb />
faithful maintainence<lb />
department, our one water<lb />
fountain, broken since cur<lb />
return from Easter vacation,<lb />
converted our dry, uneven floor<lb />
into an instant swimming pool<lb />
with adequate facilities for<lb />
wading and diving, if desired<lb />
The alarm was sounded as<lb />
girls from seventh floor found<lb />
they could take a shower<lb />
without leaving their room<lb />
with cold water running from<lb />
the ceiling light. With<lb />
newspapers, towels and<lb />
blankets, efforts were made to<lb />
keep inch dedp water out of<lb />
some rooms, while others were<lb />
bailed out with brooms, mops,<lb />
waste baskets, and dustpans.<lb />
It is really great living in a<lb />
dormitory of such a nne'<lb />
growing institution of higher<lb />
learning with the secure feeling<lb />
that our dorms are not just<lb />
thrown up and are give constant<lb />
attention.<lb />
