UP Proposes All-Night Dorms<lb />
For Qualified Women<lb />
Lloyd also included a proposal to<lb />
establish two all-night dorms for<lb />
Radio Station WECU sponsored a debate for the i�<lb />
rolved both candidates and members of the prcsx<lb />
tes for SGA president Tuesday night. Action in-<lb />
women students who qualify, in con-<lb />
junction with a plan to extend later<lb />
permission for women; a plank to<lb />
establish a ratio of out-of-stat'<lb />
tuition to in-state tuition that 1<lb />
equivalent to that of the othei<lb />
tate-supported institutions in the<lb />
state; and a proposal to improve<lb />
and remodel the soda shop in order<lb />
to make it more attractive and use-<lb />
ful.<lb />
In conclusion. Lloyd said that the<lb />
aim of the University Party is to<lb />
look out for you 1 the student 1<lb />
Lower Voting Age<lb />

candidate for the highest office,<lb />
then outlined the platform of his<lb />
party. Included as planks were<lb />
plans to form a congress 0: leading<lb />
students, faculty, and administra-<lb />
tion to deal with problems common<lb />
to all three groups; to institute a<lb />
campaign by the East Carolina SGA<lb />
to push a bill through the state<lb />
government to lower the North Car-<lb />
olina voting age to 18; to set con-<lb />
crete guidelines lor the distribution<lb />
of SGA funds to campus organiza-<lb />
tions: to implement a pass-fail<lb />
system on an experimental basis<lb />
to promote academic freedom; and<lb />
to begin work on an analysis ni<lb />
dorm regulations and dorm 'iff<lb />

of publications, the institution of<lb />
a telephone service committee to<lb />
study proposals to improve the lo-<lb />

of a co-ed vice president for the<lb />
executive council.<lb />
Beasley concluded by pointing out<lb />
�hat such reforms as included in<lb />
the Student Party platform would<lb />
jo a long way In the establishment<lb />
of a true university image for Eaft<lb />
Car ilina.<lb />
Opposing Strengths<lb />
And Weaknesses<lb />
Bo'), presidential candidate com-<lb />
plimented the platforms adopted<lb />
by the opposing party in their re-<lb />
buttals, but both also pointed out<lb />
certain weaknesses of these plat-<lb />
forms.<lb />
Beasley. who spoke lirst in the<lb />
rebuttal session, pointed out that<lb />
the University Party platform failed<lb />
to include a plank on race relations<lb />
and that the University Party plan<lb />
to more efficiently and equally ap-<lb />
portion tuition rates for out-of-state<lb />
students did not take into consid-<lb />
eration that such changes must be<lb />
made by the state legislature. He<lb />
said that though the idea was a<lb />
good one. an attempt to put such<lb />
pressure on the law-making body<lb />
might provoke repercussions on the<lb />
more than $700 scholarship sub-<lb />
sidized by 'he state for -tudents<lb />
at the present.<lb />
UP Challenges<lb />
Pass-Fail System<lb />
Lloyd, in his rebuttal, questioned<lb />
the plank of the Student Party<lb />
platform that asked for the<lb />
tution ol a pass-fail ques-<lb />
tioning its workability in term<lb />
hool applicant �. He also<lb />

plank on the establishment of any<lb />

by members of the press, clarifying<lb />
points made in their arguments<lb />
and elaborating on their respective<lb />
platforms.<lb />
The broadcast was carried live<lb />
by both the campus radio and tele-<lb />
vision facilities, as will be the elec-<lb />
tion day. which will be next Tues-<lb />

sion of Its position in order to most<lb />
adequately lerve the student body.<lb />
But, at the same time, a Student<lb />
Government must be dignified. In<lb />
order to command the respect nec-<lb />
essary for getting the job done, a<lb />
SGA must have leaders with the<lb />
ability of capturing the finest opin-<lb />
ions of those with whom they must<lb />
leal SGA leaders should not be<lb />
puppets ol the administration but<lb />
they should he of personal charac-<lb />
ter sufficiently acceptable to ob-<lb />
lam the respect ol those people<lb />
thej encounter from day to day.<lb />

to the student body what seems to<lb />
be the most beneficial policies and<lb />
programs the students of this sc-<lb />

We look forward to working to-<lb />
ward an experimental college, a<lb />
.state-wide campaign toward low-<lb />
ering the voting age, unrestricted<lb />
hours in selected women's dorms,<lb />
improved telephone service, and<lb />
badly needed reform of our cam-<lb />
pus courts.<lb />
We have promised to support re-<lb />
sponsible leadership of minority fac-<lb />
tions on campus, but at the same<lb />
time, we have proclaimed that we<lb />
will not assist irrational activists<lb />
with impure motives.<lb />
The Student. Party .tiers fresh<lb />
alternatives designed to spur stu-<lb />
dent enthusiasm and participation<lb />
in campus life. Guideline will be<lb />
established whereby you, the stu-<lb />
dent, will receive financial assist-<lb />
ance tor yotu' clubs and organiza-<lb />
tions in order to help them contri-<lb />
bute more Lilly to the campus life.<lb />
Campus courts will be reorganiz-<lb />
ed to support the concept of "in-<lb />
nocent until proven guilty Thus,<lb />
it will no longer be neoessary to<lb />
prove your innocence when facing<lb />
a court.<lb />

Strike A Blow For Us!<lb />
'Vn have an election?" "What do those guys do any-<lb />
how?" "Who keeps promises anymore?"<lb />
Inevitably these and similar questions, concerning the<lb />
functions of the Student Government Association come up<lb />
each year at election time. Of course many are drops in the<lb />
old Complaint Bucket when there is little else to gripe about.<lb />
But some of these complaining questions aie genuine. They<lb />
are posed by students who. although possibly not directly in-<lb />
volved in SGA operations, are none-the-less concerned over<lb />
what is being done with their money.<lb />
The answers to these three commonly voiced questions<lb />
might well serve as a basis toward strengthing the SGA and<lb />
broadening the understanding of student government at Eas1<lb />
Carolina.<lb />
The reasons for the SGA elections are simple and clear.<lb />
Although some cynics declare the SGA of no use. they perhaps<lb />
are most likely to be the ones who would cry the loudest it<lb />
the students were denied the right to govern themselves. One<lb />
quarter of a million dollars is allotted for student activities<lb />
each yea . Who should know better bow to spend it than the<lb />
students'<lb />
As for the claims that the Student Government does not<lb />
accomplish anything or that it is composed of a small clique<lb />
of students; these critics are admitting their own faults. By<lb />
not using their rights (the rights afforded to every student<lb />
at EC) to either campaign for office or to participate in vot-<lb />
ing, they prove what real interest they have in the students<lb />
go erning themselves.<lb />
If the question must be asked as to what the SGA does<lb />
or has accomplished, just a segment of the possible counter-<lb />
questions can provide more than a positive amount of answers :<lb />
How do you, the sudents, feel to having all entertainment,<lb />
all lectures, all publications, all special events decided upon<lb />
by an administrative or a faculty committee? How would stu-<lb />
dents fee about paying for each publication, dance, concert.<lb />
lecture, and play separately as is the practice in several col-<lb />
leges and universities?<lb />
Who would plan homecoming, special events, race il-<lb />
lation procedures, student living improvements and keep them<lb />
organized? Who would provide the coordination for a con-<lb />
tinous flow of these activities?<lb />
It would be possible not to have a student government.<lb />
But any fool can understand that one central organized and<lb />
planned unit, set up to provide all levels of service to the stu-<lb />
dents, can be more effective than forty or fifty completely<lb />
separate bodies.<lb />
In dealing with the third question, it would be naive to<lb />
assume that all campaign promises have been kept and that<lb />
all platforms have been followed in the past. However it<lb />
must be considered that perhaps the students themselves have<lb />
seldom insited upon action for those certain programs which<lb />
have failed.<lb />
There is no denying that in the past the Student Govern-<lb />
ment has not performed at its best. But we, the student body,<lb />
are the sole blame and it is our sole responsibility. For we are<lb />
the Student Government.<lb />
Therefore strike a blow for us! Get out and vote in Tues-<lb />
day's election.<lb />

has exemplified strong leadership<lb />
qualities, as reflected in her per-<lb />
formance, in her first three years<lb />
at East Carolina. She has served<lb />
as Vice-President of her sorority<lb />
Kappa Delta and as a representa-<lb />
tive on the Pan-Hellenic Council.<lb />
She also serves as a representative<lb />
on the Student Legislature and ser-<lb />
ves on many of its committees.<lb />

George Romney's big, virlie face<lb />
seemed all jaw as he came forward<lb />
to announce he was dropping out of<lb />
th Republican race. The startling<lb />
bulletin came over the AP wire from<lb />
Detroit at 2:19 p.m. Romney would<lb />
hold a 5 p.m. press conference, it<lb />
said, and withdraw. A capacious,<lb />
green-and-blue subterranean room<lb />
m the Washington Hilton was jam-<lb />
med as the hour approached, till<lb />
the management defensively slid<lb />
back partitions. As a connoisseur of<lb />
high political drama we can say<lb />
Hie next few moments were tops<lb />
And so we may get a chance for<lb />
Rockefeller after all. Reporters were<lb />
tiol quite sure on what terms the re-<lb />
linquishmenl would come, though<lb />
it wa i obvious that tne Romney<lb />
campaign was withering. Yet th n<lb />
were those tales of "dogK�d de-<lb />
termlnation" and rumors of Rom-<lb />
ney anger at the Rockefeller write-<lb />
in drive.<lb />
Governor Romney seemed any-<lb />
thing but depressed. With his fros-<lb />
ty temples and craggy forehead he<lb />
is a strikingly handsome person: we<lb />
have never found his evang?lical<lb />
righteousness easy to take but have<lb />
always liked the man. He has teen<lb />
saying fierce, angry things in New-<lb />
Hampshire against the Vietnam<lb />
misadventure, and upbraiding Nixon<lb />
as the "me-too" candidate.<lb />
It seemed to us that Romney was<lb />
making a consciously dramatic con-<lb />
trast between the manner of his<lb />
withdrawal and that other scene in<lb />
mid-morning, November 7. 1962. in<lb />
California, when Nixon, just defeat-<lb />
ed by Gov. Pat Brown, met report-<lb />
ers, in an embarrassing, whining<lb />
denunciation of the press, Nixn<lb />
said that this would be his "last<lb />
press conference . . . You won't<lb />
have Nixon to kick around any-<lb />
more. " Later that month Nixon<lb />
telegraphed certain newspapers,<lb />
this .vas "my last campaign for<lb />
public office<lb />
Romney did not mention Nixon<lb />
by name but with a smile delivered<lb />
a wick"d thrust. With m:k solem-<lb />
nity, as he finished reading the<lb />
withdrawal text, he said that he<lb />

on an all night basis for a trial<lb />
period for girls 21 years: Junior<lb />
and Senior girls with parent's per-<lb />
mission. Girls would be given keys<lb />
to the doors. (Jarvis and Fleming<lb />
recommended). This arrangement<lb />
would give the girls more respon-<lb />
sibility and freedom of movement.<lb />
These dorms were chosen because<lb />
of the size and location.<lb />
VII. Hour extension for all other<lb />
women students: until 12:00 p.m. on<lb />
weeknightfl and 1:30 a.m. on week-<lb />
ends.<lb />
VIII. For the SGA to investi-<lb />
gate the possibilities of establish-<lb />
ing a proportionate and equal tui-<lb />
tion rate in all North Carolina State<lb />
supported institutions.<lb />
This is only to investigate these<lb />
possibilities. East Carolina needs<lb />
more out of state students, and so<lb />
by establishing an equal tuition ra-<lb />
tio we can increase our chances of<lb />
obtaining a broader student body.<lb />
IX. Establishment of a Secretary<lb />
on Institutional Improvement.<lb />
A. Remodling of the Soda Shop<lb />
to make it a more enjoyable place<lb />
for students and to make it a place<lb />
to which students will want to bring<lb />
their friends. In essence, it will be<lb />
a showplace for East Carolina.<lb />
B. To establish a review board<lb />
to study the merits of housemoth-<lb />
ers. This will curb the disenchant-<lb />
ment of the students by having a<lb />
place to bring their grievances.<lb />
V. To make the EAST CAROLIN-<lb />
IAN independent as far as salaries<lb />
are concerned. Advertisements will<lb />
pay salaries and these salaries will<lb />
be audited by the State auditors.<lb />
The SGA will pay the cost of print-<lb />
ing. By this independence the ini-<lb />
tiative of the staff will be increas-<lb />
ed and a better newspaper will te<lb />
presented to the students. The ad-<lb />
vertising staff will receive n com-<lb />
mission on the advertising sold.<lb />

and Appointments Committee was<lb />
taken from the table. The measure<lb />

lators who would screen candidates<lb />
for appointive positions and make<lb />
recomendations to the speaker. The<lb />
speaker would then make nomina-<lb />
tions subject to legislative approv-<lb />

The bill was amended to establish<lb />
a time limit of two weeks before<lb />
final appointment, deadlines to as-<lb />

roles on Broadway, recreated their<lb />
roles in this film.<lb />
The story concerns two brothers<lb />
who live in a cluttered attic of a<lb />
rundown house somewhere In Lon-<lb />
don. One of them invites a bum to<lb />
share the lodgings, and what fol-<lb />
lows is a game f verbal volleyball<lb />
among the three. The bum is used<lb />
by one brother to abuse and get at<lb />
the other brother.<lb />
"A Tribute to Dylan Thomas" is<lb />
a half-hour film short dedicated to<lb />
the famous English poet. A por-<lb />
trait of the poet is given through<lb />
shots of the land in which he lived<lb />
and loved. The film is narrated by<lb />
Richard Burton.<lb />

With Marked Improvement<lb />
East Carolina's cage Bucs fin-<lb />
ished up the final stages of the<lb />
1967-68 season by winning three out<lb />
of four games to finish with an ov-<lb />
erall mark of 9-16.<lb />
The Bucs won their last three<lb />
regular season games, and were<lb />
pitted against the powerful Moun-<lb />
taineers of West Virginia. In a foul<lb />
plagued game, the Mounties beat<lb />
the Bucs by 76-71 due to stronger<lb />
bench strength and better foul sho-<lb />
While the Bucs' 9-16 mark is<lb />
no winning record, it does show<lb />
improvement over last year's 7-17<lb />
mark. The Bucs also improved with-<lb />
in the confines of the Southern Con-<lb />
ference as they were 6-7 this year<lb />
as opposed to last year's 4-8 re-<lb />
cord.<lb />
Thompson Leads Attack<lb />
Junior guard Earl Thompson, in<lb />
his premiere season at East Caro-<lb />
lina, led the Buc attack with a<lb />
16.8 scoring average rhompson al-<lb />
so set a school scoring record with<lb />
his 41 point performance against<lb />
Atlantic Christian College. He also<lb />
posted three other team highs for<lb />
the season. He made 15 field goals<lb />
against Washington and Lee to<lb />
match Charlie Alford who had scor-<lb />
ed 15 goals against both St. Peter's<lb />
and William and Mary. Thompson<lb />
also attempted 13 free throws and<lb />
made all 13 to set season high-<lb />
Co-captain Vince Colbert also had<lb />
13 atempts against N.C. State.<lb />
Following Thompson in the point<lb />
parade was center Charlie Alford<lb />
at 14.7, Vince Colbert at 14, and<lb />
Jim Modlin at 10.6.<lb />
In the battle of the boards, Al-<lb />
ford led the Bucs with an average<lb />
of 9.4 recoveries per game. He was<lb />
followed by Colbert at 7.4 rebounds<lb />
a game and Jim Modlin at 4.8.<lb />
As a team, the Bucs averaged<lb />
77.2 points per game to 79.5 for the<lb />
opposition. Off the boards, the<lb />
Bucs aventged just over 50 per cent<lb />
of the rebounds.<lb />
Lost To Mounties<lb />
Last Year<lb />
La year, the Bucs lost 111 Ma-<lb />
opening round of the Southern Con-<lb />
ference tournament to top seeded<lb />
West Virginia by 82-53. This year,<lb />
the Bucs were again pitted against<lb />
1 lie patent Mountaineers and lost,<lb />
but not before the Bucs had kept<lb />
the final outcome in doubt until the<lb />
final 18 seconds of play before bow-<lb />
ing by 76-71.<lb />
"You are never pleased when you<lb />
lose a game Coach Tom Quinn<lb />
said of the finale against Wesl Vir-<lb />
ginia, "but I was very proud of the<lb />
effor) nir team put forth and I<lb />
was encouraged by the difference<lb />
in this game and the one we played<lb />
against West Virginia in the open-<lb />
ing round of the tournament last<lb />
year<lb />
Four Senior Play Final Game<lb />
The tournament also saw the ca-<lb />
reers of four seniors come to an<lb />
end. They were Alford, Colbert,<lb />
Sam Lilly, and Fred Campbell.<lb />
Looking to next year, Coach Quinn<lb />
said. "I hate to lose the seniors but<lb />
t look forward to working with the<lb />
boys who are coming back next<lb />
year and I hope we can gel some<lb />
junior College help to supplement<lb />
them and some of the fine mem-<lb />
bers of our freshman team<lb />
varsity came out still looking for<lb />
their first win, but the jayvees broke<lb />
even al 2-2. m all fairness, they<lb />
rowed well, and even in losing,<lb />
changed the attitudes of many Flor-<lb />
ida people who thought the Buc<lb />
were' nothing but hillbilly's<lb />
The crew teams are working to-<lb />
wards their next meet which will<lb />
be against Marist, on March 29.<lb />
Other teams beginning action<lb />
are the tennis, golf, track, and<lb />
baseball teams. All start their sea-<lb />
sons within the next ten days.<lb />
Bue Baseballers<lb />
Schedule 30 Games<lb />
Coach Earl Smith and his base-<lb />
ball team start a 30 game slate<lb />
with eight straight home games,<lb />
beginning March 20. Of the 30 gam-<lb />
es, 20 of them are at home on 18<lb />
dates. There are two doublehead-<lb />
ers.<lb />
The Bucs were co-champs of the<lb />
Southern Conference with West Vir-<lb />
ginia last year, and are expected to<lb />
be in contention again this year.<lb />
The golf and tennis teams get<lb />
down to serious work this weekend,<lb />
while the track teams waits until a<lb />
week from Saturday to start in the<lb />
news-Piedmont Relays in Green-<lb />
