mental experience" within a par-<lb />
ticular institution. Ajs a result, the<lb />
concept of "leadership training"<lb />
has become an increasingly impor-<lb />
tant one for student government.<lb />
Leadership programs directed par-<lb />
ticularly at the development of un-<lb />
derclassmen play an important role<lb />
in sUbilizing the influence of stu-<lb />
dent government. A number of col-<lb />
lege administrators have admitted<lb />
that it is more comfortable to place<lb />
confidence in a student government<lb />
that is reasonably certain of fil-<lb />
ling its graduating senior ranks<lb />
with well-trained underclassmen.<lb />
Student leaders, although aware<lb />
of problems and anxious to treat<lb />
�them, are generally UBmKting to<lb />
pause for self-evaluation and to<lb />
offer genuinely constructive self-<lb />
criticism. A Greek philosopher re-<lb />
lated that unexaanined life is not<lb />
worth living.<lb />
Student Government � conceived<lb />
as an educational enterprise. That<lb />
because of the relatively short<lb />
period of college student life and<lb />
is, student government has a mor-<lb />
al obligation to care for all of the<lb />
student activities on campus. The<lb />
important thing is that whatever<lb />
student government does it should<lb />
do with a purpose. Is the trouble<lb />
that students are bored with stu-<lb />
dent governmentThe cure for<lb />
'boredom is the establishment of<lb />
goals.<lb />
Therefore the concept of "stu-<lb />
dent gobernment" is not an easy<lb />
one to resolve nor a simple one to<lb />
pursue. It certainly should be ex-<lb />
plored by the voters of East Caro-<lb />
lina College before the coming elec-<lb />
tions are held.<lb />
However, the hope is that you<lb />
will become familiar with much<lb />
that should be available to you<lb />
llhrough campaigns so that you<lb />
might aid in student government<lb />
and glean increased knowledge<lb />
with which to cast new light on<lb />
your campus government.<lb />

Voting Frauds Merit<lb />
Penalty For Cheating<lb />
The election- will run from 9:00<lb />
a.m. Thursday, March 28, 1963 un-<lb />
til 4:00 p-m. that same day.<lb />
Complete election rules will be<lb />
�posted in all dorms and in the Col-<lb />
lege Union and also in Austin.<lb />
The penalty for fraud or at-<lb />
tempted fraud will be the same as<lb />
cheating. The maximum penalty<lb />
is expulsion of the student(s) in-<lb />
volved. This is a violation of the<lb />
honor code and will be strictly en-<lb />
forced. Dean Mallory; Dan Wooten,<lb />

Tucker; Rudolph Alexander, As-<lb />
sistant Dean of Student Affairs;<lb />
and elections committee chairman,<lb />

Last year five boys went before<lb />
the Men's Judiciary. They were<lb />
charged with voting more than<lb />
once, using other students' I.D.<lb />
cards. They were found not guilty<lb />
due to insufficient evidence.<lb />
TV Interview<lb />
A TV and radio interview by five<lb />
panel memebers, asking the three<lb />
presidential candidates their views<lb />
on pertinent aspects of East Caro-<lb />
lina and certain vital issues per-<lb />
taining to the students, will take<lb />
place at 7:00 p.m Wednesday,<lb />
March 27, 1963. Students may<lb />
watch this interview in the Col-<lb />
lege Union, the Library Auditor-<lb />
ium, Austin 211, or Flanagan Audi-<lb />
torium.<lb />
After this television show, there<lb />
will be a reception in the College<lb />
Union for the purpose of letting<lb />
the students meet the candidates<lb />
and ask questions at length about<lb />
anything they wish to know.<lb />

GRAB-BAG COMMENTS<lb />
This issue of the East Carolinian is even more of<lb />
a hodgepodge than is usual, but we hope that by bring-<lb />
ing the elections and the candidates before the students<lb />
we can somehow induce them to vote on Thursday. This<lb />
space is going to catch all the things we couldn't include<lb />
in the rest of the paper and wanted to.<lb />
One comment: Why is there no rotating ballot as<lb />
in regular elections? There had been plans made for<lb />
one and then they were discarded, apparently at the re-<lb />
quest of some of the candidates. Naturally candidates<lb />
who were at the top of the ballot would not want to ro-<lb />
tate the ballot, but should these selfish considerations<lb />
have influenced the non-partisan Elections Chairman?<lb />
The most unfortunate thing about the elections<lb />
Thursday is that candidates for two of the major SGA<lb />
offices are running unopposed. All registered candidates<lb />
for Assistant Treasurer and for Secretary withdrew at<lb />
the last minute to leave these positions uncontested to<lb />
Larry Snead and Cathy Shesso. We understand that a<lb />
write-in campaign has been started for Carolyn Thayer<lb />
for Secretary and only regret that someone has not<lb />
started a write-in campaign for Assistant Treasurer.<lb />
Perhaps the people running can do the jobs as well as<lb />
anyone, but they should not be allowed to assume these<lb />
jobs unopposed in a democratic election.<lb />
Contrary to opinion, the decision not to publish the<lb />
results of last year's SGA elections was not Dean Tuck-<lb />
er's, it was the idea of the Elections Chairman, who did<lb />
it to "save candidates who received few votes embarass-<lb />
ment We believe that if a person wishes to run for<lb />
office he had best be prepared to face the facts just as<lb />
they are if he loses. The East Carolinian will publish<lb />
the results of this year's elections.<lb />
Absentee ballots may be obtained by students prac-<lb />
tice teaching by writing Burke Stevens elections chair-<lb />
man at the SGA office.<lb />
The social committee of the College Union invites<lb />
the students to come to an open house in the College<lb />
Union lounge this Wednesday night, March 27, at 8:15<lb />
p.m to meet the candidates running for offices in the<lb />
general elections, which will be held this Thursday.<lb />
Noel Tisdale and his CU social committee members<lb />
will serve as hosts and hostesses, serving refreshments<lb />
after the candidates have been introduced by Student<lb />
Government Elections Committee chairman, Burke Stev-<lb />
ens. Students are encouraged to come and meet the can-<lb />
didates informally.<lb />
STRADDLERS<lb />
Several years ago at the University of Missouri, a<lb />
young man quite adept at writing and speaking, became<lb />
angry over the elections on campus. The two candidates<lb />
running for the office of president of the student body<lb />
were non-committal and would not take a stand on any<lb />
ivssue.<lb />
As a joke, the young man demanded equal time on<lb />
the campus radio and gave a witty speech lampooning<lb />
the other two candidates. His platform was the "Do-<lb />
Nothing" Party. His slgan was: "We are not going to<lb />
do anything about a thing Because of his speaking<lb />
ability and wit and colorful campaign, he was elected.<lb />
It was found later, however, that he had never registered,<lb />
and was disqualified.<lb />
This frivolous treatment of elections is amusing on<lb />
the surface. A deeper probe showed that the students<lb />
voted on a basis of things entirely unrelated to the office<lb />
of president. The lion's share of the blame falls not on<lb />
the students, but on the two candidates who refused to<lb />
state what their views were. Their's is the blame for a<lb />
stalemate, for apathy, for lack of interest; and their's<lb />
is the blame for the outcome of that election. The stu-<lb />
dent newspaper probably should claim an equal share<lb />
of the blame for not forcing the candidates to take a<lb />
stand.<lb />
The East Carolinian has done this, and shoved the<lb />
fence-loving candidates off to one side or the other. Now<lb />
it is up to you, the student, to see who you are "for" or<lb />
"against<lb />

GOBLINS<lb />
Dr. Clinton R. Prewett, of the<lb />
psychology department stated his<lb />
views on the election. His comments<lb />
are as follows:<lb />
"One of the major issues con-<lb />
fronting both the students and the<lb />
candidates in the campus election<lb />
is (the absence of both an enemy to<lb />
attack and a positive goal to pur-<lb />
sue. When this situation exists<lb />
students frequently find it neces-<lb />
sary to erect fiercesome "goblins"<lb />
or to suggest phantom and illu-<lb />
STonary goals.<lb />
No longer is the idiom of partici-<lb />
pation in an election as a duty of<lb />
citizenship very .much motivation.<lb />
Students tend to be ego-centered<lb />
and the candidates would be well<lb />
advised to appeal 'to the students on<lb />
the basis of some personal need<lb />
being rniet or the thrill of the par-<lb />
ticipation.<lb />
Question: "Do you think there<lb />
are any motives or issues that<lb />
should be unimportant or irrele-<lb />
vant, that become important and<lb />
are a deciding factor in the out-<lb />
come of an election when these<lb />
issues should not have a promi-<lb />
nent place in deciding elections?"<lb />
Yes. Whether or not students<lb />
belong to a fraternity is unimpor-<lb />
tant. Whether or not he is major-<lb />
ing in one particular field is un-<lb />
important, and such other things<lb />
as political affiliation, church af-<lb />
filiation�a person's private world<lb />
of worship and coirelative attitudes<lb />
are not an issue in a campus elec-<lb />
tion. Also, it's not what's up front<lb />
that counts but what's on top that<lb />
counts. In other words, good looks<lb />
are not as important as good values<lb />
and good intelligence.<lb />
It is easy to confuse noise mak-<lb />
ing with discussion of relevant is-<lb />
sues and it is easy to confuse post-<lb />
ers and bilLboards with conscien-<lb />
tious thought about the purposes of<lb />
East Carolina College. Oatchy slo-<lb />
gans�"I Like Ike"�sometimes<lb />
have more vote appeal than they<lb />
should. It's the purpose of the pres-<lb />
ident of the Student Government<lb />
of East Carolina College to place<lb />
on the agenda the unfinished busi-<lb />
ness which confronts all the citizens<lb />
of the college community. Some-<lb />
times this will require personal<lb />
courage as well as intelligence<lb />
HISTORIAN<lb />
The position of Historian is con-<lb />
sidered by many as being- of little<lb />
importance. This, of course, is not<lb />
true. I would like to see a complete<lb />
history of the work of the next ad-<lb />
ministration written down and kept<lb />
as a permanent record to show fu-<lb />
ture students what one of the best<lb />
Students in the country has ac-<lb />
complished.<lb />
The person who holds tihis posi-<lb />
tion, or any other, should apply<lb />
himself to the best of his ability<lb />
to any task that comes before him.<lb />
I believe the S.G.A. needs willing,<lb />
interested, and experienced stu-<lb />
dents. We no longer need glory<lb />
hunters and do-gooders who quit<lb />
their position as soon as they are<lb />
elected and have won a popularity<lb />
poll. I heartfly beg the students to<lb />
study each candidate before vot-<lb />
ing and to vote for the best quali-<lb />
fied person. If I am elected I will<lb />
do my best to apply two years of<lb />
previous experience to serve the<lb />
students of our college.<lb />

It is a deplorable situation when<lb />
one looks at the S.G.A. elections to<lb />
he held this Thursday. I certainly<lb />
d not criticize the persons running<lb />
but am interested in knowing win-<lb />
more students do not vote. This is<lb />
one of the problems on our campus<lb />
where the need for voters arises<lb />
and the voters neglect this hard<lb />
earned priviledge.<lb />
Is this an example of the apathy<lb />
that prevails on the campus? Is<lb />
this the attitude that has brought<lb />
so many to the Registrar's proba-<lb />
tion list? Is this the attitude that<lb />
until recently prevented the organ-<lb />
ization of a Debate Team? If this<lb />
is the cause of even one of these<lb />
problems, then it is a great hin-<lb />
drance to those of us who are seek-<lb />
in? a LIBERAL education.<lb />
Why are the students apathetic?<lb />
Maybe they do not want to run or<lb />
vote against a fraternity brother<lb />
or fnend. Perhaps they have been<lb />
persuaded that this is the beet thing<lb />
to do-drop out or vote in favor of<lb />
a friend, but this increases apathy<lb />

sary since my interpretation of the<lb />
position of the office of President<lb />
may cause you to question my an-<lb />
swers.<lb />
When asked: "What proposals<lb />
do you have toward changing the<lb />
women's regulations? I answered,<lb />
"none this is true. The Presi-<lb />
dency is an executive position, one<lb />
which calls for coodination of other<lb />
branches of student government.<lb />
If any student comes to me with<lb />
a particular regulation, women's,<lb />
judiciary, domitory, or whatever,<lb />
and shows what he believes to be<lb />
justification for its repeal, I shall<lb />
do all within my power as a stu-<lb />
dent, and as President of the S.G.<lb />
A. to see that this proposal reaches<lb />
the proper authorities will all "de-<lb />
liberate speed" and with full "viga<lb />
Furthermore, I do not believe the<lb />
.Administration of the college has<lb />
too maieh power in student affairs.<lb />
The Administration is not account-<lb />
able to only us, the students, but<lb />
also to the Board of Trustees, the<lb />
General Assembly and the Gover-<lb />
nor. I believe they give considerable<lb />
thought before they overrule an<lb />
bc of the Student Senate.<lb />
But let bo one interpret the above<lb />
paragraph as meaning I shall be<lb />
a puppet for the Administration.<lb />
Anyone who remembers when I<lb />
proposed we join N.S.A. and de-<lb />
bated with the Administration's<lb />
n presentative knows that I shall<lb />
be no one's puppet; that I will<lb />
stand for the rights of a student<lb />
whenever that right is challenged,<lb />
regardless of the origin of that op-<lb />
position. I do believe, however, in<lb />
judging a suggestion as to how we<lb />
can better East Carolina on the<lb />
merits of that suggestion and not<lb />
on its origin, be it Student Senate,<lb />
Administration, or whatever.<lb />
I hope this clarifies any ques-<lb />
tions you may have with regard to<lb />
my positron toward the Admini-<lb />
stration, and any proposed changes<lb />
in the S.G.A. I am always open<lb />
for suggestions.<lb />
One final point, whether you vote<lb />
for me or against me, make sure<lb />
your voice is heard not only on<lb />
election day, but every day you are<lb />
a citizen of a country where vot-<lb />
ing is not jus a privilege but a<lb />
responsibility. Get in the habit of<lb />
expressing your views toward the<lb />
government which you live under<lb />
and democracy may be a little easi-<lb />
er for all of us.<lb />

In summation of the interview,<lb />
I have a few comments to add<lb />
with respect to the answers I have<lb />
given.<lb />
Question two (2): There are no<lb />
rules and regulations present that<lb />
I feel should be abolished; how-<lb />
ever, there are several rules that<lb />
I feel should be stylistically and<lb />
grammatically changed. ,<lb />
Question three(3): a. The tutor<lb />
system is too complex to describe<lb />
in tlie limited space T have here;<lb />
however, I will be willing to answer<lb />
any questions about it if anyone<lb />
wishes to ask me. b. The Honor<lb />
Council will be a council composed<lb />
of students elected by the student<lb />
council will be to trv those cases<lb />
involving cheating, stealing, and<lb />
lying. This council will differ from<lb />
the Judiciaries whereas the<lb />
juiciaries do not try those<lb />
lying are presented. The Honor<lb />
Council will definitely replace the<lb />
Discipline Committee, but there will<lb />
be established an Appeal Board.<lb />
I also want to see a system estab-<lb />
lished wherein the accused will<lb />
have the right to be defended by an<lb />
unbiased persxxn who has enough<lb />
insight and knowledge of the per-<lb />
plexities of justice. This council<lb />
will weigh the evidence submitted<lb />
and will recommend to the presi-<lb />
dent of the college suspension and<lb />
nr expulsion verdicts which is<lb />
another factor differing from the<lb />
judiciaries, c. The S.G.A. bulletin<lb />
boards will be constructed and<lb />
placed at four strategic locations<lb />
on the campus. These boards will<lb />
contain photographs, flyers, and<lb />
posters of the entertainers coming:<lb />
to the campus. They will also in-<lb />
fo rm the students as to what is<lb />
occuring (daily) on the campus.<lb />
Question four (4): b. The changes<lb />
which I have drafted are lengthy;<lb />
however, I believe they (if adopted<lb />
and approved) will lessen many of<lb />
the frivilous restrictions of our<lb />
coeds. One rule I want to see chang-<lb />
ed is that rule pertaining to the<lb />
