When it has been ratified, ar-<lb/>
rangements for an immediate<lb/>
General Election to fill the ma-<lb/>
jor campus offices will be an-<lb/>
nounced.<lb/>
In the proposed constitution<lb/>
provision is made for a joint<lb/>
student government association<lb/>
I that will bring the men and<lb/>
 w men together in a general or-<lb/>
j ganization. as is the case in most<lb/>
I co-educational institutions, with<lb/>
a separate organization for<lb/>
i each set up under that to take<lb/>
; care of problems of each par-<lb/>

ticular group.<lb/>
Its major body will be an<lb/>
executive and legislative group,<lb/>
the Student Cooperative Coun-<lb/>
cil, composed of approximately<lb/>
fifty members and four advis-<lb/>
ers, whose chief woik will be the<lb/>
planning of a definite program<lb/>
of construction activities for<lb/>
the student body. Under its<lb/>
leadership all student activities<lb/>
will be coordinated in such a<lb/>
way that each one will be a pan<lb/>
of the general program.<lb/>
The Men's Judiciary and the<lb/>
Women's Judiciary, working in<lb/>
cooperation with the House<lb/>
Committees and Day-Student<lb/>
Committees, will form the judi-<lb/>
cial branch of the government,<lb/>
and so will handle disciplinary<lb/>
problems and routine matters<lb/>
affecting the various dormi-<lb/>
tories and day-student groups.<lb/>

Section I. The membership of the Student Coopera-<lb/>
tive Council shall be composed as follows:<lb/>
a. Each class shall be represented by its<lb/>
president and two other class represen-<lb/>
tatives. If the class president is a man,<lb/>
the other two class representatives shall<lb/>
be women; if a woman, one of the othei<lb/>
two class representatives shall be a man.<lb/>
b. The president of each club or organiza-<lb/>
tion chartered by the Student Coopera-<lb/>
tive Council shall serve on the Student<lb/>
Cooperative Council.<lb/>
c. The editor of each publication shall serve<lb/>
on the Student Cooperative Council.<lb/>
d. The vice-chairman of the Men's and thp<lb/>
Women's Judiciaries shall serve on the.<lb/>
Student Cooperative Council.<lb/>
e. The vice-president of each house com-<lb/>
mittee and the vice-president of each<lb/>
day-student committee shall serve on the<lb/>
Student Cooperative Council.<lb/>
Section 5. The President .of the College and the<lb/>
three faculty advisers of the Student Cooperative<lb/>
Council shall constitute an advisory board for the<lb/>
Council.<lb/>
Section 6. The functions of the Student Coopera-<lb/>
tive Council shall be as follows:<lb/>
To serve as the executive body of the<lb/>
Student Cooperative Government Asso-<lb/>
ciation,<lb/>
b To ratify by majority vote any legisla-<lb/>
tion passed by the Student Legislative<lb/>
Mass Meeting. Legislation originating<lb/>
in the Student Cooperative Council<lb/>
shall in turn be ratified Dy a majority<lb/>
vote of the Student Legislative Mass<lb/>
Meeting.<lb/>
c. To refer to the Judiciaries any matters<lb/>
of student conduct needing investiga-<lb/>
tion.<lb/>
d. To impeach and try any officer of the<lb/>
Student Cooperative Government Asso-<lb/>
ciation whose conduct does not measure<lb/>
up to the standards set forth by the<lb/>
Association. Such conviction shall require<lb/>
a two-thirds vote of the Student Coopera-<lb/>
tive Council. The penalty shall be re-<lb/>
moval from office.<lb/>
e. To elect annually all members of stand-<lb/>
ing committees within two weeks after<lb/>
assuming its duties in the spring and to<lb/>
designate the chairman of each, with ex-<lb/>
ception of those members of the Publica-<lb/>
tions Board who by virtue of their office<lb/>
are automatically members of said<lb/>
Board.<lb/>
f. To set the salaries of the editors and<lb/>
business managers of the student publi-<lb/>
ciations and the Treasurer and First<lb/>
Assistant Treasurer of the Student Co-<lb/>
operative Council.<lb/>
g. To coordinate all student activities on<lb/>
the campus.<lb/>
h. To devote its energies chiefly to taking<lb/>
the leadership in constructive activities<lb/>
of the student body.<lb/>
Section 7. The Student Cooperative Council shall<lb/>
meet every Wednesday night and at any other time<lb/>
that the president of that body shall designate.<lb/>
a. Attendance is required unless an excuse<lb/>
is handed in and accepted by the presi-<lb/>
dent before the meeting from which the<lb/>
member is to be absent.<lb/>
b. One unexcused absence by a representa-<lb/>
tive of a club, organization, or class shall<lb/>
call for notification of said group. A sec-<lb/>
ond unexcused absence shall forfeit the<lb/>
right of the organization to a seat on the<lb/>
Student Cooperative Council for the re-<lb/>
mainder of the year. If the member is<lb/>
an elective officer, the position shall be<lb/>
automatically declared vacant, and shall<lb/>
be filled by special election.<lb/>
c. Three-fourths of the Student Coopera-<lb/>
tive Council shall constitute a quorum.<lb/>
a.<lb/>
ARTICLE IX�Women's Judiciary<lb/>
Section 1. The officers of the Women's Judiciary<lb/>
shall be a chairman, a vice-chairman, a secretary,<lb/>
and a treasurer.<lb/>
a. These officers shall meet the following<lb/>
requirements:<lb/>
(1) The chairman shall be an incom-<lb/>
ing junior or senior, shall have<lb/>
been a student in East Carolina<lb/>
Teachers College for at least<lb/>
three quarters, and shall have<lb/>
served on the Judiciary for at<lb/>
least one year.<lb/>
(2) The vice-chairman shall be an in-<lb/>
coming junior or senior.<lb/>
(3) The secretary shall be an incom-<lb/>
ing sophomore or junior who can<lb/>
take notes and type efficiently.<lb/>
b. The duties of these officers shall be as<lb/>
follows:<lb/>
(1) The chairman shall preside over<lb/>
all meetings of the Judiciary and<lb/>
shall cast the deciding vote in<lb/>
case of a tie.<lb/>
(2) The vice-chairman shall per-<lb/>
form the duties of the chairman<lb/>
in her absence and shall serve on<lb/>
the Student Cooperative Council.<lb/>
(3) The secretary shall keep a perm-<lb/>
anent record of all meetings of<lb/>
the Women's Judiciary and shail<lb/>
send out any necessary notices<lb/>
for the Judiciary.<lb/>
(4) The treasurer shall keep a record<lb/>
of all financial transactions of<lb/>
the Women's Judiciary.<lb/>
Section 2. The president of each Women's House<lb/>
Committee and the president of the Women's Day-<lb/>
Student Committee, with the officers named above,<lb/>
shall constitute the membership of the Women's<lb/>
Judiciary.<lb/>
Section 3. The Women's Judiciary shall hold at<lb/>
least one regular meeting a week; other meetings<lb/>
may be called by the chairman at any time.<lb/>
a. Two-thirds of the Judiciary shall con-<lb/>
stitute a quorum.<lb/>
b. Two consecutive unexcused absences for<lb/>
a member forfeits her seat on the Judi-<lb/>
ciary. Such vacancies shall be filled by<lb/>
special election.<lb/>
Section 4. The powers of the Women's Judiciary<lb/>
shall be as follows:<lb/>
a. To have original jurisdiction in all mat-<lb/>
ters concerning discipline of women stu-<lb/>
dents except those powers reserved to<lb/>
the House Committees and the Day-Stu-<lb/>
dent Committee.<lb/>
b. To handle all disciplinary cases of women<lb/>
students referred to it by any member<lb/>
of the Student Cooperative Government<lb/>
Association, the Student Cooperative<lb/>
Council, the faculty, or the staff.<lb/>
c. To hear any appeals of women students<lb/>
from actions of the House Committees<lb/>
and the Day-Student Committee.<lb/>
d. To refer all cases for suspension or ex-<lb/>
pulsion of a woman student to the<lb/>
Discipline Committee.<lb/>
e. To make reports in specific cases upon<lb/>
request of the Student Cooperative<lb/>
Council.<lb/>
f. To report its general actions quarterly to<lb/>
the student body.<lb/>

The new Student Cooperative Govern-<lb/>
ment Association is superior in many re-<lb/>
spects to the former Student Government<lb/>
Association. It affords a broader student<lb/>
participation in governmental affairs. It is<lb/>
more thoroughly democratic. It provides for<lb/>
a more constructive student participation in<lb/>
college life. It better coordinates and unifies<lb/>
college activities. It more clearly defines the<lb/>
functions of student government: It com-<lb/>
prehends the student body in its entirety.<lb/>
The students are to be congratulated for<lb/>
having conceived and developed such a con-<lb/>
I'm in favor of this new movement be-<lb/>
cause it's, something that should have been<lb/>
installed long ago. I hope it will stimulate<lb/>

That Judaism, along with 'the Christian<lb/>
religion, has had a great influence on the<lb/>
baste ideas in democracy was the theme of<lb/>
Chaplain Ralph H. Blumenthal of Camp<lb/>
Davis in a speech at the Assembly Mai eh 25.<lb/>
Chaplain Blumenthal, a graduate oi the<lb/>
i University of Cincinnati and Hebrew Union<lb/>
College, had been invited to speak on the<lb/>
contribution of the Jews to American<lb/>
democracy.<lb/>
After saving that many Jews in Amer-<lb/>
ican history who made contributions m vari-<lb/>
ous ways had done so. not as Jews, but as<lb/>
Americans, the speaker suggested that he<lb/>
limit his discussion to the effect ol Judaism<lb/>
on democracy.<lb/>
American democracy, he said, is not<lb/>
something that sprang into being, but is the<lb/>
product of a long difficult struggle that goes<lb/>
far back into history.<lb/>
He then traced the appearance and de-<lb/>
velopment of the ideas of liberty, equality,<lb/>
and fraternity among the Jews in their<lb/>
wanderings in the wilderness and recalled<lb/>
stories of the kings of Israel rebuked by the<lb/>
prophets for violating the right of the in-<lb/>
dividual at a time when in other nations<lb/>
kings were working thousand of slaves to<lb/>
death for their own selfish pleasure.<lb/>
Democracy was guarded, he said, not<lb/>
only by the prophets, but by the "constitu-<lb/>
tion of the land the Bible, in which the<lb/>
rights of the monarch were definitely<lb/>
curbed.<lb/>
Thu Judaism has made its greatest<lb/>
contribution to democracy by the teachings<lb/>

the adoption of this constitution shall be chartered<lb/>
automatically for one school year and shall become<lb/>
a part of the Student Cooperative Government<lb/>
Association.<lb/>
Section 2. Each such organized group shall hold<lb/>
its election n� ; later than eight weeks prior to the<lb/>
closing of the Spring Quarter and shall conduct<lb/>
said election according to the rules set up by the<lb/>
standing Elections Committee.<lb/>
Section 3. The charter for each organized group<lb/>
shall I� n i.ewed at the close of the Spring Quarter<lb/>
by the Student Cooperative Council at its discre-<lb/>
tion. Renewal shall be based upon the report of ac-<lb/>
tivities and active meml ership and the financial re-<lb/>
port made to the historian of the Student Coopera-<lb/>
tive Council two weeks before the close of the<lb/>
Spring Quarter.<lb/>

four girls, and two faculty advisers.<lb/>
The Budget Committee shall meet as<lb/>
follows:<lb/>
(1) Within two weeks after the open-<lb/>
ing of the fall term, each year,<lb/>
to make appropriations.<lb/>
(2) In a joint meeting with the new<lb/>
committee, in the spring, to ac-<lb/>
cept the report of the retiring<lb/>
treasurer.<lb/>
(3) At any time the chairman may<lb/>
designate.<lb/>
A quorum shall be two-thirds of the<lb/>
members, including at least one faculty<lb/>
adviser.<lb/>
The Budget Committee shall make ap-<lb/>
propriations based on the amount ex-<lb/>
pected to be derived from the regular<lb/>
student activity fee for the current<lb/>
school year, giving due consideration to<lb/>
the distribution of expenditures for the<lb/>
previous year, and shall submit the pro-<lb/>
posed budget to the Student Cooperative<lb/>
Council for approval.<lb/>
(1) An estimate of the cash receipts<lb/>
for the year shall be made, and<lb/>

plan to the Student Cooperative<lb/>

(2) To sign all necessary contracts<lb/>
for entertainments accepted by<lb/>
the Student Cooperative Council. <lb/>
(3) To take charge of the advance<lb/>
publicity and sale of tickets for<lb/>
entertainments.<lb/>
(4) To have charge of the calendar<lb/>
of social events for the college<lb/>
year in conjunction with the So-<lb/>
cial Committee.<lb/>
Social Committee.<lb/>
The members of the Social Committee<lb/>
shall be two representatives from each<lb/>
class and two faculty advisers.<lb/>
The Social Committee shall meet at least<lb/>
once a month and at any time the chair-<lb/>
man may designate.<lb/>
c. The duties of the Social Committee shah<lb/>
be as follows:<lb/>
(1) To take charge of all social func-<lb/>
tions given by the entire student<lb/>
body of the college.<lb/>
(2) To have charge of the calendar<lb/>
of social events lor the college<lb/>
year in conjunction with the En-<lb/>
tertainment Committee.<lb/>
Section 1. Publications Board.<lb/>
a. The Publications Board shall be com-<lb/>
posed of the following:<lb/>
(1) The editors and business mana-<lb/>
gers of the student publications,<lb/>
who shall be elected by majority<lb/>
vote of the student body from<lb/>
candidates certified as eligible<lb/>
by the Publications Board to the<lb/>
Nominating Committee of the<lb/>
Student Cooperative Government<lb/>
Association in advance of the<lb/>
General Election.<lb/>
(2) The faculty advisers of the stu-<lb/>
dent publications, who shall be<lb/>
chosen each year for each publi-<lb/>
cation by its outgoing and in-<lb/>
coming staffs within two weeks<lb/>
after the new staffs have been<lb/>
chosen.<lb/>
(3) Two students and two faculty<lb/>
members not connected with any<lb/>
one of the student publications,<lb/>
who shall be elected by the Stu-<lb/>
dent Cooperative Council immedi-<lb/>
ately after it has assumed its<lb/>
duties in the spring.<lb/>
b. A quorum shall be two-thirds of the mem-<lb/>
bership.<lb/>
c. The duties of the Publications Board<lb/>
shall be as follows:<lb/>
(1) To supervise all student publica-<lb/>
tions.<lb/>
(2) To determine the policies of the<lb/>
publications.<lb/>
(3) To certify to the Student Co-<lb/>
operative Government Associa-<lb/>
tion each year in advance of the<lb/>
General Election those eligible<lb/>
for editors-in-chief and business<lb/>
managers of the student publi-<lb/>
cations, each of whom shall have<lb/>
had at least one term's experi-<lb/>
ence as assistant editor or bur-<lb/>
l-<lb/>
iness manager of one of the pub-<lb/>
lications, or shall meet equivalent<lb/>
standards.<lb/>
To nominate candidates f o r<lb/>
assistant editors and business<lb/>
managers of the publications for<lb/>
the ensuing year, from whom one-<lb/>
half of the assistants needed<lb/>
shall be elected by the student<lb/>
body.<lb/>
To elect, in conjunction with the<lb/>
outgoing staffs, the additional<lb/>
assistants needed for the editorial<lb/>
and business staffs.<lb/>
To fill vacancies occurring on the<lb/>
staff of a publication during the<lb/>
year, subject to confirmation by<lb/>
the Student Cooperative Council.<lb/>
To furnish estimates to the Bud-<lb/>
get Committee of the amount of<lb/>
money each publication will need<lb/>
for the year.<lb/>
To meet at least once each<lb/>
month, and at such other times<lb/>
as the chairman may designate.<lb/>
House and Grounds Committee.<lb/>
The members of the House and Grounds<lb/>
Committee shall be one student from<lb/>
each dormitory, two students-at-large,<lb/>
and two faculty advisers.<lb/>
The duties of the committee shall be to<lb/>
plan and execute a definite program in<lb/>
the interest of the appearance of the<lb/>
campus.<lb/>
Section (. Point System Committee.<lb/>
a. The members of the Point System Com-<lb/>
mittee shall be one student from each<lb/>
class and one faculty adviser.<lb/>
The duties of the committee shall be as<lb/>
follows:<lb/>
To recommend to the Student<lb/>
Cooperative Council for action<lb/>
any necessary changes in the<lb/>
existing point system.<lb/>
To check all points held by each<lb/>
student and to report violations<lb/>
of the Point System to the Stu-<lb/>
dent Cooperative Council.<lb/>

Section 7. Elections Committee.<lb/>
a. The members of the Elections Committee<lb/>
shall be one representative from each<lb/>
class, three students-at-large, and two<lb/>
faculty advisers.<lb/>
b. The duties of the committee shall be as<lb/>
follows:<lb/>
(1) To supervise all elections.<lb/>
(2) To set up polls.<lb/>
(3) To have all nominees certified.<lb/>
(4) To post the names of the candi-<lb/>
dates at least one week prior to<lb/>
election day.<lb/>
(5) To handle publicity.<lb/>
Handbook Committee.<lb/>
The members of the Handbook Commit-<lb/>
tee shall be six members of the Student<lb/>
Cooperative Council and one of its fac-<lb/>
ulty advisers.<lb/>
The Handbook Committee shall have<lb/>
charge of editing the handbook for the<lb/>
year following its retirement fron:<lb/>
office.<lb/>

ing Entertainment and Social Commit-<lb/>
tees who are enrolled for summer school<lb/>
and any faculty advisers of these com-<lb/>
mittees, in working out a program of so-<lb/>
cial activity and entertainment for the<lb/>
summer session.<lb/>
c. To promote the general welfare of the<lb/>
students.<lb/>
Section  Each house shall elect a president, a sec-<lb/>
retary, and six menibers-at-laree, in a house meet-<lb/>
ing the first week of summer school, whose duty it<lb/>
shall be to handle all disciplinary cases concerning<lb/>
m mbers of its house.<lb/>
ARTICLE Will�Amendment-<lb/>
Section 1. Amendments to this constitution and by-<lb/>
laws may be proposed by any member of the Stu-<lb/>
dent Cooperative Government Ass elation.<lb/>
Section 2. Such amendments, after being accepted<lb/>
foi consideration by a majority vote of the Student<lb/>
Legislative Mass Sleeting, shall lie posted on the<lb/>
bulletin boards for at least two weeks before de-<lb/>
finite action is taken.<lb/>
Section 3. An amendment shall become a part of<lb/>
tins constitution when it has been passed first by a<lb/>
two-thirds vote of the Student Coop rative Council<lb/>
and then by a two-thirds vote of the Student Legi�<lb/>
lative Mass Meeting.<lb/>
ARTICLE XIX�Ratification<lb/>
The articles above and the by-laws which<lb/>
follow shall go into effect when ratified by a two-<lb/>
thirds vote of the- student body.<lb/>
BY-LAWS<lb/>
Section 1. All members of the Student Cooperative<lb/>
Government Association shall assume the following<lb/>
responsibilities:<lb/>
a. To refrain from gambling or being under<lb/>
the influence of intoxicating beverages<lb/>
while on the campus, and to refrain from<lb/>
conducting themselves in any way that<lb/>
would bring discredit upon the college.<lb/>

To refrain from using electric irons or<lb/>

ARTICLE XVI�Point System<lb/>
Section 1. There shall he a Point System in order<lb/>
that there may he a wider distribution of honors.<lb/>
Section 2. The maximum number of points any<lb/>
student may have in one year shall be ten.<lb/>
Section 3. A seat on the Student Cooperative<lb/>
Council shall give a student a total of eight points,<lb/>
except class representatives-at-large who shall re-<lb/>
ceive six points.<lb/>
Section 4. Points for other offices shall be deter-<lb/>
mined by the standing Point System Committee,<lb/>
with the approval of the Student Cooperative<lb/>
Council.<lb/>
ARTICLE XVII�Summer School Organization of<lb/>
Student Cooperative Government Association<lb/>
Section 1. It shall be the duty of the president of<lb/>
the Student Cooperative Council to act as tempor-<lb/>
ary chairman for the organization of the summer<lb/>
school Student Cooperative Government Associa-<lb/>
tion or to appoint, with the approval of the Student<lb/>
Cooperative Council, someone to serve in his place<lb/>
as the temporary chairman. The responsibility of<lb/>
the temporary chairman shall be fulfilled when the<lb/>
organization for the summer term is completed.<lb/>
Section 2. It shall be the duty of the treasurer of<lb/>
the Student Cooperative Council or someone desig-<lb/>
nated by the president of the Student Cooperative<lb/>
Council with its approval to collect all student fees<lb/>
at the beginning of the summer term and turn these<lb/>
fees over to the treasurer of the summer school Stu-<lb/>
dent Cooperative Government Association. The duty<lb/>
of this temporary treasurer shall be discharged<lb/>
when such fees have been collected and properly<lb/>
accounted for to the permanent treasurer of the<lb/>
summer school Student Cooperative Government<lb/>
Association.<lb/>
Section 3. There shall be a Council composed of a<lb/>
president, a secretary, a treasurer, and six members,<lb/>
nominated and elected the first Monday following<lb/>
registration for summer school, in the manner set<lb/>
forth for the General Election.<lb/>
Section 4. The duties of the Council shall be as<lb/>
follows:<lb/>
a. To supervise the collection and disburse-<lb/>
ment of the student activity fees.<lb/>
b. To serve with any members of the stand-<lb/>
Women within thirty minute:<lb/>
rival in Greenville.<lb/>
To be in their respective dormitories at<lb/>
10:30 p. m. except on the night of a<lb/>
special function.<lb/>
To keep their rooms in order and to have<lb/>
them ready for daily inspection by 9:00<lb/>
a. m.<lb/>
. To file a request in the office of the Dean<lb/>
of Women when wishing to have guests<lb/>
(other than ahtmnae and mothers) in the<lb/>
dormitory for any week end except that<lb/>
of a college dance, when there shall be<lb/>
no dormitory guests. The request shall<lb/>
be filed the day before the guest is ex-<lb/>
pected to arrive and the guest shall be<lb/>
signed in in the "Guest Book" upon ar-<lb/>
rival.<lb/>
�. To have a general permit written by their<lb/>
parents or guardian (if parents oi<lb/>
guardian are willing) and mailed direct-<lb/>
ly to the office of the Dean of Women in<lb/>
in order to have the privilege of spend-<lb/>
ing week" ends or day "off campus<lb/>
This permit shall read as follows:<lb/>
"My daughter<lb/>
has my permission with your ap-<lb/>
proval and subject to college regu-<lb/>
lations to ride with relatives or<lb/>
friends and to spend days or week<lb/>
ends 'off campus<lb/>
"Unless I notify you to can-<lb/>
cel it, this permit may be used for<lb/>
the period my daughter is enroll-<lb/>
ed at East Carolina Teachers Col-<lb/>
lege<lb/>

f. To have a permit from home sent direct-<lb/>
ly to the office of the Dean of Women<lb/>
for each "off campus" permission if their<lb/>
parents or guardians are unwilling to<lb/>

10:15 a. m. on the day they wish to leave<lb/>
for the week end visit, and to hand Sun-<lb/>
day permits to the Dean of Women or the<lb/>
Assistant Dean of Women for approval<lb/>
before 10:15 a. m. on Saturday.<lb/>
Ii. To leave before 8:00 p. m. when spending<lb/>
the week end "off campus" and to re-<lb/>
turn and sign in by 10:00 p. m and for<lb/>
Sunday visits" to leave before 12n. and to<lb/>
return by 10:00 p. m. the same day.<lb/>
i. To make definite arrangements with the<lb/>
Dean of Women one week in advance-<lb/>
when wishing to attend dances, banquets,<lb/>
and house parties at other colleges or<lb/>
places.<lb/>
To spend no week ends in town unless<lb/>
with near relatives,<lb/>
k. To spend the first three week ends and<lb/>
Sundays of the Fall Quarter on the<lb/>
campus.<lb/>
1. To sign out on "Special Permission" or<lb/>
"Date Book" m Cotten Hall when per-<lb/>
missions are granted from the office of<lb/>
the Dean of Women.<lb/>

Section 4. In addition, women members who are<lb/>
upperclassmen shall assume the responsibilities in-<lb/>
dicated below:<lb/>
a. To be accompanied by someone, to sign<lb/>
out on the dormitory register, and to re-<lb/>
frain from loitering when going down<lb/>
town or having dinner down town anj<lb/>
evening.<lb/>
b. To file town dinner date slips in the off he<lb/>
of the Dean of Women, or with the par-<lb/>
lor hostess on Sunday.<lb/>

Section 5. In addition, junior or senior women<lb/>
members who have an average of a "3" ami a cleat<lb/>
student government record shall assume the re-<lb/>
responsibilities indicated below:<lb/>
a. To have the following permit mailed di-<lb/>
rectly to the office of the Dean of<lb/>
Women if wishing to have the privilege<lb/>
of riding in the evening with friends to<lb/>
stated destination:<lb/>
"My daughter<lb/>
has my permission with your ap-<lb/>
proval and subject to college regu-<lb/>
lations, to ride with friends in the<lb/>
evening between 6:30 p. m. and<lb/>
10:00 p. m<lb/>
b. To get permission from the office of the<lb/>
Dean of Women when wishing to have a<lb/>
riding and dinner date from 2:00 p in.<lb/>
until 10:00 p. m.<lb/>
Section 6. Violations of these by-laws shall be<lb/>
punishable in one of the following ways:<lb/>
a. Call downs shall be given for minor of-<lb/>
fenses.<lb/>
b. Social privileges shall be removed for late<lb/>
returns and other abuses of social<lb/>
privileges.<lb/>
c. "Campusing" shall be the punishment<lb/>
given for abuse of town privileges or so-<lb/>
cial privileges.<lb/>
d. Restriction, which shall include removal<lb/>
of all social and off campus privileges<lb/>
and all social contacts with other students<lb/>
on the campus or in the dormitories,<lb/>
nail be given for major offenses.<lb/>
e. Suspension and expulsion shall be re-<lb/>
commended to the Discipline Committee<lb/>
for serious major violations.<lb/>
Section 7. The express "clear student govern-<lb/>
ment record shall be interpreted to mean that a<lb/>
member has not been restricted nor suspended and<lb/>
granted re-admittance. A member who has received<lb/>
one of the penalties mentioned above may have his<lb/>
student government record declared clear by the<lb/>
Student Cooperative Council upon his presenting<lb/>
to the Council a good citizenship record for three<lb/>
consecutive quarters on the campus following the<lb/>
date of his punishment.<lb/>
