Dear Dr. Joyce:

Resolutions #89-4, #89-5, and #89-7 through #89-15 are
approved as submitted. Resolution #89-6, titled Grading System,
Grade Points, and Grade Point Average, is not approved.

I have withheld approval of Resolution #89-6 because of my
concern that the proposed change has the greatest potential
effect on our best students. Evidence at other universities
suggests that a lowering of the university-wide grade point
average results from the initiation of a plus-minus system of
grading. Since those students who now receive an "A" for their
coursework would have the potential of a lowered grade with an
"A-" without the counterbalancing prospect of an "A+", they are
the most likely to be disadvantaged by the proposed system.

I am further disposed not to approve the resolution from a
perspective that there is little evidence that the current system
is inadequate in meeting the need to evaluate student
performance.

I apologize for the lengthy delay in notifying you of my
decision relative to resolution #89-6. It was a decision not
easily reached.
