Joyce Chair of the Faculty East Carolina University Dear Dr. Joyce: Resolutions #89-4, #89-5, and #89-7 through #89-15 are approved as submitted. Resolution #89-6, titled Grading System, Grade Points, and Grade Point Average, is not approved. I have withheld approval of Resolution #89-6 because of my concern that the proposed change has the greatest potential effect on our best students. Evidence at other universities suggests that a lowering of the university-wide grade point average results from the initiation of a plus-minus system of grading. Since those students who now receive an "A" for their coursework would have the potential of a lowered grade with an "A~" without the counterbalancing prospect of an "A+", they are the most likely to be disadvantaged by the proposed system. I am further disposed not to approve the resolution from a perspective that there is little evidence that the current system is inadequate in meeting the need to evaluate student performance. Eakin Chancellor RRE/ra cc: Mr. Conner Atkeson East Carolina University is a constituent institution of The University of North Carolina An Equal Opportunity/ Affirmative Action Employer April 20, 1989 Vice Chancellor Cliff Moore Business Affairs Spilman Dear Cites; What follows are the recommendations of the Parking and Traffic Committee for the academic year 1988-89: That the dirt parking lot on the north side of Jones Dormitory be paved and security lights be put in place; That dirt parking lot on East Ninth Street be paved; No more leased private parking be assigned on the East Fifth Street campus without consultation with the Parking and Traffic Committee; The "prestige parking" assigned Pirate Club members be charged a proportional fee to the Club, as student, staff and faculty parking fees have been used to develop these parking areas; In order to free up to 125 parking spaces on the East Fifth Street campus, a University motor pool for state-owned vehicles be developed and that units which prefer to keep their state-owned vehicles on this campus be assessed the same parking fees as those persons who have leased private parking privileges; Convert the current no parking spaces on the north side of Fleming and Jarvis to 15 minutes metered loading zones; Convert the current state-owned vehicle space located on the Spilman side of the northeast corner of Cotten Hall into a 15 minutes metered loading zone and redesignate one space west for state owned vehicle; A delivery driveway, not for general traffic use, be opened from 10th Street into the warehouse delivery area to remove large trailer trucks driving through campus to enter the warehouse area; The existing stop light at Meade and Fifth Streets be activated Monday-Friday from 4:45 p.m. to 5:15 p.m. for safety and orderly exit from the campus; Commuter spaces between Joyner and the Student Health Center (seven in number) be changed to patient parking to be monitored by Student Health Services personnel; and Owing to very low usage, the visitor parking spaces on the north side of the Fifth and Harding Street parking lot be changed to Faculty/Staff 7 a.m. to 5 p.m. In addition, as requested by the Chancellor, the Committee recommends the following assignments for the University parking area south of the railroad, adjacent to Charles Street: *Allied Health: New/Old paved parking spaces, New area be assigned, University registered, including freshmen, and visitors. *Lower Minges: New paved parking spaces, New area be assigned, University registered, including freshmen *New Sport Med/PE Building: New paved parking spaces, New area be assigned, Faculty, Staff, State owned vehicies *Minges Pool Area: Faculty, Staff, State owned vehicles *North Minges: New paved parking spaces, University registered, No Freshmen, No parking 1-7 a.m. *Upper Minges: (next to soccer field) University registered, No Freshmen, No parking 1-7 a.m., Four 15 minutes visitor spaces *Pirate Club/Scales: University registered, No freshmen 159 TOTAL SPACES 1,730 The Committee has been attentive to its charge this year. Faculty, staff, and student members have all made contributions to the above recommendations.
