We believe that attempts to determine library budgets--hence holdings and acquisitions--by means of "use study," that is, by "counting the journal title each time" it is reshelved, undermines faculty research, since by definition, professional journals serve as much more than "support for our curriculum." Does the attitude underlying "use study" contradict ECU's stated commitment to increased faculty scholarship and publication? Does the attitude misapprehend the function of library collections and services at a university-level institution which is committed to teaching and scholarship, and to the continuing improvement of both? We strongly urge that the employment of "use study" in the generation of library budgets be immediately and carefully reviewed by the Library Committee, the Faculty Senate, the Vice-Chancellor for Academic Affairs, and the Chancellor, and by any university officers who have direct responsibility for initiating and implementing such policies. As you know, the price of serials keeps escal each year. Therefore, we must continuously evaluat our collection, weeding and adding journals,to support Our curriculum. Next summer this information, along with many other factors will be used for formulating 1989/90 budget strategy. We solicit your assistance in this project. Please do not reshelve the journals you use, byt ~ put them on our reshelving truck so we may count them. Signs are posted in the current periodicals room, however, informing your students about this project and requesting their help would be appreciated.
