Dear Chancellor Howell:

At its first regular meeting on September 23, 1986, the Faculty Senate of East
Carolina University, approved the following resolution for your consideration:

Resolution # 86-21

In the light of the unfavorable publicity in the local newspaper
regarding:

1) The failure of the Athletic Department to fund the Women's Basketball
team's bid to the National Invitational Tournament

2) The failure of the Athletic Department to notify the local high school
until 5:30 p.m. that they could not use Ficklen Stadium for a game
scheduled at 7:00 p.m.

3) The Athletic Department's rescinding of the invitation to Rose High's
marching band and/or charging the members $6 a ticket to attend the game

I move that the Faculty Senate request that the appropriate
administrative officials and the Athletic Committee study the policies
and procedures within the Athletic Department that have led to the
unfavorable publicity and that they recommend changes in those policies
and procedures to facilitate communication and improving public relations
between East Carolina University and the community it seeks to serve.

Dear Dr. Wilson:

This is in response to your letter of September 26, 1986
regarding Resolution #86-21:

(1) The failure of the Athletic Department to fund the
Women's Basketball team's bid to the National Invita-
tional Tournament

The failure of the Athletic Department to notify the
local high school until 5:30 p.m. that they could not
use Ficklen Stadium for a game scheduled at 7:00 p.m.

The Athletic Department's rescinding of the invitation
to Rose High's marching band and/or charging the members
$6 a ticket to attend the game

Although I have no objections to a discussion of these issues
from the local newspaper by the Athletic Committee, I do have
reservations about the Senate's resolution. The items appear to
me to imply that the Senate majority has already concluded some
facts, or accepts the local news accounts as evidence of facts,
which my information does not lead me so quickly to accept.
Therefore, I do not want to add my implied agreement by approving
the resolution. I have, however, informed Dr. Ernie Schwarz that
I have no objection to his committee's addressing the issues.
