The seventh regular meeting of the Faculty Senate for the academic year
1983/84 was held on Tuesday, March 27, 1984, at 2:10 p.m. in Mendenhall
Student Center, Room 244, with James LeRoy Smith, chair, presiding. Members
absent were: Williams (HPERS), Longhill (Business), Pories and Laupus
(Medicine), Read (Science Education), and Chancellor Howell who was attending
an Administrative Council meeting in Chapel Hill.

Alternates present were: Thomas for Somes (Allied Health), Evans for
Morrison (Chemistry), Denney for McGee (Continuing Education), Spruill for
Neal (Geology), Hancock for Williams (HPERS), Adler for Sayetta (Physics).

Floor privileges were granted to all members of the Faculty Affairs
Committee, Henry Ferrell (History), and David Chenoweth (HPERS).

Eugene Ryan (Dean of Arts & Sciences), past parliamentarian, agreed to
serve as parliamentarian in Longhill's absence.

Approval of the Minutes

The minutes of February 21, 1984, were approved with one correction:
page 4, line 7: addition after (Resolution 84-6) The amended definition was
approved. (Resolution 84-11).

The University awaits the written report from the visitation team, will
have the opportunity to respond, and looks forward to the final NCATE
report sometime in June.

We wish to recognize the appointments of Eugene Ryan as Dean of the College
of Arts and Sciences, Charles Coble as Dean of the School of Education, and
Charles Stevens as Dean of the School of Music. Congratulations to these
deans; we look forward to working with them in the years ahead.

Chancellor Howell has approved the following resolutions from the February
Senate meeting: 84-8 (meeting dates for next year), 84-11 (New Definition
of Voting Faculty for Appendix L (ECU Code), which will be presented to the
Board of Trustees April 27). 84-5 (Unit codes of Theatre Arts, Schools of

Business and Music are deferred pending report to Chancellor of his Code
Advisory Committee. )

The Teaching Effectiveness Committee is sponsoring the visit of Dr. Herbert
Wells (UNC-G) who will make a presentation entitled, "Team Teaching Across
Disciplines" March 28, 3:30 p.m. Jenkins Fine Arts Center Auditorium. An
informal round table discussion will follow on Thursday morning at 9 a.m.
in Nursing 203. All faculty are invited. Please inform your colleagues.

Also, Governor James Hunt will speak April 3, 7 p.m. on National Defense
and Arms Control.

 
5. The Committee on Committees has clarified, and I wish to officially note
that the charge of the Admissions Committee includes consideration by that
committee of any and all statements of or changes in GPA for admission or ap @
retention to a degree program proposed by any unit. From this date,
without objection from the Senate, Admissions will handle such proposals.

6. I wish to note the appearance of Professor Stan Riggs* research results in
the January 13, 1984, issue of Science. It is, in fact, the cover article.
Such an accomplishment merits our enthusiastic congratulations!

7. Chancellor Howell has received the following letter from William Friday,
dated February 23, 1984:
"Thank you for your letter of February 20 transmitting the several
resolutions concerning faculty salary increases. As you know, and with
your help, we have put before the Board of Governors a clear priority for
these funds to increase salaries and we shall hold to that Number One
Priority position throughout the budget debate. Please advise Chairman
Kinsey and the appropriate faculty officers of the position you and I hold
with the Board of Governors and with the Legislative leadership."

8. The Planning Commission met on Thursday, March 22 and will meet again at
the call of the Chancellor in the fall semester. The Vice Chancellors
reported on the objectives achieved or under consideration as they were set
forth in earlier Planning Commission recommendations. Approximately 75
percent of those objectives have been achieved or are under favorable
consideration. The balance have proved to be outdated or otherwise &

unworkable. The written reports are filed in the Planning Commission
Office if anyone wishes to read them. Charnicellor Howell commented that
units should begin again to give systematic consideration to the planning

process beginning next fall for the next ‘step in the long-range planning
chronology.

9. On September 22, 1982, the ECU Foundation sponsored a luncheon meeting at
the GGCC which brought together several individuals who are keenly
interested in developing Public ‘Radio services for eastern North Carolina.
At that meeting, representatives of WUNC radio and of UNC-CH were
encouraged to develop plans to expand’ the reach of WUNC's signal. Asa
result, applications were filed in February, 1983, for construction funds
and a license to operate the: proposed station. More recently, questions ©
have arisen as to wehther the FCC will grant the license and public support
in and around Greenville has been called for again. Mayor Buck, the
Greenville City Council, and the Arts Advisory Council of the Greenville
City Schools have shown support. I thought it appropriate for us to
consider joining in and ask you to consider the resolution at your tables.

WHEREAS, WUNC-FM has made application to the Federal Communications Commission
to serve eastern North Carolina, and :

WHEREAS, the application by WUNC-FM proposes to transmit the signal of WUNC-FM
at 31.6 kilowatts from the location in Farmville presentiy used to broadcast
WUNK~TV, and °

WHEREAS, the cultural, news, educational and entertainment programs
broadéasted by WUNC-FM would enhance the quality of life in Greenville and
Eastern North Carolina.

NOW, THEREFORE, BE IT RESOLVED that the Faculty Senate of East Carolina
University, Greenville, North Carolina, expresses its sincere and wholehearted
support for the expansion of broadcast services of WUNC-FM to Eastern North
Carolina. ;

BE IT FURTHER RESOLVED that a copy of this resolution be sent to the Director
of Radio, WUNC~FM as a statement of support for the application pending before
the FCC to expand the signal of WUNC-FM to include Eastern North Carolina.

AND BE IT FURTHER RESOLVED that a copy of this resolution be sent to the FCC,
other appropriate federal agencies, and our legislative representatives as a
statement of support for the application pending before the FCC to expand the
signal of WUNC-FM to include Eastern North Carolina.

Johnson (HPERS) moved that the resolution be adopted. Haritun seconded. The
resolution was adopted without dissent. (Res. 84-12)

Agenda Item 3B: Faculty Assembly Report (See attached.)

The report was given by Rosalie Haritun. Ayers (Chemistry),whose term expires
this year, was recognized for her dedicated service.

At the end of the report Mayberry (Foreign Languages) commented, "In response
to Mr. Dawson's comment in regard to the foreign language requirement in high
schools being less important than English, there are numerous studies proving
that far from detracting from the study of English, the study of foreign
languages in high school enhances and improves the: use of the English lan-

guage."

Agenda Item 3C. Approval of 1984 Graduation List

The Chair moved that the 1984 graduation list be approved conditionally
on the satisfactory completion of all. requirements for graduation. Kledaras
seconded. The graduation list was approved. (Res. 84-13)

Haney (Art) presented the second reading of the revision of the Faculty
Welfare charge:

4.A. Committee Functions:
The Faculty Welfare Committee monitors programs and policies concerned with

 
salaries, and all othre programs and policies which affect the general welfar
of the faculty or of specific faculty members; recommends to the Faculty
Senate new programs and policies and changes in existing programs and
policies.

Agenda Item 4B. Second Reading of Constitutional Amendment: New Definition
of General Faculty (Appendix A)

Haney (Art) presented the second reading of the amended revision of the
definition of General Faculty. The General Faculty shall consist of all full-
time members of the teaching, research, or administrative staff who hold an
academic title, including those on special faculty appointment (cf. The Code
604C) (Resolution 84-7) The new definition was approved. (Res. 84-15)

Agenda Item 4C: Continuation of the Report of the Faculty Affairs Committee

Relative to Removing the Six-Year Restriction on Non-Tenure Track Positions

The Chair read a correspondence from Alfred Sumberg, associate general
secretary of AAUP, which clarified that committee A on Academic Freedom and
Tenure of the Association recently reaffirmed their position that the seven-
year maximum probationary period continues to be the appropriate standard for
the academic profession. (Letter available in the Senate Office.)

Committee which was unanimously passed at. their last meeting. The statement
urged the Faculty SEnate to reject the amended resolution and approve the
original recommendation. (Copy of statement available in Senate Office.)

Ironsmith (Psychology) read a statement from the Faculty Affairs ee &

Ferrell (History) provided a historical perspective of the application
of the probationary period at ECU, reviewed possible alternatives to the
amendment for departments with clinical disciplines, and urged*that Senate to
be mindful.of the value of academic freedom.

Bredderman. (HSL) submitted a recommended elaboration of the
recommendations of the Faculty Affairs Committee which he felt was consistent
with the Faculty Affairs Committee report. Ione Ryan (Chair of Faculty
Affairs) stated on behalf the the committee that they felt the resolution was
inconsistent. (Copy of statement available in Senate Office.)

Adler moved that the following section of Bredderman's elaboration be
included as an additional amendment to the current amended resolution. Brinn
seconded.

Short-term positions that continue beyond six years should be converted
' to tenure-track positions with the two exceptions described below.

‘The individual in a position at the time it is converted and»who wishes
to seek tenure in that position should be allowed a normal probationary
period (from that date) in which to meet the tenure requirements.

 
The University should assist these individuals in meeting these new ie
requirements by making them eligible for leaves of absence (without pay)
for any additional education required.

If an individual does not. wish to seek tenure after his/her position has
been converted from short-term to tenure track, or an individual whose
position has been eliminated should be eligible for employment at the
University in other positions for which he or she is otherwise
qualified.

Although recognizing the need for the Administration to be able to
respond to short-term demands for faculty, creation of short-term posi-
tions should be only for that purpose and not in. lieu of creating
tenure-track positions. As a goal in this regard, short-term positions
should be reduced to about 10 percent of all faculty positions. In no
case should these positions exceed 14 percent.

Exception #1

When a non-tenure-track position continues for six years it may remain
as such if all three of the following exist: (1) the person occupying
the position at the six-year mark is otherwise competent, continues to
occupy it, and wishes that it remain a non-tenure-track position, (2)
the Administration does not wish to eliminate the position or does not
wish to convert it to a tenure-track-position because of either
uncertainty about the need for the position in the future or in
deference to the particular circumstances of the faculty member, and (3)
it is approved by the unit. personnel committee.

O'Brien (Medicine) stated that the original recommendation of the
Faculty Affairs Committee presents problems for the School of Medicine in
recruiting and retaining competent clinical faculty. The School of Medicine
must compete for physicians with the private sector where the economic rewards
_ are. much higher. The issue for the Medical School is not preserving the
economic security of the clinical faculty but adequate recruitment and
retention of clinical faculty without lessening the current high research
standard expected of tenured faculty.

Additional discussion centered on whether this amendment was consistent
with the original motion, whether the School of Medicine should be excepted
from what is to be adopted in the definition of "clinical faculty for
units" ,whether the Board ef Governors would recognize clinical care in
tenure decisions other than the Medical School, and on:clarification of the
Bredderman amendment. Volpe stated that about 12 percent of faculty were
currently in these positions and the. number was declining with: a goal of 10
percent. Some 40 percent of faculty in these positions are non-tenurable.
Others are filling positions temporarily vacated by other faculty. Johnson
(HPERS) commented that coaches are exempt from the current policy. &

Adler moved that an appropriately representative task force be appointed
by the Faculty Senate officers te review all of the information presented to
the Faculty Affairs Committee and to the Senate on this issue and to report to
the Faculty Senate next year. O'Brien seconded. The motion to establish a

Agenda Item 5Bi. Faculty Governance: Unit Codes
Haney (Art:). presented the unit codes of the Department of Foreign Languages
and the School of Home Economics. Both codes were approved. (Res. 84~18)

Haney presented the first reading of the following constitutional by-law

Those units that have more than one senator may elect two alternates. If more
than one alternate is elected, they should be elected to staggered two-year

This will be presented for a second reading and approval at the April 17
Senate meeting.

Agenda Item 5B3. Revision in Appendix D, page D-7-8, Section IIID.

The Chair stated that new information has been received including the
clarification from Vice President Dawson that the Board of Governors would not
be inclined to consider revisions in tenure policy documents at this time
since Appendix D is our tenure policy document. Therefore, this will be

discussed in the Faculty Governance Committee and brought back to the April
. Senate meeting.

Agenda Item 5C: Report of Research/Creative Activity Committee

Gallagher, chair, pesented the list of 1984/85 proposals recommended to
Vice Chancellor Volpe for funding (see Senate agenda 3/27/84). Thirty-eight
proposals were submitted, thirty-four were recommended for funding. The
committee sent written feedback to each person who submitted a proposal.

Charles Garrison, chair, presented the following report on behalf of the
committee:

The recommendation which the General College is submitting to the Faculty
Senate is based upon several well-grounded assumptions: effective advising
has many benefits for students.. That which benefits students in terms of
their academic progress and their sense of meaningful participation in the
University is ultimately beneficial to the University, the faculty, and the
administrators. That is, student adjustment and progress benefits the
University in better classes, attitudes, student retention, and. enrollment.
Information from-students which feeds back their perceptions of advisions to
advisers provides one resource for providing the best possible advising
program.

The committee recommends the following four-point program for a
voluntary program for the evaluation of advising:

1. A General College Adviser/Advisee Evaluation Survey will be available for
use by General College Advisers each spring semester during pre-
registration. (The form will also be available for non-General College
Advisers if requested.)
Each department has the option to use this evaluation-information resource
for its General College Advisers. Each department which opts to use the
survey should also define its policy both for access to the information and
for the use which will be made of it.
If a department chooses not to participate, individual General College
Advisers within that department may opt to use it.

4. All advisers who are evaluated will receive the results of that evaluation.

The report was accepted, and the Chair stated that in the absence of
objections this acceptance indicates that the Senate supports the use of this
evaluation format by any unit choosing to do so. (Resolution 84-19)

Agenda Item VI. New Business, Smoking Policy

David Chenoweth presented the following resolution:

The Faculty Senate recommends to the Chancellor that smoking be prohibited
in all East Carolina University classrooms, hallways adjacent to
classrooms, and restrooms located in buildings which contain classrooms.
(See agenda 3/27/84)

The Chair stated that since the resolution comes on the agenda from the Agenda
Committee, it is on the floor needing no second. Bredderman moved to amend
the resolution to read:

Smoking shall be prohibited in all ECU classrooms and other meeting rooms
at times when groups are required to meet in those rooms.

 
(Res. 84-20) Johnson asked that the minutes show that he voted against the

There was not further new business; the meeting adjourned.
