RESOLUTION OF FACULTY WELFARE COMMITTEE

WHEREAS, the Committee on University Governance of the Board of Governors
of the University of North Carolina adopted on January 8, 1982,
the following policy: "With respect to any employee elected
or appointed to membership in the General Assembly, the full
period of office-holding shall be deemed to be a ‘public office
requiring full-time services,' and the Committee accordingly
will not approve a request for a leave of absence without pay
of less than the full period of General Assembly membership
(i.e., usually two years), aS an alternative to the requirement
that the employee resign from University employment;" and

WHEREAS, membership in the North Carolina General Assembly is a part-time
position paying about $7,000 per year; and

WHEREAS, the General Assembly traditionally is in session from January
through July on odd numbered years and during June and July

on even numbered years; and

WHEREAS, the North Carolina public school, community college, and technical
institute teachers who serve in the General Assembly are required

to take leaves of absence only during the periods for which the
General Assembly is in session; and

WHEREAS, few if any faculty of the sixteen institutions of the University

of North Carolina are sufficiently solvent to take a two-year
leave without pay, the above policy of the Governance Committee
effectively prevents the faculty members from exercising their
privilege as citizens of North Carolina to stand for membership
in the North Carolina General Assembly; therefore, be it

RESOLVED, that the East Carolina University Faculty Senate requests
President Friday to urge the Governance Committee of the

University of North Carolina Board of Governors to rescind

the above policy of January 8, 1982, and that University of
North Carolina faculty who serve in the General Assembly be
required to take a leave of absence without pay only during
the time that the General Assembly is in session.
