Revision of the charge of the Teacher Education Committee: The membership changed to read, "...seven faculty members, at least five from teacher educa- tion faculty from the various units." Agenda Item 5B: Proposed amendments to the Faculty Senate Constitution: 1. Delete the last sentence of the second paragraph in Section VIII, Duties of the Officers of the Faculty Senate, and revise the first para- graph of Section VIII to read: "The Chairman of the Faculty shall pre- side at all meetings. He or she is empowered to call special meetings de as hereinafter provided. The Chairman is an ex-officio member of all Academic Committees. The Chairman may delegate to the Vice Chairman or an appointed representative his or her seat on any of the Academic Committees. He or she shall appoint persons to fill unexpired terms of committees where applicable." 2. Amend the first paragraph of Section V, Organization of the Faculty Senate, to read: "All full-time faculty members of East Carolina Univer- sity are eligible to vote for representatives to the Faculty Senate. t All full-time faculty members of East Carolina University holding tenurtat - ory tenured positions are eligible to serve in the Faculty Senate. The i embership of the Faculty Senate shall consist of elected representatives and of ex-officio members." Agenda Item 5D: Proposed Resolution of Faculty Welfare Committee: WHEREAS, the Committee on University Governance of the Board of Governors of the University of North Carolina adopted on January 8, 1982, the following policy: "With respect to any employee elected or appointed to membership in the General Assembly, the full period of office-holding shall be deemed to be a ‘public office requiring full-time services,' and the Committee accordingly will not approve a request for a leave of absence without pay of less than the full period of General Assembly membership (i.e., usually two years), as an alternative to the require- & ment that the employee resign from University employment;" and Please bring these proposed agenda items to the November 16 Faculty Senate meeting. Proposed Agenda Item 5F: University Research Committee At the November 5, 1982, meeting of the University Research Committee, a motion was passed requesting that the East Carolina University Founda- tion set up a foundation account for faculty research and that the com- mittee request the Faculty Senate to authorize the University Research Committee to develop guidelines for use of the funds. (A copy of the resolution will be provided to senators at the Faculty Senate meeting.) Proposed Agenda Item 5G: Response of the Credits Committee to Resolution 82-54 The Credits Committee recommends to the Faculty Senate that student course drops be recorded on student transcripts. The reasons for this recommendation include the following: A. Insuring the completeness of transcripts B. Discouraging students from signing up for more than one section of a course C. Opening of courses during drop-add period. The Credits Committee recommends to the Faculty Senate that the student course drops after the drop-add period be recorded on the student tran- scripts beginning the fall semester of 1982. WHEREAS, membership in the North Carolina General Assembly is a part-time position paying about $7,000 per year; and WHEREAS, the General Assembly traditionally is in session from January through July on odd numbered years and during June and July on even numbered years; and WHEREAS, the North Carolina public school, community college, and technical institute teachers who serve in the General Assembly are required to take leaves of absence only during the periods for which the General Assembly is in session; and WHEREAS, few if any faculty of the sixteen institutions of the University of North Carolina are sufficiently solvent to take a two-year leave without pay, the above policy of the Governance Committee effectively prevents the faculty members from exercising their privilege as citizens of North Carolina to stand for membership in the North Carolina General Assembly; therefore, be it RESOLVED, that the East Carolina University Faculty Senate requests President Friday to urge the Governance Committee of the Uni- versity of North Carolina Board of Governors to rescind the above policy of January 8, 1982, and that University of North Carolina faculty who serve in the General Assembly be required & to take a leave of absence without pay only during the time that the General Assembly is in session. Agenda Item 5E: Proposed resolution of Faculty Affairs Committee: "Be it resolved that the Administration explore possibilities with the appropriate units and the full-time faculty in the Division of Continuing Education of transferring said faculty to the appropriate academic departments." Agenda Item 6A: Carl Adler Resolution: airs "Be it resolved that the Faculty Senate instruct the Faculty al Committee to study the possibility of removing the restriction on non- tenure track positions which limitstheir length of appointment to six years."
