MINUTES FACULTY SENATE OF EAST CAROLINA UNIVERSITY SECOND REGULAR MEETING OF THE 1982/83 ACADEMIC YEAR 12 October 1982 The Faculty Senate met on Tuesday, 12 October 1982, at 2:10 p.m. in Room 244, Mendenhall Student Center. The following members were absent: Haskins, Bredderman, Hughes, Proies. The following alternates were present: Thordsen for Thomas, Thornton for Hamblen, Gallagher for Rosenfeld, Bayes for Register. Ex-officio member absent: Maier. Agenda item 2: The minutes of September 21, 1982 were approved as distributed. Agenda Item 3A: Chairman Ayers made the following announcements: 1. The following resolutions passed by the Senate September 21, 1982, have been approved by the Chancellor: 82-51, 82-52, 82-53, and 82-54. An orientation and training session for members of the Due Process, Hearing and Reconsideration Committees will be held on October 20, 1982, from 2-4 p.m. in Nursing 203. Mr. Richard Robinson, Assistant to the President for Legal Affairs; Mr. Jeff Orleans, Special Assistant to the President; and hopefully an attorney from the Office of the Attorney General will conduct the session. The training sessions are a response to the recommendations of the Faculty Welfare Committee adopted last spring by the Faculty Assembly. (You will be pleased to know that Bob Hursey of ECU was chair of the committee that made the suggestion as a part of a group of recommendations concerning grievance procedures. ) Several persons have inquired about the memo distributed by the Vice Chancellor for Academic Affairs concerning teaching loads. This policy has been referred to the Committee on Educational Policies and Planning where it is being studied. A memorandum from the Chancellor's Office has been received concerning the American Council on Education Fellows Program for individuals interested in administration in higher education. Applications will be due sometime during the month of October. For further information, please contact Mary Ann Rose, Assistant to the Chancellor for Special Assignments or the Vice Chancellor's Office. A memorandum concerning tax sheltering of retirement contributions has been received,which states: “Employees who are members of the Teachers’ and State Employees’ Retirement System will have their retirement contributions deferred. This means an employee will not be paying state or federal taxes as on their retirement contributions until after retirement. This will have no effect on your average final compensation when your retirement is computed." a 8 There are other provisions of the legislation which affect employees eS who were hired after age 62 or have previously been retired from the state's employ (early or service retirement). If you wish to obtain information concerning these provisions, please contact the Senate Office. Agenda Item 3B: ‘Chancellor Howell commented that the Planning Commission — had met and approved the final draft of the response to the Southern Associa- tion of Colleges and Schools report. There were twenty-four recommendations which required responses. The Southern Association is expected to consider the responses in December and make their decision about re-accrediting the University. Chancellor Howell indicated that he would not always prepare remarks for me $s meetings, but that he would respond to any questions senators might ave, Agenda Item 3C: Vice Chancellor Laupus commented that he wanted first to ies report that the School of Medicine will have its unit code and personnel polici¢ ready in the near future. He also wished to invite everyone to visit the new Brody Building the week of October 24. On October 25 an open house for faculty and students will be held from 3 to 6 o'clock in the afternoon. Except for one mobile unit beside Ragsdale, all of the School of Medicine is in the new building. Agenda Item 3D: Professor Larry Hough presented the report of the Faculty Assembly. (See attached.) ie Agenda Item 3E: Ms. Cathy Andruzzi, women's basketball coach, spoke of her goal to build a nationally recognized program in which the faculty and students could share in the growth and in which they could take pride. She thanked the Senate.and the General faculty for their support. . She commented about the success the team has shown academically and read an article from the New York Times about Kevin Ross, a Creighton University athlete, who was placed in a Special eighth-grade program. Her goal is for ECU's women's basketball team to set an example for the entire country in achieving academic success and success on the basketball] court. Agenda Item 4A: Charles Ward presented the Credits Committee recommendations concerning Academic Regulations on pages 55, 57, and 64 of the 1982-84 Cata- logue (see attachment to agenda for October 12, 1982). Professor Jones commented that the first item speaks only to the major--what about General Education courses. Jones moved that the policy concerning substitution of transferred courses be returned to the committee. S. Daugherty seconded. The motion passed. Professor C. Adler moved that the policy change on page 57 concerning examina- tions be deleted. Kledaras seconded the motion. The motion passed. Haney moved to include the policy change on page 57 and change the word "examination" to "evaluation." Tacker seconded the motion. Kane moved to Ps amend Haney's motion by inserting "when" after "evaluation" and deleting the phrase “in all courses." This amendment was not seconded. Sadler moved the policy change concerning examinations on page 57 be sent back to the committee. Jones seconded. The motion to return passed. There being no other changes, the Chairman called for a vote to approve the policy change on page 55 to read, "Classes are in session. 5% days a week. and on page 64 to read, "Students who earn credit for teaching certificate renewal purposes only, should request the Registrar's Office to forward a copy of the transcript to their local school superintendent." The Senate approved the two changes. Agenda Item 4A.2: Professor Ward stated that 8,123 students had made about 31,000 changes in the three days of Drop-Add. For comparison purposes, the Registrar has compiled some data for the final five days of the 30-day drop period. Adler moved that, "Until such time as a ‘recommendation can be made, the Faculty Senate requests the Administration not to record on transcripts all courses in which a student enrolls but subsequently elects to’ drop or is granted permission to drop before the-end of the semester. In the event that such records are already being made, we further request that these records be removed from the transcripts." Grossnickle seconded the motion. The motion passed. Agenda Item 4B: Professor Ione Ryan stated that due to information received since the last Senate meeting, the ad hoc Grievance Procedures Committee was requesting that action on the proposed procedures be postponed until the committee could determine its effect on the proposal. Kledaras moved to postpone. Thordsen seconded the motion. The motion passed. Agenda Item 5A: Professor Grossnickle stated that the University Curriculum Committee and the General College Committee had met jointly on September 23, 1982, at which time the ‘proposed General Education requirements had been presented for discussion. The General College Committee has requested "approved" course lists from units. These lists are due October 15, 1982. The status of the proposed General Education requirements is that they have been withdrawn for additional consideration and clarification of "approved" courses. E. Ryan asked about the statement "final recommendation" on the cover letter of June 14 from the General College Committee addressed to all faculty. Professor McMillan stated that the word "final" should not have been in the memo and that the General College Committee was still consider- ing the preposal. Agenda Item 6A: The Senate approved the addition to the agenda of the item concerning the availability of information obtained in the Survey of Student Opinion of Instruction. The Chairman stated that all the information mentioned could be obtained from the programs as already written and will be available only this year. Professor South moved that, (1) the "Summary of all student survey information for the combined classes of each individual instructor" be made available to each instructor and his immediate superior. Johnson seconded. Professor Castellow moved that it be made available only if there is no additional expense involved. Haney seconded. Castellow's motion failed. The vote was taken on South's motion. South's motion passed. i & Professor Adler moved that the (2) "Summary of student survey for all classes in the unit, and that the (3) "Summary of student survey for the entire institution" be made available to unit evaluation committees if they request the information, and (4) "A research data set could be provided to requesting units where 100% of the instructor and course identification had been stirpped.° There would be an indicator of the level of the class. This information would be furnished on tape to the requesting units only." Hough seconded the motion. J.0. Smith spoke against the motion. The motion passed. In reference to (2), this summarizes the responses of all students, and in (3) all respondent forms will be tallied as if they were one class. The Chairman stated that the Chaicman of the unit's evaluation committee should write a letter to the Office of Institutional Research requesting this information. Also, if a unit evaluation committee wants information concerning the results of the Administrator-Staff Evaluation, a letter making the request and a statement from the unit chairman that he/she agrees should be sent to the Office of Institutional Research. Adler moved to adjourn. The meeting adjourned at 4:00 p.m. Stella Daugherty a Secretary of the Faculty Helen Ruff Broaddus Office Secretary REPORT OF DELEGATION September 24, 1982 Meeting of the UNC Faculty Assembly The Faculty Assembly met on September 24, 1982, at the Offices of the — UNC General Administration in Chapel Hill. Delegates Caroline Ayers, Rosalie Haritun, Lawrence Hough and James L. Smith represented East Carolina University. In the First Plenary Session, President Friday addressed the delegates on a number of issues, calling upon his staff to fill out the details. Dr. Donald Stedman gave an update on the Quality Assurance Program based upon the recommendations of the Assembly Resolution 81-2. These recommendations have been forwarded to the appropriate persons and/or agencies and new policies have been proposed for licensing teachers teaching out of field. President Friday indicated that Student Aid will be a great concern in 1983-84 if proposed federal cuts are made. If the Reagan Administration cuts are enacted, some 14,000 students in the University system will be adversely affected. He expressed optimism that public pressures will keep financial support at current levels. Resolution 81-8, regarding the appointment of a beneficiary by faculty members was termed a good resolution by President Friday and has been sent to Mr. McMillan, who wili refer it to the legislature when it convenes. At present, if a beneficiary is not designated, the state's contributions to an individual's retirement account is forfeited rather than going to the deceased's estate. In the meantime, President Friday has asked that we call the attention of our colleagues to this potential problem. President Friday. discussed problems encountered during the past legislative session relative to the faculty salary freeze. He indicated that the General Administration intends to forward to. the Board of Governors a budget request to include the 5% "in lieu of" salary increase and salary recommendations addressing the disparity between salaries and the cost of living increases experienced. during the 18 months since the last increase. He indicated some concern over how much would be reasonable and could reasonably be anticipated. Suggestions and comments were invited from the delegates and a discussion followed with the range which should be requested being between 5% to 25% for the biennium. Some concern was expressed by the President over how much would be funded in light of the continuing economic difficulties of the state. President Friday believes that there will be great pressure brought on the University to increase tuition. In response to the question regarding "longevity" salary increases for the University, Vice President Joyner replied that the University received an amount of about 1/8 of 1% of faculty salaries or $412,000 which was paid to SPA employees. The Budget and Finance Committee of the Board of Governors will meet October 8 to consider the budget proposed by the General Administration. The Board of Governors will consider the budget on October 15, and on November 5 the Budget will be presented to the Advisory Budget Committee of the General 4 Assembly, which will have visitied all constituent’ institutions prior to that date. Upon adoption by the Board of Governors, the budget document will be made available to delegates of the Assembly. It was indicated that the budget will be more restricted than in the past, with the, number’of top priority requests being reduced. The Planning and Programs Committee was briefed by Vice President Roy Carroll on the history of state aid to private college students, the current modes and levels of funding on a school by school basis, and the future prospects associated with such funding. President Friday had also considered this sensitive political issue. Carroll indicated that members of the Com- — mittee, the Faculty Assembly and the Faculty of the University of North Carolina system should be advised of the serious problem. this presents for the University. The Governance Committee considered present University policy requiring UNC faculty to request a two-year leave of absence should they desire to run for the General Assembly. They offered a resolution during the Second Plenary Session which would require faculty to take a leave of absence without pay for only those times of actual campaigning and meetings of the General Assembly. President Friday was asked, upon passage of the Resolution (82-1) to forward it to the Board of Governors for their consideration and actions. The Governance Committee.also. discussed faculty participation in the ; selection process of a new president for the University system when such time arrives. There was strong sentiment. for active faculty participation in this & process. The Professional Development Committee was briefed on the issue of part- time faculty by Vice President Dawson and Dr. Padilla of his office. The UNC system does utilize a large number of part-time faculty, some 939 in the fall of 1981, the most current data available, and a number of difficulties do exist with this number not being eligible to participate in the retirement system, or enjoy other benefits which full-time faculty take for granted. Professional Development is. also going to be collecting information on various developmental programs on the respective campuses of the system ~ with an information document to be constructed and disseminated. During both Plenary sessions, a request, which approached being a "plea," was made for continuity of Assembly Delegations. There is a great amount of information to be assimilated and for the Assembly to produce quality policy recommendations the turnover should be kept to a minimum. The present assembly has almost one-half its membership participating for the first time.
