Thank you very much for your recent letter in which you expressed your concern over Administration proposals to reduce federal student financial assistance funds. It was good to hear from you and to have your thoughts on this important matter, In addition to proposing the elimination of the Department of Education in favor of the creation of the Foundation for Education Assistance, the original Reagan budget recommended significant cutbacks in all education budget items. As you correctly point out, one particular area is student loans. In the Domenici budget proposal, now endorsed by the Administration, student assistance programs would be frozed at FY 82 budget authority levels and cutbacks would be accomplished in the Guaranteed Student Loan program, an entitlement program, through legislative changes. Of concern to me is that testimony presented before our Budget Committee indicates that the private money markets will not be able to meet the demands of students and many will find the avenue of improvement through a college education closed to them. You will be glad to know that the full Appropriations Committee has voted to reject the reduction request of the President as it pertains to this year and has provided an additional $321.8 million for student loans. I have been concerned that the cuts proposed by the President single out student aid programs for much more than a fair share of the cuts necessary to reduce the federal deficit. The Education and Labor Com- mittee, on which I serve, has recommended much higher totals for Student aid programs to the Budget Committee than those contained in the President's budget. This now goes to the Budget and Appropriations Committees. You can be sure that I will continue to work for the best possible level of support for student aid programs. Ces, Dear John: Thank you for sending me the resolution passed by the Faculty Senate concerning student financial aid. I have heard from almost every institution of higher educa- tion in North Carolina. I appreciate your position that funding reductions for these programs would adversely effect student enrollment. I will keep these views in mind as we determine funding for student financial assistance. It is the desire of the Senate and the Administration to provide financial aid to every college student who needs it in order to stay in school. This goal is obtainable if adequate funding is provided along with a sensible needs analysis test and a requirement for satisfactory academic process.
