Microphones e Attachment: Agenda Item 5A: Faculty Welfare Committee Number 1: WHEREAS, newspaper accounts of proposed changes in state employees' hospitalization insurance have asserted that a special legislative committee has tenta~ tively approved a plan raising the deductible limit and instituting a coinsurance payment; and it is reported that the tentatively approved plan is to be subject to competitive bidding by a large number of carriers; and there have been no accounts of the special legislative committee's intention to let out for bids a hospitalization policy comparable to that coverage presently provided, involving neither an increased deductible nor instituting a coinsurance clause; THEREFORE, BE IT RESOLVED: That the Chancellor of East Carolina University and the President of the University of North Carolina petition appropriate state officials to prepare for bidding a hospitalization insurance contract for state employees which maintains present levels of coverage, the present deductible limit, and which mandates no coinsurance payment; and & RESOLVED, that, before any final decision be made as to the provisions of the hospitalization policy to be provided state employees, appropriate state officials receive from those bidding on the policy their best bids for a contract which maintains present coverage and deductible and which mandates no coinsurance payment. Number 2: WHEREAS, the quality and availability of educational programs depend heavily upon the presence of sufficient numbers of highly qualified professionals whose presence, in turn, depends heavily upon a competitive and attractive program of compensation; WHEREAS, the grant of a five percent across-the-board, cost-of~living salary increment was funded for only half a year and was, thereby, made an even more inadequate adjustment in a year of severe inflation; and WHEREAS, the mere suggestion that the aforementioned raise for 1981-82 may be recalled or that its continuation might be substituted for additional salary increment appropriations for 1982-83 as a means of economizing is intolerable and would further jeopardize educational programs; THEREFORE, BE IT RESOLVED: \ That the Faculty Senate of East Carolina University recommend to the lg Chancellor of East Carolina University and to President Friday that, in addition to the in-lieu-of appropriation, an across-the-board raise be sought for the personnel of the University of North Carolina which shall at least offset the loss of purchasing power attributable to inflation for the 1981-83 period. ยป The italicized sections represent additions or changes. AMENDMENTS TO THE FACULTY SENATE CONSTITUTION Page A-1, Section I. Add as second paragraph: ce Purpose The purpose of the faculty organization shall be to provide the means by which the faculty is enabled to fulfill its function with respect to academic and educational policies and other affairs of East Carolina University. The faculty organization shall be comprised of the General Faculty and the Faculty Senate. The General Faculty shall be the general electorate, and the Faculty Senate shall be a legislative and advisory body representing the General Faculty and shall consist of elected and ex-officio members. The functions, duties, and privileges of these two bodies, stipulated in the following document, shall be exercised under the authority of the Chancellor of East Carolina University. The Faculty Senate and the vartous commtiees on which the faculty serve shall be the primary medium of shared governance. The Chancellor and the Chair of the Faculty shall facilitate commmicatton which will enable continuing and effective faculty participation. Page A-2, Section V, paragraph 2, seventh line. Insert as the fourth sentence: Ve Organization of the Facul Senate Tae number of elected Faculty Senators shall not exceed 52 nor be less than 44. Prior to the election of the spring of each academic year, the ratio of faculty members to elected Faculty Senators will be determined by the Chairman, Vice Chairman, and the Secretary. Each electoral unit represented will then be informed as to the number of elected Faculty Senators to which that electoral unit is entitled. No electoral wit will be allocated more than ten percent of the elected Faculty Senate members. (This change shall take effect when the officers of the Faculty Senate determine the number of Senators allocated to each unit tn the spring of 1983-84.) Electoral units for the purposes of this constitution shall be the various schools (including the Division of Continuing Education, the Division of Library Services, and the Counseling Center) and the departments of the College of Arts and Sciences. In the event that an electoral unit must reduce its existing number of Faculty Senators, it shall do so by following democratic procedures. Page A~4, Section VII, replace third sentence: VII. Officers of the Faculty Senate Further nominations, from the ranks of the elected membership and by the elected members, will be accepted from the floor. Officers will be elected by a majority of those present and voting. They shall assume thetr duties on August first following election.
