Instructions Given to the Committee by the Faculty Senate Other than those found in the Committee's Constitutional Charee: (81-38) Motion placing the Materials Allocation Plan for Joyner Library into effect on a temporary basis, requesting that the University Libraries Committee hold hearings in the Fall with regard to any Instructions Continued: portion and mandating that the Committee report to the Senate no later than the last regularly scheduled meeting of the 1982 - concerning its recommendations regarding the Research Factor. Motion recommending the Materials Allocation Plan to the University librarians for use in consultation with the University Libraries Committee as a guideline to be supplemented by their judgment of other factors not easily quantified. Committee Organization, Subcommittees, Research Activities, etc. The University Libraries Committee adequately represents the entire Univ- ersity and has been dedicated to a policy of transcending vested, unit interests in helping to determine Library policies that are fair to the entire University community. It has a good working relationship with the Joyner Library administration and staff, and, through this constructive relationship, has been able to base its policy decisions on professional research conducted by the librarians. On subcommittees and research activities, see below, Committee Accomplishments Including Recommendations Made to Agencies Other than the Faculty Senate: In response to the directive of the Faculty Senate passed on April 21, 1981 that the committee continue to study the addition of a research factor to the Materials Allocation Plan, the committee appointed new members to the Prd Subcommittee to Develop a Research Factor: Bunger (chair), Martinez, Sheri- dan, Daugherty (ex officio). The Subcommittee met with a number of resource persons to explore possible methods and criteria for developing such a factor and reported to the committee as a whole at regular intervals. The committee held open hearings on November 11 and heard four speakers on this topic. In its final report to the committee as a whole, the subcom- mittee reported that it found the problems of arriving at such a factor to be insurmountable and recommended that the Materials Allocation Plan be adopted without the inclusion of a research factor. The committee unanimously approved this report and a report of the committee's deliberations and decisions on this matter was presented to the Faculty Senate on March 15, resulting in the resolution 82-28, cited above. Another significant aativity of the committee this year has been a careful examination of the effects of the Materials Allocation Plan in its first year of adoption. Since a substantial portion of this year's budget had to be devoted to unpaid bills and further serials cuts were necessary, the MAP could not be fully implemented this year. Therefore this will be an on-going concern of the committee in the coming years. The committee has also heard reports and deliberated on the following topics: 1) the subject librarian's procedures for ordering and cancelling library materials; 2) the implementation of a research bus to transport faculty to libraries in the Research Triangle area; 3) sources for additional funds for the Library; 4) a means for faculty suggestions on PJ possible changes in library functions to be presented; and 5) a policy for awarding faculty carrels.
