MATERIALS ALLOCATION PLAN The proposed plan involves the following factors, weighted & to match, as far as possible, the funding basis for UNC | libraries: Factor Weight Undergraduate credits taught Master's credits taught No. of undergraduate courses No. of master's courses No. of undergraduate majors No. of master's majors Departmental faculty FTE Average departmental cost of books, or journals s es e e s e e ONHENE NH ONDE WNE jas oO The plan multiplies the raw data % for each factor by the weight, for a factor point total, then adds up all the point totals by department. These totals are then converted to percentage totals. Those figures are then applied to the total available serials or monograph budget allocated to the department and the resulting dollar amounts become the unadjusted departmental serials or monograph budgets for the year. Any needed modifications are made by the Library, reported to the Library Committee, and the figures readjusted. Factor 8 is the only difference between the serials and monographs. plan. No department shall receive less than $2,000 for their monograph or serial allocations, provided that amount is clearly justi- fied. No department shall receive more than 12-1/2% of the annual ‘ monograph or serial allocations. 4/21/81 Addendum to Agenda of the Faculty Senate Meeting of April 21, 1981 FROM: TO: SUBJECT: WHEREAS , WHEREAS , WHEREAS , Library Services Faculty Faculty Senate Resolution on Work-Study Program the elimination of the work-Study Program for 1980/81 at East Carolina University has caused students to worry about their ability to stay in school because of the loss of income; and statements on behalf of the University administration regarding the reasons for the elimination of the Work-Study Program were misleading; and » this is the third time since the 1974/75 school year that the Work-Study budget has been miscalculated; and , the elimination of the Work-Study Program has affected all wits, including those which were not overspent in their allocation of the Work-Study budget; and the Library, as a central institution in the University and employer of 67 work-study students, has been seriously affected in its ability to provide public and technical services to the University; therefore be it RESOLVED, that the Faculty Senate of East Carolina University express its concern for the students' welfare; and RESOLVED, that future budget deficits- be taken’from University admin- istrative funds instead of penalizing departments that have not overspent their budgets; and RESOLVED, that the Chancellor report to the Faculty Senate on measures taken to avoid any future occurrence of this problen. This is a copy of the General College resolution, which fatled. RESOLUTION, INTRODUCED BY SENATOR GOWEN WHEREAS the advising of students at this University is a matter of fundamental concern to the faculty, AND WHEREAS the faculty was not consulted in regard to the changes in the system of General College advising now in the process of being implemented. AND WHEREAS said changes are likely to add appreciably to the faculty's advisory duties and may, upon closer examination, prove counter-productive to the interests of both faculty and students alike, THEREFORE BE IT RESOLVED that the Senate, acting in response to both principle and practicality, calls upon the appropriate officials not to proceed with modifications of the current system of General College advising until such time as the faculty has had the opportunity to evaluate, and give its approval, to the proposed changes.
