MINUTES FACULTY SENATE OF EAST CAROLINA UNIVERSITY SECOND REGULAR MEETING OF 1980/81 ACADEMIC YEAR 21 October 1980 The Faculty Senate. met on Tuesday, 21 October 1980, at 2:10 p.m. in Men- denhall Student Center, Room 221. The meeting was called to order by the Chair, Thomas Johnson. Upon the calling of the roll, the following members were absent: McGee (Cont. Educ.), Levey (Educ.), Tudor (Aero- space), Ross (Art), Haskins (Drama § Speech), Brett (English), Baker (Geog.), Spruill (Geology), Briley (Lib. Svcs.), Barakat (Medicine), Mozley (Medicine), Brinn (Medicine), Schmidt (Music), Brewer (ex officio), Laupus (ex officio). The following alternates were present: Bratton for Nischan (History), Stephenson for Cotter (Lib. Svcs.}), Yaeger for Barnes (Medicine) } Castellow for Grossnickle (Psychology), Dewar for Tester (Technology). Agenda Item 2: The minutes of the meeting of the Faculty Senate of September 30, 1980, were approved with the following corrections: page 3, item 9, “chairs" instead of "chair;" page 4, last paragraph, "allocated instead-of "reallocated;" page 8, fourth paragraph, “length of service in rank" instead of “rank in length of service;" page 6, last paragraph, "S. Daugherty suggested," not "P. Daugherty." SPECIAL ORDER OF THE DAY Agenda Item 3A: Announcements The chair made these remarks and announcements. 1. General elections will be held November 4, 1980. All persons were urged to go to the polls and vote. 2. Inez Martinez (Nursing) has been appointed to the Continuing Educa- tion Committee until 1981 to replace Mary Jo Bratton (History). 3. Senators should identify themselves when speaking. Agenda Item 3B: UNC Faculty Assembly Report Professor Robert Hursey presented the Report on the Faculty Assembly. (See attachment. ) Agenda Item 4: Unfinished Business There was no unfinished business. COMMITTEE REPORTS Agenda Item 5A : Faculty Governance Committee The Faculty Governance Committee continued discussion on the revised ECU Code. The Senate moved to a committee of the whole for presentation of amendments by: Ronald L. Thield, M.D., ex officio member of the Faculty Senate representing the Administrative Council; James LeRoy Smith (Phil- osophy); Robert Gantt (HPERS); Pat Daugherty (Biology); Walter Pories, M.D. (School of Medicine). Further action will continue at the next Faculty Senate meeting on November 18. A final revised draft of the ECU Code will be included in the December Faculty Senate Agenda. Agenda Item 5Bl: University Research Committee Lokenath Debnath reported to the Senate concerning the activities and accomplishments of the University Research Committee during 1980. (See attached list of proposals funded July 1, 1980.) The Committee developed a set of criteria for evaluating proposals which will be sent to all faculty along with the grant proposal applications. (Resolution 80-44) The Committee received 82 proposals for funding. After careful deliberation, 63 proposals were recommended for funding which were approved by Dr. Robert Maier for a total of $56,011. .The itemized budget amounts are: research assistant, $20,215; travel, $18,016; research supplies, $6,002; publication costs, $1,455; communication, $3,034; equipment, $7,281. The Committee has agreed to discuss the reasons for grant rejections with those persons whose proposals were not funded. Each grantee will file a progress/completion report with the Committee who, in turn, will report a summary of the grant results and accomplish- ments to Dr. Maier. Dr. Debnath announced that January 19, 1981, is the deadline for submission of grant proposals to the University Research Committee. Agenda Item 5B2: Charge The Chair announced that the Committee on Committees needs additional time for deliberation of the University Research Committee charge. Agenda Item SC: University Curriculum Committee The Faculty Senate approved the following curriculum changes: 1. B.A. in Mathematics (University Curriculum Minutes of September 18, 1980) 2. B.S. in Speech, Language and Auditory Pathology ,SLAP (University Cur- riculum Minutes of October 2, 1980) (Resolution 80-45) ie % Agenda Item 5D: Committee on Committees 1. Revised Charge of University Curriculum Committee: ; A motion was made to refer the revised charge to the Committee on Committees in order that the members of the University Curriculum Committee may have an opportunity to review the charge before final Senate action is taken. (Resolution 80-46) 2. Révisel charge of General College Committee: This was the first reading of the revised charge. The Senate will have final action at the next meeting. 3. Final action on the charge of Student Scholarships, Fellowships, and Financial Aid Committee. A motion was made to recommit the revised charge of the Student Scholar- ships, Fellowships and Financial Aid Committee to the Committee on Com- mittees for further consideration. (Resolution 80-47) Agenda Item 6: New Business There being no new business, the second regular meeting of the Faculty Senate of 1980/81 adjourned at 4:45 p.m. Rosalie Haritun Secretary of the Faculty Senate Helen Broaddus Office Secretary of the Faculty Senate Agenda Item 3B (Attachment) REPORT ON THE FACULTY ASSEMBLY The thirty-fourth meeting of the Faculty Assembly was held on September 19, 1980, at the offices of the General Administration in Chapel Hill. ECU delegates attending were: Patricia Daugherty, Janice Faulkner, Eugene Ryan, and Robert Hursey. Copies of the most recent edition of the Board of Gov- ernors' Newsletter were distributed to Assembly delegates. The Newsletter contains interesting and pertinent salary information for 1980-81 for the constituent institutions of the University of North Carolina. President Friday commended the Chair of the Faculty Assembly, Pro- fessor Shirley Browning, for his tireless efforts on behalf of the Uni- versity and its faculty. The President remarked that long-range planning hearings had been held with each chancellor, as had been hearings on programs and budgets. Specific salary proposals for the next year have not yet been formulated and have not been discussed with the chancellors. Projected student enrollment growth for the system is presently estimated at 1 - 1.5% per annum. The Assembly's earlier resolution to provide a tax deferred option in the various State-sponsored retirement programs is under review by the President's staff. Vice President F. Joyner reported on budgetary matters: primary con- cerns for the coming year center upon the development of programs to meet increased enrollments, the elimination of institutional facilities deficiences, 2 and the appropriation of substantial sums for capital improvements. The budget for the University of North Carolina is expected to top, for the first time, the billion dollar mark. Mr. Richard Robinson commented on the status of the trial between the University and the Department of Education. Hearings began in July, 1980, with the Government's presentation of its case against the Uni- versity. The University will begin its defense arguments on or about the beginning of the new year. The trial's conclusion could come in February or March of 1981. If the various appeals procedures are utilized, the case could continue for another three years. Vice President Raymond Dawson reported that insufficient time had elapsed to determine how smoothly the recently adopted policy on external consulting was working. Associate Vice President Hackley reported that considerable efforts have been, and continue to be, made to up-grade the professional com- petencies of minority-group faculty members. To date, 43 minority-group faculty members have received special University grants to pursue terminal degrees. Applicants for the grants are nominated by the chancellors and approved by the General Administration. At the evening session, Chairman Browning observed that the Board of Governors was looking very closely at all programs on the various campuses of the system and that "considerable change is anticipated over the next e decade.'' Major reasons for the Board's scrutiny are the HEW affair and the rapidly rising costs of maintaining and developing programs. The Academic Freedom and Tenure Committee is conducting a survey of personnel procedures at each of the constituent institutions. SS ope UNC Faculty Assembly report continued. The Budget Committee reported no improvement in the already tight travel situation; no increase in travel funds for this year over last year were approved. The Welfare Committee sponsored a resolution thanking the President and the Board of Governors for their efforts in securing funds for an appre- ciable raise in faculty salaries, discussed the real possibility of having dental insurance provided as a fringe benefit as early as July 1, 1981, and circulated to all delegates a sample resolution proposing longevity pay for the professorate--an issue which the Welfare Committee intends to bring before the Assembly at the next mecting. The Governance Committee reminded the Assembly that the time had come to reapportion the Assembly and announced plans for a survey on the effectiveness of the Assembly. The matter of a common calendar for all constituent institutions of the University of North Carolina will be studied this year.
