THE LADIES HOME JOURNAL <lb />
Is the leading Womans Magazine. It is first class and has never done anything in a second class way. <lb />
knew that its reputation was at stake. Our investigation convinced us that the patterns are as high grade as <lb />
the Magazine <lb />
Furthermore the Ladies Home Journal added a new <lb />
which makes these patterns much more desirable than <lb />
any other pattern. They furnish a Guide Chart free with <lb />
each pattern. This Chart shows exactly how the pattern is <lb />
to be put together. It is so comprehensive that a child can <lb />

Representative Small has in- <lb />
a bill which may be of <lb />
great importance in the drain <lb />
age and reclamation of the swamp <lb />
lands, particularly of Eastern <lb />
North Carolina. Recently Rep- <lb />
of Min- <lb />
introduced a bill <lb />
the receipts from the <lb />
sale of public lands in certain <lb />
States to the drainage of swamp <lb />
lands in those States. The <lb />
of States which now have <lb />
public lands is comparatively <lb />
small. Mr. Small has redrafted <lb />
this bill, making <lb />
changes, the principal of <lb />
which is that the funds can be <lb />
used for draining swamp lands <lb />
in any State whether having <lb />
public lands or not. The bill <lb />
provides that the United States j <lb />
shall be reimbursed by easy pay- <lb />
for the expenditure re- <lb />
quired in the reclamation. <lb />
bill of Mr. Small further pro- <lb />
that lairds located in the <lb />
State and susceptible of <lb />
may also drained under <lb />
provision of the act at the option <lb />
of said State. <lb />
As North Carolina still owns <lb />
large bodies of swamp lands <lb />
which are after the tic <lb />
has been removed, unless <lb />
they can be reclaimed, it will <lb />
seen how the State could utilize <lb />
this act for its benefit. These <lb />
swamp lands in North Carolina <lb />
are owned by the State Board of <lb />
Education, and any improvement <lb />
or enhancement in value would <lb />
increase the assets of our public <lb />
schools. <lb />
Mr. Small states that the idea <lb />
is not at all impracticable, <lb />
that really conditions may be <lb />
such in the near future as to re- <lb />
in the passage of the bill. <lb />
Texas, which has no public <lb />
lands as well as the delegations <lb />
from other influential State.-, is <lb />
actively favoring this legislation. <lb />
And why not We are utilizing <lb />
the proceeds of sale of public <lb />
lands, and there is no possible <lb />
reason why should not use <lb />
part of the same funds for <lb />
the surplus water from <lb />
swamp lands and, thereby, open <lb />
up to settlement lands which will <lb />
be infinitely more fertile and <lb />

The Way Insects Are Gathered and <lb />
Prepared For Use. <lb />
The history the cochineal In- <lb />
sect was for a long time very ob- <lb />
and lit one time the species <lb />
in commerce was <lb />
f grain. It was not <lb />
the close of the seventeenth <lb />
that it was discovered to <lb />
of insect origin. The insect is a <lb />
live of Mexico, where it was raised <lb />
by the Mexican Indians long before <lb />
the country was discovered by the <lb />
It is now cultivated in <lb />
sonic the West Indian islands <lb />
and in a feW western stales, <lb />
but it i- in Mexico only that it i <lb />
raised in sufficient quantities to <lb />
form an article of commerce. The <lb />
insect raised mi the cochineal <lb />
tree, or Indian or which <lb />
is a species o cactus. <lb />
The cochineal i- collected <lb />
the middle of December. The <lb />
insects are removed from the tree <lb />
with a knife, the edge of which has <lb />
been blunted, or are carefully brush- <lb />
ed oil with a squirrel tail. This <lb />
i performed by the women. <lb />
insects are usually killed by the <lb />
plication of heat, by linking in ovens <lb />
or by the heat of the sun. <lb />
When the cochineal arrives in the <lb />
market it is in the form of a small <lb />
grain, having a convex and a con- <lb />
cave side, but with little re- <lb />
semblance to body of an insect. <lb />
It is used for dyeing crimson and <lb />
scarlet and making carmine. <lb />
Cochineal alone yields a purple col- <lb />
or, which, when mixed with a <lb />
of tin in acid, <lb />
may be changed to a most beautiful <lb />
scarlet. The discovery is said to <lb />
have been made in this <lb />
A man who was making a <lb />
placed in his window an <lb />
extract of cochineal made with boil- <lb />
water, and in some way a vial <lb />
containing acid was <lb />
broken over it. This acid changed <lb />
the purple dye into a most beautiful <lb />
dark red. and by experiments this <lb />
man found that the tin <lb />
ed in the acid caused tho change of <lb />
color. An ingenious dyer at Leyden, <lb />
Holland, brought the discovery to <lb />
perfection. The secret afterward <lb />
became known, and a large dyeing <lb />
establishment was erected in Paris. <lb />
This accident occurred years <lb />
ago. <lb />

To Mr. Hugh Gordon Miller, <lb />
New commissioner of the <lb />
exposition, Mr. Cleveland said <lb />
that nothing ought interfere <lb />
With the success of the <lb />
planned for the celebration <lb />
of the first white settlement upon <lb />
the domain now embraced with- <lb />
in the limit of the country we <lb />
proudly call the United States. <lb />
have fittingly celebrated <lb />
the four hundredth anniversary <lb />
of the discovery of America. <lb />
The three hundredth <lb />
of the settlement of James <lb />
town is hardly less worthy of <lb />
Commemoration. A great <lb />
cannot bring to mind its <lb />
small beginning and its <lb />
growth through such a <lb />
as the Jamestown expo- <lb />
company contemplates <lb />
without stirring in the hearts of <lb />
its people their best patriotism <lb />
and the sincerest devotion to the <lb />
principles which have made this <lb />
nation great. And such patriot- <lb />
ism and such devotion so com- <lb />
underlies American in- <lb />
that their soundness <lb />
and strength are absolutely <lb />
to our strength and <lb />
hope, therefore, that <lb />
will be lacking to make the <lb />
exposition successful, its an <lb />
agency for the stimulation of our <lb />
national pride and increase of <lb />
our faith in free institutions. <lb />

That statement is almost ax- <lb />
that the enforcement of <lb />
the law is never more rigid than <lb />
is demanded by the public con- <lb />
science which is really the chief <lb />
foundation upon which the law <lb />
rests. This is almost universal- <lb />
true, but it is especially <lb />
to the matter of public <lb />
taxation It is not a pleasant <lb />
duty for the tax lister to <lb />
the or justice <lb />
of the return made by a citizen, <lb />
and if the citizen intentionally <lb />
forgets a certain part of his as- <lb />
sets when giving in his proper- <lb />
even the most hone at of list- <lb />
is apt to accept without a <lb />
the return. Moreover, <lb />
the public appears to have ac- <lb />
quiesced in this state of affairs <lb />
until it has become such a mat- <lb />
of routine that it has ceased <lb />
to excite comment or protest. It <lb />
is generally be- <lb />
a doubt-that there is not a <lb />
county in North Carolina that is <lb />
receiving upon all the <lb />
property that under the law is <lb />
subject to taxation. On the <lb />
night of the thirty-first day of <lb />
every May Ninth Carolina prop- <lb />
values are by some unseen <lb />
force shriveled and shrunken <lb />
until on the first day of June the <lb />
property of the State is all per- <lb />
Some of our wealthiest <lb />
men are comparative beggars; <lb />
many of our well to do citizens <lb />
have scarcely enough to keep <lb />
the wolf from the door; the rich <lb />
are poor and the poor are poorer <lb />
--at least such must be inferred <lb />
from tho property admittedly <lb />
owned for the purpose of <lb />
And yet we see the school <lb />
hampered and cramped by want <lb />

our cities little more than <lb />

multiplying, while the tax rate <lb />
mounts steadily upward. <lb />
Whom have we to blame Our- <lb />
one else. Year after <lb />
year we allow some men to pay <lb />
taxes, while other men give but <lb />
a beggarly pittance of what they j <lb />

The problem of is the <lb />
bread and butter question of <lb />
public life. It is the source <lb />
from which the commonwealth <lb />
its various subdivisions <lb />
must draw their living. It is, <lb />
more than the tariff or the <lb />
standard, the regulation <lb />
of trusts, or any other of the <lb />
questions upon which divide <lb />
ourselves into hostile political <lb />

how little attention is accorded <lb />
it, despite the combined facts of <lb />
importance, and the unanimity <lb />
of opinion upon it <lb />
The problem Is not to convince <lb />
men that it. right and just for <lb />
every property owner to bear <lb />
his just proportion of the burden <lb />
of taxation, Tho only difficulty <lb />
is in arousing such a degree of <lb />
public interest in the matter as <lb />
to force a reform. <lb />
We do not accuse the tax list- <lb />

do say that the degree of loose <lb />

The Free Pass Amendment of the <lb />
Senate to the Railway Rte <lb />
Bill. <lb />
Our readers have had the news <lb />
that the Culberson anti-pass <lb />
amendment to the railroad rate bill <lb />
was adopted. When the rumor got <lb />
abroad that the rate bill was to carry <lb />
an amendment that would kill the <lb />
free pass industry, a great howl went <lb />
out from all parts of the country. <lb />
We believe that Salisbury and <lb />
made special prayers to Senator <lb />
Overman to see what could be done <lb />
in l he way of serving the free pass. <lb />
Well, the much dreaded Culberson <lb />
amendment was voted into the bill <lb />
and free passes arc to be cut off <lb />
except to <lb />
