worthy of respect if engaged in <lb />

fitted by nature and attainments. <lb />

same token there is always a <lb />
crowd at or near the bottom. <lb />
Among the may thousands of <lb />
lawyers, doctors, and clergymen <lb />
whom the schools grind out eve- <lb />
year there are not a few who <lb />
have mistaken their calling. As <lb />
mechanics or laborers they might <lb />
have lived useful lives, and all <lb />
lives that are useful, in that they <lb />
contribute to the welfare of com- <lb />
are honorable. There <lb />
is no way of rendering any <lb />

age and reclamation of the swamp <lb />
lands, particularly of Eastern <lb />
North Carolina. Recently Rep- <lb />

sale of public lands in certain <lb />
States to the drainage of swamp <lb />
lands in those States. The <lb />
of States which now have <lb />
public lands is comparatively <lb />
small. Mr. Small has redrafted <lb />
this bill, making <lb />
changes, the principal of <lb />
which is that the funds can be <lb />
used for draining swamp lands <lb />
in any State whether having <lb />
public lands or not. The bill <lb />
provides that the United States j <lb />
shall be reimbursed by easy pay- <lb />
for the expenditure re- <lb />
quired in the reclamation. <lb />
bill of Mr. Small further pro- <lb />
that lairds located in the <lb />
State and susceptible of <lb />
may also drained under <lb />
provision of the act at the option <lb />
of said State. <lb />
As North Carolina still owns <lb />
large bodies of swamp lands <lb />
which are after the tic <lb />
has been removed, unless <lb />
they can be reclaimed, it will <lb />
seen how the State could utilize <lb />
this act for its benefit. These <lb />
swamp lands in North Carolina <lb />
are owned by the State Board of <lb />
Education, and any improvement <lb />
or enhancement in value would <lb />
increase the assets of our public <lb />
schools. <lb />
Mr. Small states that the idea <lb />
is not at all impracticable, <lb />
that really conditions may be <lb />
such in the near future as to re- <lb />
in the passage of the bill. <lb />
Texas, which has no public <lb />
lands as well as the delegations <lb />
from other influential State.-, is <lb />
actively favoring this legislation. <lb />
And why not We are utilizing <lb />
the proceeds of sale of public <lb />
lands, and there is no possible <lb />
