Is Mr. Arthur Liable to Tax <lb />
The of aldermen held a <lb />
special meeting Friday night to <lb />
consider a knotty problem. The <lb />
fact drawn not of the are <lb />
J. L. Ludlow, <lb />
who in having the water <lb />
electric light <lb />
ed for the town, had cat <lb />
loads of iron pipe that he wanted <lb />
distributed along the streets. He <lb />
tried to secure team in town to do <lb />
this hauling but could not get <lb />
at a price considered reasonable, <lb />
He then went out of town to L. C. <lb />
Arthur from him hired a <lb />
team driver by the <lb />
any with which to do the haul- <lb />
log, the team being sent every <lb />
aid home at <lb />
night. <lb />
Whit the aldermen have to do <lb />
with is the question of license <lb />
ax. The town levies a license tax <lb />
public d rays of per year for <lb />
each horse used, persons who do <lb />
only their individual hauling not <lb />
being to the lax. The <lb />
also levies a license tax of <lb />
per year on livery business. <lb />
The question before the <lb />
men is whether Mr. Arthur is <lb />
liable to tax If so, what tax <lb />
Neither Mr. Arthur nor Mr. <lb />
low represented at the meet- <lb />
of the aldermen, but it was <lb />
admitted that Mr. Ludlow was <lb />
not liable to any tax from the fact <lb />
he is only his own hauling <lb />
and not operating public <lb />
It in Mr. Arthur's <lb />

any tax, as he i doing any <lb />

speech of Judge Parker <lb />
to the notification <lb />
said Governor Aycock last night, <lb />
will challenge the attention of the <lb />
country as being in marked con- <lb />
to the character of President <lb />
It shows that Judge <lb />
Parker is what the be- <lb />
him, a safe and <lb />
man. He can be trusted to <lb />
govern the country well because <lb />
he will govern it within the con- <lb />
of faith in the <lb />
and their capacity for self <lb />
government is to both par- <lb />

of the people is ever ready sub <lb />

which is itself the highest <lb />

of the whole people. No party <lb />

A meeting of the stock holders of <lb />
the Atlantic North Carolina rail <lb />
road has been called for Thursday, <lb />
Sept. 1st, to consider propositions to <lb />
the road. It is very probable <lb />
Senator Fairbanks is a candidate <lb />
on the republican national ticket, <lb />
hut there is no intimation that he is <lb />
to resign the position he <lb />
ready holds. he regards <lb />
that as sure and that it is beat to <lb />
hold on to a <lb />
A special to The Observer from <lb />
Wilson says that a boy who <lb />
rocked a boat near was drown- <lb />
ed, his companions being able to <lb />
swim when thrown into the water. <lb />
Fate is not always so prompt, and <lb />
it was never more just than <lb />
in this case. Charlotte Observer. <lb />
Quite true. It is usually the fool <lb />
who rocks the boat that escapes, <lb />
while those who are so unfortunate <lb />
as to be in the boat with him fall <lb />
victims to his folly- <lb />
that one of the propositions will he <lb />
accepted. <lb />
The age of ex-Senator Davis, <lb />
candidate for vice president <lb />
seems to be giving the republicans <lb />
lots of trouble. If our side is <lb />
we fail to see that the other <lb />
fellows have anything to be kicking <lb />
about <lb />
The State Alliance at its <lb />
meeting in Hillsboro adopted <lb />
a resolution the lease of <lb />
the Atlantic North Carolina rail- <lb />
A reason given in the <lb />
is that it seems that the railway <lb />
systems of the state will at no dis <lb />
taut day be in the hands of foreign <lb />
corporations working together as a <lb />
practical monopoly. The resolution <lb />
further stated that instead of leasing <lb />
the road it should be extended by <lb />
convict labor and become a power <lb />
in the hands of the corporation com- <lb />
mission to protect the people of the <lb />
state from excessive rates. <lb />
In a little shop talk we had wit. a <lb />
well-known editor at the Greensboro <lb />
convention, he complained that <lb />
many of what he considered <lb />
things he wrote were passed by <lb />
they were not <lb />
by the reading public. We <lb />
told him nay. All the things, good <lb />
and bad in the paper were read and <lb />
duly noted, only he heard little of <lb />
the good things and much of the <lb />
bad. It is the way of the world. A <lb />
man will read something in a paper <lb />
that will please him immensely. It <lb />
agrees with his views exactly and he <lb />
will slap himself for joy but the <lb />
editor never hears of it. Hut let <lb />
him read something that goes against <lb />
his grain and he will neither cat mu <lb />
sleep until he has made sure that the <lb />
editor has been made aware of his <lb />
displeasure, either by a personal call, <lb />
a communication, or an <lb />
letter. That is one of the <lb />
that gall, but the editor who pursues <lb />
the even tenor of his way, speaks the <lb />
truth as he knows it and gives his <lb />
honest convictions, will come out all <lb />
right in the end. He need not bother <lb />
about his readers seeing none of <lb />
his good things. They see them all. <lb />
Charlotte Chronicle. <lb />
Good Men Why <lb />
We are not taking any special no- <lb />
of the men who are nominated <lb />
in the different counties come to <lb />
the next legislature. It is <lb />
to suppose that in most of the <lb />
counties the people are of <lb />
choosing their own <lb />
With our knowledge of the North <lb />
Carolina people, and believing as we <lb />
do in their competency, and in their <lb />
integrity, it is hard for us to think <lb />
otherwise. <lb />
It's simply a caution to the god a <lb />
to witness the agonizing efforts of <lb />
tome gentlemen sitting upon the <lb />
narrow of their little <lb />
tripods, literally screaming at folks <lb />
listen at them they proclaim <lb />
themselves for the genera- <lb />
of their fathers. In the language <lb />
of Paul, the apostle, we would <lb />
Do yourselves no harm; we are all <lb />

many years before some of us got to <lb />

Points For <lb />

On Wednesday the notification <lb />
committee of the national democratic <lb />
convention met at to official <lb />
notify Judge Alton B. Parker of <lb />
his nomination for the presidency <lb />
Judge Parker's speech of acceptance <lb />
is all that could be desired and <lb />
shows that he stands for such meas- <lb />
as are for the best interest of <lb />
the country. It should win the ad- <lb />
of all men favoring good <lb />
government. <lb />
When bicycles were in their glory <lb />
there were plenty of predictions that <lb />
horses would become back numbers <lb />
But the bike soon had its day and <lb />
the horse stayed right on. Now the <lb />
world is going daft on the subject <lb />
of automobiles and some may think <lb />
the will get behind again. It <lb />
is noticed, however, that horses are <lb />
commanding higher prices than <lb />
ever and the auto craze may expect <lb />
be short lived also. The horse is <lb />
here to stay. <lb />
Now you see where they are. The have been that the executive <lb />
secretary of the state liquor dealers committee should hurry up and call <lb />
association at the annual session in the county convention. No need <lb />

a tax upon industry. Take the mer- <lb />

what he <lb />
has to pay another tax for the <lb />
of doing business, and in ad- <lb />
this has a still further tax <lb />
of a certain per cent on his gross <lb />
sales. Other examples might be <lb />
given in which special taxes are <lb />
equally unjust, but this one is <lb />
to illustrate the point in mind <lb />
In many instances licenses taxes are <lb />
overworked and are burdensome. <lb />
We are not prepared to offer a sub- <lb />
but it would be better to OB- <lb />
courage industry rather than hinder <lb />
it. <lb />
Something Doing at <lb />
The newspaper men <lb />
out around to keep up <lb />
with Judge Parker can compare <lb />
notes with the war correspondents in <lb />
the Far East. They haven't got <lb />
much so far but are still hanging on. <lb />
Patience may have its reward, for <lb />
there will be something the <lb />
porch to day. Hereto- <lb />

us such items as <lb />

as the author says, parents gave <lb />

on matters of comparatively <lb />
minor importance, we should see far <lb />

Asheville, after having for fifteen <lb />
years one continuous session a day <lb />
of her city schools, has returned to <lb />
the old plan of having two sessions <lb />
a day, with a recess in each. An <lb />
hour and fifteen minutes is allowed <lb />
for dinner. Unquestionably the <lb />
old plan is the best, as it permits <lb />
children to get regular meals at <lb />
hours. The Greensboro <lb />
school authorities would do well to <lb />
follow example and dis <lb />
card a fad which is responsible for <lb />
more indigestion than anything ever <lb />

Greensboro Patriot. <lb />
It is good that some notice is be- <lb />
taken of this matter. The <lb />
tees of the Greenville graded school <lb />
might consider it with profit We <lb />
believe the present day method of <lb />
crowding the day's work into one <lb />

Go back to the old method <lb />
of two sessions a day with a <lb />

primaries in come parts of <lb />
the state are receiving a roasting. <lb />
What the local causes were we are <lb />
not prepared to say. But we are <lb />
prepared to say one thing about <lb />
primaries. This thing of electing <lb />
double and the number of <lb />
delegates, to which a precinct or a <lb />
county is entitled in a <lb />
and cutting the delegates vote in <lb />
halves and thirds, is an abominable <lb />
nuisance and according to our <lb />
opinion is contrary to the true spirit <lb />
of Democracy. Every man attend- <lb />
a convention should be entitled <lb />
to one whole vote. That's <lb />
the way he votes a regular ballot, <lb />
and bringing him to fractions <lb />
The United St is the only <lb />
great nation it the world that spends <lb />
more for education than for war, <lb />
and of this fact we should feel in- <lb />
tensely proud. Beginning with our <lb />
common school system, where the <lb />
masses are enabled to study such <lb />
branches as will help them to meet <lb />
life's necessities, we can build our <lb />
pyramid upward to our great col- <lb />
and universities. American <lb />
people believe that education is the <lb />
best means of making good citizens <lb />
and that good citizens alone are <lb />
capable of making good laws. To <lb />
this end let the people avail them- <lb />
selves of their splendid <lb />
ties, and every man leave his <lb />
the most priceless of all legacies <lb />
a first class <lb />
Sun. <lb />
And, by the way, while so many <lb />
nice things are being said about <lb />
Judge Parker's letter of acceptance, <lb />
it would not be amiss or untruthful <lb />
to note that the Honorable Champ <lb />
Clark, of Missouri, made something <lb />
of a hit himself in formally present- <lb />
the convention's work to <lb />
Mr. Clark's address was char- <lb />
by the best of taste, was <lb />
dignified and of much <lb />

The authorities at. Washington <lb />
have fixed a penalty of two hundred <lb />
dollars on anyone taking mail out <lb />
of the other than their <lb />
own. Postmasters ore liable to make <lb />
mistakes and get the mail in the <lb />
wrong boxes, and the law says that <lb />
the people must examine their mail <lb />
before leaving the office, and if they <lb />
have mail other than their own it <lb />
must be returned at once, that the <lb />
fault, of the postmaster makes no <lb />
difference. The law includes news- <lb />
papers as well as first class mail. <lb />
