to this inquiry, his undertaking to <lb />
secure a record of all the persons <lb />
who are sentenced to the various <lb />
jails, and other <lb />
ons in the United States during the <lb />
year 1904. <lb />
The wardens of the state prisons <lb />
and the sheriffs of the counties are <lb />
being requested to act as special <lb />
agents to report certain facts con- <lb />
every delivered into <lb />
their custody. Some counties have <lb />
not been from. In some per- <lb />
haps there are no jails, in others <lb />
perhaps the local jails are no longer <lb />
used, in still others the sheriffs have <lb />
possibly neglected the matter. But <lb />
the records of census bureau and <lb />
the resulting statistics will not be <lb />
complete until all are heard from, <lb />
