The burning of Greensboro Female <lb />
College, Thursday morning, is a loss <lb />
and sorrow not only to the <lb />
dist denomination, but also is felt <lb />
keenly by every citizen of the state. <lb />
The Virginia legislature has just <lb />
passed, and the governor has <lb />
proved, a bill to allow women, <lb />
of felonious assault, to give <lb />
their testimony in private. This is <lb />
a good law, and should be enacted <lb />
by all the states. To force a woman <lb />
upon the stand to give public the <lb />
details of such a crime is abhorrent <lb />
to every man who is a man, and <lb />
much more to the woman. No <lb />
doubt this contributed much to <lb />
the cause of lynching so as avoid <lb />
the appearance of the woman in the <lb />
court room. <lb />
Before a man makes up his mind <lb />
to vote to continue the open saloons <lb />
in Greenville, he should ask himself <lb />
this Is boy sale <lb />
There is suspicion in some parts <lb />
of the country that an abundance of <lb />
labor would prove hurtful to the <lb />
cotton belt this year. If the plan- <lb />
could follow their present in- <lb />
they would probably pro- <lb />
duce millions of bales of cotton this <lb />
season, and that would glut the <lb />
world's markets and bring the <lb />
prices down below the cost of pro- <lb />
Nothing would prevent the <lb />
South from such an <lb />
amount of cotton but the of la- <lb />
to cultivate and pick it. <lb />
If your boy is sick, how quick you <lb />
are to send for the doctor. If he is <lb />
in bodily peril you spare no time in <lb />
going to his rescue. Yet you see <lb />
saloons in waiting to fasten the <lb />
drink evil upon your boy and lead <lb />
him to a drunkard's grave, and you <lb />
will not raise your hand to close <lb />
them. To whom will this <lb />
ply on the 2nd of March <lb />

over and see what they pay for your <lb />
produce. Also investigate and see <lb />
how their terms of credit are in case <lb />
you do not have the ready cash; how <lb />

and see how much they will give <lb />
toward the erection of a church, how <lb />
much they will give to assist the <lb />
poor in your community. you <lb />
have done this and receive their re- <lb />
ply, see if your home merchant <lb />
don't do as Sun. <lb />

M. BAILEY'S SPEECH. <lb />
Mr. J. W. Bailey, of Raleigh, <lb />
made a strong, clear cut <lb />
of the dispensary question Tues- <lb />
day night in the opera house. His <lb />
portrayal of the problem of the <lb />
drink evil in some of its broader <lb />
and less aspects ought to <lb />
convince the minds of many who <lb />
hitherto have hesitated to support <lb />
the dispensary in Greenville. <lb />
Mr. Bailey stated at the outset <lb />
that he had no apology to make as <lb />
an advocate of the dispensary sys- <lb />
It is a moral issue, aimed at <lb />
the drink evil. The dispensary plan <lb />
is not a fight against saloon men, <lb />
bat against the terrible evil of <lb />
drink now foisted on the country by <lb />
the saloon system. <lb />
It was made plain that the fight <lb />
for a dispensary in Greenville was <lb />
hand to hand and man to man only <lb />
when the friends of the cause fought <lb />
thus was victory over the saloon <lb />
forces possible. This battle has <lb />
been fought successfully in towns <lb />
and cities in North Carolina. It is <lb />
a work organized throughout the <lb />
state, and needs no apology from its <lb />
friends. <lb />
The aim of this dispensary system <lb />
is high and noble, directing its at- <lb />
tack against the greatest and most <lb />
alarming of modern sins, the drink <lb />
evil. <lb />
The dispensary is designed to <lb />
each the drink evil by destroying <lb />
the saloon system and substituting a <lb />
better system in its place. <lb />
The evil itself needs no <lb />
Everybody sees the terrible <lb />
it works. Doctors, ministers, <lb />
lawyers, fathers and mothers can <lb />
present accumulated evidence that <lb />
overwhelms. <lb />
This evil, terrible as it is now, is <lb />
growing worse. The amount of <lb />
liquor consumed in the United <lb />
States per capita has doubled in <lb />
years. That is to say, while the <lb />
population has increased enormous- <lb />
the drink evil has not only kept <lb />
pace with this increase in population <lb />
but doubled in years. <lb />
standing all that has been done by <lb />
state and national legislation, by <lb />
cities and towns, by churches and <lb />
temperance organization to suppress <lb />
this evil, the evils of the saloon and <lb />
havoc played by drink in the <lb />
United States has doubled in <lb />
years. <lb />
If the citizens of this land sit still <lb />
and acquiesce in this enlarged and <lb />
growing business of the saloon sys- <lb />
what is to become of our boas- <lb />
civilization, its religion and in- <lb />
In 1820 the rate, per capita, was <lb />
gallons, in 1880 it was gallons, <lb />
while in 1903 it had reached gal- <lb />
Let another period of <lb />
years pass without grappling with <lb />
this demon of drink, and our <lb />
is lost, our boasted civilization is <lb />
gone. <lb />
Such an evil is not to be cured in <lb />
a day. The growth of centuries will <lb />
require time and patient effort to de- <lb />
dispensary plan strikes <lb />
a death blow to the saloon system. <lb />
Under what system of liquor <lb />
selling has the drink evil <lb />
sank prefer- <lb />
ska top, U pro- <lb />
but the saloon. This <lb />
indictment against the saloons <lb />
of our laud stands unchallenged. <lb />
Is it not the plain duty of every <lb />
thoughtful citizen, who loves his <lb />
home and country, to join in offering <lb />
to this evil so great now <lb />
and spreading in its blighting <lb />
facts <lb />
Shall we grow used to the sin <lb />
Can we take any pride in <lb />
edging subjection to the saloon, and <lb />
the evils thereof <lb />
The dispensary is a constructive <lb />
step, leading to a final solution of <lb />
this evil. The evil is put under <lb />
control by the system. <lb />
By closing at night, by not selling to <lb />
boys, nor to anyone <lb />
drink evil is checked. Experience <lb />
shows this to be true. <lb />
In Raleigh during the month of <lb />
Jan. 1904, under a dispensary, <lb />
arrests made for drunkenness. <lb />
During Jan. 1903, under the saloon <lb />
system, arrests for drunkenness. <lb />
of the arrests in January- <lb />
last were young men. <lb />

work in the city. <lb />
Not only in Raleigh, but in every <lb />
town where the dispensary under <lb />
the Watts law has been tried, the <lb />
results are greatly encouraging. <lb />
After seeing a dispensary run by the <lb />
of temperance, many of <lb />
best citizens who did not vote to es- <lb />
the dispensary are free to say <lb />
that now they would gladly vote for <lb />
it, if the opportunity offered. Will <lb />
not the voters of Greenville consider <lb />
in the light of facts <lb />

quoted and many honest minds are <lb />
deceived by it. saloon will <lb />
