There are in town eleven bar rooms. The law require them to make <lb/>
semi-annual returns, under the Register of Deed, of the amount <lb/>
of liquor purchased by them for the previous six months. We copy from <lb/>
the records of the Register of Deeds tho returns made to him for the six <lb/>
beginning July 1st, ending Jan. 1st, 1903, and for ins <lb/>
six months beginning Jan. 1st, 1903 and ending July 1st, 1903. We had <lb/>
to take these because some of saloon keepers have not yet mads their <lb/>

St. Louis exposition without even a <lb/>
of discussion, but almost at the <lb/>
las point Senator Bailey put in a <lb/>
protest. A few others of the <lb/>
took sides with him and the <lb/>
preposition a jolt. <lb/>

A few years ago only the lint was <lb/>
considered worth anything to men <lb/>
and the seed were thrown in <lb/>
the compost pile. But the seed have <lb/>
become a profitable product and add <lb/>
much to the value of the crop. Now <lb/>
another part of bark on the <lb/>
found to be worth a good <lb/>
value. Just let somebody find a use <lb/>
to make of the stalks, leaves and <lb/>
cast off blossoms, and the I <lb/>
thing will be worth money. It does <lb/>
not look like cotton can be downed <lb/>
any more. <lb/>
Now the farmers had better look <lb/>
before they leap. Cotton jumping <lb/>
up with such bounds since the mid- <lb/>
of December has led most of the <lb/>
Southern planters to the intention of <lb/>
putting for big crops of it the <lb/>
coming fact not a few <lb/>
have absorbed the idea of planting <lb/>
nothing but cotton. But they had <lb/>
better think again. The decline of <lb/>
two cents a pound in two days shows <lb/>
that the high price of cotton is not a <lb/>
fixture, and that the bottom is liable <lb/>
to drop out at any time. Just so <lb/>
sure as an unusually large crop of <lb/>
cotton is made next season, this <lb/>
writer believes there will be trouble <lb/>
ahead of those planters who place <lb/>
their entire dependence on that one <lb/>
crop. The price sf cotton is subject <lb/>
to too many whims, and experience <lb/>
that the worst whim usually <lb/>
strikes when there is e large lot of <lb/>
it in the hands of the farmers. <lb/>
the dispensary may be presented. <lb/>
We shall from time to time present <lb/>
two views of moral view and <lb/>
the money view. There is much <lb/>
that be said in rt of the <lb/>
moral view and and we invite others <lb/>
to help us present this great <lb/>
to the voters. We shall often <lb/>
be heard on it. <lb/>
It is our today to make a <lb/>
brief presentation of the money view. <lb/>
Section chapter laws of 1903 <lb/>
known as the Watts <lb/>
reads as follows said <lb/>
commissioners <lb/>
settlements with the governing <lb/>
body of said city or town, and that <lb/>
said governing body shall within ten <lb/>
days after settlement, pay <lb/>
half of the net profits of said dis- <lb/>
into the treasury of said city <lb/>
or town, and the other half into the <lb/>
treasury of the county in which said <lb/>
city or town is located, for the <lb/>
fit of the public schools of said <lb/>
If a dispensary is established in <lb/>
Greenville and its management is <lb/>
placed in the hands of practical bus- <lb/>
men who are favorable to it, <lb/>
think we can demonstrate that <lb/>
the net profits be less than <lb/>
a year. One half of this <lb/>
amount will go tho town treas- <lb/>
to run the government, to <lb/>
aid in the improvement of the streets <lb/>
and meet its other current expenses. <lb/>
That will wipe out entirely town <lb/>
taxation, for there has been <lb/>
collected from all sources, any one <lb/>
year, anything like We <lb/>

Now remember these returns wore made under oath for the <lb/>

c There are many things about these returns to challenge the at. <lb/>
of the inquisitive, but shall only comment on one of them <lb/>
for instance the return of W. C. Dudley Bro. They return they <lb/>
bought only worth of liquor for a whole year from July 1st, 1902 <lb/>
to July, 1st, 1903. They did business in the two story brick store on the <lb/>
East side of street nearly opposite the Bank of Greenville. We es <lb/>
the rent, light and fuel for the bar room at We estimate <lb/>
that they paid their clerk about per year. Dudley kept house <lb/>
near Hotel Bertha and we suppose he paid as much as a year rent <lb/>
f r his home. We estimate that his wood, lights, washing, table, servant <lb/>
hire, ., cost him at least more. Tho state, county, town an fed- <lb/>
tax was about Here we find a whiskey firm doing <lb/>
w nth of business on worth of liquor. Either the profits of the <lb/>
whiskey business are marvelous or there is something criminally wrong in <lb/>
t returns made. The same criticism can be made of all the other son- <lb/>
engaged in the business. Then it is manifest that neither their <lb/>
returns nor their sworn statements give us any reliable data by which to <lb/>
estimate the profits on the whiskey business in Greenville. <lb/>
But this we know. There are eleven bar rooms now doing business <lb/>
ii Greenville. There are two men in each owner and a clerk <lb/>
in some of them there may be more. This makes at least men to he <lb/>
s out of the business. It is a low estimate to put each man <lb/>
per year including house rent for family, support of and <lb/>
else. This makes It is well known that rents for bar <lb/>
raw are very high, much higher than for any other purpose. It is not <lb/>
a i over estimate to put the average for rents, lights, fuel and incidentals <lb/>
at each. This will make for rents, light-;, fuel and <lb/>
-i. The state, county, town and tax is for each bar room. <lb/>
This gives us about t lies to come out of the business. So we <lb/>
h fixed charges amounting over that must come out of the <lb/>
sales of whiskey made by the eleven bar rooms before any profit can be <lb/>
declared. There must be profit a business that can bear this burden. <lb/>
If we want any further proof that there is profit in it we find it in the fact <lb/>
that the eleven men who bear this burden are making a desperate fight to <lb/>
hold on to their business. <lb/>
If a dispensary is established nearly all of this expense can be saved <lb/>
and it can go into profit. Instead of eleven places of business and high <lb/>
rents there will be hut one. Instead of men, four will be <lb/>
There is no tax except three per cent on gross sales t the state. Then <lb/>
there are no bad debts as with the eleven bar rooms. It is all cash. Al- <lb/>
though the returns of tho barkeepers do not show it, it is a well known <lb/>
fact there is a large amount of whiskey sold in Greenville. Add a reason- <lb/>
able profit on what is sold to the expense saved by a dispensary, and we <lb/>
assert that the net profit cannot be lass than if the dispensary is <lb/>
put under proper business management. One half of this goes into the <lb/>
town treasury to meet the current expenses of the town. With this <lb/>
amount paid into the town treasury from the dispensary all taxes can <lb/>
be abolished if that shall be thought advisable. One year's receipts <lb/>
will pay the town's subscription to the Raleigh and Pamlico Railroad. Or <lb/>
the funds can be used to put the streets in order, and if wisely spent <lb/>
will, in a few years, giro us good streets. The other half goes into the <lb/>
school fund. With paid into the school fund from this source, <lb/>
Pitt can soon have a school system of which every citizen can be <lb/>
proud and which will ultimately give the county an educated citizen- <lb/>
ship. <lb/>
We have already said that the money view of the question is a low <lb/>
view, but we repeat that it is one that must be taken into a full discussion <lb/>
of the matter. It is well known that the sale and use of liquor is a fruit- <lb/>
source of idleness, lawlessness and crime and that these add to the <lb/>
burdens of the payer. <lb/>
It is therefor wise that we so regulate the sale and use that <lb/>
the evil produced aha- be -mall as possible and that the profit arising <lb/>
from the tram a shall g the hardens the tax payers ad <lb/>
