State county taxes in <lb/>
North Carolina are not onerous; but <lb/>
in some of towns and cities <lb/>
they are so. In snob <lb/>
communities manufacturing <lb/>
is often seriously hindered, to <lb/>
great detriment of <lb/>
thereof, and more <lb/>
the laboring It would be <lb/>
wise and expedient to allow such <lb/>
communities to say that <lb/>
enterprises therein located <lb/>
should go free the town tax, for <lb/>
a limited number years. This <lb/>
would create no privileged class, <lb/>
but would rather tend to <lb/>
burdens borne by the <lb/>

the most of oar important <lb/>
in North Carolina is oat <lb/>

The object of snob <lb/>

as old combination. <lb/>
railroad facilities in India are <lb/>
so much improved that the entire <lb/>
jute crop gets to market before <lb/>
March instead of slowly dragging <lb/>
along till summer. September is <lb/>
earliest date of the <lb/>
crop from Calcutta. The first <lb/>
rival of butts from the new crop of <lb/>
1889 will not take place till <lb/>

to know the object oped for will <lb/>

two weeks ago stirred some of <lb/>

On the Friday night following <lb/>

agreed to appropriate as <lb/>

petition was then drawn to <lb/>
before the Board of County <lb/>
Commissioners the next Monday <lb/>
asking to appropriate half <lb/>
enough to do the work, it being <lb/>
ascertained that the whole <lb/>
would cost On that day <lb/>
it was ascertained that Mr. S. <lb/>
H. Spain also had a petition <lb/>
from the people north of the <lb/>
river looking to the same end <lb/>
The petitions were consolidated <lb/>
and taken before the Board by <lb/>
Mr. J. H. Tucker and at the <lb/>
Tuesday session the <lb/>
them a hearing with <lb/>
the result as stated in their pro- <lb/>

Thus the success of the move- <lb/>
is assured and as soon as <lb/>
all plans are perfected the work <lb/>
of construction will begin. It <lb/>
is a cause for general <lb/>
that the roadway is to be <lb/>
built, for two reasons. First it <lb/>
is a forward to Greenville's <lb/>
prosperity and will be the means <lb/>
of bringing many hundreds of <lb/>
dollars to the town. Second, <lb/>
because of the great <lb/>

much from different sources. <lb/>

If laboring earnestly <lb/>
and unceasingly for a town and <lb/>
makes one deserving <lb/>
that is Thad Manning. <lb/>
The bill to amend the charter <lb/>
the town of Greenville has <lb/>
passed its third reading before <lb/>
the General Assembly and be <lb/>
Hue a law. The <lb/>
change in the plan of the town <lb/>
the making of a new ward out <lb/>
f a portion of the old third <lb/>
Ward. The new ward will take <lb/>
in the South-western portion of <lb/>
the dam from the North end of <lb/>
the bridge out to the hill would <lb/>
be built. For a long time the <lb/>
has been arguing <lb/>
that the roadway should be con <lb/>
so might get <lb/>
over at any time, and has work- <lb/>
ed to that end- It is <lb/>
gratifying to see good results <lb/>
growing out of these labors <lb/>
to know the object hoped for will <lb/>
soon be attained. Our editorial <lb/>
two weeks ago stirred some of <lb/>
people to action and now the <lb/>
movement will not cease until <lb/>
the dam is built. Mr. J H. Tucker <lb/>
took the matter in hand and <lb/>
pushed it forward. He went <lb/>
to the business men with a list <lb/>
o which a number of them sub- <lb/>
scribed in all making about <lb/>
On the Friday night following <lb/>
he went before the meeting of <lb/>
the Town Councilmen and they <lb/>
agreed to appropriate as <lb/>
he town's part of the fund. A <lb/>
petition was then drawn to take <lb/>
before the Board of <lb/>
Commissioners the next Monday <lb/>
asking them to appropriate half <lb/>
enough to do the work, it being <lb/>
ascertained that the whole <lb/>
would cost On that day <lb/>
it was ascertained that Mr. S. <lb/>
H. Spain also had a petition <lb/>
from the people north of the <lb/>
river looking to the same end <lb/>
The petitions were consolidated <lb/>
and taken before the Board by <lb/>
Mr. J. H. Tucker and at the <lb/>
Tuesday session the <lb/>
them a hearing with <lb/>
the result as stated in their pro- <lb/>
published elsewhere. <lb/>
Thus the success of the move- <lb/>
is assured and as soon as <lb/>
all plans are perfected the <lb/>
of construction will begin. It <lb/>
is a cause for general <lb/>
that the roadway is to be <lb/>
built, for two reasons. First it <lb/>
is a step forward to <lb/>
prosperity and will be the means <lb/>
of bringing many hundreds of <lb/>
dollars to the town. Second, <lb/>
because of great <lb/>
the town known as fence to the people of the county <lb/>
tad will be entitled to one <lb/>
Councilman. This makes seven <lb/>
Councilmen from the four wards <lb/>
f the town, four of which <lb/>
will be Democrats and three <lb/>
Republicans. A Democratic <lb/>
government is therefore insured <lb/>
fer Greenville after the firs, <lb/>

N. C, Feb., 9th, 1839. <lb/>
The have been the <lb/>
week closed. In the House be- <lb/>
tween six and seven hundred bills <lb/>
have been introduced, in the <lb/>
Semite more than hundred. <lb/>
The most of are of local <lb/>
and as rejected as <lb/>
are adopted. There is no end to <lb/>
be petitions coming in all <lb/>
parts of the State. They are <lb/>
In large it h-b every <lb/>
day, relating lo repeal of <lb/>
laws, local option, repeal of <lb/>
chase tax, requests for convicts for <lb/>
draining lands, requests <lb/>
rum alliances, etc. Owing <lb/>
to the numerous praying a <lb/>
repeal of merchants tax <lb/>
several legislators have expressed <lb/>
themselves as being in favor of re <lb/>
pealing the law. <lb/>
A bill sale of land for <lb/>

of it until too late. In the remote <lb/>
counties it was hardly possible <lb/>
the information to reach them, con <lb/>
the sales went on and <lb/>
much hard tax money collected. <lb/>
The bill that passed <lb/>
the House the first the week will <lb/>
no doubt pass the Senate and be <lb/>
come a law. It is widely framed and <lb/>
reflects credit upon its author. It <lb/>
will stop lira old and bad custom <lb/>

When a Judge is prevented by <lb/>
sickness or her cause, as <lb/>
is sometimes the case, from get- <lb/>

should be a provision to supply <lb/>
the place. Delays In the laws <lb/>

The law makers <lb/>
might look into this matter. <lb/>
If we quote Scripture correct- <lb/>

This came to our mind <lb/>
we were thinking about Weldon. <lb/>

This Legislature so far is <lb/>
a line of rigid economy. <lb/>
some questions it has been <lb/>
ed as being niggardly. <lb/>
came up in Senate the <lb/>
day authorizing the Governor to <lb/>
expend a sum not exceeding <lb/>
in attending and having North Car- <lb/>
properly represented at New <lb/>
York in April next on the occasion <lb/>
of the Washington <lb/>
It met with strong <lb/>
An amendment was offered <lb/>
reducing the amount, to The <lb/>
resolution and amendment both <lb/>
were defeated. <lb/>
The defeat in the House of the <lb/>
measures to promote the efficiency <lb/>
of the State Guard has culled forth <lb/>
much from different sources. <lb/>
The Senate is not in accord with <lb/>
the House in it action on this bill, <lb/>
and an effort will lie made to <lb/>
the matter reconsidered. Thia <lb/>
hopes that this Legislature will <lb/>
yet see the importance of helping <lb/>
the State Guard and not to <lb/>
do the right thing. Fowle <lb/>
within the last few days has com- <lb/>
a special message to <lb/>
both bodies urging the importance <lb/>
of improving and strengthening <lb/>
State militia. <lb/>
Bills have passed em- <lb/>
from paying off m <lb/>
non-transferable tickets or checks; <lb/>
sheriffs to administer oaths <lb/>
in certain cases <lb/>
reducing lees of clerks for <lb/>
ring judgment to <lb/>

sol, in orated towns. This last <lb/>
bill repents the law that says wood <lb/>

towns and that the seller <lb/>

and should it be adopted <lb/>
a precedent which would be decided- <lb/>
dangerous. It has been referred to <lb/>
the Senate Committee on Military <lb/>

they are generally credited, that will be <lb/>
the last of it. Gen. was a great <lb/>
soldier, that everybody will admit, and <lb/>
his widow should have a liberal pen. <lb/>

more than right; but that addition <lb/>
of the people's money should be <lb/>

Coal Ska <lb/>
throwing of fuel upon the fir <lb/>
is generally considered as a means of <lb/>
augmenting the amount of beat pro- <lb/>
and taken a a whole ft <lb/>
bare that effect. But for th <lb/>
of a steady fir and an Tea <lb/>
hat, only a small amount of fuel <lb/>
should be thrown upon fir st a <lb/>
time. Th reason for this rs, that <lb/>
is dependent upon two <lb/>
for its heat giving Ons of <lb/>
these, the remains fa a <lb/>
solid state, while other, <lb/>
is As th latter <lb/>
process must be accomplished <lb/>

first effect, of throwing fuel upon <lb/>
is that of cooling. Not must <lb/>
the solid coal b raised to th <lb/>

The and <lb/>
more heat that a <lb/>
counted for in th teat <lb/>

latent hi <lb/>
taken to burn these as as <lb/>
given off, it would be bettor that they <lb/>
did not exist. For ft will b readily <lb/>
understood that if the fire, <lb/>
due to the combustion solid carbon. <lb/>
did not hare to heat these gases, it <lb/>
would give out just that <lb/>
beat, that would be for <lb/>
steam making. It Is to aha fas <lb/>

greater heating properties then <lb/>
