of cotton was pounds. Last <lb />
fall, owing to the bad season in <lb />
this yield was only <lb />
to pounds per pounds. Mr. <lb />
J. L. Stone has bought this cotton <lb />
and is now selling the seed <lb />

Washington, D <lb />
During present session of <lb />
Congress, which turn in <lb />
a little over two months, <lb />
more than bills have been in- <lb />
hi the House of <lb />
Not one fortieth of <lb />
them have passed, and hot ore <lb />
adjournment, the number of <lb />
bills presented and referred will <lb />
probably have reached twice <lb />
number. <lb />
The life of a bill <lb />
is rather interesting To give you <lb />
come idea of red tape that a <lb />
bill must encounter, it <lb />
to say that a full-grown <lb />
bill must be printed six times, <lb />
and must past through the <lb />
of at least twenty-five persons be- <lb />
fore it can be numbered with the <lb />
laws of the laud. <lb />
There seems to be a growing <lb />
n the part of Congress <lb />
to regulate, or rather to restrict <lb />
the publication of certain matter <lb />
in the a lotteries and <lb />
gift enterprises. Thirteen bills of <lb />
this character were introduced in <lb />
the last Congress, and eight or <lb />
nine have been brought forward <lb />
in the present. <lb />
The Committee has <lb />
ported adversely the bill to license <lb />
conductors, and this is <lb />
probably the last that will be <lb />
heard of that measure. <lb />
The House Judiciary Committee <lb />
has ordered a favorable report on <lb />
bill to refund the <lb />
taxes collected during <lb />
late civil war, with an amendment <lb />
providing money so collected <lb />
shall be to the rightful <lb />
owner. There little doubt <lb />
the passage of this <lb />
The Ways and Means <lb />
has bill authorizing <lb />
the Secretary of the Treasury to <lb />
invest the surplus in the purchase <lb />
of United States bonds. Hereto- <lb />
fore this authority was conferred <lb />
upon that official by virtue of the <lb />
provision of the annual <lb />
bill As an issue has been <lb />
questioning hit light ID the <lb />
matter, it was thought best to <lb />
settle the controversy by <lb />
such legislation <lb />
The Republican Senators have <lb />
but two subjects to discuss hen <lb />
they wish to talk tor political <lb />
feet When weary of assaulting <lb />
the President's message they are <lb />
to the necessity attack- <lb />
the mail service in the We-t. <lb />
Senator Reagan was to the point <lb />
when he said that if a reform was <lb />
honestly sought, the complaints <lb />
would not be sent to the United <lb />
States Senate, but to the Peat office <lb />
Department, where steps could be <lb />
taken to correct the alleged short- <lb />
comings. <lb />
Blame letter is variously view- <lb />
ed both by Democrats and <lb />
The former place little <lb />
faith in his sincerity, while those <lb />
of the latter who are unfriendly <lb />
to the aspirations of the man from <lb />
Maine are more than willing to <lb />
take him at his word. On the <lb />
other hand, the ardent supporters <lb />
of Mr. Blaine are hoping that <lb />
there will be a reaction in his fa- <lb />
which will apparently make <lb />
the candidacy favorite a <lb />
necessity. <lb />
As a result of the retirement of <lb />
there are a number of <lb />
Presidential booms, among which <lb />
be mentioned Senators Haw <lb />
Sherman, Allison, as aB <lb />
Gresham and General Sheridan. <lb />
In fact the Republicans in Congress <lb />
are now thinking more of <lb />
dent-making than of legislation. <lb />
At last the so culled <lb />
Blair has again passed <lb />
Senate this time by a vote of <lb />
to It has been in three <lb />
Congresses now, and has occupied <lb />
much valuable time, which its en- <lb />
say will be to no purpose. <lb />
Its fate in the House is problem <lb />
but most of the Democrats <lb />
voted against it before, and the <lb />
the bill has been thought <lb />
and talked of the weaker it hat <lb />
grown. The last vote upon it by <lb />
the Senate was not so strong as <lb />
the vote of two years ago. <lb />
The fisheries Commission <lb />
concluded its labors and signed <lb />
a treaty, the same will be submit <lb />
to the Senate today. It only <lb />
includes disputes on the At- <lb />
coast. <lb />
The President and party are ex- <lb />

the Land of Flowers early next <lb />
eek. They will not be absent <lb />
