understanding that if, after a <lb />
practical test by army, they <lb />

brought a vigorous protest from a <lb />
well-known fire arm <lb />
company, which claims to have a <lb />
pistol of American design and <lb />
manufacture, in every way as good <lb />
as the German pistol ordered to be <lb />
purchased for army, and <lb />
which the Board or Ordnance and <lb />
Fortifications, which recommended <lb />
the purchase, did not even <lb />
The protest will not prevent <lb />
purchase of the one thousand <lb />
