RALEIGH, OCT. Supreme. <lb />
court, in opinion written by Justice <lb />
Plait Walker, yesterday reversed <lb />
the decision of Judge W, M. Bond in <lb />
of Solicitor l. <lb />
in his controversy with the <lb />
Commissioners of Pitt County. <lb />
contended that the <lb />
construction of an act of the last <lb />
allowing the solicitor an- <lb />
to be paid monthly from the <lb />
treasury of Pitt in lieu of fees now <lb />
provided by law, meant that he is to <lb />
receive this amount and in addition <lb />
thereto such fees as the defendants <lb />
themselves pay in the criminal court <lb />
in cases where they are convicted. The <lb />
Supreme court held otherwise. <lb />
Opinions were handed down as fol- <lb />
lows <lb />
v. Harvey from <lb />
Pitt, appeal dismissed. <lb />
v. Commissioners, <lb />
from reversed. <lb />
Humphrey v. Lang, from Pitt, <lb />
V. Town of Greenville, <lb />
from Pitt, new trial. <lb />
The controversy between the com- <lb />
missioners of Pitt county and the so- <lb />
was submitted without action <lb />
to Judge w. M, Bond to Interpret <lb />
statute passed by the last legislature. <lb />
According to the wording of the <lb />
Statute the author- <lb />
to cause the of Pitt <lb />
county to pay to the solicitor the <lb />
Judicial District the sum of six <lb />
hundred dollars annually, to be paid <lb />
monthly in lieu of fees now provided <lb />
by law, which said solicitor would <lb />
receive from time to time from the <lb />
county of Pitt on account of <lb />
lions in the criminal courts Of the <lb />
county, by the said <lb />
The difference of opinion was that <lb />
the solicitor on the one side Contended <lb />
lie should receive those fees which the <lb />
defendants themselves, upon <lb />
conviction, paid in the court in ad- <lb />
to the six hundred, while <lb />
commissioners thought Otherwise <lb />
The latter were supported by the <lb />
opinion of tile representatives of the <lb />
county, Senator F. C, Harding and <lb />
Representatives J. J. <lb />
mid Galloway. <lb />
For second time this week, and <lb />
two in succession there were <lb />
block sales on the local tobacco mar- <lb />
yesterday. On Tuesday, with over <lb />
pounds, two of the seven ware- <lb />
houses were unable to sell, and yes- <lb />
with equally as much of the <lb />
weed here, two other houses were <lb />
ed over lo this morning's sale. Al- <lb />
though cumber of pounds won't <lb />
reach half million mark today, it <lb />
will require minute of the sale <lb />
hours to finish on all the floors, <lb />
the houses being tilled from <lb />
wall to wall. <lb />
The number of pounds that have <lb />
been sold on the local market this <lb />
weeks has surprised many of the <lb />
it being far above their <lb />
expectations. <lb />
As was published in THE <lb />
TOR yesterday the Greenville market <lb />
ran second for the number of pounds <lb />
sold during the month of September, <lb />
and if sales continue as heavy <lb />
the remainder of October as they have <lb />
been for the first part, Greenville will <lb />
no doubt make it close for Wilson on <lb />
the top round on the number of <lb />
pounds. <lb />
No market In North Carolina have <lb />
made better averages than have been <lb />
made by the growers selling on local <lb />
floors, In fact some of the local ware- <lb />
houses are leading the state. <lb />

The decision of Bulgaria, the twelfth <lb />
nation to enter the war, to join the <lb />
ranks of the belligerents on the side <lb />
Germany, Austria and Turkey, was <lb />
reached only after a diplomatic battle <lb />
waged for months between <lb />
of the Teutonic allies and the <lb />
quadruple entente Each side offered <lb />
tempting inducements in an effort to <lb />
gain another ally but the Bulgarian <lb />
government finally decided the <lb />
powers had made the higher bid. <lb />
Bulgaria is rated as one of the most <lb />
powerful of the Christian Balkan <lb />
slates. Her army while considerably <lb />
smaller than that of her neighbor <lb />
is well drilled and equipped. <lb />
Her military on a peace foot- <lb />
is only about but in time of <lb />
war she is able to put into the Held <lb />
something like men. <lb />
Since the second Balkan war in <lb />
which Bulgaria fought Greece, Serbia <lb />
and Montenegro, alter the victory of <lb />
all four nations against Turkey <lb />
has been isolated to a certain <lb />
extent from the other Balkan states. <lb />
