states, however, does not Indicate <lb/>
that such amendment is necessary or <lb/>
that its absence works hardship <lb/>
any one. This means that while <lb/>
North Carolina has a registration law <lb/>
on her books which costs the <lb/>
110.000 a year, her results will not <lb/>
be recognized by the government. <lb/>

Carolina, she will be recognized as a <lb/>
second rate state, with and yet with <lb/>
out a Vital Statistics law. <lb/>
We in North Carolina feel <lb/>
confident that the death rate in a <lb/>

other mountain counties is far below <lb/>
the average in the United States and, <lb/>
if our figures were accepted by the <lb/>
federal authorities, it would be a <lb/>
splendid advertisement for North Car- <lb/>
and be the mean of bringing <lb/>
here many desirable people not only <lb/>
from northern states but from <lb/>
countries. However, without th <lb/>
sanction of the federal authorities, <lb/>
our figures will of necessity be look <lb/>
ed upon with suspicion, no matter <lb/>
how accurate they might be or <lb/>
healthful localities they might <lb/>
of North Carolina, to Feb- <lb/>
