It is not from choice that I now <lb/>
a silence that I have tried hard <lb/>
to maintain through this political <lb/>
year. there is no other alternative, <lb/>
for to remain silent is but to <lb/>
those accusations which do <lb/>
resent have tried to keep out of <lb/>
politics, and now ask no office within <lb/>
the gift of people, but I do request In <lb/>
the name fairness, that the people <lb/>
learn for themselves the true facts <lb/>
and reply not on the perfidy of a <lb/>
would-be boss and dictator. <lb/>
The Stock Law Question <lb/>
On this question my reply to the <lb/>
many charges, is simply that I kept. <lb/>
promises and gave to the people <lb/>
a law under which an election could <lb/>
be lulled and or <lb/>
stock settled by a majority of. <lb/>
the people. Under my bill there were I <lb/>
no limitations and the Commissioners <lb/>
could have levied a sufficient tax <lb/>
put the fence back to the old line <lb/>
where it originally stood, it could <lb/>
now be rebuilt and that section en- <lb/>
joy n peace and harmony, but for <lb/>
the fact that Senator Evans <lb/>
at close of tin- session, another <lb/>
which limited the tax which the <lb/>
could levy to ten <lb/>
on the one hundred dollars valuation <lb/>
Of property and thirty cents on the i <lb/>
poll. The raised under this <lb/>
limited levy will o put back <lb/>
very little of the fence. I cast no as- <lb/>
upon the Senator, nor do I <lb/>
Question his motives in thus destroy- <lb/>
the bill by placing such <lb/>
upon it, but I cannot under- <lb/>
stand why one who had for so long <lb/>
been i for relief, should <lb/>
fully destroy that relief when it was <lb/>
brought before him. and then turn, <lb/>
upon his deliverer and try to falsely <lb/>
place the blame on him. <lb/>
I Lave been severely for <lb/>
having voted for the months <lb/>
school and <lb/>
In reply I say to all, that am <lb/>
proud of my votes on these questions., <lb/>
and am also proud of the efforts I <lb/>
made in behalf of the Training <lb/>
School, in which the Senator did not <lb/>
assist me, but I am proudest of all of <lb/>
my victory in preventing the Senator <lb/>
the poor man's friend i from pass- <lb/>
a law which would have taken <lb/>
out Of the public school fund <lb/>
or a month of school from the <lb/>
try children who are not able to pas- <lb/>
tor their tuition or come to Green- <lb/>
ville and attend the town's graded <lb/>
school with the Senator's <lb/>
This goes to the rural schools <lb/>
and not those kept up by the towns <lb/>
of th county, yet Senator Evans on <lb/>
two occasions tried to pass a law that <lb/>
would have each year this sum <lb/>
In taxes out of the public School fund. <lb/>
The Laws. <lb/>
As to these laws have been <lb/>
ed with the people bond <lb/>
Issue which they did not want. My <lb/>
reply to accusation Is that <lb/>
introduced any bond <lb/>
did not require a majority of <lb/>
the people for its adoption. When a <lb/>
by long petitions to be <lb/>
allowed to vote on bonds, I passed <lb/>
their bills through the House, for I <lb/>
did not self constitute their <lb/>
nor pretend to say that I <lb/>
know bitter what a people of t town- <lb/>
ship wanted than a majority of those <lb/>
expressed by ballot. Can the <lb/>
Senator say that he give to the people <lb/>
any such privileges or that he did not <lb/>
defeat their bills asking only for <lb/>
on bonds. <lb/>
It s true I am a town man and was <lb/>
born and reared within the corporate <lb/>
limits of towns, but when I behold the <lb/>
discrimination and injustice in a law <lb/>
that the country man <lb/>
work six days to the year on the pub- <lb/>
reds In addition to paying a road <lb/>
tax. and exempts the town man from <lb/>
such duty. I am constrained to repeal <lb/>
such a law. Yet at every effort I <lb/>
made to remedy this Intolerable con- <lb/>
by passing a repeal bill through <lb/>
the House. I was opposed by that <lb/>
great self-styled country born <lb/>
pion and lover of the country people, <lb/>
and my bills repealing this law were <lb/>
each time defeated In the Senate by <lb/>
him. How would the country <lb/>
between IS and years aid cast <lb/>
their votes on this proposition <lb/>
have never said women should be <lb/>
forced to vote any more than men <lb/>
are forced to vote, but t , y <lb/>
have privilege of voting <lb/>
they desire to do so. I cannot <lb/>
see the consistency In declaring <lb/>
against without <lb/>
and at the same time <lb/>
one half those who are taxed. <lb/>
There are millions of women In <lb/>
country being taxed, many of whom <lb/>
have never been married or are <lb/>
yet they are allowed no voice <lb/>
in the government that the tax. <lb/>
An woman in my <lb/>
Is far more capable of exercising the <lb/>
franchise than the ignorant <lb/>
who are lined up and told how <lb/>
to vote by the Inflaming who <lb/>
no interest at heart save the <lb/>
I of himself in power. If my <lb/>
on this question is the <lb/>
i government in the hands of <lb/>
, then I plead guilty to the <lb/>
I charge. <lb/>
i Destruction of the Tobacco In- <lb/>
if bill which provided that any <lb/>
county In the state could accept or r <lb/>
a majority of its voters, a <lb/>
measure which would prohibit the re- <lb/>
tail of cigarettes is the destruction <lb/>
of the great tobacco industry, then I <lb/>
must say the tobacco Industry is much <lb/>
weaker than I ever thought it to be. <lb/>
There Is no one who loves Pitt county <lb/>
better, or would do more for the <lb/>
great friend, the tobacco industry <lb/>
than I. and I do not believe cigarettes <lb/>
are very harmful to men, but I do be- <lb/>
they dwarf young boys both men <lb/>
tally and physically. It was solely <lb/>
for the protection of the states future <lb/>
men, that introduced the bill. How- <lb/>
ever, regardless of my private <lb/>
ion. I bowed to the will of my con- <lb/>
when realize that my <lb/>
was against me. for the ma- <lb/>
of the committee voted against <lb/>
the till I bail a minority report and <lb/>
could have carried the till to the <lb/>
floor of the House where there were <lb/>
members who hail promised to <lb/>
in favor of it. and some twenty <lb/>
or thirty who had promised to vote <lb/>
for it. If what have done is <lb/>
fort destroy the tobacco <lb/>
as expressed by Senator Evans <lb/>
his committee, may we be delivered, <lb/>
and all county property protected, <lb/>
from some the Senator's efforts, j <lb/>
The Call Bill. <lb/>
I have been accused voting for a <lb/>
hill which would prevent the killing <lb/>
of young calves In Pitt county I did <lb/>
not Introduce this bill hut voted tor <lb/>
its application In Pitt county after <lb/>
being solicited by a representative of <lb/>
the rotate Agricultural Department. <lb/>
Tin Agricultural Department inform-; <lb/>
ed me that they were trying to <lb/>
courage beef raising in North Caro-j <lb/>
Una, and thus increase the beef supply <lb/>
In state, and that if young calves <lb/>
were allowed to butchered just SO <lb/>
get them out the way. this could <lb/>
not be done, if my vote on this was <lb/>

In conclusion I want to say Senator, <lb/>
carefully avoided informing <lb/>
the public how he and I stood on the, <lb/>

My resolution asking for a repeal <lb/>
of th cents Tobacco Tax which the <lb/>
ultimately have to pay. He <lb/>
helped to defeat this in the Senate. <lb/>
My light tor the Initiative and Re- <lb/>
and the State Wide <lb/>
My light against unjust <lb/>
freight rates. My light for a two <lb/>
cent rat.-. My bill and re- <lb/>
solution prohibiting members of the <lb/>
General Assembly riding on free rail-, <lb/>
road passes. My efforts to get <lb/>
for the Training School, <lb/>
and sometimes wonder <lb/>
I am not of starting the great . <lb/>
European War to hurt the farmers <lb/>
Spice prevents my replying further, <lb/>
more fully at this time to the nu- <lb/>
charges leveled at me, but I <lb/>
say here and now that I ask <lb/>
for no office, yet if the people in any <lb/>
section of the county are sufficiently <lb/>
to give me an audience. I <lb/>
will be glad at all times to accept <lb/>
their Invitation and not only prove <lb/>
what I have said here, but also defend <lb/>
