city authorities heeded the many <lb />
warnings of health officers and <lb />
provided an <lb />
pure water supply and <lb />
If they had passed and enforced <lb />
pure milk and other ordinances <lb />
against and tilth. Like- <lb />
wise, much of it could have been avert <lb />
ed in the country if the people there <lb />
had been equally careful In regard to <lb />
their water and milk flies. But <lb />
did they do It Vital statistics re- <lb />
ports of the various towns in the state <lb />
show where they did and where they <lb />
did not. No vital statistics, however, <lb />
are available for districts of <lb />
North Carolina. Did Congress <lb />
point an investigating committee to <lb />
determine of this fearful loss <lb />
of life and make recommendations <lb />
Will the coming legislature make an <lb />
investigation of the matter Did your <lb />
own local county officials or city <lb />
ever consider tho Very <lb />
few have. Why Arc our own <lb />
and brethren of so much less <lb />
value or Importance than the <lb />
on the Titanic. No. The <lb />
son is Simply The Titanic dis- <lb />
aster was spectacular and unusual. <lb />
The continued loss from typhoid Is <lb />
neither unusual nor spectacular. We <lb />
have become accustomed to It. We <lb />
used lo think Hint such things had to <lb />

now we know that they are prevent- <lb />
able. It will be only a matter of a <lb />
few- years until the public will learn <lb />
that for every case or death from <lb />
typhoid some one Is responsible. It <lb />
may be your city officials for not pro- <lb />
pure pater and pure milk and <lb />
for not suppressing flies. It may be <lb />
your doctor for not properly report- <lb />
to the health officer or for not <lb />
giving proper instructions for the cure <lb />
of n case of the disease. You your- <lb />
self may be guilty for gross neglect <lb />

money shall be taken from the <lb />

been in session for nearly six months <lb />
this calendar year it has not passed <lb />
the necessary measure directing the <lb />
expenditures of for the main- <lb />
i of the government, except in <lb />
case of two or three of the minor <lb />
supply bills. The bill appropriating <lb />
money for the diplomatic and consular <lb />

for fortifications for the coming <lb />
fiscal year have been passed and Sign- <lb />
ed, by the President, and the annual <lb />
supply bill for pensions has been <lb />
acted upon, but none of the <lb />
other big has become a <lb />
law. <lb />
This situation would tie up the <lb />
of the government it not for <lb />
the fact that Congress discovered <lb />
many years ago that there was a way <lb />
out of the That method if <lb />
to pass a resolution which has all the <lb />
force and effect of law. authorizing a <lb />
continuation of existing appropriations <lb />
until such time as the regular <lb />
bills should passed. The passage <lb />
such resolution will enable the sec- <lb />
to pay warrants drawn upon <lb />
the treasury for the regular and rout- <lb />
expenses of the government and <lb />
for contracts already authorized, but <lb />
it will not permit of the payment of <lb />
money for new projects. <lb />
Such a resolution has already been <lb />
introduced in the Senate by Senator <lb />
or New Hampshire and <lb />
doubtless will be one of the first <lb />
measures accepted upon when Con- <lb />
again takes up the serious <lb />
of legislation after the first of <lb />
July. How long it will be before the <lb />
general supply hills are enacted, no <lb />
one can tell, but it will doubtless <lb />
larval weeks, as the President has <lb />
ready voted the army appropriation <lb />
bill and there will be a big fight <lb />
Congress yields to his objection and <lb />
passes the measure without features <lb />
to which lie has taken t <lb />
Is also freely predicted that a similar <lb />
fate will befall the bill making <lb />
for the legislative, <lb />
and judicial departments of the <lb />
government because of the rider which <lb />
abolishes the United States Court of <lb />
Commerce and with the <lb />
vices of the five judges who have <lb />
ed upon that tribunal. <lb />
The failure of congress to make the <lb />
necessary appropriations is due large- <lb />
to the of the Senate. The <lb />
custom has grown up in Congress that <lb />
all of the big supply bills shall be <lb />
framed In the House, although there <lb />
is no constitutional provision <lb />
this, as Is the case revenue meas- <lb />
but it has come to he <lb />
in a sort of division of work between <lb />
the two Houses. In this custom the <lb />
principle is followed that Inasmuch as <lb />
the of Representatives Is the body <lb />
which comes direct from the people <lb />
that it should have first say In the mat- <lb />
of control over the public purse <lb />
strings. The House has done its share <lb />
in work and has passed all of the <lb />
general supply bills with the <lb />
of the general deficiency bill, which <lb />
i.- always the last to be acted upon. <lb />
The Senate, however, is far behind In <lb />
this work. <lb />
The end of the fiscal years also <lb />
shows that the House has passed tar- <lb />
bills revising the woolen schedule, <lb />
revising the schedule, revising <lb />
the chemical schedule, and an <lb />
providing for the admission of sugar <lb />
free of duty. To meet the loss of <lb />
revenue because of the proposed free <lb />
admission of sugar, the has also <lb />
passed an excise really an in- <lb />
come tax bill, which it Is said will <lb />
produce upwards of twice as much in- <lb />
come to the treasury as the <lb />
One of these measures, the metal <lb />
schedule bill has passed the Senate, <lb />
with a rider repealing the <lb />
an reciprocity law which Canada re- <lb />
fused to accept. This has thrown <lb />
the measure Into conference where It <lb />

j amendment to the constitution <lb />

form In which It was passed by <lb />
the House, as It was modified in the <lb />
S- but It Is estimated that It will <lb />
add a year to the govern- <lb />
gratuities to veterans. <lb />
Other measures favorably passed <lb />
by both Houses are the bill es- <lb />
a Children's bureau under <lb />
the department of commerce and la- <lb />
measurer for the relief of the <lb />
Mississippi flood sufferers and for the <lb />
improvement and maintenance of the <lb />
levees, a bill for the protection of the <lb />
seal-herd In a bill perfecting <lb />
the mining laws of Alaska, and a bill <lb />
liberalizing the homestead laws and <lb />
reducing the time required to obtain <lb />
a home on public land from five to <lb />
three years. <lb />
While the Senate has devoted Itself <lb />
to the investigation of the <lb />
and the Stephenson election cases, <lb />
and the Titanic disaster, the House <lb />
has carried on a series of <lb />
Including the investigation In- <lb />
the Investigation of the steel <lb />
trust, the Investigation of the <lb />
trust, the Investigation of the Taylor; <lb />
system of shop management as well <lb />
as the numerous investigations into <lb />
the of the various departments <lb />
